MINUTES OF 3RD MEETING OF WESTERN REGIONAL POWER COMMITTEE HELD ON 28TH FEBRUARY 2007 AT MUMBAI

The TCC and 3rd WRPC meetings were held on 27th & 28th February 2007 respectively at Mumbai. The list of participants are at Annexure-1(A) and 1(B).

Shri Nageswara Rao, Executive Director (Opn.), NPCIL welcomed all members of the WRPC and the participants attending the meeting. He said that they feel honoured to host this meeting of WRPC at Mumbai. He informed that though CMD, NPCIL was very keen to be present in this meeting but due to his preoccupation in another scheduled programme, he could not address this august forum. He stated that Western Region is the largest Regional Grid operating in the country with large installed capacity of Nuclear Power Generating Stations in it. He added that as the Nuclear Power Stations are very sensitive to the grid disturbances, NPCIL looks forward to the continued co-operation from the various utilities/agencies constituting Western Regional grid to ensure stable operation of these stations and the consequent secured grid operation.

Shri S.A. Bhardwaj, Director (Technical), NPCIL welcomed on behalf of CMD, Nuclear Power Corporation of India Ltd., all the members of WRPC and participants attending the meeting. He stated that electricity has become a vital element in life today, as even the daily routine has become extremely dependent on it and that the power demand is growing exponentially. He stated that WRPC forum provide valuable policy inputs to the power industry. NPCIL therefore always endeavors to actively participate in its deliberations and the related activities concerning the Regional Grid Operation.

He informed that NPCIL are operating 16 Units of Reactors out of which 14 units are pressurized heavy water reactors (PHWR), and are of indigenous design. He added that two units (PHWR type) of 540 MWe capacity each have been commissioned and are performing very well. He added that one more unit has been recently made critical at Kaiga NPP. He indicated that PHWRs are great fuel savers. These reactors produce nuclear fuel as they generate. The cost of power generation from Nuclear Stations is lower, which may only marginally rise in future.

Shri R.K.Verma, Chairman, WRPC and CMD, MPPTCL welcomed the WRPC members and the participants. He thanked NPCIL authorities for hosting this meeting of WRPC and making excellent arrangements for the meeting and transport & stay of the members. He said that as all of us are aware there was a Grid Disturbance in Western Region on 25.02.2007 affecting power supply in Western Maharashtra. It is understood that Govt. of Maharashtra had constituted a committee to inquire into the Grid disturbance. During the period from October 2006 to January 2007, although grid operated smoothly, but during the month of January 2007, the grid was subjected to sustained low frequency operation. The frequency remained below 49 Hz for 33.97% of the time. In view of the same, a special meeting was held with WRPC constituents on 13.01.2007. In this meeting, it was observed that frequent over drawl by the constituents of Northern region to the tune of 1000 MW and above existed at

low frequency and as a result, power import by WR was much less than the schedule. This had caused frequent number of load shedding operations under AUFLS in the Western Region. The above matter was brought to the notice of Secretary (Power) and also taken up with CEA for their intervention requesting to take immediate action with Northern Regional constituents so that the grid operates within the desirable frequency regime.

He added that during the last quarter, i.e. between October 2006 and January 2007, the unrestricted demand of WR grid was 35190 MW to 37791 MW from October 2006 to January 2007. The capacity shortage in the region was of the order of 19.99 to 27.79% and energy shortage was in the range of 12.32% to 19.98%. In the coming three months (February 2007 to April 2007) the Regional peak demand deficit is anticipated to be of the order between 14 to 17% and the Regional demand is expected to be of the order of 34000 MW to 36000 MW. It is therefore imperative that an advance action is taken by all the regional utilities to counter the high demand and peak shortfall by maximizing their power availability and planning appropriate load regulatory measures so that the grid operates within the permissible frequency range.

Chairman, WRPC said that during the period under review, 200 MW Unit No.-5 at SSP was commissioned. 500 MW Unit No.-9 at Vindhyachal STPS Stage-III of NTPC was also made available for commercial operation w.e.f. 1.12.2006. He further added that 400 kV Vindhyachal-Satna Ckt III, & 400 / 220 kV, 315 MVA ICT-II at Satna Sub station along with the four associated bays and 80 MVAR Bus reactor at Kolhapur of POWERGRID were made available for commercial operation in October/November 2006. He remarked that in coming months, 500 MW Unit No. 10 at Vindhyachal, and 500 MW Unit No. 4 at Sipat TPS Stage-II, 250 MW units at Parli TPS-II& Paras TPS Ext. 1 are likely to be commissioned.

Chairman, WRPC once again thanked NPCIL for hosting this meeting. Thereafter, he requested to Shri Manjit Singh, Member Secretary I/c of WRPC to take up the Agenda Items for discussion.

ITEM No.1: CONFIRMATION OF THE MINUTES OF THE 2nd MEETING OF

WRP COMMITTEE

Member Secretary I/c, WRPC stated that the Minutes of the 2nd meeting of WRPC held on 2nd October 2006 at Indore were sent to the Members vide letter No.AS/Min./WRPC/2006-07-7965 dated 31st October 2006.

GM (Comml.), GUVNL vide letter dated 17.11.2006, had sent their comments on item Nos. 9, 10, 11 and 21.2 of the minutes. Also, Chief Engineer M P Power Trading Co. Ltd vide letter dated 08.11.2006 gave their comments on Item No. 13 regarding wheeling charges for wheeling of Central sector power to DD and DNH and Item No. 21.1 regarding transmission system associated with Kawas –II. These were enclosed at Annexure-1.1 and 1.2 of the Agenda Notes.

The above comments on Minutes of the 2nd WRPC meeting were discussed and it was agreed to make amendment in the Item No. 10 (page-14). Accordingly, the following will be added in the last para of Item No. 10 (page-14).

“It was further agreed that unrequisitioned power at Kawas, NTPC station in WR could be sold to other region by NTPC certainly on those days when GUVNL/ WR beneficiary(ies) are not selling power to that region. If the Constituents of WR are themselves doing some bilateral trading, then NTPC would not trade the un-requisitioned power with that region at the same time. NTPC stated that as long as Kawas power was fully requisitioned, the question of trading by it did not arise.”

With the above modifications, the Minutes of 2nd WRP Committee were confirmed.

ITEM No. 2: PERFORMANCE OF WR GRID DURING OCTOBER 2006 TO JANUARY 2007

2.1 System Performance

2.1.1 Member Secretary I/c, WRPC stated that during the period October 2006 to January 2007, the grid operated in the frequency range 49.0 Hz and 50.5 Hz for 82.47% of time. Month-wise figures of percentage time, when the frequency was within this range, varied between 66.03% and 90.90%. During January 2007, frequency remained below 49.0 Hz. for 33.97% of time. He further stated that the maximum unrestricted demand of the region was 37791 MW recorded during December 2006. The maximum demand met during this period was 28157 MW, which was registered during October 2006. The peak shortfall of the Western Region ranged from 7033 MW to 10501 MW. Capacity shortage during this period was of the order of 19.99% to 27.79% and Energy shortage was in the range of 12.32% to 19.98%.

The details of frequency profile during the above period is enclosed at Annexure-2.1 (a). The details relating to registered demand/unrestricted demand, energy availability and energy requirement during the above period are at Annexure-2.1 (b).

