MINUTES OF 16 TH MEETING OF WESTERN REGIONAL POWER COMMITTEE HELD ON 12TH FEBRUARY 2011 AT GOA

The Technical Co-ordination Committee and 16th Western Regional Power Committee

meetings were held on 11th and 12th February 2011 respectively at Panjim, Goa hosted

by Electricity Department, Govt. of Goa. The list of participants is at Annexure-1 (a) and

Annexure -1 (b) respectively.

The meeting was inaugurated with lightening of lamp by Shri A. Sequera, Hon’ble

Minister of Power, Govt. of Goa, Secretary (Power), Govt. of Goa, Chairman, WRPC,

Member (GO&D), CEA, Member Secretary, WRPC, Heads/Senior Representatives of

various State Utilities and other Utilities representing as members of WRPC in the

meeting.

Shri S. Kumarswami, Secretary (Power), Govt. of Goa, welcomed all the members and

participants attending the meeting. He said that Govt. of Goa is glad to get the

opportunity to host the 16 WRPC meeting here. th

He stated that since the enactment of Electricity Act 2003, we have traversed a lot

wherein Indian Power Sector has seen dynamic growth and it has thrown open the

private sector, unbundling of many of the State Electricity Boards into the Corporations

each for State's Generation, Transmission and Distribution sectors. Since then we have

come across various issues that require consensus through discussion and addressing

the same at higher level. He further stated we in Goa are small state, we are proud to

have successive governments and our Hon’ble Minister and luckily, we have not much

problem in power sector. The problems however come across due to diversity in States'

interests, as some of the States are tiny while other States are big wherein interest of

each of the States is to be taken care of. He said that he is sure that in this direction the

Regional Power Committees set up by Ministry of Power would continue striving to

address such issues and share the experiences and difficulties to evolve amicable

solutions in this direction in the spirit of give and take, so as to provide inputs at the

highest policy making level for further strengthening. This would certainly encourage the

players in strengthening the power sector which is represented in this forum. He further

said that although power demand of this tiny State is going high, this is to be regulated

keeping in view the environmental considerations. In the State , almost all the villages

are electrified barring a few isolated houses; for which also government has chalked out

a plan and said that as Goa State is celebrating golden jubilee year, and the

government has target to achieve 100% lighting to these houses.

He said that the issues in agenda relating to addressing various matters relating to

Power transmission, generation and distribution would be deliberated and hoped that

the discussion would help to take care of problems into each and every component of

this region and wished for success for the regional committee and is sure that we are

going to benefit out of the deliberations.

R. K. Verma, Chairman, WRPC, specially welcomed Shri A. Sequera, Hon’ble Minister

for Power, Goa and Shri S. Kumarswami Secretary (Power), Goa and thanked them for

sparing their valuable time from most busy schedule. Chairman, WRPC, welcomed

Member (GO&D), Central Electricity Authority, heads and representatives of various

power utilities of Western Region, viz. CSPTCL, CSPDCL, CSPGCL, GETCO, GSECL,

MGVCL, MPPGCL, MP MKVVCL, MSETCL, MSEGCL, MSEDCL, Goa Electricity

Department, DD & DNH, NTPC, POWERGRID, NPCIL, NCA, NHDC, Torrent Power,

RGPPL, GIPCL, TPC, RETL, REL, SLDCs, WRLDC, NLDC and participants in 16th

meeting of WRPC hosted by Electricity Dept., Goa.

Chairman WRPC stated that in the last meeting at Udaipur, we had taken account of

rise in demand and had decided that we will take all precaution for stable operation of

the grid and will ensure that we will not over draw from grid below frequency band. As

per expectation the demand have been around 40,000 to 41,000 MW, in the months of

November, December. Capacity shortage has been 15 to 17% but in spite of that by

adopting required load regulatory measure, we have ensured that the grid remain stable

without any disturbance. Except for two minor grid disturbances in local area of Mumbai

the Regional grid operation was stable and no incident of persistent overdrawl by

Western region from the interconnected grid was reported. In this regard he said that he

would like to bring to the notice of Hon’ble Minister of Power & Secretary Power that in

India, WR is the largest region in India and being the most disciplined committee, we do

take care that Rules & Regulations are followed and over drawals are avoided and

system is made stable as for as possible without any room for complaint. He mentioned

that in TCC meeting the issues were deliberated and agreed without difference in

opinion and the recommendations were made for approval by the WR Power

Committee today. He said that WRPC members have been deciding on matters on the

basis of deliberations in the TCC for approval. The WRPC members discuss and

approve the decisions with the mutual consent accordingly. He stated that the PSDF

funds which are available for development of power sector are to be utilized and all our

efforts are being made to utilize this fund for the new technology which could improve

reliability and stability of the interconnected grid and upgrade our systems in line with

state of the art practices being followed. We shall also have to take care of another area

concerning reactive power requirements and its measurement through system studies.

As the power scenario is changing with more complexities in the grid operation and

while we are periodically conducting system studies to determine our load requirement,

the studies shall include aspect of determining reactive power requirements with proper

reactive power management so that excessive reactive generation or over drawal is

avoided. I thank Hon’ble Minister for sparing his valuable time to be with us here today.

He appreciated the excellent arrangements made by CEE, Electricity Dept., Goa & his

team for the meeting and comfortable stay.

Shri Aleixo Sequeira, Hon’ble Minister for Power, Govt of Goa in his inaugural address

stated that Govt. of Goa is happy to get an opportunity to host this meeting at Goa,

where Goa is also known as land for fun and frolic. He said that meeting at this venue

has made us sit across the table and hoped that the discussions would help in resolving

the issues amicably. He welcomed all the members and participants to Goa and made

sure that Mr. Braganza, CEE has taken all care for comfortable stay of the members &

participants of the meeting.

He further stated that in today’s modern world power sector is growing by many a leap

daily. Power being a critical commodity, until and unless we are self sufficient in power

generation with the current growth rate of the country, we would never be able to

achieve the goal. He stated that power is a critical necessity for growth in any field and

that’s why the regional power Committee meets to discuss these issues, wherein senior

representatives of power utilities are present here.

He further stated that under the leadership of Shri Sushilkumar Shinde Hon’ble Minister

for Power, Govt of India, we are able to achieve the most of the capacity targets but still

there is gap which is to be achieved. He further stated that there are many issues in

addition which is state specific for which RPCs are formed and one such issue

regarding power allocated by Ministry of Power from the RGPPL project which has yet

not commenced to the State for last two years. He hoped that with the deliberations in

this meeting and with the intervention of CEA at senior level with the Government, we

would be able to push up the case so that power flow commences from the RGPPL and

the State gets its right for the quantum of power allocated to it from the station by

Government. In the end he wished that the deliberations be fruitful.

ITEM No.1: CONFIRMATION OF THE MINUTES OF THE 15th MEETING OF WRP COMMITTEE

Member Secretary, WRPC stated that the minutes of 15th meeting of WRP Committee

held on 12th November 2010 at Udaipur were sent to the members vide letter no.

WRPC/Minutes/AS/2010/11030 dated 20.12.2010. WRLDC vide letter no.

WRLDC/OS/1517/11/2437 dated 18.01.2011 have requested to drop the last line of

para of Item No. 2 of the minutes as below.

“GUVNL requested WRLDC to examine how much of GETCO system is being used for

evacuation of ISGS generation to other beneficiaries. “

Unquote GM (Comml), GUVNL stated that during 15th meeting of WRP Committee GUVNL has

requested WRLDC to examine how much of GETCO system is being used for

evacuation of ISGS generation to other beneficiaries thus no amendments in the

minutes is required.

ED, WRLDC, POSOCO stated that certification of non- ISTS assets is in the domain of

WRPC, during 15 WRPC meeting WRLDC in respect of line associated with

Kakarapar and Kawas evacuation had intimated that they would revert back on

treatment of similar lines for certification in respect of Northern Region, he added that

the RVPNL lines beyond 220 kV substation of RVPNL at Kota, Chhittorgarh & Udaipur

where the CTU evacuation lines from RAPS –B is terminating are not being considered

as RPC certified line for POC calculation further

WRLDC has not consented to examine how much of GETCO system is being used for

evacuation of ISGS generation to other beneficiaries and the same may be included in

the minutes.

WRP Committee discussed and the minutes were confirmed with inclusion of WRLDC view point of “WRLDC has not consented to examine how much of GETCO system is being used for evacuation of ISGS generation to other beneficiaries”.

ITEM No 2: SIGNING OF PPA WITH RGPPL (FOR 5% ALLOCATED CAPACITY) AND ITS SCHEDULING

2.1 Member Secretary, WRPC stated that as per MoP order, the scheduling of 5%

capacity of RGPPL power i.e. 2% each to DD & DNH and 1% each to Goa to DD &

DNH and Goa could commence only after completion of all formalities viz., signing of

PPA, completion of the process for obtaining necessary open access, opening of Letter

of Credit by the beneficiaries of the generating station commensurate with the allocated

power etc. The issue was also discussed in 9th WRPC meetings held on 16th January

2009 subsequent WRPC and commercial meetings of WRPC. In the meetings RGPPL

were requested for expediting the signing of PPAs with beneficiaries. RGPPL had been

stating that the matter was under consideration and awaited their Board’s approval.

RGPPL had been assuring that same would be signed soon. The RGPPL beneficiaries

of power had been repeatedly requesting that their due share needs to be availed by

them in view of inadequate quantum of allocated power to them compared to their

demand. Despite above, the prolonged pending of expediting the PPA had been

causing undue hardship to them as arrangement to meet their demand from alternative

costlier sources of power had to be made by them pending receiving of approval of PPA

document from RGPPL Board. In the recent CCM held on 11th January 2011 RGPPL

representative stated that PPA is under final stage of approval by RGPPL Board.

RGPPL board meeting was scheduled to be held within a week’s time.

