MINUTES OF 57th MEETING OF COMMERCIAL COMMITTEE HELD ON 11th JANUARY 2011 AT WRPC OFFICE, MUMBAI
The 57th meeting of Commercial Committee of WRPC was held on 11th January
2011 at WRPC office, Mumbai. The list of the participants is enclosed at
Annexure-1.
Shri Manjit Singh, Member Secretary, WRPC welcomed the Commercial
Committee members and participants to the 57th meeting of Commercial
Committee of WRPC and wished them a very happy New Year 2011.
He said that as Central Electricity Regulatory Commission, Regulations, 2010 on
Sharing of Inter-State Transmission Charges and Losses were to take effect from
1.1.2011. NLDC the implementing agency of the above Regulations have
submitted to Commission the, details of Point of Connection charge. It has
sought more time for submitting the modified procedure after incorporating
comments of stakeholders and decision of CERC on the issues raised. CERC
vide order 30.12.2010 has directed that the Regulations shall come into force
with effect from 1.4.2011 and the States want to see the implication of the new
method of sharing of transmission charges through calculation of actual
transmission charges through both the methodologies before the same gets
implemented.
He intimated that implementation of Clauses 5 and 7 of Annexure-I of IEGC,
Regulations 2010 relating to sharing of UI charges to be borne by the host states
for variation of generation of wind and solar energy from the schedule, which
were to take effect from 1.1.2010, CERC vide order dated 31.12.2010 has
directed that the provisions of clauses (5) and (7) of Annexure I of the Grid Code
shall come into operation with effect from 1.1.2012 instead of 1.1.2011 and has
allowed time of six months for the mock exercises, during which time energy
accounts for energy from wind farms and solar generators would be prepared.
He briefly outlined the agenda items covered in the agenda. He stated that some
of the important issues pertaining to transfer of control area of NSPCL, treatment Minutes of 57th Commercial Committee Meeting held on11.01.11 at Mumbai 1
of Naphtha fuel usage during carrying out the periodical healthiness check of the
liquid fuel circuit of the station amongst other items listed in the agenda notes
and said that the same may be discussed for taking decisions on the matters in
the light of regulations and other related commitments by the concerned
agencies players / stakeholders involved in an amicable manner.
Thereafter the agenda items were taken up for discussion. ITEM No.1: CONFIRMATION OF THE MINUTES OF THE 56th MEETING OF
COMMERCIAL COMMITTEE
SE (Comml), WRPC initiating the discussions wished a very happy New Year
2011 to participants. He stated that the minutes of the 56th meeting of
Commercial Committee held on 22.10.2010 at Mumbai were forwarded vide
WRPC letter No.WRPC/Comml-I/CCM/Min/2010-10016 dated 29.10.2010.
Request for amendment in item No. 7 of the 56th CCM as below have been
received from M/s Torrent Power vide letter no. TPL/SUGEN/COMMERCIAL/10-
11/0162 dated 8.11.2010:-
Quote:
“GM, Torrent Power, stated that Torrent did not agree with decision of WRPC in
13th meeting and now they have filed petition in CERC against above decision for
sharing of inter-regional transmission charges and wheeling of ISTS power to DD
& DNH through GETCO transmission system and wheeling of ISTS power to
Goa & DNH through MSETCL transmission system.” -Unquote
to be amended as:
“TPL representative, who attended the 56th Commercial Committee meeting,
represented that WRPC should direct CTU/PGCIL to stop charging of (a)
Transmission charges for inter-regional links between WR and other regions i.e.
ER/NR/SR and (b) wheeling charges payable to Gujarat and Maharashtra for
wheeling of Central Sector power to DD, DNH and Goa until necessary