2.1.2 Discussion on low frequency operation and proposal of enhancement of UI price

Chairman, WRPC stated that vide letters dated 19.1.2007 and 25.1.2007, he has brought the situation of low frequency operation and overdrawl by NR utilities at low frequency to the notice of Secretary (Power), MOP, New Delhi and CMD, POWERGRID respectively and requested them to issue suitable directives and advise NRLDC for exercising proper control over NR utilities to take immediate corrective action to save combined grid from prevailing security threat. He added that the matter was also taken up by Member Secretary, WRPC vide letter dated 18.1.2007 with NRPC to take immediate

actions to ensure that inter-regional import of Northern Region remains within schedule and WR constituents are not deprived of their due drawal schedule.

Member (GO& D), CEA said that vide his letter dated 18.1.2007, he had also taken up the matter with the constituents of Northern Region stressing the need to restrict over drawl from inter-regional links. He pointed out that the sustained over drawl at low frequency and non-observation of discipline by any utility is certainly a matter of concern. The overdrawl at times by NR utilities at low frequency had been causing resentment among WR constituents who had to face frequent operation of under frequency relays causing automatic load shedding. He added that Chairman, CEA also addressed the issue in a meeting taken on 23.1.2007 at New Delhi.

Chairman, WRPC/MPPTCL also indicated that in view of prevailing low frequency condition, a Special Meeting of WR constituent was convened on 13th January 2007 at WRPC Office, Mumbai wherein sustained low frequency operation of the grid was reviewed (copy of the minutes of meeting is enclosed at Annexure- 2.1(c)). From the data presented by WRLDC during the above meeting, it was observed that there was frequent overdrawal at low frequency by NR to the tune of 1000 MW over the Inter-Regional-Links and WR constituents were not able to draw their legitimate scheduled power from ER.

CMD, GSECL said that low frequency operation of the combined grid had been continuing since the interconnection of NR grid with the Central Grid after August 2006. The interconnection did not seem to have brought improvement in power shortage conditions that prevail in WR. Instead, the frequency had started continuously showing downward trend since October 2006, worsening most in January 2007. This issue of low frequency operation of the grid was also discussed in WRPC forums at different levels wherein it was emphasized that corrective action is needed by all those utilities, who overdraw from the combined grid. She added that WR utilities had been ensuring that no overdrawl from the combined grid prevailed at low frequency. To achieve this, additional load regulatory measures in the form of higher quantum of load shedding that had to be taken which were also coupled with occurring of frequent number of operations of relays in WR, that were provided under AUFLS, thereby shedding additional load. This only added to flow of additional power so released towards NR side, thus the corrective action taken by WR utilities proved counterproductive for them.

GM, WRLDC stated that before the synchronous operation of WR grid with NR grid, the WR grid was operating above 49.0 Hz, whereas NR grid had been operating below 49.0 Hz for considerable time. He said that after the synchronisation of NR grid with the Central (WR-ER-NER) grid, the system frequency profile became lower. He added that the over drawl by NR from the combined grid thereafter was mainly causing the grid to operate below 49.0 Hz. He therefore stressed that the penalty for over drawal below 49.0 Hz should be imposed to enhance grid security margin.

Chairman, CSEB stated that as the large quantum power exchange is to take place between Eastern and Northern Regions, the ER-NR inter-regional A.C. link could have been established with HVDC back-to-back option prior to the synchronization of the Northern Grid with the Central (WR-ER-NER ) grid over the 400 kV Gorakhpur-Muzzafarpur D/c line. This would have prevented free flow of power to NR over the NR-ER A.C. link, when WR utilities were not defaulting at low frequency.

Member (GO &D), CEA stated that the operation of the grid under low frequency condition viz. the indiscipline is a matter of serious concern. He further stated that that the transmission systems are developed from techno-economic considerations and the cost of installation of HVDC System is too high. Therefore, he said that the A.C. transmission system had to be established between Eastern and Northern Region.

Member (GO&D), CEA further stated that the problem of over drawal is basically on account of large mismatch between the growing load and generation availability. He stated that against the target of 41,000 MW during the 10th Plan, only 23,250 MW capacity is expected to be added by March 2007 which is about 50% of the actual target. Therefore, this problem of over drawal is of temporary nature. Once the requisite generation capacity is commissioned, the over drawl shall gradually get minimised.

CMD, GSECL said that till such time the additional generation capacity is added, the Central grid should not be kept synchronized with NR. Member (GO&D), CEA said that the establishment of this link was necessitated to enable Northern Regional constituents to avail power from Tala Hydro Electric Project and the thermal stations in Eastern Region from which they have the power allocation. It is not possible to disconnect the A.C. link so established, as otherwise Northern Regional utilities would be deprived of their legitimate share of power of more than 1000 MW from the above projects. He observed that even Southern Regional Grid, which is operating with the neighboring regions asynchronously, is also facing the frequency operation below 49.0 Hz for considerable time. He remarked that since the maximum UI rate at 49.0 Hz being around Rs. 5.70, there has been a lot of reluctance on the part of the States to requisition generation on liquid fuel even when the frequency remains consistently around 49.0 Hz and below. Similar situation exists in other regions too. He opined that the UI rate should therefore be linked to the cost of generation with liquid fuel so that no generation available anywhere is left unutilized so as to avoid over drawal and preventing the grid to operate at a reduced security level of low frequency. The Committee opined that there is need for utilisation of un-requisitioned Central Sector /State Sector Power in the region by another needy utility(ies) within/outside the Region when the grid is subjected to low frequency operation, and un-requisitioned Central Sector generation as well as that of State Sector requires to be utilized irrespective of its cost and the same should be scheduled to those utilities who overdraw from the combined grid. The Committee requested all WR utilities to examine this matter and furnish their views to WRLDC. The WRLDC shall accordingly

prepare a modalities for scheduling / utilization of such generation for further discussion and finalizing the same by WRPC.

Chairman, WRPC said that WRLDC also had to open EHV lines to control low frequency operations. WRPC members therefore desired to know as to what similar corrective actions were taken by NR utilities and the number of EHV lines opened by NRLDC to improve the frequency profile and overcome the over drawl condition of NR utilities.

Member (GO &D), CEA stated that in the Northern Region too the lines are opened for regulation. He said that mostly the instances of power over drawl are by States of Uttar Pradesh (UP) and Jammu & Kashmir (J&K) in Northern Region. He said that the necessary details could be sought from NRLDC regarding the details of lines opened and load regulatory measures adopted to curtail load including the load relief obtained through operation of relays under AUFLS in Northern Region. He indicated that however, there are certain technical limitations in disconnecting the lines in UP system. He further said that it was observed that there has been a lot of reluctance on the part of the States to requisition generation on liquid fuel even when the frequency remains consistently around 49.0 Hz and below and they overdraw from the grid. He desired that no generation available anywhere should be allowed to remain unutilized in such situation. WRPC members suggested that it is necessary to hold a meeting between Northern and Western Regional constituents within a fortnight under the aegis of CEA to discuss the issue of maintaining discipline and evolving a joint action plan for implementation to combat high rising demand so as to maintain grid security. Member (GO&D), CEA said that joint meeting would be held in CEA office at an earliest convenient date.

CMD, GSECL suggested that in case action for taking requisite corrective measures by the overdrawing NR utilities is not forthcoming, then WR constituents should file a petition with Hon’ble CERC. Chairman, CSEB said that a joint meeting between Northern and Western Regional constituents of WR and NR may be held first. Thereafter, a decision regarding filing the petition with CERC may be taken.

In view of above following was agreed for taking further needful action: -

(i) Joint Meeting of meeting between Northern and Western Regional

constituents would be arranged to address all the issue concerning the grid operational problems. The meeting will be organized by CEA within a fortnight.

