Happy Spring Break!

There are a number of things coming up. First, tomorrow is the last day to put

forth your name for elected positions in Local APSCUF. The vote will be coming up

after Spring Break. Please drop by our offices in 209 Memorial Hall and cast your

ballot!

Second, a thank you to the faculty who participated in our Adjunct Luncheon. A good meal and good conversation. Among other things, we are hoping to add a monthly Adjunct column to the monthly newsletter. Please contact Linda Smith at [email protected] if you would be interested in writing one of these columns! Third, the next APSCUF Executive Committee meeting is scheduled for Tuesday,

March 12th. Contact any member of the Executive Committee if you have

concerns or issues.

CAMPUS VISIT: There will be a campus visit by Sara Miller of State APSCUF’s Labor Relations Department on

Tuesday, April 16, 2019. Please feel free to stop by the APSCUF office, 209 Memorial Hall, between 1:30 pm – 3:30 pm to meet Sara. She will be available to answer any general contract questions. Note that we will not be taking appointments. Just stop in!

NOTE: The General Spring Elections will be held on Wednesday, March 13 from 9:00 am—3:00 pm and Thursday,

March 14 from 9:00 am—12:00 pm. Only full APSCUF members may participate in the vote.

State APSCUF Calls for Publications: State APSCUF would like to continue to fill their large conference room

shelves in Harrisburg with publications of faculty and coaches. Recordings made by an individual APSCUF member

or a group (s) that a faculty member directs or conducts or other creative works are also collected.

This is an on-going campaign that not only enhances the room but also reflect in some measurer the academic

quality of our faculty and coaches. Letters of appreciation will be sent to acknowledge each gift.

Healthy U Has Partnered with Sharecare: The State System’s workplace wellness program, Health U, is

provided through Highmark Blue Shield. On February 1, 2019, Pennsylvania’s State System of Higher Education

released information about its revamped Healthy U Wellness Program. Employees and their enrolled spouses/

domestic partners who create a Sharecare account and complete the RealAge Test (wellness profile) before May

31, 2019, deadline qualify for lower healthcare premiums beginning in July 2019. The current Health U program

runs January 1, 2019, through May 31, 2019. To get started, check out the Healthy U Information Guide.

TEMPORARY FACULTY: Please note that if you are a temporary faculty member enrolled with Highmark for

major medical, you should participate in this program for it affects your premium contributions too for the up-

coming 2019-20 AY.

ARE YOU A UNION MEMBER? APSCUF members pay union dues equal to 1.15% of their salary. Remember

only members can vote on campus elections, to ratify a tentative agreement for the next round of contract talks.

OVERLOAD AND RELATED PAYMENTS According to the attached instructions, overload and related payments must be submitted locally between now and by no later than February 22, 2019. Overload and related payments will be included in the March 15, 2019 paychecks. If a faculty member has not received an overload payment in his or her March 15, 2019 paycheck, there are three likely possibilities: either (1) the faculty member has not yet earned credit overload (see explanation below); or (2) the paperwork to authorize the payment was not sent to your Payroll Office; or (3) your Payroll Office has questions about the paperwork. In any case, please keep in mind that the affected faculty member will have forty (40) days from March 15, 2019 to file a grievance if he or she has not received an overload payment or disputes the amount paid. This means that such grievances must be filed at Step Two of the Grievance Procedure by no later than April 24, 2019 in order to be time-ly. Please remember that most faculty members who teach 15 credits in the fall do not earn overload credit in the fall even if they are scheduled to teach 12 credits this spring, as their workload could be modified to 9 credits in the spring, making them ineligible for overload compensation. If the faculty member actually does teach 12 credits this spring, he or she will have then earned the credit overload this spring.

DISTANCE EDUCATION PAYMENTS

According the attached instructions, distance education payments must be submitted lo-cally between now and by no later than March 22, 2019. Distance Education payments will be included in the April 12, 2019 paychecks. If a faculty member has not received a distance education payment in his or her April 12, 2019 paycheck, either the paperwork to authorize the payment was not sent to your Pay-roll Office or your Payroll Office has questions about the paperwork. In any case, the af-fected faculty member will have forty (40) days from April 12, 2019 to file a grievance if he or she has not received a distance education payment or disputes the amount paid. This means that such grievances must be filed at Step Two of the Grievance Pro-cedure by no later than September 30, 2019 (summer extension) in order to be consid-ered timely.

Who should I contact for enrollment questions?

Please contact the PAFAC HWF at 844-865-1137 or [email protected].

Who do I contact for vision benefit/claims questions?