clarification is obtained from the Honorable CERC, for which TPL has submitted
its petition.”
Committee discussed and recalled that during the discussions in 56th CCM, the
Committee had noted the request by M/s TPL and had clarified therein that
charges as above were included in REAs as suggested by the WR Power
Committee in 13th WRPC meeting and recording made accordingly for continuing
with the existing methodology till decision of CERC on clarification sought by TPL
vide petition filed was available. However upon request by M/s TPL, the
Committee agreed to include the amendment requested by representative of
TPL.
The minutes of 56th CCM were confirmed with above modification. ITEM No.2: SIGNING OF PPA WITH RGPPL (FOR 5% ALLOCATED
CAPACITY) AND ITS SCHEDULING
2.1 SE(Comml), WRPC stated that the matter regarding signing of PPA by
RGPPL with DD, DNH and Goa to enable scheduling of 5% capacity of RGPPL
power, to the above beneficiaries as per MoP order i.e. 2% each to DD & DNH
and 1% each to Goa had earlier been discussed in meeting held on 31.8.2010
and in 56th CCM for review on status of scheduling of RGPPL, wherein the
RGPPL had intimated that signing of PPA may be done by end of November,
2010. WRPC vide letter No. WRPC/Comml-I/Alloc.2010/1467 dated 28.10.10
had requested RGGPL to expedite finalization of the PPA as the scheduling of
5% allocated power from RGPPL could commence only after completion of all
formalities viz., signing of PPA, obtaining necessary open access, opening of
Letter of Credit by the beneficiaries of the generating station commensurate with
the allocated power, completion of all formalities by the beneficiaries etc.
2.2 SE(Comml), WRPC further stated that WRPC vide WRPC/Comml-I//6/Alloc-
2010/1265 dated 15.09.2010 had also requested RGPPL to intimate the date on
which power station started operating at full load (1940 MW) to enable effecting

of the 5% allocated power to beneficiaries vide MOP allocation order dated
29.3.2010. During 56 CCM RGPPL had intimated that power station started
operating at full load (1940 MW) in April 2010 however they would intimate the
date and time for the same.

RGGPL was requested to intimate current status on
above.
The Commercial Committee observed that the issue of PPA finalization and
signing the same with beneficiaries of RGPPL viz. DD,DNH and Goa had been
coming up in various Commercial and WR Power Committee meetings wherein
RGPPL had been stating that the matter was under consideration and awaited
their Board’s approval. RGPPL had been assuring that same would be signed
soon. The RGPPL beneficiaries of unallocated power had been repeatedly
requesting that their due share needs to be availed by them in view of
inadequate quantum of allocated power to them compared to their demand.
Despite above, the prolonged pending of expediting the PPA had been causing
undue hardship to them as arrangement to meet their demand from alternative
costlier sources of power had to be made by them pending receiving of approval
of PPA document from RGPPL Board.
RGPPL representative stated that PPA is under final stage of approval by Board.
In RGPPL board meeting scheduled to be held within a week’s time. He added
that status of PPA and date of full load operation will be intimated possibly by
January 2011 end.
The Committee expressed its concern on delay in expediting finalization and signing of PPA document by RGPPL and completion of other related formalities. Committee expressed that issue may be taken up during ensuing TCC/WRPC meeting.
2.3 SE (Comml), WRPC stated that ED, WRLDC, POSOCO vide letter no
WRLDC/OS/1664/2010/2312 dated 24.12.2010 addressed to Secretary, CERC
have sought direction of the Commission on transfer of Jurisdiction of RGPPL

from SLDC to WRLDC with reference to the para 98 of the Commission’s order
dated 18.08.2009 in petition No. 283/2009.
Committee noted the same. ITEM No. 3: ISSUES RELATED TO SHIFTING OF CONTROL AREA OF
NSPCL FROM SLDC, CSPTCL TO WRLDC SE (Comml), WRPC stated that the matter related to shifting of control area of
NSPCL from SLDC, CSPTCL to WRLDC was deliberated in 55th Commercial
Committee Meeting and in a meeting held on 27.09.10, wherein it was agreed
that emerging issues between NSPCL, CSPDCL and BSP SAIL regarding any
ISTS transmission charges or losses applicable to BSP, STU transmission
charges or losses applicable to BSP, bifurcation of combined UI accounting for
CSPDCL and BSP by SLDC etc. will be sorted out and thereafter the subject
matter of shifting of control area will be taken up.
SE(Comml), WRPC further stated that NSPCL vide letter 01:CP&C:103 dated
3.12.10 has enclosed a copy of the minutes of the meeting held between
CSPDCL, NSPCL, BSP & SLDC on 23.11.10 at Raipur to decide modalities for
transfer of control area of NSPCL from SLDC to WRLDC and ED, WRLDC,
POSOCO vide letter no. WRLDC/OS/1610/2010 dated 24.12.2010 has
communicated views of WRLDC on the minutes of the meeting held on 23.11.10
at Raipur.
ED, WRLDC, POSOCO stated that shifting of control area of NSPCL from SLDC
to WRLDC would be possible as agreed earlier. WRLDC stated that Chhattisgarh
were to construct line to NSPCL power station for availing power allocation and
neither has applied for LTOA. LTOA is for only 170 MW in respect 100 MW from
NSPCL for DNH and 70 MW for DD. In the absence of any LTOA/MTOA, the
balance power shall therefore have to be supplied through STOA which would
depend on availability of margins. He however further stated that presently there
are mainly three issues, which would require to be addressed in this meeting:-