(ii) WR utilities would examine matter relating to utilisation of un-requisitioned Central Sector /State Sector Power in the region by another needy utility(ies) within/outside its own Region under low frequency operation and furnish their views to WRLDC.

(iii) The WRLDC shall prepare a modalities for scheduling / utilization of such generation for further discussion and finalizing the same by WRPC.

2.1.3 Discussion on proposal of enhancement of UI prices

Chairman, WRPC/MPPTCL stated that in the Special Meeting of WR constituent convened on 13th January 2007 at WRPC Office, Mumbai there was a suggestion from WRLDC that the UI rate should be increased and some penalty for overdrawal of power below frequency level of 49.0 Hz should be imposed. He further added that in hearings on petitions filed relating to review of frequency linked UI price vector, Hon’ble CERC had observed that this proposal required deliberations with all the stakeholders. The comments/views from various regions in regard to consolidated proposal for enhancement of UI prices may therefore be sent to CERC. In the Special Meeting held on 13th January 2007, it was suggested that the constituents might require examining the proposal put forth by WRLDC within their respective States. As was intimated to the constituents by WRPC, the WR utilities may discuss the views so that Hon’ble CERC could be appraised about the same accordingly.

In this regard, Member Secretary I/c, WRPC stated that during the TCC meeting held on 27th February 2007 the matter relating to review of UI prices was also discussed. TCC was of the view that present structure of UI charges between 49.02-50.5 Hz should be continued, as raising of UI rate will have its implications on trading of power. Instead a penalty may be imposed for the over drawl of power below 49 Hz and a suitable mechanism needs to be addressed for recovery of penalty. In addition an urgent need for maintaining the system discipline by all stakeholders was emphasized.

WRP Committee discussed the various issues concerning the above matter in detail and concluded that raising the present UI rate is not likely to bring improvement in the grid discipline. It could rather create commercial problems like delayed payments or defaults in payments. The Committee suggested that at lower frequency, penal rate could be introduced that would be paid by those utilities which over draw power from the grid. Following was therefore proposed for taking further needful action: - (i) There should not be any increase in the existing UI rates, as it may lead

to hike in short-term power. (ii) Penalty to the utilities who overdraw from the grid at system frequency

below 49.0 Hz should be introduced. (iii) Amount of penalty proposed in (ii) above would be Rs One Lac per 15-

minute time block for each quantum of 0-50 MW (or part thereof) power overdrawn by any utility at system frequency below 49.0 Hz.

(iv) The amount of penal charge so collected as per (iii) above may be allowed to accumulate in a fund that could be created for developing and upgrading Energy Dispatch facilities at the National Load Despatch Centre(s).

(v) Chairman, WRPC shall inform the above decision (i) to (iv) to Hon’ble CERC for their consideration.

(Action: WRPC/CEA) 2.2 Voltage Profile

Member Secretary I/c, WRPC stated that the lowest voltages were recorded at 400 kV Jetpur and Bina substations during November 2006 as 337 kV and 349 kV respectively. The reorientation of load around Jetpur area done by GETCO in November/December 2006 resulted in improvement of voltage profile subsequently (minimum voltage in January 2007 was 365 kV). The voltage at 400 kV Jetpur substation is likely to improve further with the expected commissioning of 400 kV Hadada substation in the vicinity (near Rajkot) in February 2007. The low voltage condition at 400 kV Bina improved after 7.12.2007 when 2x50 MVAr reactors at Bina were taken out from service. The high voltages were observed at 400 kV Dhule, Karad, Kasor and Itarsi substations of the order ranging from 431-440 KV during the period October 2006 to January 2007. The month wise detail of voltages at important 400 kV substations during the October 2006 to January 2007 is at Annexure-2.2.

The following actions have been initiated by the concerned agencies for controlling the over voltage:

(i) MSETCL planned for installation of 50 MVAr CSR at 400 kV Dhule s/s on turn-key basis and 80 MVAr shunt reactor at each of the 400 kV Khargar & Padghe S/Ss. Works would likely to get completed before March 2008.

(ii) In order to control high voltage at Itarsi, 50 MVAr reactor at Itarsi which was removed by PGCIL in the recent past would be put back into operation. PGCIL has also made arrangement for providing another 50 MVAr reactor at Itarsi by May 2007.

(iii) The synchronous condenser mode of operation for two RBPH units at SSP has been completed in February 2007. The operation of these machines in condenser mode, as and when required would help improvement of voltage profile at Dhule and Kasor substations.

Members noted the same.

ITEM No. 3: INSTALLATION OF CAPACITORS IN WR 3.1 Installation of HT Shunt Capacitors in WR

Member Secretary I/c, WRPC stated that WRPC Study sub-Committee had recommended installation of 255 MVAR HT Shunt Capacitors by WR utilities in the Region during the year 2006-07, including 135 MVAR HT capacitors in Madhya Pradesh in Gwalior, Narsingarh, Chhatrapur, Tikamgarh and nearby

areas and 120 MVAR in Maharashtra. As per the information available, the capacitor installed by various utilities since April 2006 are 11 MVAR by Torrent AECo., 66 MVAR by MPPTCL and 81 MVAR by CSEB.

In the TCC meeting held on 27th Feb. 2007, MPPTCL had informed that they have installed 198 MVAR and 4 more capacitor banks each of 66 MVAR will be commissioned during this year. MSETCL informed that 175 MVAR capacity have already been commissioned and about 90 MVAR likely to be installed shortly.

Members noted the same.

3.2 Installation programme of L.V. Capacitors in WR Distribution Companies

Member Secretary I/c, WRPC stated that as yearly peak load requirements in Western Region are on an increase (of the order of 10-15%), the reactive energy requirements in the L.V. grid network gain more importance so that the end-consumer is able to avail quality electricity supply at a good voltage. In this regard, WRPC vide letter dated 28.11.2006 addressed to WR distribution utilities had highlighted the need to collect periodically (preferably quarterly) the information for L.V. capacitors in States’ distribution networks of the Western Region. This information would help in identifying priority areas requiring efforts in improving the grid voltage profile. In response to above, Distribution companies of Madhya Pradesh, REL and Torrent AE Company have furnished the information in the sought format, which is summarized as follows:

Member Secretary I/c, WRPC said that with the formation of independent distribution companies, obtaining above information on their programme and the progress of LV. Capacitors’ installation is necessary to ascertain that additional reactive power support in each State is commensurate with the

reactive requirement of the total connected load. He therefore requested that all other DISCOMs of the Region should also regularly furnish similar information as above accordingly.

The Members agreed to furnish the above details.

ITEM No.4: INTEREST ON DELAYED PAYMENT OF UI CHARGES

4.1 Member Secretary I/c, WRPC stated Under “Annexure-1 - Complementary Commercial Mechanisms” of IEGC, the statement of UI charges and VAR charges are prepared on a weekly basis and issued to all constituents. The Payment of UI charges / VAR charges have a high priority and the concerned constituents have to pay the indicated amounts within 10 (ten) days of the issue of statement, into the regional UI and Reactive pool account operated by the RLDC. The agencies who have to receive the money on account of UI charges / VAR charges would then be paid out from the regional UI and Reactive pool account, within three (3) working days. If payments against the above UI and VAR charges are delayed by more than two days, i.e., beyond twelve (12) days from statement issue, the defaulting constituent have to pay simple interest @ 0.04% for each day of delay. The interest so collected has to be paid to the constituents who had to receive the amount, payment of which got delayed. In the above context the WRLDC raised the issue for according top priority for payment of interest on delayed payment of weekly UI charges i.e. any payment received from any defaulter constituent shall be first adjusted towards the interest liability of constituent and balance towards UI charges. He stated that the matter has been discussed in earlier meetings of WREB / WRPC as well as in TCC and Commercial committee meetings and gave a brief background in this regard.

