On February 19th, Chamber members clearly attended number 1: a festive celebration; especially: a public enter-tainment marking a special occasion. In years past the Gala has always been a festive celebration, celebrating the business members as well as being the main fundraiser for the Chamber during the year. The same held true this year, however the Chamber added the Community Business Awards program celebrating those businesses excelling in their specific industry. Over 40 companies were nominated for 8 categories in the first year! The Chamber looks forward to continuing this awards program, and urges you to nominate your company next year, so we can highlight your company and your excellence in industry! Increasing Taxes—Bad for the Economy

• Economic recovery must be our nation’s foremost domestic priority. The U.S. Chamber is committed to pro-growth tax policies that preserve America’s global competitiveness and is opposed to tax increases that reduce businesses’ ability to

grow, invest, and create jobs.

• A successful economy depends on a tax code that rewards achievement, encour-

ages investment, and promotes growth.

• In these troubled economic times, it would be the height of economic folly to target

business—or any group of Americans—for a major tax increase.

Preventing Significant Tax Increases on American Business

• Successful small business proprietors could see their taxes rise under the Administration budget proposal (taxpayers

earning more than $250,000 (married) and $200,000 (single)). The proposal would:

ο Reinstate the 36% and 39.6% rates.

ο Reinstate the personal exemption phaseout and limitations on itemized deductions.

ο Impose a 20% rate on capital gains and dividends.

ο Limit the tax rate at which itemized deductions reduce tax liability (FY2010 Greenbook).

� In addition to the tax increases on small business, the Obama budget proposes $353 billion over 10 years of new taxes on

American businesses (FY 2010 Greenbook).

ο This includes $210 billion over 10 years on American companies operating globally, including changes to the deferral regime and the foreign tax credit rules, both of which help keep American companies competitive in the face of double

taxation.

ο Businesses would face tax increases from the codification of the economic substance doctrine, repeal of the LIFO ac-

counting method, and punitive taxes on the oil and gas industry.

The U.S. Chamber’s Pro-Growth Tax Agenda

• The U.S. Chamber’s pro-growth tax agenda urges Congress and the current administration to enact policies that bring tax

rates in line with our global competitors and make compliance simpler and easier:

ο Prevent a complete rollback of the 2001 and 2003 tax cuts.

ο Eliminate, or substantially reform, the alternative minimum tax (AMT) to protect a growing number of individuals

and businesses, including more people in the middle class.

ο Retool the corporate tax structure to reduce what is one of the highest marginal cor-

porate income tax rates in the developed world. Reducing corporate tax rates will stimu-late economic recovery and attract foreign and domestic investment, which will create

American jobs.

ο All 50 states have a combined federal and state corporate tax rate higher than

France’s, which is ranked fifth in the world for highest corporate taxes (The Tax Founda-

tion).

ο Reduce the budget deficit through higher economic growth, spending restraint, and enti-

tlement reform—not higher taxes.