(i) Segregation of UI between CSPDCL and BSP by SLDC, Chhattisgarh
(ii) Captive status of one of the two units of NSPCL
(iii) Sharing of transmission charges and losses of ISTS network
GM, NSPCL stated that they got clarification regarding declaring one unit as
captive and the same can be changed subsequently after one year (financial).
He further stated that the issue of unit-wise scheduling in this case has been
taken up by them with CERC and CERC had informed them that the same could
be done.
DGM. BSP stated that there is an existing commercial arrangement with
CSPDCL in case of overdrawl /under drawl of power from Chhattisgarh grid and
same would have to be continued in case WRLDC commences scheduling of
NSPCL stations in future.
Committee discussed the matter and consensus was arrived at on the following:
I. As unit-wise scheduling has been requested by NSPCL in view of
captive status of station, whereas CERC Tariff orders are for
combined 2x250 MW (500 MW) station and hence in this context,
NSPCL may seek clarification from CERC for unit wise scheduling by
WRLDC.
II. CTU has approved 170 MW LTOA from NSPCL to DD and DNH and
allocation to BSP is 192.5 MW for which dedicated transmission lines
have been planned by NSPCL (2x315 MVA, 400/220 kV ICTs and
one 220 kV D/c line from NSPCL to BSP is commissioned and
second 220 kV D/c is to be commissioned).
III. For balance 137.5 MW (500-170-192.5) there is neither LTA nor
MTOA although long term PPA is signed by NSPCL with CSPDCL for
50 MW power, LTA / MTOA will have to be applied for this power by
CSPDCL/ NSPCL. LTA / MTOA / STOA for balance 87.5 MW would

have to be applied by NSPCL, the scheduling under STOA shall
however depend on margins available.
IV. BSP would be treated as embedded entity in Chhattisgarh State and
combined schedule for CSPDCL and BSP would be given by
WRLDC. ISTS charges and losses will be applied to CSPDCL on its
transaction. ISTS charges and losses will not be applied to BSP
which has direct connectivity with NSPCL. Segregation of power to
CSPDCL and BSP would be intimated by WRLDC to SLDC
separately.
V. SLDC, CSPTCL agreed for not applying STU transmission charges
and losses to BSP transactions with NSPCL.
VI. Transactions between BSP and CSPTCL on BSP – CSPTCL
interconnection will be settled as per mutual agreements.
VII. NSPCL intimated that BSP, SAIL vide letter dated 20.11.09 have
decided to identify Unit-1 as captive as per section-3, clause (ii) b of
the Electricity Rules, 2005.
VIII. The modalities for allocations from two units in case of outage of any
of the units of NSPCL would be in principal as per record notes of
discussions held on 9.12.2009.
On the basis of above following was decided:
• NSPCL would intimate the designated status identifying unit-1 or unit-2 as captive or CGS to CERC with a copy to WRLDC/WRPC.
• Separate meeting among NSPCL, SLDC, WRLDC, and BSP may be held in due course for firming up the detailed methodology for scheduling of the generation from NSPCL and WRLDC may then commence scheduling of NSPCL accordingly.