2.2 During TCC meeting RGPPL had intimated that station was put up on full load on 3rd

April 2010 , thereafter, RGPPL station is not generating on full load as from May 2010

onwards station is going on unit wise cyclic plan maintenance and hoped station to be

full load on continuous basis w.e.f. July 2011. He enquired if based on this

communication, full load operation of RGPPL will be considered from April 2010 or it will

be considered from July 2011. The Committee clarified that with the above

communication from RGPPL that station has attained full load on 3rd April 2010, one of

the conditions i.e. the full load condition mentioned in Ministry of Power order has been

fulfilled. However scheduling could commence only if other conditions such as signing

of PPAs, completion of the process for obtaining necessary open access, opening of

Letter of Credit by the beneficiaries of the generating station commensurate with the

allocated power etc. which are yet not completed by RGPPL /beneficiaries are

expedited. CEE, Goa Electricity Department, Govt. of Goa had also expressed concern

about delay in completion of formalities for signing of PPA by RGPPL. RGPPL

intimated that the above conditions/formalities will be completed early and with that they

shall be able to supply power as per MOP allocation from July 2011 onwards.

2.3 Director (Opn.), MSETCL stated that question of allocation out side the

Maharashtra is under discussion with RGPPL Board. He stated that Maharashtra State

had put lot of efforts to put RGPPL on track with lot of financial implication has been

borne by Maharashtra. He added that there is separate Board of Directors for RGPPL

and the matter may get decided between RGPPL and Govt. of India.

2.4 Member Secretary, WRPC stated that IEGC-2010 gives criteria for demarcation of

control under scheduling and dispatch code under which, Central generating station

with multiple beneficiaries the scheduling function is to be coordinated by the RLDC,

ED, WRLDC, POSOCO vide letter no WRLDC/OS/1664/2010/2312 dated 24.12.2010

addressed to Secretary, CERC have sought direction of the Commission on transfer of

jurisdiction of RGPPL from SLDC to WRLDC with reference to the para 98 of the

Commission’s order dated 18.08.2009 in petition No. 283/2009.The allocations made by

MOP to beneficiaries mentioned above could not get implemented for want of signing of

PPAs between RGPPL and its beneficiaries and completion of the process for obtaining

necessary open access, opening of Letter of Credit by the beneficiaries of the

generating station commensurate with the allocated power etc., as at present

coordination with respect to RGPPL is being done by Maharashtra SLDC.

2.5 ED, POSOCO, WRLDC intimated that as the allocation could not get

implemented for want of signing of PPAs with RGPPL, at present coordination with

respect to RGPPL is being done by Maharashtra SLDC and same is to continue till the

PPAs are signed.

WRP Committee expressed concern on matter of signing of PPAs by RGPPL with the beneficiaries and delivering power by it to them and requested RGPPPL to expedite action as per MOP allocation order at the earliest.

ITEM NO 3.: MODALITIES FOR SHARING THE COST OF ENSURING HEALTHINESS OF NAPHTHA OPERATION AT KAWAS GPS OF NTPC.

Member Secretary, WRPC stated that in the 413th OCC meeting the operation and

coordination committee of WRPC, had agreed to technical requirement to run Gas

Turbine of Kawas on Naphtha fuel for at least half an hour at 70% load once in 15 days

to ensure healthiness of naphtha circuit. He further stated that during 56th CCM,

GUVNL and CSPDCL had expressed that constituents are paying fixed and variable

charges to NTPC Ltd. Further, Naphtha being primary fuel, therefore, when schedule on

Naphtha is given, the variable cost will become payable by them. It was expressed by

constituents that cost of ensuring the healthiness of Naphtha circuit by running each of

the Gas turbines on Naphtha fuel for at least half an hour at 70% load once in 15 days

should be covered under O&M charges. In the above meeting NTPC had expressed

that cost of ensuring the healthiness of Naphtha circuit cannot be covered under O&M

charges as this facility was introduced at later stage and was not included in the original

O&M cost of plant. The issue was deliberated in 56th CCM and it was agreed that NTPC

may give modalities for sharing the cost to this account. NTPC vide letter dated

07.01.2011 had submitted the proposal for payment of additional cost of generation of

Naphtha fuel used during the healthiness check as above. NTPC proposal suggests

billing the difference in cost of generation on Naphtha used and RLNG used during the

healthiness check period to all the beneficiaries in proportion to the allocation from the

station.

He further stated that proposal of NTPC was discussed in 57th CCM wherein

beneficiaries expressed that details submitted shall be discussed with the their

management and would convey their comments within 10-15 days and the issue may

be discussed in the TCC and WRPC to be held in Feb. 2011 at Goa.

Comments were received from GUVNL vide their letter dated 21.1.2011 (copy enclosed

at Annexure-3). GUVNL representative stated that beneficiaries of Kawas GPS of NTPC

are paying fixed charges to NTPC on the basis of availability declaration and variable

charges based on scheduled power for different fuels. Therefore when schedule on

Naphtha is given the variable cost will then only become payable. Beneficiaries

depending on their requirement requisition the power on which basis schedules are

finalized. NTPC declares availability of their machines including availability on Naphtha

and it is to ensure healthiness of Naphtha circuit. NTPC declares are payment of

variable cost of Naphtha when the Naphtha based generation is requisitioned by the

beneficiary while generator requires to ensure that Naphtha circuit is healthy when it

declares availability on Naphtha. The variable charges of Naphtha become payable only

in case the beneficiary requisitions Naphtha based generation. He stated that variable

cost of Naphtha becomes payable when the Naphtha based generation is requisitioned

by the beneficiary. As the generator requires to ensure that Naphtha circuit is healthy

when it declares availability on Naphtha and as O&M charges would adequately cover

such cost of the Naphtha, Charges proposed for above check-period is thus not to be

payable. All other constituent beneficiaries also expressed the above opinion.

NTPC representative informed that the cost of Naphtha being fired to ensure the

healthiness of Naphtha circuit when not scheduled on Naptha fuel is not included in the

O&M charges reimbursed as part of Annual Capacity Charges approved by CERC for

the period 2009-14. Further, in the initial years (1992-96) when natural gas was not

available in plenty as per the requirement of gas power station located at Kawas and

Gandhar GPS and the gas allocation was controlled by Ministry of Petroleum and

Natural gas all the constituents of WR had agreed to establish Naphtha fuel firing facility

at both Gandhar GPS and Kawas GPS of NTPC. However, to save the capital

expenditure and mitigate the hard ship caused to beneficiaries NTPC chose to establish

Naptha firing facility only at Kawas and diverted the gas then available at Gandhar GPS

to optimize the cost of power generation and reduce the burden of beneficiaries. The

incidence of non-operation of Naphtha facility has arisen as NTPC, on the requirement

of beneficiaries and to mitigate the fuel cost has arranged a cheaper fuel of RLNG and

now declaring unit availability on RLNG and not on Naphtha.

He further added that schedule is prepared for Naphtha firing for ensuring the

healthiness of Naphtha circuit, and the actual general generation that is being done is

utilized by the beneficiaries, which is not a part of O&M activity. The CERC Regulations

on O&M charges are same for both type of gas power stations irrespective of whether

the station has multi-fuel facility or only gas firing facility for power generation. It is

therefore, evident from the fact that the cost of ensuring healthiness of Naphtha circuit is

not included in the O&M cost of Kawas GPS. Therefore, NTPC requested that

Committee may agree for reimbursement of charges for ensuring healthiness of

Naphtha facility at Kawas GPS as per the methodology communicated vide letter dated

07.01.2011.

The Committee discussed the issue and expressed that as the Station is required to ensure that Naphtha circuit is healthy so that the generating units are available for Naphtha Operation, the activity relates to O&M of the Station. Therefore the Naphtha usage charges during healthiness-check operation should be met out of O&M charges, as the Naphtha usage charges for generation are only payable against the power which is scheduled on requisitioning.

ITEM NO 4. : ALLOCATION OF POWER FROM KORBA STPS-III.

4.1 Member Secretary, WRPC stated that MOP vide letter No.5/51/2010-Th.II dated

9.12.2010 has allocated power to the Western Regional beneficiaries with effect from

the date of commercial operation. It is seen from the allocation order that 85 % power

has been allocated to WR beneficiaries while 15% of power is to be sold out side long-

term PPA. Considering this aspect, for working out methodology of energy accounting

for the same, following points were outlined in 57th Commercial Committee meeting of

WRPC held on 11.2.2010:

• Infirm power from Korba-III w.e.f. 25.11.10 was accounted in UI treating Korba-

III as separate entity under definition as a seller.

• Long Term Open Access for Korba-III (500 MW) at Korba in Chhattisgarh was

granted to NTPC Ltd. by CTU in the meeting of WR constituents regarding

LTOA held on 23.02.2007 at Mumbai.

• In the 27th Standing Committee Meeting and it was agreed to plan Korba III

STPS switchyard-Raipur 400 kV D/C line as transmission strengthening

scheme.

• In 9th WRPC meeting the Korba-III-Raipur D/c line was agreed as ATS of

Korba-III and PGCIL to construct the line on behalf of NTPC and NTPC bear

full transmission cost/charges of the same.

• Actual date of commencement of LTOA for Korba-III is from the date of

commissioning of above system strengthening scheme and Signing of BPTA

with PGCIL for sharing of WR transmission charges corresponding to entire

500 MW generation capacities. It was intimated by NTPC Ltd. and PGCIL that

the BPTA in this respect has already been signed.

• After declaration of COD of the Korba-III and till commissioning of Korba-

Raipur D/c line (under ATS) power from Korba-III may be scheduled under

STOA and Korba-III firm/unallocated/power sold outside long-term PPA to be

treated as one combined entity for UI calculation purpose (both infirm/STOA).

Capping for injection more than schedule and more than Installed capacity will

be done as applicable to seller category in accordance with UI regulations,

2010.

• WRLDC representative had stated that NTPC Ltd. shall require applying for

STOA for power to be scheduled from the above Unit till commissioning of

Korba-Raipur D/c line (under ATS) and power under STOA would be allowed

as per prevalent STOA regulations. The Infirm power from the station would be

allowed subject to grid security and other operational constraints.

4.2 GUVNL vide letter 21.1.2011 had expressed that as beneficiaries of WR are

serving cost of transmission evacuation associated with Korba STPS (2100 MW)

including for redundancy & had opined that LTOA has higher priority over STOA which

is granted by RLDC on margins available after meeting LTOA requirement. Therefore

the beneficiaries have first right for STOA of transmission capacity utilization.