4.2 Member Secretary I/c, WRPC further stated that in view of far reaching implications of the proposal Chairman, WRPC/MPPTCL in the 1st meeting of WRPC held on 31.05.2006 had requested to examine the issue in detail. The matter was accordingly discussed in the 43rd Meeting of Commercial Committee held on 23.06.2006. The constituents had expressed their views as below:

GUVNL, NTPC and GOA

- Any payment received from any defaulter constituent shall be first adjusted towards the interest liability of constituent and balance towards UI charges.

MPSEB, MSEDCL, DD, and DNH

- In accordance to the decision taken in 128th meeting WRE Board, the payment of UI charges and interest at present shall be done as per CERC regulations. This issue has to be dealt as per CERC Regulations and need not be discussed in WREB forum.

CSEB - In case there is a consistent delay in payment of UI charges, say more than three months, then the interest may be recovered as a first charge. WRLDC may take up the matter with CERC in this regard.

Member Secretary I/c , further added that WRPC Secretariat had taken up the matter with other RPCs to ascertain the procedure followed in their region regarding accounting of interest on delayed payment of UI charges. From the response received from them, following has been observed: Region Procedure followed

Southern Region - As weekly UI charges/VArs charges payments are

generally in order, the interest on delayed payments has not arisen in SR. As such the accounting procedure for delayed payment has not been discussed in any forum of SR.

Eastern Region - UI and Interest payable are not clubbed together. Interest payment is made through a separate cheque. Interest receivable by the constituents is paid from the interest received only.

Northern Region - As a specific case interest was deducted on a first charge basis in case of some of the constituents with approval of NRE Board. There is no general procedure for account of payment of interest on delayed payment of UI Charges.

4.3 The above matter was discussed in TCC meeting held on 27th February 2007 and the TCC had recommended that in case there is a consistent delay in payment of UI charges i.e. more than three months, then the interest might be recovered as a first charge.

The WRP Committee members deliberated the matter and decided that the interest on delayed payment of UI charges will be recovered as first charge in case there is a delay in payment of UI charges for more than two months.

ITEM No. 5: NATIONAL HVDC PROJECT – LOWER SILERU-BARSOOR 5.1 Member Secretary I/c, WRPC said that the matter regarding utilization of Lower Sileru - Barsoor (National HVDC Project) was earlier discussed in 42nd Commercial Committee meeting held on 21.4.2006. Observations of the Constituents were placed in the 1st meeting of WRPC held on 31.5.2006 at Pune wherein it was suggested that a comprehensive report on the above project about its operation/commercial aspects, advantages and disadvantages should be made available so that it could be taken up for further discussions. The matter was accordingly taken up by WRPC Secretariat with CEA. Member (PS), CEA had also convened a meeting with the concerned agencies on 4.8.2006 and addressed the various issues concerning the above project. Subsequently meeting was held on 9.11.2006 to review the progress. Further, Chief Engineer (SETD), CEA vide letter dated 17.8.2006 (enclosed at

Annexure- 5 (a)) had furnished a brief report on transfer of power over above NHVDC link highlighting the following:

a) There would be no transmission constraints in supplying 200 MW power from Lower-Sileru to Barsoor over NHVDC Link.

b) BHEL has given written assurance to support the operation and maintenance of this link.

c) APTRANSCO & CSEB have agreed to handover the NHVDC link to PGCIL for Operation & Maintenance. However, the ownership of the link would continue to vest with them.

d) The O & M charges would be payable to PGCIL and wheeling charges (not included in O & M cost) to APTRANSCO & CSEB, in case of drawal of power by another constituents.

e) Wheeling charges for intervening networks of APTRANSCO & CSEB would have to be paid by the importing agency.

Subsequently, CEA vide letter dated 10.11.2006 (enclosed at Annexure-5 (b)) communicated that Southern Regional Power Committee (SRPC) has agreed in principle for sharing of O&M charges of the project. The SRPC in its meeting held at Hyderabad on 31.10.2006 noted that the SR constituents will share 50% of O&M charges of the aforesaid NHVDC link. The wheeling charges as applicable will be paid to APTRANSCO & CSEB by the importing agency. It has further been requested that the WRPC constituents may also agree to this proposal, so that there is no commercial constraint to the flow of power on this link. The matter was accordingly discussed in the 45th meeting of Commercial Committee of WR held on 24th Nov. 2006. Constituents of WR expressed the following views: Constituents Views expressed

GUVNL, MSEDCL and GOA

- Since the ownership of the link is to be retained by CSEB and APTRANSCO to whom the wheeling charges are to be paid by any constituent importing power, the O&M cost of PGCIL may also be included in such wheeling charges determined by the appropriate Commission and may be recovered from constituent importing power through this link.

MPSEB Power Trading Co. Ltd

- Agreed to the proposal i.e. sharing of O&M charges (excluding wheeling charges) of NHVDC link on 50:50 basis between WR & SR. The wheeling charges as applicable may be payable to APTRANSCO & CSEB by the importing utility.

5.2 The above matter was deliberated during the TCC meeting held on 27th February 2007 and the TCC had recommended for sharing of O&M charges (excluding wheeling charges) of NHVDC link on 50:50 basis between WR &

SR. The wheeling charges as applicable may be payable to APTRANSCO & CSEB by the importing utility. 5.3 CMD, GSECL said that as any inter-regional link should not be kept idle, the sharing of O&M charges as 50:50 basis can be accepted. However in case Lower-Sileru-Barsoor National HVDC link is treated as inter-regional link, then the transmission/wheeling charges of State system are not levied (i.e. for transfer of power between SR and WR, the locations at Lower-Sileru in APTRANSCO and Barsoor in CSEB at the respective regional boundaries shall require to be treated as inter-regional delivery points). GM (Comml), GUVNL stated that otherwise the payment of wheeling charges for APTRANSCO & CSEB systems in addition to transmission charges of SR and WR, would not be a commercially viable solution for power import by any utility through this link. Member (GO &D), CEA stated that Lower-Sileru-Barsoor National HVDC link is a national asset and experimental line. The idea has been as to how to utilise this facility, which is available, and the only way it could be done is to treat this link as an inter-regional link although it may not be possible to treat it fully at par with the existing inter-regional links. The matter was deliberated in detail and the WRP Committee decided the following:

(i) O&M charges (excluding wheeling charges) of Lower-Sileru Barsoor National HVDC link would be shared on 50:50 basis between WR & SR.

(ii) Only WR and SR transmission charges will be payable by the importing utility. Wheeling charges will not be paid to APTRANSCO & CSEB.