For services incurred on or before January 31, 2019, contact the PAFAC HWF at 844-865-1137. For services incurred after February 1, 2019, log

into your National Vision Administrators (NVA) user account (www.e-nva.com), mobile app, or contact NVA at 800-672-7723.

Who do I contact for dental benefit/claims questions?

For services incurred on or before January 31, 2019, contact the PAFAC HWF at 844-865-1137. For services incurred after February 1, 2019, log

into your United Concordia Dental user account (www.ucci.com), mobile app, or contact UCCI at 866-568-5994.

How do I submit claims?

For services on or before January 31, 2019, use the old vision claim form or old dental claim form and submit it to the Fund Benefit Office in Pitts-

burgh. (Forms sent to the PO Box in Harrisburg will be forwarded to the Pittsburgh address.)

For services on or after February 1, 2019 at out of network providers, use the NVA vision claim form or the UCCI dental claim form. Reimburse-ment will be made to the subscriber. You may view the fee schedule for non-network providers by visiting the UCCI PAFAC Client Corner and

selecting 2019 Non-Network Dental Fee Schedule.

For services on or after February 1, 2019 at in network providers, you need only show your vision or dental ID card.

All forms are available on the APSCUF website under Forms and Benefits.

How can I search for a network provider?

Use the United Concordia Dental mobile app or visit www.ucci.com and select Find a Dentist. The network is Advantage Plus.

Use the NVA mobile app or visit www.e-nva.com and select Find Provider. The vision group number is 13242000.

I have not received a vision and/or dental card. What should I do?

You may view your ID card or print temporary cards by logging into your NVA and UCCI user accounts (including mobile app). You may also con-

tact the Fund Benefit Office at 844-865-1137 or email [email protected].

How do I update my information (add/remove dependents, change my address, etc.)?

You must complete an updated HWF enrollment card which is available in your local APSCUF office.

How have my dental and vision benefits changed?

For the most part, you will not notice a change in your benefits. For services rendered at out of network providers, the Fund reimbursements will be similar to the schedule of allowances previously paid by the Fund. Services at in network providers will usually result in less money from your own pocket. The sunglass benefit has changed. Per the vision summary of benefits, "Glass photogrey or transitions are only covered for faculty members when purchasing a pair of Rx sunglasses in lieu of standard eye wear." Members will no longer be reimbursed for regular Rx eyewear and Rx sunglasses in the same calendar year or in alternating back-to-back years. The benefit alternates based on the regular schedule of ser-vices which is every two years. Members can purchase sunglasses at a discounted rate from an NVA network provider. The family deductible for dental is waived. The annual $50 per individual per calendar year deductible (maximum of two deductibles per family) is waived for calendar years 2019 and 2020. Please check your vision and dental Summary of Benefits for a complete description of coverage.

DENTAL and VISION Benefits Information!!

ARE YOU ELIGIBLE FOR DENTAL/VISION BENEFITS?

Temporary, full-time faculty are eligible for Health & Welfare Benefits upon employment. The full-time benefit

package includes services for dental and vision.

Temporary, part-time faculty are eligible for Health & Welfare Benefits if you have worked at least 25% of full-time in

any one of the preceding 3 semesters. The part-time benefit package reimburses for vision exams and dental preventa-

tive & restorative services.

If you are a returning adjunct temporary faculty member and you know that you are already enrolled, there is no need

to re-enroll unless you have a change of address or family status.

If you are eligible, please call the Mansfield APSCUF office to set up a time to fill out your enrollment card and to learn more about your benefits. My office hours are Monday – Friday, 8:00 AM – 4:00 PM. You can reach me by calling Ext 4919 or by emailing [email protected]

State APSCUF Launches Adjunct Newsletter

Our union is one of only a few across the country that represents all faculty — whether they are tenured,

tenure track, or adjunct. ASPCUF debuted the Adjunct Update, a newsletter composed with and for adjunct

faculty members, in early November.

If you are an adjunct member of APSCUF and did not receive the newsletter, which State APSCUF aims to

2019 State apscuf scholarship program

The State APSCUF Office awards a $3,000.00 scholarship to a student (family members) of

an APSCUF or APSCURF member . The scholarship will be awarded to an eligible appli-

cant for the pursuit of either an undergraduate or master degree at one of the 14 state-owned

universities.

Topic for this year’s essay is “What are your views on public service in the context of your

professional future?” The essay must be a minimum of 500 words but does not exceed 1000

words. Completed scholarship packets must be postmarked no later than March 1, 2019.

The State APSCUF Scholarship will be presented in August 2019.