4.3 During TCC meeting, issue was deliberated and as there was no consensus

decision on methodology , Chairman TCC constituted a committee drawing members

from CTU, NTPC, WRLDC, WRPC, CSPDCL, MPPTCL, GUVNL, MSEDCL to evolve

methodology for accounting after COD of Korba #7. The above Committee discussed

the issue on 11.02.2011 and following were expressed:-

(i) WRLDC expressed that based on the studies carried out by WRLDC, the margin

generally exists for evacuation of around 800 MW power from Lanco and Korba

#7 under STOA. As per regulation the LTOA can be made operative on

commissioning of 400 kV Korba – Raipur D/c. Therefore power would require to

be scheduled under STOA.

(ii) Chhattisgarh agreed for availing power under STOA, whereas MP, Gujarat and

Maharashtra did not agree for STOA.

(iii) MP, Gujarat and Maharashtra, requested CTU to allow LTOA on the basis of

margin available including (n-1) contingency in the system and PPA with NTPC

based on the allocation made by MOP and they are serving all the transmission

assets from the date of COD of Korba # 7.

(iv) CTU explained that that LTA is signed with generator/developer whereas long

term open access is long-term arrangement for transmission service. In the

present case the application for long-term open access was from NTPC and not

from the constituents and while signing long-term open access it was intimated to

NTPC that LTOA would be possible after the commissioning of 400 kV Korba-

Raipur D/c line scheduled to be implemented by June –July 2011. It was also

expressed by CTU that LTOA arrangement is a planning exercise work for 25

years so that system is adequate under all probable contingencies under CEA

Planning Criteria. Any other Access arrangement like Short term is for allowing

power transfer keeping capacity margins on short term basis. Accordingly while

deliberating LTOA proposal to NTPC it was explained to NTPC that power can

be transferred through STOA till commissioning of above line. Such condition

was provided in LTA.

(v) NTPC in view of study carried out by WRLDC about the available margin of 800

MW, requested that power from Korba unit No. 7 allocated to the WR

beneficiaries could be accommodated under existing transmission system

and scheduled under LTOA under the CERC regulation as requested by

various beneficiaries and emphasized that the existing regulation did not

disallow this in such a case.

(vi) As there was no consensus on request by NTPC and beneficiaries, the

methodology could not be evolved for accounting after COD of Korba #7 till

LTOA granted would become effective.

4.4 During WRP Committee meeting NTPC representative stated that initially power

generated from this station was envisaged to be sold outside long term PPA.

Accordingly, NTPC has obtained long term access (LTA) to evacuate power to be

generated from Korba Stage-III to different beneficiaries as mentioned in the LTA

application. NTPC has signed bulk power transmission agreement with Powergrid for

evacuation of power to be generated from Korba stage-III. Govt. of India, has now

allocated power to the Western Region beneficiaries w.e.f. the date of commercial

operation of Korba STPS Stage-III. Now, with allocation of power to the constituents of

Western Region by GOI, the status of Korba STPS Stage-III has changed to a Regional

Power Station. NTPC has entered into a long term power purchase agreement for

supply of power from Korba Stage-III for a period of 25 years with Western Region

beneficiaries. In terms of the Power Purchase Agreement signed between both the

parties, the responsibility for evacuation of power from bus bars of the station lies with

beneficiaries. Accordingly, the BPTA signed between NTPC and Powergrid shall be

assigned to the beneficiaries. He intimated that this was communicated to Powergrid

Corp. of India, Gurgaon. It is therefore, the obligation and responsibility to make the

required arrangement for evacuation of electricity from station bus bars corresponding

to the share of allocated capacity lies with the DISCOMS/ Departments of respective

Union Territories/ States. Since, the existing transmission system was built for the

benefit of regional constituents and the cost was serviced by the beneficiaries all these

years therefore, the existing beneficiaries shall have first right of use. Further, the

existing Open Access Regulation, 2009 does not prohibit from granting the Long Term

Access to the regional beneficiaries on existing system if, the transmission capacity is

available. years therefore, the existing beneficiaries shall have first right of use. Further,

the existing Open Access Regulation, 2009 does not prohibit from granting the Long

Term Access to the regional beneficiaries on existing system if, the transmission

capacity is available.

4.5 ED, WRLDC, POSOCO stated that LTOA was granted to Korba # 7 with certain

conditions, with this LTOA can be effected on fulfilling the conditions mentioned therein.

As system operator WRLDC did not foresee any bottlenecks in evacuation of this

power, as by and large a margin of 800 MW exist, however short term open access may

have to be applied for till the time transmission system planned for Korba-III is

completed.

4.6 GM (Comml), GUVNL stated that beneficiaries may not have to apply for LTOA

Korba # 7 like any other generating station generating power and in case of addition of

lines in future the existing BPTA with CTU is modified with appending of additional lines

approved. 4.7 Chairman, WRPC observed that power can be evacuated from Korba # 7 and the

issue involves grant of Open Access based on the available margins as per the study

carried out by WRLDC. However the margins available should be utilized under Open

Access after COD of the station.

WRP Committee discussed and suggested that:-

The State beneficiaries would submit a formal request letter to CTU for LTA on the basis of their allocated shares from the Station.

The State beneficiaries in view of available margins and as State beneficiaries are serving the system would request CTU to examine and convene a special meeting of Standing Committee for Western Region to consider date of LTA from the date of COD of Korba # 7.

PGCIL would do the needful at their end to review date of LTA on above grounds.

ITEM No.5: DECISIONS TAKEN DURING 31st MEETING OF STANDING COMMITTEE ON POWER SYSTEM PLANNING IN WR HELD ON

27.12.2010 AND SPECIAL WRPC COMMITTEE MEETING OF STATE TRANSMISSION UTILITIES AND BENEFICIARIES OF WR HELD ON 05.01.2011

5.1 Member Secretary, WRPC stated that PGCIL vide letter No.C/OS/WRPC-

16th/Agenda dated 25.01.2011 have submitted following items to be discussed in the

meeting:

5.1.1. ESTABLISHMENT OF PROPOSED HVDC SUB-STATION (PG) DHULE UNDER TRANSMISSION SYSTEM WITHIN WR ASSOCIATED WITH NEW IPPS IN CHHATTISGARH

PGCIL have intimated that during 15th WRPC Meeting, MSETCL indicated that

MSPGCL had planned 3000 MW generation near Dhule at Dondaicha and 1350 MW

generation of M/s India Bulls at Sinnar in Nasik District. In view of the same they have

planned parallel additional corridors in Dhule-Nashik-Malegaon area and therefore had

suggested POWERGRID to review the decision of establishing HVDC s/s at Dhule with

+/- 600 kV Raigarh (Kotra) – Dhule (PG) HVDC Bipolar link and 400 kV interconnecting

lines with Malegaon, Nashik, Dhule(MSETCL) which POWERGRID had agreed .

Further GETCO had indicated that in case the HVDC Station was not required at Dhule

the same may be shifted to Vadodara.

In the 31st meeting of Standing Committee on Power System planning in WR held on

27.12.2010, modifications requested by MSTECL in the Transmission System

associated with IPP projects in Chhattisgarh taking into account 3300MW generation

project proposed near Dhule was deliberated.

In the meeting it was concluded that at present no additions/deletions to the already

planned transmission system is to be done. It was decided that 400 kV interconnections

from Dhule (PG) to Malegaon and Nasik could be reviewed in a year’s time frame, if

required.

During TCC meeting held on 11.02.2011 MSETCL stated that they have planned

parallel additional corridors in Dhule-Nashik-Malegaon area and therefore had

suggested POWERGRID to review the decision of establishing HVDC s/s at Dhule with

+/- 600 kV Raigarh (Kotra) – Dhule (PG) HVDC Bi-polar link. This has been discussed

in the last Standing Committee meeting and it was decided that a joint meeting of

PGCIL and MSETCL will be held. The suggestion from MSETCL for establishing +/-

MW HVDC s/s at Dhule would be reviewed between discussion between MSETCL and

PGCIL. PGCIL and MSETCL are to fix the date for joint meeting in consultation with

CEA. POWERGRID will intimate the convenient date accordingly.

5.1.2 ESTABLISHMENT OF 765/400KV GIS S/S AT PUNE UNDER

KRISHNAPATNAM UMPP

Member Secretary, WRPC stated that PGCIL have intimated that during 15th WRPC

Meeting, while expressing difficulties by POWERGRID in acquiring land at Pune for

establishing AIS at Pune, MSETCL had opined that POWERGRID should go in for AIS

instead of proposed GIS at Pune. MSETCL was requested to resolve the issue

regarding land availability for AIS by 30th November 2010 else POWERGRID may go in

for GIS s/s. In the 31st meeting of Standing Committee on Power System planning in

WR held on 27.12.2010, the proposal of 765/400 kV GIS substation at Pune was

agreed. WRP Committee concurred the above recommendation of Standing Committee on Power System Planning in WR. 5.1.3 LAND REQUIREMENT FOR 400/220 KV GIS SUBSTATION AT DAMAN Member Secretary, WRPC stated that PGCIL have intimated that during 15th WRPC

meeting, the matter regarding acquisition of 8-12 acres of Land for establishing

400/220kV GIS station at Daman by PGCIL, had been deliberated. PGCIL has intimated

that as on date no land has been allocated which is causing delay in preparation of

Feasibility Report and tying up the funding agency. However, DD representative stated

that they have identified the land for substation and the necessary formalities for

acquisition are in advanced stage.

WRP Committee noted the same.

5.1.4 LAND REQUIREMENT FOR ESTABLISHMENT OF 765/400 kV GIS S/S AT VADODARA

Member Secretary, WRPC stated that PGCIL have intimated that during 15th WRPC

meeting, it was decided that the availability of 125-130 acres of land is very difficult in

the vicinity of Vadodara and GIS s/s may be installed instead of AIS s/s for which land

requirement is to be tune of 50-60 acres. PGCIL intimated that to avoid further delay

they were going ahead in initiating the process of acquisition of land. WRP Committee

endorsed the above.

POWERGRID had intimated that it has put up application for acquisition of 69.8 acres of

land on 20.12.2010 and have requested GETCO to please assist in identifying suitable

land for acquisition.