(iii) The above proposal of WRPC shall be put up to SRPC and thereafter, the comments/views of SRPC will be put up to WRPC for further deliberation and deciding in the matter

(Action: WRPC)

ITEM No. 6: REQUIREMENT OF ADDITIONAL SEMs & DCDs FOR THE

PERIOD UPTO YEAR 2008 Member Secretary I/c, WRPC stated that the requirement of Special Energy Meters (SEMs) and DCDs upto year 2007 was earlier approved by WRE Board in its 127th Meeting held on 20.05.2005. The approval included procurement of 227 Nos. SEMs and 20 Nos. DCDs including spares. He further stated that WRLDC / PGCIL have now assessed the requirement of SEMs / DCDs considering the project / transmission schemes to be commissioned by the year 2008 and intimated that 298 Nos. SEMs and 30 Nos. DCDs will be required, which includes spares. These quantities are inclusive of the SEMs and DCDs approved in the 127th meeting of WRE Board. He further stated that the matter was discussed in the 45th meeting of Commercial Committee held on 24.11.2006 and the Committee recommended

procurement of additional 70 Nos. SEMs and 10 Nos. DCDs. The cost of these additional SEMs / DCDs will be reimbursed by the constituents to PGCIL in lump- sum in line with the earlier decision of WRE Board. The TCC in the meeting held on 27th Feb. 2007 had recommended procurement of additional 70 Nos. SEMs and 10 Nos DCDs the cost of which will be reimbursed by the constituents to PGCIL in lump- sum in line with the earlier decision of WRE Board. WRP Committee approved the same. ITEM No. 7: WHEELING CHARGES FOR WHEELING OF CENTRAL

SECTOR POWER TO DD/DNH AND GOA

7.1 Member Secretary I/c, WRPC stated that the matter regarding applicability of rate of wheeling charges to DD and DNH for drawal of Central Sector power by them through GETCO transmission system in accordance with Hon’ble Gujarat Electricity Regulatory Commission (GERC) order dated 28th February 2006 as requested by GUVNL has been discussed in meetings of Commercial Committee and WRP Committee. However no consensus could be reached in the matter. Subsequently, GUVNL filed a Petition in CERC for deciding the (i) “Appropriate Commission” having jurisdiction to determine the Transmission charges of Gujarat transmission system being used incidental to transmission system of CTU for transmission of Central Sector and bilateral power to UT of DD & DNH and/or (ii) determination of transmission charges for using GETCO system. CERC vide their order dated 4th Oct. 2006, without expressing any opinion on the issue, disposed of the petition with the directions to the GETCO/GUVNL to examine the question of jurisdiction afresh, based on the interpretation of the provisions of EA, 2003 and make an appropriate application in accordance with terms and condition of transmission charges notified by the Commission. During last WRPC meeting, it was desired that DD & DNH being the affected parties may file a petition in GERC for review of the rates for wheeling charges since they are not HT consumer of GETCO. It is understood that they have filed a Petition in GERC.

Similarly, MSETCL vide letter dated 6.1.2007 have intimated that Hon’ble MERC in Para 24 of its order dated 28.06.2006 on MSETCL ARR for 2006-07 has stipulated that transmission tariff as determined by the Commission shall be applicable for the quantum of Central Sector Power wheeled to Goa. The Hon’ble Commission has determined the transmission tariff of MESTCL as Rs. 3623/MW/Day (Para 12 of its order) and transmission losses of 4.85 % (Para 27 of its order). As per Commission’s order the transmission tariff will be applicable w.e.f October 2006. The copy of the above letter was sent to WR constituents by WRPC secretariat vide letter dated 16th Jan. 2006.

7.2 The matter was discussed during the TCC meeting held on 27th Feb. 2007. DD and DNH informed that they have already filed a petition with Honorable GERC for review of applicability of the rate of wheeling charges to DD and DNH for drawal of central sector power by them through GETCO transmission system.

CMD, MPPTCL/Chairman, TCC enquired that if PGCIL has been given the responsibility to develop the dedicated lines, what was the status of construction of dedicated CTU lines to DD, DNH and Goa for transfer of allocated power from Central Generating Stations. He stressed that PGCIL should give commitment for construction of the dedicated lines in respect of above. Further, considering the likely commissioning of the transmission lines, which have planned, by CTU for DD & DNH, it was suggested that they may be considered as a short term open access customer to GETCO. On the similar lines, Goa may also be considered as a short term customer to MSETCL and accordingly, the transmission charges as approved by the respective Commissions may please be made applicable for wheeling of central sector power to them through the intervening state system.

CSEB stated that wheeling charges payable for transfer of Central Sector power to DD&DNH and Goa through intervening State system has to be determined separately as a special case.

Director (O), MSETCL had stated that they got into this issue recently and the transmission charges payable by Goa in accordance with the order of Hon’ble MERC for wheeling of Central Sector power to them through Maharashtra system amounts to about 25 % of ROE of the MSETCL. Hs suggested that if that is agreed in WRPC that the above transaction to Goa will be termed as short-term open access, they may approach Hon’ble MERC. TCC had endorsed the same, as above.

Executive Engineer (Elect), U.T. of Daman & Diu stated that in case they are charged the wheeling charges by GETCO as per the short term open access i.e. ¼ th of the rate determined by the Hon’ble GERC, they may consider withdrawing of the petition filed by them in GERC for reviewing the applicability of the transmission charges.

7.3 Chairman, WRPC/MPPTCL stated that PGCIL during the TCC meeting held on 27.2.07 intimated that 200 kV Vapi-Kharadpada D/C and Vapi-Magarwada D/C lines are expected to be completed by December, 2007. GM (Comml), GUVNL enquired whether with this Diu will get connected with CTU network. In this context, Executive Engineer (Elect), U.T. of Daman & Diu clarified that U.T. of Diu will not get connected to CTU and whatever the wheeling charges applicable will be paid by them.

Chief Electrical Engineer, Goa Electricity Deptt, Govt. of Goa informed that in case of Goa State, no exclusive transmission system has been planned by PGCIL so far.

CMD, GSECL stated that DD and DNH issue is now being addressed in GERC and let it be sorted out there. In case of Goa, if MSETCL have some suggestion; they may accordingly suggest to Hon’ble MERC.

ITEM No. 8: POWER SUPPLY POSITION FOR THE PERIOD MARCH 2007 TO MAY 2007

WRLDC during the TCC meeting held on 27th February 07 made a presentation about the anticipated power supply scenario in the region during March 2007 to May 2007. Accordingly, it is anticipated that the likely demand shortage in the region during the above period would be of the order of 10,000 to 11,270 MW i.e. 27 to 29%. Whereas the energy shortage to the order of 17 to 19%. State wise the capacity shortage will be around 2,500 - 2,750 MW in Gujarat, 5,100 - 5,600 MW in Maharashtra, 1,500 – 2,060 MW in Madhya Pradesh, 6,00 - 8,20 MW in Chhattisgarh, 20 MW in Goa, 30 - 45 MW in Daman & Diu and 100 - 120 MW in Dadra, Nagar and Haveli. The anticipated power supply position in the region for the period from March 2007 to May 2007 is as enclosed at Annexure-8.

In the view of above the following action plan was suggested during the TCC meeting held on 27th Feb. 2007:

(i) NTPC shall ensure gas availability at Kawas. In this context, NTPC informed that there will be no fuel problem up to March 2007 end and they are in the process of exploring the long-term contract for the gas supply thereafter.

(ii) No outage of any 500 MW generating unit shall be planned during March to May 2007. The constituents intimated that they have not planned any such outage.

(iii) The generation at Ratanagiri Gas Power Project Ltd. shall be maximized. MSEDCL intimated that by March 2007 end the generation at RGPPL will be about 700 MW and the entire capacity will be made operational by November 2007 end.

(iv) Generation at TAPP Stage-II shall be maximized to full capacity from the present level of 750 MW. NPCIL intimated that through out the country, their generating units with PHWR technology are operating at an average level of 70% PLF. If the situation improves, the level of generation would be raised.