ITEM No.4: INCLUSION OF NON-ISTS ASSETS FOR IMPLEMENTATION OF POINT CONNECTION METHOD FOR POINT OF CONNECTION CHARGES
SE (Comml), WRPC stated that CERC Regulations, 2010 on "Sharing on
transmission charges and Losses" regulation 2010 are to come in force from
1.4.2011. The determination of transmission charges as per this Regulation is
required to be limited to the network owned, operated and maintained by the
ISTS Licensees or those transmission licensees / SEBs whose assets have been
certified by RPCs as being used for inter-state transmission. During 15th WRP
Committee meeting The WRP Committee approved the criteria and the list of
state owned Interstate / Inter-regional lines for certification as ISTS lines. It was
also agreed that any other non-ISTS line that comes up and meets the criteria
agreed as above, may be considered for certification as ISTS line. Accordingly
list of state owned Interstate / Inter-regional lines certified as ISTS lines as
approved above was forwarded to implementing agency. Also the list was sent to
the concerned non- ISTS Licensees for furnishing YTC of the respective lines
certified as above to NLDC duly approved by the appropriate commission.
GETCO vide letter No.SLDC/MIS/1509 dated 3.12.2010 and MPPTCL vide letter
No.04-02/PSP-386/1408 dated 9.11.10 have requested inclusion of more
following lines for certification as non-ISTS assets of WR for POC charges:

EE (Comml), GUVNL expressed that GETCO lines used for transfer of ISGS
power need to be included in the list of certified ISTS lines, similar views were
shared by Superintending Engineer, MP Power Trading Co. Ltd in respect of
MPPTCL lines.
WRLDC expressed that as power flow from ISGS station situated within the state
to outside states takes place through displacement process, the state
transmission system beyond CTU point in the state system for such ISGS
stations may not be included for POC charge calculation.
WRLDC intimated that in respect of Northern Region, the RVPNL lines beyond
220 kV substation of RVPNL at Kota, Chhittorgarh & Udaipur where the CTU
evacuation lines from RAPS –B is terminating are not being considered as RPC
certified line for POC calculation,
Member Secretary WRPC stated that the approved criteria agreed in 15 WRPC
meeting involves consideration of all state owned inter-state/inter-regional lines in
service for POC calculation. As per the same, highest voltage line(s) of the
intervening state along shortest path which carry ISTS power from across the

state/region which have no direct connection by CTU line upto the nearest CTU
point is considered for POC charge inclusion and lower voltage parallel paths are
not included as per the criteria.
SE (Comml), WRPC stated that non-ISTS line that meets the criteria agreed in
15th WRP Committee has been considered for certification as ISTS line. Lines
requested for inclusion in list of certified ISTS lines by GETCO and MPPTCL are
not meeting the criteria for the same.
The consensus opinion on inclusion of such state lines which carry power that is evacuated from the ISGS through CTU line(s) or through dedicated line(s) from this generating station to the State points beyond which no direct connectivity to nearest CTU point exists, could not be arrived at. It was agreed that issue may be further discussed in next CCM after constituents further examine various aspects in this context. ITEM No.5: TRANSMISSION CHARGES FOR USE OF MSETCL
TRANSMISSION SYSTEM FOR CONVEYANCE OF CENTRAL SECTOR POWER TO GOA AND RGPPL POWER TO GOA, DD & DNH FOR THE PERIOD 1.04.10 TO 31.03.2011
5.1 SE (Comml), WRPC stated that issue for calculation of transmission charges
for use of MSETCL transmission system for conveyance of Central Sector power
to Goa for the year 2010-11 was listed for discussions in 56th CCM in view of
Chief General Manager (L&RA), MP Tradco letter dated 20.09.2010 submitting
their observations on computation of above transmission charges which are
briefly highlighted below:
1. Return on Equity (ROE) calculated on the basis of tax rates received from
MSETCL (33.2175 %) while those should have been calculated at MAT rates of 11.33 %.
2. Interest of loan considered by WRPC as SBI PLR @12.25 as on 1.04.2009 while those should have been considered as it is claimed by PGCIL in its petition for the year 2010-11.
3. Depreciation not to be allowed after useful life of the transmission line is ended.