WRP Committee noted the same. 5.2 ASSOCIATED TRANSMISSION SYSTEM OF 4000 MW UMPPs IN

CHHATTISGARH (IN DISTT. SURGUJA) AND ORISSA (IN DISTT. SUNDERGARH) GENERATION BY STANDING COMMITTEE PROJECTS AND THE OTHER TRANSMISSION SYSTEMS RECOMMENDED IN 31ST STANDING COMMITTEE MEETING ON PSP OF WR

Member Secretary, WRPC stated that Special Meeting of WR Power Committee

attended by State transmission utilities and beneficiaries of WR of 4000 MW UMPPs in

Chhattisgarh (in Distt. Surguja) and Orissa (in Distt. Sundergarh) was held on 5.1.2011

at WRPC, Mumbai to discuss the associated transmission system with these projects

and the other transmission systems recommended by standing committee in 31st

meeting of Standing Committee on Power System Planning for Western Region held at

Nagpur. The transmission systems agreed in the 31st Standing Committee Meeting

were concurred by the WR Power Committee members/ representatives from the WR

states. The minutes of the meeting were sent vide letter No. WRPC/Spl. WRPC

Mtg/AS/2011/734 dated 25.1.2011. MSETCL intimated that study results had indicated requirement of transformer capacity

augmentation during the UMPP capacity addition process and had suggested that

additional 1500 MVA 765/400 kV substations at suitable locations in Maharashtra grid

may be required. POWERGRID had intimated that additional strengthening shall be

identified to facilitate absorption of power by MSTECL from the above Chhattisgarh

UMPP.

In the context of strengthening of the corridor for evacuation from the above UMPPs,

MPPTCL had suggested that for additional absorption of 425 MW share 400 kV Damoh-

Bina corridor may be strengthened and GETCO had suggested that there were space

constraints for terminating 400 kV lines at Kasor (Karamsad) 400 kV substation and

suggested for terminating the proposed 400 kV lines from Vadodra at some other

location in Gujarat. In this regard, in the 31st Standing Committee meeting, it was

recommended that a new 400 kV substation near Karmsad or any suitable location may

be established as part of above transmission scheme for interconnection from Vadodra

765/400 kV substation and high capacity transmission line between Vadodra and

Karamsad/alternative location through suitable HTLS twin conductor. It was agreed that

POWERGRID shall explore to develop this transmission line of short length through

suitable HTLS twin conductor.

It was intimated that in the 31st SCM it was decided that the further System

Strengthening requirement in the beneficiaries’ states relating to the above projects,

required if any, for absorption of power by the beneficiaries of WR shall be identified in

association with STUs and would be included under Regional System Strengthening. In

above special meeting held on 5.1.2011, the members had suggested that the

transmission capacity augmentation requirement may be kept in view for the state

systems of the project beneficiaries and shall form part of Regional system

strengthening as the generation plan progresses.

WR Power Committee noted as above. 5.3 OTHER TRANSMISSION SYSTEMS AGREED IN THE 31st STANDING

COMMITTEE MEETING:

Member Secretary, WRPC stated that other transmission systems were also discussed

and agreed in the 31st Standing Committee meeting held on 27.12.2010. The minutes of

the standing Committee meeting were sent to WR constituents vide CEA letter No.

26/10/2011-SP&PA dated 20.1.2011. These are listed as follows:-

i) Transmission system associated with 1400 MW (2X700 MW) Kakrapar Atomic Power Project Unit 3 & 4 (2x700MW).

ii) Transmission system associated with 4000 MW (6X660) Chhattisgarh UMPP Transmission system of Mauda Stage-II (1320 MW) and Bus Splitting arrangement at 400kV Wardha(PG) S/S.

iii) Transmission System Associated with the Orissa UMPP (5x800MW) and Phase-II IPPs in Orissa.

iv) Connectivity and Long Term Open Access Applications pertaining to new IPP Generation Projects in Nagapattinam / Cuddalore and Vemagiri area of Southern Region with target beneficiaries in Western/Northern/Southern Region.

GETCO representative pointed out that LILO of one circuit of 400 kV Ukai-Kosamba at

400 kV Navsari S/S was requested by GETCO which may be included in the list of lines.

PGCIL representative stated that standing committee in 31st meeting had suggested

that GETCO/PGCIL would re-examine the proposal as per the GETCO’s request and

would formalize the same in next Standing Committee Meeting of WR. Further GETCO

agreed to intimate suitable location for establishing Karamsad substation for Vadodara-

Karamsad line.

The WR Power Committee noted as above and concurred to the transmission schemes as above which were agreed in the 31st Standing Committee meeting held on 27.12.2010.

ITEM No.6: RECOMMENDATIONS OF PSDF GROUP ON PROPOSAL FOR

PROCUREMENT OF ERS SUBSTATIONS Member Secretary, WRPC stated that PGCIL vide above letter dated 25.1.2011 have

intimated that the PSDF Group consisting of members from MSETCL, GETCO,

MPPTCL, CSPTCL, NTPC, WRLDC, POWERGRID and WRPC felt that it was difficult

to accommodate the ERS equipment at the existing Substations considering overall

dimensions of the trailer-equipment and its weight. As such, Committee had not

recommended for procurement of ERS substations at 400 kV level in this phase. The

Committee had suggested that the procurement for ERS for lower kV level i.e. 220 kV

could, however, be explored by PGCIL. WRPC agreed to the recommendation of PSDF

group and did not recommend the procurement of ERS-substations at 400 kV level in

this phase and suggested that the procurement for ERS of lower kV level i.e. 220 kV,

110 kV / 132 kV could, however, be explored by the constituent states.

PGCIL has submitted that this kind of equipment is meant not only for installation in a

Substation, these can be installed anywhere as and when required below the EHV

Lines even, where there is no space constraint. Further the Unit can cater load at 33kV

level upto 33% of the rated capacity of the Transformer besides establishing

connectivity over 400 /220 kV level. The unit is ideally suited for emergency

requirement during any natural calamity and can also be used for providing reliable

power supply at important load centre at short notice. Powergrid has requested to

reconsider the procurement of two (2) Sets of ERS- Substations at 400kV level for WR.

The matter was discussed during TCC meeting held on 11.02.2011 wherein members

felt that it was difficult to accommodate the ERS equipment at the existing Substations

considering overall dimensions of the trailer-equipment and its weight. As such, TCC

did not recommend for procurement of ERS substations at 400 kV level in this phase.

Further TCC suggested procurement for ERS for lower kV level i.e. 220 kV could,

however, be explored by respective constituents.

WR Power Committee agreed to the above recommendation. Further PGCIL representative had stated that they would propose to give presentation

of modular ERS.

The Committee agreed that the same may be discussed in detail by the PSDF group of WRPC so as to enable to taking up further for the needful. ITEM NO 7: BACKUP COMMUNICATION LINK BETWEEN SLDC GOTRI AND

WRLDC BY LAYING OPGW ON 132KV D/C JAMBUVA-GOTRI LINE AND 220KV D/C JAMBUVA-ASOJ LINE

Member Secretary, WRPC stated that in 7th WRPC meeting the work of Backup

Communication link between SLDC Gotri and WRLDC by laying OPGW on 132kV D/C

Jambuva-Gotri line and 220 kV D/c Jambuva-Asoj line was approved. OPGW has been

installed on 35.427 kms long lines. The link has been commissioned and is under

operation since January’ 2011.

The link shall be handed over to GETCO for O&M of OPGW as the line belongs to

GETCO. Chief Engineer (LD), GETCO stated that they would check the position with

SCADA group and revert back.

WRP Committee noted the same. ITEM NO 8: TRANSMISSION CHARGES FOR USE OF MSETCL TRANSMISSION

SYSTEM FOR CONVEYANCE OF CENTRAL SECTOR POWER TO GOA

Member Secretary, WRPC stated that POWERGRID has intimated that in 13th WRPC

meeting on 9th April’ 2010 at Mumbai, the issue of billing & payment of wheeling

charges was discussed and it was agreed therein that no deduction on account of

service tax and TDS will be done for payment to POWERGRID. PGCIL have intimated

the status as on date as below:

i) GUVNL has not yet refunded the differential wheeling charges for previous block (2004-09) since over a year (about Rs. 30Crs)

ii) LTA customers M/s Jindal & Torrent Power have not paid the arrears of wheeling charges from Aug’09 till Jul’10.

iii) M/s MPTRADECO, CSPDCL, D&D, DNH, Jindal & Torrent Power are deducting TDS from amount payable to POWERGRID, despite the decision in 13th WRPC meeting as above.

PGCIL intimated that in the 110th WREB meeting, the issue was first discussed & it was

agreed that, the pooling of wheeling charges payable to Maharashtra & Gujarat with

POWERGRID charges would be reviewed, in case POWERGRID faces payment

problems. As some of the beneficiaries viz. MPTRADECO, CSPDCL, D&D, DNH,

Jindal & Torrent Power are deducting service taxes, TDS from amount payable to

POWERGRID, notwithstanding the decision in 13th WRPC meeting in this regard,

POWERGRID have urged that due to the same, they are not in a position to continue

billing the wheeling charges in their Bills for GUVNL & MSEDCL and that from Jan’11

concerned Licensees may raise the bill at their end & collect money from the concerned

directly.

In 15th WRPC meeting, it was intimated by MSETCL that monthly wheeling charges

payable to Maharashtra have not been credited by POWERGRID w.e.f. Aug-2009.

POWERGRID had intimated that the credit is being passed on to all the constituents as

per the REA details on monthly basis. POWERGRID intimated that the accumulation

arising out on revising the REA is paid immediately upon receiving the same from other

paying utilities. It had further intimated that credit could not be passed on to MSETCL

due to non-receipt of the same from GUVNL on account of arrears due for the years

2004-05-2008-09. However, they had started billing and passing the credit to MSETCL

on monthly basis w.e.f. September 2010 and the previous dues w.e.f. Aug-2009 will be

cleared in due course. POWERGRID were requested for continuing to release amount

every month to Maharashtra and Gujarat the amount received from all paying utilities

corresponding to each month as per the REA details issued.

In line with the above decisions of the Committee, utilities are to release the payments

to PGCIL on account of the wheeling charges so that payments to the receiving utilities

may be cleared by PGCIL early and the existing mechanism is can be followed

smoothly and the difficulties expressed by PGCIL are overcome.