(i) 400 kV Vindhyachal-Satna Ckt III has been successfully commissioned and have been put under commercial operation w.e.f. 1.10.2006.

(iii) 80 MVAR Bus reactor at Kolhapur commissioned on 02.11.06 and put in commercial operation w.e.f of 01.12.06.

Member Secretary I/c, WRPC stated that in the annual meetings taken by CEA to review the progress of transmission schemes under execution, Member (PS), CEA suggested that (i) more thrust need to be given on development of 220 kV System in the states preferably with D/C lines which may be charged initially at 132 kV in order to avoid ROW problem at a later date and (ii) to expedite construction of 220 kV lines from 400/220 kV Substations constructed by PGCIL to various load centers so as to utilize the facility created in their jurisdiction.

During the TCC meeting held on 27th Feb. 2007, Chairman, WRPC/MPPTCL had requested PGCIL to expedite the commissioning of the LILO of Sardar Sarovar-Nagda D/C at Rajgarh by October 2007. MPPTCL also requested for advancement of construction of Bina-Nagda 400 kV line (which is scheduled in March 2008) ahead of 400 kV Nagda-Dehagam line (scheduled for commissioning in 2007) so as to avoid the overloading of Nagda corridor. MPPTCL also requested PGCIL to expedite construction of Damoh and Shujalpur substation.

GM (Trans.), NPCIL also stressed for expediting the construction, of 200 kV Boiser (PG)-Wada D/C lines before the onset of monsoon. MSETCL intimated the work will be completed and the lines will be charged by June 2007.

10.2 In regard to the request made by TCC for advancement of construction of 400 kV Bina-Nagda D/c line (scheduled for March 2008), PGCIL agreed to do the same. WRP Committee gave their approval and requested PGCIL to commission it ahead of 400 kV Nagda-Dehagam line (scheduled for commissioning in 2007). PGCIL confirmed that they will complete the construction of both 400 kV Nagda-Dehgam D/c and 400 kV Bina-Nagda D/c lines in Sept. 2007.

10.3 Member (GO &D), CEA stressed the need for augmentation/planning of transmission system and distribution system within the State so as to keep pace with addition of generation capacity and development of transmission lines in Central/Pvt sector in the XI plan. He said that it may be ensured that planning of distribution areas by the States, where accelerated programme is under implementation shall consider these aspects so that no bottlenecks are left in absorption of power from the expansion projects of generation and transmission in XI plan. He requested constituents to take suitable action in this regard.

Constituents agreed to take necessary action.

11.2 Member (GO &D), CEA stated that in the Xth plan there is a wide gap between the programme and actual achievement. He requested States to do the analysis of what led to such slippages. CMD, GSECL stated that the generating units at KLTPS and Dhuvaran PS could not be commissioned due to delay on part of M/s BHEL. She expressed apprehensions about similar problems in respect of the projects in the year 2007-08. She requested CEA and MOP to intervene and take up the matters with BHEL wherever the major bottlenecks exist. In this regard, Member (GO&D), CEA informed that there is a regular close monitoring and interaction between MOP and CEA on the status of ongoing power projects. He added that Chairman, CEA had also visited BHEL works at Haridwar and Trichy and had detailed discussions with them so as to have

realistic assessment of their capability to meet the commitment. Member (GO & D), CEA said that there could be some areas where perhaps States could also do some improvement. He requested them to identify such areas so that slippages could get avoided. ITEM No.12: SYNCHRONOUS CONDENSER MODE OPERATION OF

UNITS AT SARDAR SAOVAR PROJECT Member (Power), NCA informed that testing of the facilities for operation of two unit of 200 MW each in synchronous condenser mode at RBPH of SSP has been completed in February 2007. In the 372nd OCCM held on 9th February 2007, he had intimated that RBPH machines could be operated in synchronous condenser mode once the operational and commercial requirements were finalized by NCA with the SSP beneficiaries. The OC sub-Committee had discussed in detail the modalities for operation of SSP machines in synchronous condenser mode and recommended guidelines for the same. The OCC had suggested that matter needs to be addressed by NCA with the concerned beneficiaries of SSP on priority so that the facility for operation of SSP machines in synchronous mode can be made effective at the earliest possible and the abnormal voltages at SSP get regulated. Member (Power), NCA said that subsequent to this an emergency meeting of Power Sub Committee of NCA was convened. As the operation of one machine of RBPH in synchronous mode requires about 4 MW of power from the grid, the cost of this energy drawl requires to be appropriately accounted for. He stated that in the sub-committee meeting, representative from beneficiary State Government of M.P. i.e. NVDA had certain reservations about sharing of the cost towards this energy drawl from the grid by them as per the sharing formula. He added that as SSP is shared by the three beneficiary States i.e. Maharashtra, Gujarat and Madhya Pradesh and owners are the concerned State Governments, the State Governments require to agree on sharing the cost of the energy drawl for this operation. Member (Power), NCA stated that till such time the commercial issue concerning the above operation is finalized, the operation of machines in synchronous condenser mode facility could be made on experimental basis as a last resort for controlling of voltage after having effected all other actions to control the voltage. GM, WRLDC stated that operation of machines in synchronous condenser mode facility is essentially required for grid security, whereas frequent opening of lines to control overvoltages is not feasible in the interest of grid security. Member (GO &D), CEA stated that the modalities for sharing of cost of power required for operation of the machines in synchronous condenser mode could be decided in this meeting as members from the beneficiary States are present.

Director (O), MSEDCL said that they do not have any objection to sharing of the above cost as per the power sharing formula. Chief Engineer, M.P. Power Trading Co. Ltd. stated that they also agree to share the cost. But as the facility is to be used for regulating the voltages the

sharing should be done on basis of reactive power drawal. He added that as the respective beneficiary State Governments are the owner of the SSP power stations, their approval is therefore essential in this regard. CMD, GSECL suggested that the above issue concerning the energy cost sharing has to be sorted out on priority by NCA, which is a coordinating authority relating to all matters concerning utilization of power from the SSP power stations. The Committee therefore requested NCA to expedite the matter with respective State Governments at the earliest.

Member Secretary I/c, stated that under Phase II of PSS Tuning programme for 14 thermal generating units in the Western region, PSS tuning of 210 MW unit Nos. 2,3 and 4 at Parli TPS of MSPGCL was successfully completed on

12th, 13th and 14th December 2006. This tuning work was taken up by BHEL engineer in the presence of IIT-B engineer- the Consultant and Core group members. The schedule for PSS tuning of the remaining 3 units at Gandhinagar TPS in Gujarat, 3 units at NTPC Korba STPS, 4 units at Sanjay Gandhi TPS in Madhya Pradesh and 1 unit at Korba (West) TPS in Chhattisgarh would be tied up depending upon the availability of generating units on bar, and the suitability of availability of BHEL, IIT engineers and core group members.