During 56th CCM MSETCL representative clarified that they are paying income
tax at corporate tax rate of 33.2175 % and this tax rate @33.2175 % is applicable
to MSETCL for FY 2010-11. The same has been communicated vide letter
MSETCL/STU(R&C)/ WRPC/16409 dated 20.10.2010. Committee expressed
that issue can be discussed in presence of MPTradco, as MPTradco was not
represented in the 56th CC Meeting discussion was deferred for next meeting.
MPTradco representative during 57th CCM stated that they agree with the
calculation done by WRPC w. r .t to “1” & “2” above but as most of the lines
considered in calculation have completed useful life, depreciation should not be
allowed after the useful life of the lines is completed as the same methodology is
being followed by CERC while fixing up the tariff for transmission licensees.
Committee agreed with the suggestions by MPTradco and suggested that the
criteria for adoption of depreciation may be taken as applied by CTU according to
present CERC Tariff norms. As representative of Maharashtra from the
concerned MSEDCL department was not present the MSETCL representative
stated that the above shall be conveyed and reverted back. WRPC requested
MSEDCL to convey their consent/ comments on the basis of above suggestion
for deciding on above by the Committee.
Committee members agreed for the same. ITEM No.6: LEVY OF TRANSMISSION CHARGES & LOSSES OF GETCO
NETWORK FOR TRANSMISSION OF 100 MW CONTRACTED POWER TO MP FROM SUGEN POWER PROJECT OF TPCL
6.1 SE(Comml), WRPC stated that the matter regarding levy of transmission
charges & losses of GETCO network for transmission of 100 MW contracted
power to MP from Sugen power project of TPCL MP TRADECO was discussed
during 55th Commercial Committee of WRPC held on 15th July 2010 and also
during 14th WRPC meeting held on 19.08.2010 wherein WRP Committee
deliberated the matter and Chairman, WRPC/CMD, MPPTCL directed both

parties i.e. Torrent Power Co. Ltd. and MPTRADCO, to sit together with the
relevant documents and sort out the issue amicably at the earliest.
6.2 Subsequently, Torrent Power Ltd. vide letter No. TPL/Sugen/Commercial/10-
11/0200 dated 31.12.2010 intimated that the meeting in this context was held on
15.11.10 at Jabalpur between MPTradco, TPL and PTC India Ltd.(PTC) for
sorting out the issue for initiation of 100 MW power to MP. Torrent Power Ltd.
further intimated that the issue wad discussed and resolved between the parties
and MPTradco agreed to start the off-take of power from 1.12.10 and has yet to
initiate off-take of 100 MW contracted power.
MPTRadco representative stated that the issue has already been resolved. He
further stated that their Board meeting is being held on 12.01.2011 and
scheduling of power will be started as soon as their Board approves the same.
Committee noted the same. ITEM No.7: DECLARATION OF TRANSMISSION ELEMENTS INTO
COMMERCIAL OPERATION BY PGCIL 7.1 PGCIL vide letter No. WR-II/VDR/510 dated 1.11.2010 have intimated that
125 MVAR, 400 kV bus reactor at Dehgam under WRSS-VII has been put into
regular operation. Accordingly, the monthly transmission charges of the above
reactor will be payable by concerned WR constituents w.e.f. 1.11.2010.
7.2 PGCIL vide letter No. WR-II/VDR/509 dated 1.11.2010 have intimated that
315MVA, 400 kV/220 kV ICT at Bina (PG) has been put into regular operation.
Accordingly, the monthly transmission charges of the above transformer will be
payable by concerned WR constituents w.e.f. 1.11.2010.

ITEM No. 8: POWER PURCHASE AGREEMENT IN RESPECT OF SUBANSIRI LOWER HE PROJECT (2000 MW)
SE(Comml), WRPC stated that Chief Electrical Engineer, ED, Goa, Vide letter
No. 101/01/CEE/Tech/1435 dated 24.11.2010 addressed to Chief Engineer
(Comml), NHPC with a copy to Member Secretary, WRPC have intimated that
they had requested NHPC for holding a meeting amongst the beneficiaries of
Subansiri Lower HE Project in WR for completing the formalities viz. signing of
PPA etc. and so far no reply/comments have been received from NHPC.
CSPDCL representative intimated that they have signed the PPA with NHPC for
5 years. GUVNL, MSEDCL, Goa representatives intimated that though they are
keen to execute the PPA in line with the allocations made, but as the term of
PPA proposed by NHPC is 5 years, they have requested NHPC that the term
should be 35 years in line with the normative project life of Hydro Projects and
that if term is limited to Five years it may lead to payment of Front loaded tariff
and also the evacuation system has been created for the project life. The above
beneficiaries have requested NHPC to consider above and confirm the same so
that PPA can be signed early by them.
Committee noted the same and requested constituents to settle the issue with NHPC early. ITEM No.9: PAYMENTS OF UI AND REACTIVE ENERGY CHARGES As per the information received from WRLDC, the status of payment to UI pool