The matter was discussed during TCC meeting held on 11.02.2011 wherein it was

intimated by GUVNL that the dues for the period 2004-09 have been paid by them

recently except for 68 lacs pending reconciliation of weighted average share percentage

for the period 2004-09. PGCIL agreed to distribute the payment by end of February

2011. State beneficiaries opined that they are deducting service taxes, TDS as per

respective State tax rules. PGCIL representative stated that no money is billed to the

State beneficiaries on account of PGCIL but PGCIL is just an intermediate agency for

billing and disbursing the payments as per REA issued by WRPC. PGCIL intimated that

in case the existing billing practice is to be followed, the constituents may not deduct

service taxes, TDS from amount payable to PGCIL so that credit for the amount payable

is passed on to the States. Constituents indicated that in such a case, the implication

arising if any to this account shall be passed on to PGCIL, which was agreed to by

PGCIL.

In view of the above, the Committee discussed matter. Chairman, WRPC requested constituents that service taxes, TDS from amount payable to PGCIL may not be deducted. Any income tax or other tax burden on account of above transactions, for wheeling charges that would be payable by respective beneficiaries shall be passed on to them by PGCIL, else concerned Licensees shall have to raise the bills at their end & collect money from the concerned utilities directly.

ITEM NO. 9: REPLACEMENT OF INSULATORS AND EARTH WIRE DETERIORATED DUE TO EXCESSIVE POLLUTION IN TRANSMISSION LINES IN SOUTH GUJARAT

Member Secretary, WRPC stated that POWERGRID has intimated that due to

excessive pollution in south Gujarat, transmission lines of POWERGRID around Surat

are severely affected. Insulator flashover, failure of insulators and earth wire due to

corrosion is very frequent. To ensure uninterrupted service, POWERGRID has taken

up replacement of Insulators besides their cleaning twice in a year and replacement of

Earth wire in the polluted stretches. POWERGRID have intimated that it has already

incurred an expenditure of approx Rs. 3.85 Crs. and another Rs. 4 Crs is estimated in

procurement and replacement of balance insulators and earth wire to eliminate

vulnerability of transmission system for reasons beyond the control of POWERGRID. In

view of the circumstances outlined above, POWERGRID has proposed following:

1) Reimbursement of cost of Insulator and Earth wire replacement to POWERGRID.

2) The outages required for Insulator replacement & cleaning process and earth

wire replacement may be treated as deemed available.

PGCIL stated that it is a special case for conductors at coastal areas near Surat where

the effect of pollution such as corrosion failure of insulators is more, and cleaning of

conductors and insulators is required more frequently and requested for considerations

of their request.

In TCC meeting TCC meeting it was recommended that Reimbursement of cost of

insulator and earth wire replacement should be included in the O&M expenses of as

replacement of insulators is routine maintenance process. WR Power Committee

agreed to the TCC recommendation as above.

Committee members discussed about treating the certification of transmission

availability as deemed availability during the insulator replacement period as requested

by PGCIL.

ED, POSOCO, WRLDC stated that in northern region there is special treatment for

certifying the availability of transmission line under forced/planned outage due to foggy

conditions in winter and similarly as special case WRPC may also treat the lines near

Surat by the way of special treatment like NR.

POWERGRID indicated that replacement conditions have arisen on account of natural

weather conditions which has resulted corrosion of insulators and the earth-wire. The

outage period under replacement of insulators and the earth-wire may be treated as

deemed availability.

The Committee members suggested that such outages are to be treated as per the

transmission availability norms of CERC. MP and Gujarat representatives stated that

such outages are also treated as outage hours to the utility's account and not under any

other class of category. The Committee members opined that the outage mentioned

above is not covered under deemed availability.

SE (Operation), WRPC stated that transmission system availability factor is certified by

Member Secretary RPC as per provisions of regulations on Term and condition of Tariff

Regulation 2009. He informed that there is no such provision in the above regulations

for certifying the outage hours under deemed availability of PGCIL lines which are out

under the forced majure conditions. Also the conditions expressed by PGCIL are not

considered under forced majure.

In the light of above discussions, the issue was further deliberated deliberated and WRP

Committee decided as below:-

1. Cost of insulator and earth wire replacement should be covered under normal O&M charges.

2. The outages hours during Insulator replacement & cleaning process and earth wire replacement come under normal maintenance programme activity by PGCIL. Hence certification should be done on the same basis.

ITEM No. 10: PLANNING AND REPLACEMENT OF SCADA/EMS SYSTEM IN WR

Member Secretary, WRPC stated that the above item was discussed in 12th WRPC

meeting held on 16.01.2010 and it was decided in the meeting that WR constituents

would implement their SCADA/EMS systems as per their plan but common

specifications would be prepared, discussed in SCADA committee meeting for further

action. POWERGRID had earlier suggested three approaches to this issue and had

requested the constituents to choose one that best fitted their requirement.

a) PGCIL may provide consultancy services on turnkey basis from concept to commissioning. Funds have to be arranged by constituents and PGCIL’s overhead charges shall be applicable

b) PGCIL may arrange funds & execute project on turnkey basis with appropriate administrative charges. Constituents may repay the project cost over the life span of the system. However such proposal can be considered by PGCIL only if such investment proposal is accepted by CERC.

c) Constituents may implement their system as per their plan. In such case common time frame and data interchange strategy have to be firmed up.

During 8th SCADA –O&M Committee meeting held at WRLDC on 7.01.2011, AGM

(LD&C), POWERGRID informed that recently, NR constituents in NRPC meeting had

agreed for a unified approach of control centre SCADA/EMS hardware / software up

gradation to be carried out by POWERGRID and recovery by way of tariff similar to the

model adopted in ULDC schemes. Based on the NRPC decision, POWERGRID would

approach Central Regulatory Commission for approval of the unified approach of

SCADA/EMS up gradation and tariff proposal. AGM, WRLDC stated that in view of the

latest development in NR, the decision taken in WR earlier may be reviewed. However,

depending on the decision to be taken by WR constituents, the final approach to

replacement issue would be frozen in consultation with LD&C, POWERGRID. He also

informed that considering the time line of around two years required for replacement

activity, it would be prudent to arrive at the final approach as early as possible. He

informed that the present LTSA time line is fixed for five years from 14th Oct 2009 and

there is an exit option at the end of 3 years by payment of additional demobilisation

charge of 10% of the balance charges of two years.

ED, WRLDC in SCDA committee suggested that the future system should be planned

with the two year clock starting from 1st April 2011 and the new system should be

commissioned by 1st April 2013. Both the new system and the old ULDC would operate

in parallel for a year so that the new system could be evaluated for its stability and

reliability and the ULDC system could be phased out at the end of 5 year LTSA.

The matter was further deliberated in 8th SCADA –O&M Committee meeting and

outcome is recorded as under:

• MSETCL representative stated that the up gradation of SCADA/EMS

systems of MSETCL had recently been awarded on Siemens and the work was in advanced stage.

• GETCO representative informed that unified approach of SCADA/EMS up gradation is suitable to them however the final decision could be taken at WRPC forum.

• CSPTCL representative informed that unified approach of SCADA/EMS up gradation is suitable to them however the final decision could be taken at WRPC forum.

• MPPTCL representative informed that the matter needs further deliberation in MPPTCL forum and they would communicate MPPTCL opinion tentatively in a week’s time. MPPTCL vide letter No. 07-05/E&T/65 dated 24.01.2011 (copy enclosed at Annexure-10) have confirmed that MPPTCL may also like to replace their SCADA/EMS system through unified approach through PGCIL.

The matter was discussed in Technical Coordination Committee meeting held on

11.2.2011. As Maharashtra State had already awarded up-gradation of SCADA/EMS

systems of MSETCL on Siemens, the Committee recommended unified approach of

Control Centres for SCADA / EMS hardware / software up-gradation / replacement

works for rest of the constituent States viz. Gujarat, Madhya Pradesh and Chhattisgarh,

which shall be carried out by POWERGRID. The cost of the project would also include

the AMC provision details.

2. Cost of the project should also include the AMC provision details. ITEM No. 11: ESTABLISHEMNT OF 128Kbps LEASED CIRCUIT

Member Secretary, WRPC stated that as discussed during 7th SCADA meeting,

128Kbps leased circuit have been commissioned between SLDC Jabalpur - WRLDC

Mumbai and SLDC Gotri – WRLDC Mumbai. The other circuit between SLDC Bhilai and

WRLDC Mumbai and Tarapur-I and WRLDC Mumbai are under progress. The leased

circuit have been very helpful during communication failure in the recent past and vital

ICCP data has continued to flow between SLDCs and WRLDC. ED, WRLDC opined

that considering the critical nature of grid operation and possible failure of only one

communication path, it would be proper to make a back up leased line with MSETCL

Kalwa and WRLDC Mumbai also, though both are in same city. It was discussed and

decided that WRLDC would check with MSETCL for proper port availability and initiate

the process of taking 128Kbps leased line between SLDC Kalwa and WRLDC Mumbai.

MSETCL has intimated that work of laying OPGW cable from MSETCL (Kalwa) –

MSETCL (Borivali) –TPC (Borivali) is approved by METCL. Target for completion is

intimated as 2012-13.

During 8th SCADA meeting DGM, WRTS-I informed that the scheme that included the

OFC links on Maharashtra and Reliance lines and was proposed in last meeting would

serve dual purpose of providing alternate path for central sector RTU data as well as the

redundancy to existing ICCP links between SLDC, Kalwa and WRLDC. The part of the

link would involve hiring of fibers from Reliance. An estimate from Reliance obtained by

WRTS-I and the same along with the scheme details is enclosed at Annexure-11. After

detailed deliberation on subject matter, the Committee had agreed for the scheme to put

up before the WR Power Committee for approval.

In the TCC meeting held on 11.2.2011, the above proposal was recommended for

approval by the WR Power Committee.

WR Power Committee approved as above.

ITEM No. 12: OPGW BASED COMMUNICATION LINK TO S/S OF PGCIL IN WR Member Secretary, WRPC stated that the matter was discussed and the Master

Communication Plan for WR was approved by WRPC in their 14th meeting held on 19th

August 2010 at a cost of Rs 144.35cr. In the same meeting, MPPTCL requested for

inclusion of their communication requirements in the master communication plan. The

cost estimate for wide band equipments & node proposed in MP state were required to

be worked out. It was suggested by POWERGRID that the terminal equipment for the

MPPTCL requirements could be included in the Master Communication Plan but OFC

laying on MPPTCL lines would be taken care of by MPPTCL. Alternately, if MPPTCL

choose to procure the terminal equipments as well, the technical interface details of the

same would be made available to MPPTCL.

