SBE is utilizing the most current version of ESRI’s GIS software.
Geographic & Numeric Base Data from the counties, census, state and many other entities.
Hardware for Computing & Printing. Statewide jurisdictional maps. GIS state employee.

SBE Audits
SBE is responsible for the dissemination of the statewide jurisdictions, but not the creation.
SBE conducts an electronic audit every weekend and makes those results available on every Monday morning for use by CBE election officials.
SBE can run the audits “On Demand” if requested by a CBE.

SBE Audits
What is an SBE jurisdictional audit?An SBE jurisdictional audit is:
1) SBE imports all voter addresses into SBE GIS system.
2) SBE GIS system then uses many different mechanisms to translate the address to a point on the map.
3) Once the voter address points are generated on the map, SBE then overlays the jurisdictional map over the entire state map.
4) The GIS system then looks at the SEIMS jurisdiction associated to the points on the map to see if it matches the jurisdiction on the map.
5) Exceptions, voters not in the correct jurisdiction, are identified in the county audit files.

SBE Audit Issues
When doing your audits remember the following:
1) Include your county GIS if possible.
2) Research all issues, plotting a point on the map is not always 100% accurate. Have you ever put in an address to a GPS and not ended up at the correct location?
3) Using county tools with Satellite overlays or Google Earth. These tools allow you to look at the street and home from your computer.
4) Sometimes the GIS systems put the address point on the street and not the house. This causes an issue if the jurisdictional line is on the street.

CBE Responsibilities
County Board of Elections will be responsible for making all of the necessary changes due to redistricting updates and audits.
CBEs will utilize the SEIMS Geocode application to make updates to correct street ranges in the incorrect jurisdictions. Counties can use the assistance of their county GIS or Mapping Department.

The Future?
SBE is continuing to work with the counties, the state, census, and private entities to ensure the most accurate assignment of address points.
New county boundaries and District Court jurisdictional maps will be added next year.
Looking into a mechanism to allow counties to run audits “On Demand”
Looking to allow counties to upload local jurisdictions and audit “On Demand”
Looking to integrate SEIMS Geocode and this service to allow audits at the time of street assignment in the SEIMS Geocode application.