NSPCL, Bhilai Expansion Power Plant (2x250 MW) to Chhattisgarh State Load Depatch Centre for the Financial Year 2009-10 (w.e.f. 22.04.2009 to 31.03.2010) & 2010-11.
NSPCL vide letter No.01:CP&C:103 dated 07.01.2011 has requested that the
issue relating to payments by NSPCL/ WR beneficiaries of NSPCL
corresponding to bilateral transactions for availing STOA for the state/ISTS
network may be discussed.
NSPCL representative stated that CE(LD), Chhattisgarh vide letter dated
27.11.10 & 20.12.10 has raised claims on NSPCL for making payment of SLDC
operating charges in respect of NSPCL’s to them for the financial year 2009-10
(22.04.2009-31.03.2010) & 2010-11 (till September 2010) and also indicated that
failing to make such payment, scheduling is likely to be discontinued from

24.12.10. He further stated that as per the bifurcation given by SLDC, NSPCL
vide letter dated 21.12.10 & 24.12.10 have informed the beneficiaries for giving
consent for reimbursement of the same.
In this connection, WRLDC representative stated that the SLDC, Chhattisgarh
have requested for operating charges. WRLDC clarified that as per the CERC
norms, payment of SLDC fees & charges by generators located in Chhattisgarh
State is applicable instead.
WRLDC therefore suggested that SLDC, Chhattisgarh may file a petition in
CSERC proposing the details for determination of SLDC fees and charges for
approval and may extend necessary support to SLDC in working out necessary
details if necessary.
Committee noted the same.
(B). Payment of UI charges for the period 22.04.2010 to 30.04.2010 to SLDC, Bhilai.
NSPCL have requested for revision of schedule of DD & DNH for the period
22.04.10 to 30.04.10 which has yet not been revised by WRLDC.
WRLDC, representative stated that the matter pertains to Open Access division
of WRLDC and requested NSPCL to discuss the matter with the officers of Open
Access division of WRLDC for further clarification in the matter.
NSPCL representative agreed to interact with the Open Access Division of
WRLDC.
ITEM NO.SA2: Modalities for sharing the cost of ensuring healthiness of
Naphtha operation at Kawas GPS of NTPC. SE (Comml), WRPC stated that in the 413rd OCC meeting the operation and
coordination committee of WRPC, committee had agreed to technical

requirement to run Gas Turbine of Kawas on Naphtha fuel for at least half an
hour at 70% load once in 15 days to ensure healthiness of naphtha circuit.
During 56th CCM, AGM, NTPC Kawas stated that mixed fuel facility was
facilitated only on the requirement and request of WR constituents. He further
added that a cost of ensuring the healthiness of Naphtha circuit cannot be
covered under O&M charges as this facility was introduced at later stage and
was not included in the original O&M cost of plant.
The issue was deliberated and it was agreed that NTPC will give modalities for
sharing the cost to this account, which may be discussed in next CCM.
NTPC vide letter dated 07.01.2011 (copy enclosed at Annexure-SA2.1) have
requested to discuss by the commercial committee the proposal submitted by
them for payment of additional cost of generation of Naphtha fuel used during the
healthiness check as above. Beneficiaries expressed that as the details
submitted shall be discussed with the their management and that the matter is
placed as supplementary agenda item, they required some more time to look
into the details submitted and would convey their comments within 10-15 days.
Committee discussed the matter and it was decided that all the beneficiaries would send their comments within 10 days to WRPC and the issue may be discussed in the TCC and WRPC to be held in Feb. 2011 at Goa. It is intimated that comments on above have been received from GUVNL vide
their letter dated 21.1.2011 (copy at Annexure-SA2.2).
ITEM NO. SA3: Allocation of power from Korba STPS-III. MOP vide letter No.5/51/2010-Th.II dated 9.12.2010 has allocated power to the
Western Regional beneficiaries with effect from the date of commercial operation
(copy enclosed at Annexure-SA3). It is seen from the allocation order that 85 %
power has been allocated to WR beneficiaries while 15% of power is to be sold
out side PPA. The Commercial Committee was requested to discuss the
methodology of energy accounting considering this aspect.
In this connection, EE (Comml), WRPC gave a brief presentation in the matter
covering aspects for working out methodology of accounting for discussing the
same and finalizing the same. These are outlined as below:
Long Term Open Access for Korba-III (500 MW) at Korba in Chhattisgarh was granted to NTPC Ltd. by CTU in the meeting of WR constituents regarding LTOA held on 23.02.2007 at Mumbai. In the 27th Standing Committee Meeting and it was agreed to plan Korba
III STPS switchyard-Raipur 400 kV D/C line as transmission strengthening scheme. In 9th WRPC meeting the Korba-III-Raipur D/c line was agreed as ATS of
Korba-III and PGCIL to construct the line on behalf of NTPC and NTPC bear full transmission cost/charges of the same.
Actual date of commencement of LTOA for Korba-III is from the date of commissioning of above system strengthening scheme and Signing of BPTA with PGCIL for sharing of WR transmission charges corresponding to entire 500 MW generation capacity. It was intimated by NTPC Ltd. and PGCIL that the BPTA in this respect has already been signed. NTPC may have to apply for short term open access till the time transmission system planned for Korba-III is completed. Infirm power from Korba-III w.e.f. 25.11.10 was accounted in UI treating
Korba-III as separate entity under definition as a seller.
After declaration of COD of the Korba-III and till commissioning of Korba-Raipur D/c line (under ATS) power from Korba-III may be scheduled under STOA and Korba-III firm/unallocated/power sold outside long-term PPA to be treated as one combined entity for UI calculation purpose (both infirm/STOA). Capping for injection more than schedule and more than Installed capacity will be done as applicable to seller category in accordance with UI regulations, 2010. Methodology of accounting Korba-III power after effective date for LTOA,
segregations of ISGS and power sold outside long-term PPA, payment for ISTS charges by NTPC Ltd. may be discussed and finalized.