In the finalized master communication network, following two lines being constructed by

IPTC were decided to be included in the network.

(i) Parli (PG) – Sholapur (PG) – 225Km.

(ii) Sholapur (PG) – Kolhapur (PG) – 167Km

The matter was discussed in 8th SCADA O&M Committee on 7.01.2011 and it was

proposed to include the following MSETCL lines in the proposed network:

(i) Parli (PG) – Parli (MSETCL).

(ii) Parli (MSETCL) – Sholapur (Lamboti) MSETCL

(iii) Sholapur (MSETCL) – Sholapur (PG)

(iv) Sholapur (MSETCL) – Kolhapur (MSETCL)

MSETCL representative agreed for the proposal. AGM, WRLDC stated that with this

modification in master communication plan, the respective MSETCL stations would be

as covered for telemetry requirements of WR SCADA systems. Further, MSETCL

agreed to permit the laying of fibres wherever MSETCL fibres were not being planned.

For lines where MSETCL had initiated process for laying fibre, the fibres could be

spared for the master communication plan. It was intimated by MSETCL that they had

recently approved the master plan for OPGW based communication link for all

substations in Maharashtra. Target for completion has been intimated as 2012-13. It was informed that the Master Communication Plan for WR as approved by WRPC

and indicated above is under process by POWERGRID and the NIT would be floated by

March 2011 with a commissioning time line of 30 months, to be taken up in a phased

manner.

WRP approved the changes suggested by SCADA Committee ITEM No. 13: TELEMETRY TO SLDC FROM CENTRAL SECTOR STATIONS Member Secretary, WRPC stated that the matter was discussed in the 12th WRPC

meeting and it was decided that PGCIL will address the issues concerning frequent

failure of communication between RLDC and SLDC resulting in interruption of real time

data communication to SLDC. Also, PGCIL will discuss the matter with the supplier to

check the feasibility of providing an additional port in the gateway for data

communication to SLDC in respect of substation with automation. The above matter will

be discussed by the SCADA O&M Committee of WR and the outcome will be put up to

TCC/WRP Committee for further directions, if any.

During 8th SCADA O&M Committee meeting held on 7.01.2011, LD&C, POWERGRID

informed that these locations were equipped with SAS/GAS with interface converters for

real time data reporting. He further informed that most of the locations were housing

SAS schemes that had dual ports for reporting to RLDC and no spare port was

available for reporting to SLDCs.

ED WRLDC informed that as per IEGC clause 6.4, all players are governed by control

area concept including real time data flow and thus real time data from the stations

coming under RLDC control area should be made available to RLDC. He further

informed that backup MTNL/BSNL leased circuits have been taken by WRLDC for ICCP

data continuity, as such central sector data to SLDCs is assured on the prevailing

communication network. Hence, same data reporting to SLDC through wide band

communication would be redundant. Therefore, it was concluded that direct reporting of

central sector station to SLDC would not be taken up.

WRP Committee approved the same.

ITEM No.14: ONGOING TRANSMISSION SCHEMES IN WESTERN REGION

Member Secretary, WRPC intimated that in accordance with the decision taken in the

12th WRPC meetings held on 16th January 2010 at Vadodara, 4th meeting to review

ongoing transmission projects in Western Region was held on 16th December 2010 at

WRPC, Mumbai

14.1 The status of the construction of transmission schemes under execution by

Gujarat Electricity Transmission Company Ltd., Madhya Pradesh Power Transmission

Company Ltd., Chhattisgarh State Power Transmission Company Ltd., Maharashtra

State Transmission Company Ltd, and PGCIL & Reliance Power Transmission Ltd. was

POINT CONNECTION METHOD FOR POINT OF CONNECTION CHARGES

16.1 Member Secretary, WRPC stated that CERC Regulations, 2010 on "Sharing on

transmission charges and Losses" regulation 2010 are to come in force from 1.4.2011.

The determination of transmission charges as per this Regulation is required to be

limited to the network owned, operated and maintained by the ISTS Licensees or those

transmission licensees / SEBs whose assets have been certified by RPCs as being

used for inter-state transmission. During 15th WRP Committee meeting The WRP

Committee approved the criteria and the list of state owned Interstate / Inter-regional

lines for certification as ISTS lines. It was also agreed that any other non-ISTS line that

comes up and meets the criteria agreed as above, may be considered for certification

as ISTS line. Accordingly list of state owned Interstate / Inter-regional lines certified as

ISTS lines as approved above was forwarded to implementing agency. Also the list was

sent to the concerned non- ISTS Licensees for furnishing YTC of the respective lines

certified as above to NLDC.

During the 57th CCM the consensus opinion on inclusion of such state lines which carry

power that is evacuated from the ISGS through CTU line(s) or through dedicated line(s)

from this generating station to the State points beyond which no direct connectivity to

nearest CTU point exists, could not be arrived at. It was agreed that issue may be

further discussed in next CCM after constituents further examine various aspects in this

context.

TCC on 11.02.2011 observed that the lines submitted in the agenda notes could not be

accommodated as non ISTS certified category as per the approved criteria. TCC

recommended that CCM may discuss / evolve additional criteria for consideration for

inclusion non-ISTS lines as non-ISTS certified lines.

WRP Committee endorsed the above decision of TCC. ITEM NO.17 : EXTENSION OF THE DATE OF OPERATION OF CERC (SHARING OF

INTER-STATE TRANSMISSION CHARGES AND LOSSES) REGULATIONS, 2010.

Member Secretary, WRPC stated that Central Electricity Regulatory Commission,

Regulations, 2010 on Sharing of Inter-State Transmission Charges and Losses were to

take effect from 1.1.2011. NLDC the implementing agency of the above Regulations

have submitted to Commission the, details of Point of Connection charge worked out

based on the data and network details received from the various DICs. It has sought

more time for submitting the modified procedure after incorporating comments of

stakeholders and decision of CERC on the issues raised. CERC vide order 30.12.2010

has directed that the Regulations shall come into force with effect from 1.4.2011.

As the States want to see the implication of the new method of sharing of transmission

charges through calculation of actual transmission charges through both the

methodologies before the same gets implemented, constituents may see the

transmission charges worked out through both methodologies which shall be

maintained on the NLDC website w.e.f 01.02.2011.

The members of the Committee noted that these Regulations shall come into force with

effect from 01.04.2011. ED(Commercial), POWERGRID, Gurgaon intimated that as per

the above Regulations, CTU has to raise bills for the use of ISTS on the STUs and not

on the DISCOMs. The payments are to be made through RTGS. POWERGRID

therefore, requested the State DISCOMs & STU to put in place necessary internal

arrangements before 01.04.2011.

WRP Committee noted the same.

ITEM No.18: PERFORMANCE OF WR GRID DURING NOVEMBER 2010 TO JANUARY 2011

18.1 SYSTEM PERFORMANCE Frequency: During November 2010 to January 2011 system frequency was in the permissible range

of 49.5 Hz to 50.20 for 86.77 % to 89.76 % of time. Frequency remained below 49.50

Hz for 0.49 %, 2.02% of time and 5.02 % of time during November 2010, December

2010 and January 2011 respectively. In higher frequency regime, system frequency

remained above 50.20 Hz for 12.74 %, 9.04 % and 4.82 % of time respectively in

November 2010, December 2010 and January 2011. The monthly average frequency

was 50.00Hz, 49.92Hz and 49.85Hz in November 2010, December 2010 and January

2011 respectively.

During months of November 2010, December 2010 and January 2011, the grid

operated in the frequency range of 49.2 Hz to 50.2 Hz for 87.25 %, 90.88% and 94.83%

of time respectively. The maximum period frequency was below 49.2 Hz was 0.01 %,

0.08% and 0.35% of time during the month of November 2010, December 2010 and

January 2011 respectively.

The number of occasions when instantaneous frequency touched 48.8 Hz was nil

during November 2010, December 2010 and January 2011. The detail of frequency

profile for the months of November 2010 to January 2011 is placed at Annexure 18.1(a).

Partial grid disturbances: Member Secretary, WRPC stated that Partial grid disturbances took place in Mumbai

system on 18.11.2010 at 1740 hrs and 21.11.2010 at 1705 hrs.

On 18.11.2010 the system frequency was 49.76 Hz and Maharashtra state demand was

13007 MW and Mumbai catered demand was 2599 MW. The disturbance initiated with

the tripping of 220 kV Trombay-Salsette I followed by tripping of 220 kV Trombay-

Salsette II, 220 kV Boisar-Dahanu, 220 kV Boisar – Versova and 220 kV Borivali-Aarey

D/c and 220/100 kV ICTs at Borivali. Both the units at Dahanu tripped. Loads of R-Infra

at Ghodbunder, Versova and Aarey (713 MW total) were affected. The Restoration

commenced at 1748 hrs with the charging of 220 kV Trombay-Salsette II and by 1904

hrs 664 MW loads were restored.

On 21.11.2010 power supply in Dharavi Backbay, Vikroli and Mahalaxmi were affected

with the tripping of 220 kV Trombay-Dharavi ckt V and VI and 220 kV Trombay- Salsette

II. The loss of load was around 450 MW and there was no loss of generation.

Restoration commenced at 1714 hrs by extending power from 110 kV Parel s/s and by

1801 hrs the loads were restored with the charging of above lines.

It has been intimated that MERC has set up a Committee headed by Prof

S.A.Khaperde, IIT Bombay consisting of representatives from SLDC, WRLDC, STU,

TPC and R-Infra and Commission’s Officer to review the existing protection schemes,

Under frequency relay settings, islanding schemes and suggest remedial measures to

avoid such occurrences in future.

OverDrawal Messages: Member Secretary, WRPC stated that WRLDC issued advisory messages of type A, B

and C to WR constituents for curtailing over drawal as below:

No regulatory measures were required to be taken.

There were net inter-regional export of 757.74 MUs, 1376.60 MUs and 2188.23 MUs by

WR against net export schedule of 362.649 MUs, 676.371 MUs and 1397.171 MUs

respectively in November, December 2010 and January 2011.

