Purpose The Load Tender Response provides the carrier the ability to electronically accept or decline a load tender. The Load Tender Response (990) is a companion transaction to the Bill of Lading/Ship Manifest (204).

Business Comments Transportation Management supports a load tender response using the EDI 990 and/or the carrier web portal. Each TMS company (shipper) using Transportation Management determines which carriers may use the EDI 990 process. When a load is tendered, Transportation Management sets the status to ‘Tendered’ and has five actions that can occur during this status.

Load tender expires based on the expiration date and time – Sets tender to ‘Expired’

Carrier declines load tender – Sets tender to ‘Carrier Rejected’ Shipper declines load tender – Sets tender to ‘Shipper Rejected’ Load tender is accepted by the carrier – Sets tender to ‘Accepted’ Load tender is accepted by the shipper on behalf of a carrier – Sets tender to

When using the web portal, the user can see the current load tender status and is only allowed to perform the actions available at the point in time. Once the load tender has Expired or is Rejected, the carrier user in the web portal cannot perform any other accept or decline actions. When a carrier user declines a load in the web portal, the TMS requires the user to choose a ‘Decline Reason Code’ and provide a comment. If a load tender is in Accepted status, the carrier user in the web portal can still decline the load, but must still give a reason code and comment. Once the load is ‘Completed’ (i.e. delivered), the carrier user may not accept or decline a load. One feature of Transportation Management is the Advisor capabilities. Advisors will send a message to the carrier user when an action or event has occurred. Each carrier user may subscribe to a list of advisors they wish to receive via Web Message or Email. However in the EDI 990 process the load status could change in the system before the 990 is received and processed. A load could even be re-tendered to you before you have acted on the original 204. For this reason, certain limitations when using the 990 process have been instituted to reduce potential synchronization conflicts that could occur. The TMS workflow for accepting, or declining loads manually through the portal does not change regardless if the carrier is using the 990 transactions.

Pending Load is Tendered to the carrier by the shipper

The load becomes available in the carrier web portal ‘Accept Load’ menu. A ‘Load Tendered advisor’ message is sent to the carrier users. A 204 ’00-Original’ is sent to the carrier.

Tendered 990 Accept

or user Accept Load status will change to Accepted. A ‘Load Tender Accepted advisor’ message is sent to the carrier users. A 204 ’06-Confirmation is sent to the carrier.

Tendered 990 Decline or user decline by the shipper or carrier.

The load is withdrawn from the carrier and the load tender status will change to Rejected by the carrier. A ‘Load Tender Rejected advisor’ message is sent to the carrier users. A 204 ’01-Cancellation’ is sent to the carrier.

Tendered Expiration time occurs.

The load is withdrawn from the carrier and the load tender status is set to ‘Expired’ A ‘Load Expired advisor’ message is sent to the carrier users. A 204 ’01-Cancellation’ is sent to the carrier.

Tendered

Load information is modified by the shipper.

A Change 204 is sent to the carrier. A ‘Tender Modified advisor’ message is sent to the carrier users. A 204 ’04-Change is sent to the carrier.

Accepted Load information is

modified by the shipper.

A Change 204 is sent to the carrier. A ‘Load Modified advisor’ message is sent to the carrier users. A 204 ’04-Change is sent to the carrier.

The load status is changed to Rejected. A ‘Load Declined (after acceptance) advisor’ message is sent to the carrier users. A 204 ’01-Cancellation’ is sent to the carrier.

990 Decline The 990 decline is not processed in the TMS. An ‘EDI error advisor’ message is sent out to the assigned user at the carrier. Key note, only a ‘user’ in the portal may decline a load that is already in ‘Accepted’ status.

This is IMPORTANT, since the TN value will be different than the previous tender. A ‘Load Tendered advisor’ message is sent to the carrier users.

Each “Carriers internal TMS” may handle the automated process of 990 accept & declines differently. Some may use internal reasons codes or comments; others may not support codes or comments at all. For this reason, we support the flexibility in the 990 process to include or exclude “decline” reason information. Unfortunately many of the 990 versions (4010, 4012, etc) do not adequately support “decline” reason codes and comments. We have chosen to use the K1 segment as an alternate option. As noted previously, the Web Portal “Load Decline” process requires the user to enter a decline reason code and comment. However, if you do not send these values, we will set the reason code information to default settings. BluJay Solutions recommends sending reason codes & comments with load decline messages so the customer (shipper) is better able to utilize decline information to improve their business processes. To recap, there are timing and synchronization scenarios that the carrier should take into account in their process. Confirm that your carrier users are subscribed and receive the proper Advisor messages. Confirm the correct process and procedures are in place to prevent an incorrect load status in the “Carriers Internal TMS”.

When your customer (Shipper) has expiration times that are very short (2 hours or less), the potential for load expirations before the 990 accept is received and processed increases substantially. Any time a 204 – “01-Cancellation” is sent for a specific tender ID (TN), make sure that the load id / tender id is cancelled in your ‘Internal TMS system’. Remember, a load can be re-tendered to your company. It will have a new tender ID (TN). The ‘EDI error advisor’ is usually only sent to one contact at the carrier.