The Committee discussed the same as under:
WRLDC representative stated that NTPC Ltd. shall require to apply for STOA for
power to be scheduled from the above Unit till commissioning of Korba-Raipur
D/c line (under ATS) and power under STOA would be allowed as per prevalent
STOA regulations. The Infirm power from would be allowed subject to grid
security and other operational constraints.
NTPC representative stated that in view of unit no 7 of Korba STPS, under
Stage-III, now being retained as a regional station by MOP, Govt. of India vide
letter dated 9.12.2010, and long term PPAs having been signed by all the
constituents, evacuation of unit no 7 of Korba STPS power needs to be ensured,
on first priority basis, in utilizing transmission capacity from the ATS of Korba
STPS (2100MW) as the ATS of Korba (2100 MW) was developed on n-I
redundancy basis. He further added that, the beneficiaries of WR have all these
years serviced the investment made in the ATS of Korba (2100MW). Therefore,
power scheduled to them from unit no 7 of Korba STPS, for which they also have
long term PPAs, should get priority over any other short term customer in this
corridor.
It is intimated that GUVNL vide letter 21.1.2011 have expressed that as
beneficiaries of WR are serving cost of transmission evacuation associated with
Korba STPS (2100 MW) including for redundancy & have opined that as LTOA
has higher priority over STOA which is granted by RLDC on margins available
after meeting LTOA requirement. Therefore the beneficiaries have first right for
STOA of transmission capacity utilization. GUVNL have requested to discuss
methodology and modalities by the Commercial Committee considering the
above aspects.

ITEM NO. SA4 : Extension of the date of operation of CERC (Sharing of inter-state Transmission charges and losses) Regulations, 2010.
Member Secretary, WRPC stated that Central Electricity Regulatory
Commission, Regulations, 2010 on Sharing of Inter-State Transmission Charges
and Losses were to take effect from 1.1.2011. NLDC the implementing agency of
the above Regulations have submitted to Commission the, details of Point of
Connection charge worked out based on the data and network details received
from the various DICs. It has sought more time for submitting the modified
procedure after incorporating comments of stakeholders and decision of CERC
on the issues raised. CERC vide order 30.12.2010 has directed that the
Regulations shall come into force with effect from 1.4.2011.
As the States want to see the implication of the new method of sharing of
transmission charges through calculation of actual transmission charges through
both the methodologies before the same gets implemented, he intimated that
constituents may see the transmission charges worked out through both
methodologies which shall be maintained on the NLDC website w.e.f 1.2.2011.