The instances of overdrawal and TTC violation by neighbouring regions were taken up

by WRLDC in real time. The messages issued by WRLDC for curtailment of overdrawl/

TTC violation to other regions.

The maximum unrestricted demand of Western Region was 39589 MW, 41252 MW and

41315 MW in November 2010, December 2010 and January 2011 respectively, as

compared to 39208 MW, 38755 MW and 38504MW during the same months last year

respectively. The region faced capacity shortage in the range of 5946 MW, 6910 MW

and 6654MW (peak deficit of 15.02 % , 16.75 % &16.11%) during November 2010,

December 2010& January 2011 respectively. The per day energy requirement during

November 2010, December 2010 & January 2011 was 719.81 MUs, 803.13 MUs and

825.9 MUs respectively. The energy shortage was 75.89 MUs per day, 109.79 MUs per

day and 100.35 MUs during these months. The details of unrestricted peak demand,

demand met and energy requirement and availability are as furnished at

Annexure-18.1(b).

Overall voltage profile had been satisfactory during the period under review. However,

instances of low and high voltages beyond the IEGC specified operating range were

observed at some of the EHV sub-stations in the region. Minimum voltage of 372 kV ,

372 kV and 373 kV was noted on 2nd November, 25th December 2010 and 11th January

2011 at 400 kV Jetpur ,Bina and Gwalior substation respectively . Higher voltages in

the range of 421 kV to 435 kV were noted. SSP units run in synchronous condenser

mode for 71 m/c hrs. in the month of January 2011.

18.2 Member Secretary, WRPC stated that the detail of voltages at important 400 kV

and 765 kV sub-stations for the months November 2010, December 2010 and January

2011 is placed at Annexure- 18.2. In order to control incidences of high voltages during

low load periods, installation of reactors at following locations as planned by various

utilities is in the process as per following schedule:

The timely commissioning of the above reactors is likely to help in smoothening of high

voltage profile.

18.3 AUFLS Performance. Member Secretary, WRPC stated that the month-wise details relating to performance of

AUFLS scheme in Western Region during the period November 2010 to December

2010 in terms of quantum of load relief obtained and number of occasions the UFR

operated is at Annexure-18.3. It may be noted that there was no occasion when the

AUFLS relays was called to operate.

WRP Committee noted as above. ITEM No.19 : RESPONSE OF GENERATING UNITS UNDER RGMO IN WESTERN

REGION Member Secretary, WRPC stated that WRLDC vide letter dated 27.01.2011 have

intimated that as per the clause no. 5.2 of the IEGC effective from 3.05.2010, WRLDC

has commenced monitoring the RGMO status of generating units in WR and the same

has been regularly reviewed/discussed in regional OCC forum and the position of

generating units in WR is as below: -

• The units which are eligible to participate in RGMO are 188 Nos (29701 MW) • WRLDC has developed an analyzing tool to carry out RGMO analysis • WRLDC has carried out detailed analysis of the units that have confirmed

participation (62 units, 11776 MW; 29 hydro units, 1586 MW & 33 thermal units, 10190 MW) in RGMO

• 20 units have applied for exemption to CERC • 104 units(15345 MW) have informed that there are some problems in

implementing RGMO and WRLDC have requested these generators to take up with CERC for exemption under intimation to WRLDC

• Out of 188 eligible units (11776 MW), telemetry is available for 155 units. The details are enclosed at Annexure-19. WRP Committee noted as above. ITEM No.20: ANTICIPATED POWER SUPPLY POSITION IN WESTERN

REGION FOR THE PERIOD FROM JANUARY 2011 TO MARCH 2011

Member Secretary, WRPC stated that the anticipated power supply position in the

region for the period from January 2011 to March 2011 is at Annexure-20. The demand

during the period is likely to remain at a high plateau. The anticipated regional demand

is likely to vary between 40201 MW to 40496 MW and the capacity shortage will vary

from 4.38 % to 7.19 %. In terms of energy, the unrestricted requirement is expected to

range from 22582 MUs to 25313 MUs with regional energy deficit of the order of 1.6 %

to 3.38 %. The anticipated Peak demand shortage of 50 to 180 MW in Gujarat, 410 to

560 MW in Chhattisgarh, 4450 to 4630MW in Maharashtra, 675 to 1555 MW in Madhya

WRP Committee noted as above. ITEM No. 21: MECHANISM FOR COMPENSATION OF LOSSES ON TRANSFER OF

POWER TO NR OVER MPPTCL & GUVNL NETWORK Member Secretary, WRPC stated that WRLDC vide letter No. WRLDC/OS/1517/11

dated 28.01.2011 have intimated that during 15th WRPC meeting, the mechanism of

compensation of losses for transfer of power between WR and NR over MPPTCL and

GUVNL network was discussed and it was decided that the compensation of losses

shall be done by applying necessary loss compensation to the actual inter regional

power transfer on 220kV Badod-Kota and 220kV Badod-Modak inter-regional links and

400kV Zerda-Kankroli inter-regional link approved by State Regulatory Commission for

State Transmission System in respective states and this loss may be pooled among the

WR constituents and have suggested on the following:-.

21.1 Mechanism for compensation of losses on transfer of power to NR over GUVNL Network.

(i) In case of GUVNL only one link i.e. 400 kV Zerda- Kankroli is mentioned in the

minutes and have suggested that Power transfer over 400kV Zerda-Bhinmal link is also

required to be considered while giving loss compensation to the actual power transfer.

(ii) Clarification on application of loss compensation to both export and import of power

through this links has been sought by WRLDC and have proposed that compensation of

loss to both export and import shall be applied on power through these lines lines viz.

400 kV Zerda- Kankroli and 400kV Zerda-Bhinmal.

The matter was discussed during TCC meeting held on 11.02.2011 where it was

decided that application of loss compensation to both export and import of power to be

applied on power through these lines on net basis viz. 400 kV Zerda- Kankroli and

400kV Zerda-Bhinmal. 21.2 Mechanism for compensation of losses on transfer of power to NR over

MPPTCL Network. WRLDC have stated that in reality four numbers of STU network is used for power

transfer between WR and NR, i.e. 220kV Auraiya-Malanpur, 220kV Auraiya – Mehgaon,

220kV Kota- Badod, 220kV Modak-Badod.

WRLDC has proposed that the compensation of loss shall be applied to the net

transaction over these four links between WR and NR in each 15- minute time block.

Also clarification has been sought that whether to apply loss compensation to both

export and import of power through these links and has proposed that, compensation of

loss shall be applied to both import/export of power transfer between WR and NR using

MPPTCL network.

During TCC meeting held on 11.02.2011 it was clarified that the compensation of losses

on transfer of power to NR through MPPTCL network will be on Net Basis. For

MPPTCL 220kV Auraiya-Malanpur, 220kV Auraiya – Mehgaon, 220kV Kota- Badod,

220kV Modak-Badod would be considered.

WRP Committee approved the above recommendations of TCC. ITEM No.22: PAYMENTS OF UI AND REACTIVE ENERGY CHARGES

22.1 As per the information received from WRLDC, the status of payment to UI pool

CERC regulation which is applicable to all and in case of reservations by the

constituents in opening of LC, they may approach the Hon’ble Commission in

accordance with Clause-12 of CERC Notifications on “Unscheduled Interchange

charges and related matters, Regulations 2009.

Chairman, WRPC directed each utility mentioned above to open the LC’s for the amount shown against them immediately.

ITEM No.23: WIDE AREA MEASUREMENT SYSTEM (WAMS) IN WR

23.1 Member Secretary, WRPC stated that the matter regarding implementation of

WAMS in WR was discussed during 11th meeting of WRPC held on 25th September

2009 at Raipur and also during 13th meeting of WRPC held on 9th April 2010. A meeting

of Task Force on WAMS was proposed by WRPC on 10th March 2010 to discuss the

modalities etc. regarding implementation of WAMS Project in WR. However, GM (LD &

C), PGCIL vide letter dated 5th March 2010 had intimated that in view of CERC order

directing one time expenses from UI Fund towards the above project, PGCIL had taken

up the issue with CSIR and on their approval they would sign the agreement with CSIR

and other consortium partners. During 13th WRPC meeting PGCIL were requested to

expedite issues concerning approval/ signing of the agreement etc. with CSIR and other

consortium partners so that a meeting of Task Force on WAMS could be called at the

earliest for further needful action. POWERGRID vide communication dated 21.10.2010

and also in the 15th TCC/WRPC meeting intimated that their Board have approved the

Project with certain conditions like availability of software for all RLDCs and NLDC. The

acceptance of the conditions by the consortium members had not been received by

them thereby resulting delay in signing of necessary agreement with CSIR for moving

ahead with the Project Implementation. POWERGRID further intimated that they had

requested consortium partners to send their response within two weeks' time.

Subsequently no communication was received from POWERGRID on the above matter.

In the TCC meeting following was discussed and recommended:-

(1) PGCIL intimated that the acceptance of the conditions approved by their Board

was not agreed by TCS and TPC, the consortium members of the project, for

signing of necessary agreement with CSIR. They intimated that TCS, TPC will

not be implementing the project, therefore CSIR funding will not be available.

PGCIL intimated that PGCIL and IIT-B may be the new project partners.

(2) TCC suggested that in view of the changes in the approved proposal, the project

requires to be discussed by WAMS group of WR already formed.

(3) WRLDC may apprise Hon'ble CERC in view of the changed position.

(4) TCC suggested that as IPR issues are involved, all constituents of WR may be

associated as project partners and after discussion by the WAMS group of WR,

the outcome may be appraised to WRP Committee.

(5) Additional funding requirement with PSDF thereof, if any can then be taken up.

WRP Committee discussed and approved the recommendations of TCC as above.

23.2 Member Secretary, WRPC stated that during the 15th TCC/ WRPC meeting,

Chairman WRPC suggested that in the presentations/ exposures on WAMS systems

made by eminent experts like Shri A.G.Phadke may be attended by the regional utilities

for the benefit of all constituents. It is hereby informed that on 22.12.2010, presentation

for the benefit of WR Constituents was arranged by POWERGRID at WRLDC, Mumbai

which was attended by the constituents of WR. Dr A.G.Phadke and Mr Ken Martin gave

presentation that covered the various aspects of WAMS.