WRP Committee members noted the same. ITEM No. 15: PURCHASE OF RLNG BY NTPC

Member Secretary I/c, WRPC stated that NTPC during the 2nd meeting of WRPC held on 12th October 2006 at Indore, suggested to hold meeting with gas supplier and the beneficiaries for procurement of RLNG by them. In this context, NTPC has intimated that the meeting was held on 15.01.2007 at Mumbai with the beneficiaries of WR, which was attended by the representative of utilities of Gujarat, Maharashtra, Madhya Pradesh and DD. NTPC stated that during the meeting with beneficiaries of Western Region, it emerged from the discussion that the long term supply contracts for a period of at least 1-2 years be on Take or Pay basis/supply or pay obligations with Take or Pay levels at 90% of available capacity of NTPC plants after considering planned outages. NTPC would make all efforts to avoid take or pay obligations by optimizing utilization of spot gas between Northern Region and Western Regions. Keeping in view the limited re-gasification capacity with respect to demand, such contracts may need to be entered into with more than one party on negotiated basis. Also, NTPC would work out a Price Fixation mechanism with LNG suppliers, which may be linked to crude oil prices. However, there would be an appropriate ceiling on prices to be capped on Naphtha price. The price fixation mechanism along with terms and conditions would be discussed with the beneficiaries before finalisation.

The WRP Committee endorsed the record note of discussions (enclosed at Annexure-15) of the meeting between NTPC and the beneficiaries of WR held on 15th January 2007 regarding purchase RLNG. ITEM No. 16: ANY OTHER ITEM WITH THE PERMISSION OF CHAIR 16.1 Rerouting of Central Sector RTUs: Member Secretary I/c, WRPC stated that WRLDC vide letter dated 13.2.2007, had intimated that NHAI has issued notification to shift / remove the existing OFC in Surat-Vadodara section. In view of this, an alternate communication scheme for 6 RTUs viz. at Kawas, Kakrapar, Gandhar, Dehgam, Vapi and Boisar was proposed by WRLDC. This was discussed and agreed in principle by the constituents in the meeting held 29.11.2006 at WRLDC, Mumbai. Accordingly, the scheme requires additional PLCC terminal equipment and

connecting cable at an estimated cost of Rs.26 lakhs. WRLDC had proposed to book the same under SC&C project WR. This was discussed during the TCC meeting held on 27th Feb. 2007 and the TCC recommended for its approval. WRPC Committee accorded their approval for the same. 16.2 Special Protection scheme: Member Secretary I/c, WRPC stated that in the 2nd meeting of WRPC held on 12th October 2006 a Special Protection Scheme i.e. run back of ER generating stations in the context of synchronous interconnection of NR grid with Central (WR-ER-NER) grid was discussed. The Committee had observed that tripping of ER-NR A.C. link might cause serious overloading of EHV lines in WR Grid and consequent insecurity. It was suggested that the issue may suitably be addressed to ERPC for doing the needful. Accordingly, the WRPC Secretariat took up the matter with ERPC. GM, WRLDC expressed urgency in finalization of the Special Protection Scheme as the same is essentially required for the secured grid operation. Member Secretary I/c, WRPC informed the Committee that the ERPC had deliberated the above proposal in their forum. While intimating C.E.A. vide letter dated 26.2.2007, ERPC has expressed apprehensions that if proposition suggested by WRPC is acted upon, there would be backing down at some stations in ER on tripping of ER-NR A.C. link which may result overloading of existing 400 kV Jamshedpur-Rourkela D/C line in ER and may require load shedding to the consumers in ER and has requested C.E.A. that Special Protection Scheme may be prepared by C.E.A. considering the overall aspect of grid security and future planning of the entire (NER-ER-WR-NR) grid. WRP Committee discussed the matter and the desired that the finalisation of Special Protection Scheme by C.E.A. requires to be expedited at the earliest as implementation of this scheme would greatly reduce the risk of major grid disturbances in the combined grid. The Committee requested Member (GO & D), CEA to kindly intervene in the matter and arrange to get the needful done.

(Action: CEA/WRPC) 16.3 Pooling of transmission charges of DAMOH substation in the

transmission system of WR Chief Engineer, MP Power Trading Company stated that WRSSS-V transmission scheme have been carved out of the works of transmission system associated with Kawas-II so as to cater the requirement in Mumbai and nearby areas and the constituents of WR have agreed to pool the cost. In the view above, MPPTCL suggested that the decision regarding sharing of transmission charges of Damoh substation, which has been preponed, may be reviewed by the beneficiaries of WR on the similar lines. MPPTCL also intimated that they raised the matter during recent Standing Committee of

Power system planning of WR held on 23rd Feb. 2007. In the meeting, it was suggested that MPPTCL may take up this matter in WRPC meeting for pooling of transmission charges of Damoh substation. TCC in the meeting held on 27th Feb. 2007 had deliberated the matter and recommended for pooling of transmission charges of Damoh substation in the transmission system of WR in the same manner the transmission charges of WRSSS-V (carved out of transmission scheme associated with Kawas-II) has been agreed to be shared by all the beneficiaries of WR. Chairman, WRPC/MPPTCL stated that the Standing Committee on Power System Planning in WR early decided for establishment of 400/220 kV sub-station at Damoh to be taken up on a priority basis as an independent system strengthening scheme WRSS-IV which has been taken out from the earlier proposed WRSS-II scheme. The WRP Committee discussed the matter and agreed to pool the transmission charges of establishment of 400/220 kV sub-station at Damoh (WRSSS-IV). 16.4 Grant of long term open access for transfer of 400 MW DVC power through ER-WR existing corridor 16.4.1 Member Secretary I/c, WRPC, stated that Chief Engineer (Comml.), MP Power Trading Company Ltd. during the TCC meeting held on 27th February 2007 intimated that they had made application for grant of long term open access of 400 MW power to Madhya Pradesh from proposed generation project of DVC at Mejia (2 x 250 MW) in West Bengal and Chandrapura (2x250 Mw) in Jharkhand. MPPTCL said that during the discussions in 26th standing committee of power system planning of WR held on 23rd Feb. 2007 PGCIL (CTU) was not agreeable to grant long-term open access for transfer of 400 MW through the existing ER-WR corridor stating that adequate reliability and operational margins are to be kept. MP added that 400 kV Rourkela-Raipur D/C line was constructed for evacuation of the surplus power available in the Eastern region to WR and the beneficiaries of WR are sharing the cost of this link including cost of series compensation scheme. The matter was discussed during the TCC meeting held on 27th Feb. 2007 and the Committee had opined that in case adequate availability margin is existing, the grant of open access by CTU to MP as desired could be considered, as long term customers have priority over short term customers. 16.4.2 Chief Engineer (Comml.), MP Power Trading Company Ltd. stated that DVC project in ER are coming up in June 2007 and considering the present level of allocation i.e. 230 MW made WR constituents from NTPC stations in ER, there is sufficient balance capacity available in 400 kV Rourkela-Raipur D/C line to import 400 MW of power. This import in turn will help WR to mitigate shortages and improve grid stability in the region as well.

