NEGOTIATED SE T T L E M E N Tmatterwasinitiated bytheFederalElection Commission(Commission)pursuant toinformation ascertained in the normal course ofcarryingout its supervisory responsibilities.reviewofthematter,andinan efforttopromotecompliancewiththeFederalElectionActof1971,as amended, (FECA)and resolve thismatter,theCommissionenteredinto negotiationswith Arthur Lukin representingMaragos4NYandKhaleda Malique, in his

correctamounts.Whentheerrorwasnoted,theamendedreportwasfiledtocorrecttherecord.6.Respondents,inanefforttoavoidsimilarerrorsinthefuture,agree to: a)certifytheclosureoftheCommittee'sfederalaccountand workwithCommissionstafftoterminatetheirpoliticalcommitteestatusand reportingobligationswiththeCommissionwithin

sixty60)daysoftheeffective dateofthis agreement;and(b)pay acivilpenaltyof5,000withinthirty30)daysoftheeffective dateofthisagreement.7.Respondentsagreethatallinformation providedtoresolve thismatteristrueandaccuratetothe bestoftheirknowledgeandthattheysignthis agreementunderpenaltyofperjurypursuantto28U.S.C.1746.8. ThepartiesagreethatifRespondentsfailtocomply withthetermsofthissettlement, theissionmay submit anyunpaidcivilpenaltytotheU.S.TreasuryforcollectionorcivilactionintheU.S.DistrictCourtfortheDistrict ofColumbiatosecurecompliance.9. Thisagreementshallbecomeeffectiveonthedatesignedbyallpartiesand approvedbytheCommission.Respondentsshallcomply withthetermsofthisagreementassetoutin6above,andshallcertify compliance withtheabovesettlementterms inwritingtotheAltemative Dispute ResolutionOfficeonorbeforethedateeachtermbecomesdue.

10.ThisNegotiatedSettlementconstitutes theentireagreementbetween thepartiesonADR654(RR13L-17),andresolvesthoseissuesidentifiedinparagraph3above.Nootherstatement,promiseoragreement,eitherwrittenororal,madebyeitiierparty,notincludedherein, shallbeenforceable.