WRP Committee noted as above. ITEM No.24: PSDF MANAGEMENT COMMITTEE CERC vide order dated 4th June 2010 have issued regulation called the Central

Electricity Regulatory Commission (Power System Development Fund) Regulations

2010. As per the provision under the above regulations, a fund to be called the “Power

System Development Fund” shall be constituted and there shall be credited thereto.-

a) Congestion charges standing to the credit of the “Congestion Charge Account”

b) Congestion amount arising from the difference in the market prices of different

regions

c) Unscheduled Interchange charges standing to the credit of the “Unscheduled

Interchange Pool Account Fund”

d) RLDC reactive energy charges standing to the credit of Reactive Energy

Charges Account;

e) Such other charges as may be notified by the Commission from time to time;

f) Provided that amounts representing the sources as specified in sub-clauses (a)

to (d) and lying in the custody of Central Transmission Utility together with

interest earned thereon upto 30th of April, 2010 shall be credited to the Fund.

Regulation 7 of the Power System Development Fund, Regulation 2010 specifies that

an officer of the level of General Manager or above is to be nominated by each of the

five Regional Power Committees as member of Management Committee. As discussed

in 15th WPC meeting, nomination of one member from WRPC i.e. Member Secretary,

WRPC as a member of the Management Committee of PSDF from WRPC was sent to

NLDC.

The matter of representation of RPC in PSDF management Committee was also

discussed in other RPCs. ERPC had suggested that as handling fund of the above

nature by Regulator is unique, the Region should have ultimate say in the utilization of

the fund contributed to PSDF and utilization of PSDF & functioning of the PSDF

Management Committee monitored closely by the RPC. The Committee further

recommended that broader representation should be made to the Management

Committee. ERPC have since forwarded the recommendations of the Committee to

Secretary, CERC for information.

The matter was discussed in TCC and TCC recommended inclusion of two additional

members from WR. Chairman TCC suggested that one member each from MP &

Chhattisgarh and Gujarat/ Maharashtra may represent in PSDF management

committee.

WRPC approved the recommendation of TCC, It was agreed that Member Secretary, WRPC would take up the matter with CERC for additional members. On concurrence from CERC nomination from states would be sought.

ITEM No.26: SHARING OF ESTABLISHMENT EXPENDITURE OF WRPC BY NCA Member Secretary, WRPC intimated that Member (Power), NCA vide letter No.

2/8/Power/EMC/164 dated 28.01.2011 have intimated that NCA have been granted the

membership of WRPC. He further intimated that NCA is an organization working

directly under MOWR and its all expenditure is provided and shared by beneficiary

States. and beneficiary States are of the view that as they are already funding WRPC

so sharing of expenditure of WRPC membership by NCA is not justified., NCA have

requested to discuss this issue in WRPC and exempt NCA from payment towards

expenses of WRPC Secretariat at par with WRLDC/CEA/NLDC/WRPC.

Matter was deliberated in TCC opined that in NR, BBMB is also similar case as SSP

and same is required to be checked up with NR.

Chairman, WRPC requested Member (Power), NCA to take up the matter with MOP. WRP Committee noted the same. ITEM No.27: RENOVATION AND MODERNISATION OF WRPC OFFICE BUILDING 27.1 During 15th WRPC meeting the matter regarding sharing of expenditure for

renovation & Modernisation of WRPC Office Building was deliberated and it was agreed

therein to exclude NCA, NHDC and SLDCs from contributing for the this particular R&M

work and distribute sharing of the remaining amount amongst the rest of the members

in the manner as approved by the WR Power Committee in the 13th WRPC meeting and

as per the payment schedule decided in 14th WRPC meeting held on 19th August 2010.

Accordingly, WRPC Secretariat vide letter no. WRPC/AS/Contribution/2010/1690 dated

3.01.2011 have requested members to release the payment as per Annexure-I of the

letter by 15th December 2010. Contribution from DNH is received so far. Further as the

50% of the estimated expenditure is to be passed on to PGCIL the payments requested

to the members are to be expedited, which are to be released immediately before

commencement of the R&M activity and upon signing of the MOU with PGCIL, from

when the zero date of the activity will start.

Draft MOU document discussed in the implementation committee to be signed with

PGCIL in respect of R&M work was prepared and sent to PGCIL. PGCIL had

subsequently requested to include clause relating to TDS/Sales tax deduction. PGCIL

were intimated to retain clause as was suggested by WRPC.

PGCIL during TCC meeting intimated that for TDS/ Sales Tax deductions purposes by

PGCIL, PAN/TAN details of PGCIL shall require to be used for the project,

corresponding to which the cost estimate would become slightly higher by around Rs

17.46 lakhs, which shall add up to the estimated cost approved earlier in the 15th WRPC

meeting. PGCIL intimated that the tenders have been invited and the actual cost may

vary depending upon the quotes. The differential cost will be added to second

installment of payments for R&M work of WRPC office building.

TCC discussed the matter, an additional cost of Rs 17.46 lakhs was recommended for

approval which shall add up to the estimated cost approved earlier in the 15th WRPC

meeting. The differential cost will be added to second installment of payments for R&M

work of WRPC office building. It was also decided that MOU would be signed by WRPC

and PGCIL within a month’s time.

WRP Committee approved recommendation of TCC and expressed that MOU may be signed by WRPC and PGCIL within a month. Chairman, WRPC requested all the members who have to pay towards R&M expenditure to pay by February 2011 end. All members agreed for the same. 27.2 Reliance Energy Trading Ltd. vide letter no. RETL/WRPC/2010-11 dated

10.01.2011 have requested for clarification regarding sharing of the expenditure

towards R&M of WRPC office building to be shared equally by the electricity trader

members having trading volume of more than 500 MUs during the previous financial

year i.e. 2009-10.

RIL (Distribution member) representative requested and proposed to share the cost

among rest of the members from Private distribution companies of WR.

TCC recommended the above proposal; however the responsibility of the coordination

and payment of total amount will lie with the current member only. Similarly in the case

of electricity trader members also cost sharing among the trader members in rotation

would be done and responsibility of coordination and payment of total amount would be

with the current member only.

WRP Committee discussed the matter and approved the above proposal recommended

by TCC, however it was agreed that the responsibility for getting consent of other Pvt.

distribution companies and electricity trader members having volume of more than 500

MUs during 2009-10 would be with REL Distribution Company and Reliance trading

Company respectively who shall arrange and make the combined payment. Reliance

Distribution Company and Reliance Trading Company would accordingly obtain consent

from other Private Distribution companies and the Trading Companies respectively.

ITEM No. 28: MEMBERSHIP OF WRPC

28.1 Government of India, Ministry of Power under the provision of Section 2,

Subsection 55 of the Electricity Act 2003 vide its resolution F.No.23/1/2004-R&R dated

25.05.2005 and subsequent amendments dated 29.11.2005 and 9th May 2008

published in the Gazette of India established the Western Regional Power Committee in

place of erstwhile Western Regional Electricity Board.

28.2 Accordingly, membership of State DISCOMs having more than one Distribution

Companies, representation of Private DISCOM, representation of IPPs having installed

capacity 1000 MW or above, and those IPPs having installed capacity below 1000 MW

and representation of Electricity Traders is due for rotation and for the year 2011-2012 it

will be as given below:

(ii) Madhya Pradesh Poorva Kshetra Vidyut Vitaran Co. Ltd., Jabalpur

(iii) Representative of GENCO having IC 1000 MW and less.

7.01.2011 have intimated that with Commissioning of Unit-4 (330 MW) of APL the

installed capacity of the plant has been increased to 1320 MW. As such Adani Power

Ltd. is having installed Capacity of above 1000 MW is eligible for membership of WRP

Committee. Adani Power Ltd. have requested for membership of WRP Committee.

Accordingly, Adani Power Ltd. may be considered as member w.e.f 1st April 2011. 28.4 Chairmanship of WRPC is due for rotation w.e.f. 1.04.2011 and CMD/MD of

Chhattisgarh State Power Companies would be Chairman of WRPC for the next year.

Members of Chhattisgarh State may intimate the name for the Chairman, WRPC among

different power companies of Chhattisgarh State.

WRP Committee approved as above. ITEM No. 29: ANY OTHER ITEM 29.1 REL representative stated Mumbai demand has gone up to 3150 MW while

generation availability with in Mumbai is only 23 MW, the balance power is arranged

from other parts of the country under long/ medium/short term agreement. There is 850

MW to 950 MW transmission capacity available for transfer of power from out side to

Mumbai, Mumbai demand will be about 4000 MW by 2015 and requested CTU to plan

augmentation of EHV transmission network capacity at the periphery of Mumbai.

Chairman, WRPC, stated that when CTU wanted to enter in Mumbai it was not allowed

to do so. It may be too late a proposition for consideration. He advised to convene a

meeting between CTU, STU and the three distribution companies of Mumbai and

thereafter approach Standing Committee on Power System Planning in WR.

29.2 Chairman, WRPC stated that Shri S. M. Dhiman, Member (GO&D), CEA is to

retire in Februaryu-2011 and stated that the Shri Dhiman has attained a vast

experience in power sector development and played an active role in regional power

system development activities at Central level. He in close association has taken keen

interest in the RPCs’ functioning and improvement. The Committee placed on record

valuable contribution to Power Sector by Shri S. M. Dhiman, Member (GO&D), CEA.

29.3 Chairman, WRPC stated that Shri N. H. Suthar, Chef Engineer (LD), GECTO is

also retiring in the month of April-2011 and this would be his last WRPC Meeting. The

committee placed on record the contribution made by Shri Suthar.

29.4 Member Secretary WRPC thanked Shri R. K. Verma, Chairman WRPC for

heading the WR Power Committee during the year 2010-11 who has been the guiding

force in WRPC meetings for long time and stated that with his dedicated efforts WRPC

have been able to march forward in taking decisions and for his valuable contribution to

WRPC during last one year as Chairman, WRPC.

ITEM No. 30: DATE AND VENUE OF NEXT WRPC MEETING It is proposed to hold next meeting of WRP Committee i.e. 17th meeting in the month of

May 2011. PGCIL agreed to host the same.