In this context, GM, WRLDC stated that till such time additional 400 kV Rourkela-Raipur line D/c gets commissioned, the request of MP could be considered as short term open access. CMD, GSECL stated that as this issue is not the common issue, which may not require to be discussed in this forum and as such Open Access is grantable as per the CERC norms. In this context, Chairman WRPC/MPPTCL stated that PGCIL on approval from WR beneficiaries had installed series compensation on the existing 400 kV Rourkela-Raipur line. Thereafter, the transmission capacity of the ER-WR corridor has got enhanced. Presently M.P. has applied for grant of Open Access on the ER-WR corridor, any other WR beneficiary too, might require the same at any other stage, later. Member (GO &D), CEA desired to ascertain whether the decision of CTU in this particular case is as per the CERC Regulations of Open Access for Inter-state transmission or not. He suggested that while taking decision in this particular case, the CTU and constituents might proceed as per the current CERC Regulations for Open Access on Inter-state Transmission. ITEM No. 17: CHAIRMANSHIP OF WRPC 17.1 Member Secretary I/c, WRPC stated that as per GoI Resolution dated 29.11.2005, the Chairperson of WRPC would represent the States of the region by rotation and the Members of WRPC from the particular State would nominate the Chairperson of WRPC from amongst themselves. Term of the Chairperson would be for a period of one year. Accordingly, Chairmanship of WRPC was taken over by Chairman and Managing Director, Madhya Pradesh Power Transmission Co. Ltd. in March 2006 for the year 2006-07 is due for rotation w.e.f 01.04.2007. Member Secretary I/c further stated that the Chairmanship of erstwhile WREB was being held by rotation by Chairmen of GEB, MPSEB, CSEB and MSEB, in that order. It is therefore proposed that the Chairperson of WRPC for the year 2007-08 be from the State of Chhattisgarh. The members resolved that the Chairperson of WRPC for the year 2007-08 be from the State of Chattisgarh. Accordingly Chairman, CSEB will take over as Chairman of WRPC w.e.f 1st April 2007. 17.2 Member Secretary I/c, WRPC stated that during the Chairmanship of Shri R.K. Verma, CMD, MPPTCL the WRPC was constituted and Conduct of Business Rules of the Committee were framed. Some of the other important decisions/events were the synchronous operation of WR-ER-NER Regional Grids with the Northern Regional Grid in the commissioning of 400 kV Muzafapur-Gorakhpur D/C line under Tala Transmission Project, sharing of transmission charges in respect of transmission system associated with Sasan and Mundra Ultra Mega Project etc. The WRP Committee placed on the record their wholehearted appreciation of services rendered by Sh. R.K. Verma, CMD, MPPTCL as Chairman of WRPC.

MINUTES OF SPECIAL MEETING HELD ON 13.01.2007 AT WRPC OFFICE MUMBAI TO REVIEW CRITICAL POWER SUPPLY POSITION IN

WESTERN REGION

A meeting was held in WRPC office under the Chairmanship of Shri R.K.Verma,

Chairman WRPC/CMD MPPTCL on 13.01.2007 with WR constituents to review the

prevailing critical power supply position in Western Region. List of participants is as per

Annexure-I.

2. Shri P. Patel, Member Secretary, WRPC welcomed the participants and said that the

combined NR-WR-ER-NER grid is operating at sustained low frequency and it is essential to

observe grid discipline by all the participating utilities to ensure grid security. In view of the

critical power supply scenario, this meeting has been convened to discuss the prevailing

situation so that any major interruption in power supply to the consumers could be avoided.

He requested Chairman, WRPC to kindly address the forum and commence proceedings of

meeting.

3. Chairman, WRPC/CMD MPPTCL welcomed the WR constituents' representatives

and participants of the meeting. He expressed concern about sustained low frequency

operation and stressed the need for immediate corrective action by all concerned. He stated

that incidence of frequency excursions below 49.0 Hz has increased substantially after

synchronization of the NR grid with WR-ER-NER grid. In the recent past, due to overdrawls

by NR Constituents, WR Constituents have not been able to draw their scheduled power

from the neighboring regions. He recalled the recent meeting of NRPC held in Mussoorie,

wherein Member (GO&D), CEA had stressed that overdrawls by NR constituents must be

contained in view of the interconnection of the combined grid and NR constituents had

agreed to observe the grid discipline. He said despite the same the overdrawls by NR

continue to prevail. He further said that this had necessitated excessive load regulatory

measures including increased power cuts throughout the Western Region and frequent

operation of UFRs connected at 48.8 Hz. He mentioned that 2 days back, frequency had

touched 48.8 Hz, 28 times in a day. Such frequent operation of 33 kV circuit breakers is

resulting in extensive wear and tear of the switchgear, which is likely to result in low

reliability and heavy maintenance of the equipment. He intimated that recently he had

appraised Member (GO&D), CEA and Secretary (Power), MOP, New Delhi about the

situation and highlighted the sustained overdrawals by NR Constituents at low frequency.

He also referred to a press release dated 12.1.2007 by CERC expressing concern over the

Grid indiscipline by SEBs and Distribution Utilities over the entire country who were

overdrawing in violation of the Grid Code resulting sustained operation of the grid at system

frequency below the threshold value of 49 Hz. Text of this press release, which is enclosed

at Annexure-II, was read out by the Member Secretary, WRPC. GM, WRLDC was then

requested to give a presentation on the current power position in Western region.

4. GM, WRLDC gave a presentation on power supply scenario highlighting the

following: -

After synchronization of NR with Central Grid, surplus power availability from

Eastern Region to Western Region has reduced from 25 to 30 MUs per day to 10

MUs per day.

Quantum of Load shedding in WR has increased from 5200 to 8000 MW.

Percentage of time frequency remaining below 49 Hz during the day increased from

2% to 20-30%.

Average frequency during the day has reduced from 49.5 Hz to 48.9 Hz.

Pattern of net inter-regional drawals vs. schedules for Northern and Western regions

on some of the days in December 2006 & January 2007 were shown.

From these graphs, it was seen that-

- On most of the days, NR was drawing more power over inter-regional links

at low frequencies. As a result, import of WR was many a times less than the

schedules.

- Frequency trend could be co-related with the net inter-regional drawl by NR,

which showed improvement in frequency whenever overdrawal of NR was

reduced.

From the above, it could be concluded that over drawl by NR was a major factor for

low frequency operation.

WRLDC further proposed the following measures to overcome the problem:

i) To increase the UI rates by 1.5 times for deviation at or below 49.0 Hz.

ii) To levy a penalty of Rs. one lakh per time block,whenever the overdrawal during

any time block is more than 200 MW and the average frequency is less than 49.0

Hz.

5. The problem of low frequency operation alongwith the proposal of WRLDC was

deliberated by the participants. The utilities were generally of the view that imposition of

financial deterrents might not help bringing in grid discipline. Director (Operation),

MSEDCL pointed out that by and large all DISCOMs in the country are facing power

shortage. He added that the frequent interruption in supply to the consumers due to operation

of UF relays are causing law and order problems. Moreover, the problem of shortages is also

partially contributed to non-availability of generation. It was also noted that the frequent

operation of circuit breakers due to operation of UFR is detrimental to the life of these

equipment. Regarding increasing the UI rates, it was felt that it may boost the rates of power

available through bilateral trading. However, the proposals made by WRLDC need further

deliberations among various utilities within the States.

6. Member Secretary, WRPC stressed the need for maintaining grid discipline by

restricting the over drawls particularly at low frequencies. He stated that during the 371st

meeting of OCC held on previous day, it was noted that the quantum of load relief under

UFR operation at 48.8 Hz was not consistent and up to the recommended level. It was agreed

in the OCC meeting that the WR Constituents would re-check and confirm the availability of

UFRs and the quantum of load relief as per recommended value within a fortnight.

7. Concluding the discussions Chairman, WRPC observed as follows: -

i) In accordance with the CERC press release dated 12.01.07, WRLDC shall

monitor the drawl pattern of the States for 10 days.

ii) As, low frequency operation in the combined grid was by and large due to the

excess drawl by Northern Region, it was decided to draw the attention of

Government of India (Ministry of Power/ Central Electricity Authority) to the

issue and request them to prevail upon Northern Region Constituents to restrict

their over drawls.

iii) The proposals put forth by WRLDC shall be examined by all the Constituents

for further discussions in the ensuing WRPC meeting likely to be held in last week

of January 2007/ 1st week of February 2007.
