Scope of Supply : Supply of Slide Plate of 200/250 Nb Fly Ash Evacuation System of Ash Handling plant of ‘D’ TPS, Kasimpur & Supply of Classifier Link Assembly & Classifier Shaft Assembly of Bowl Mill(XRP-903) for Overhauling of Unit No. 8 ‘D’ TPS, Kasimpur

(Technical Specifications as per Annexure)

Earnest Money : Rs. 8000.00 only (Rs Eight Thousand only)

In shape of BG/DAC/FDR/D.D. etc. of scheduled Bank in favour of Sr. Account Officer, CFA & BO HTPS, Kasimpur payable at SBI, Kasimpur or PNB Kasimpur.

Tender documents cost : Rs. 575.00 only [Rs. 500.00 + Rs.75.00 (Tax)] (Rs Two Hundred Thirty only) Non- refundable in the shape of Cash/ DD etc. and if by post please add Rs. 50.00 more towards Postage Charges in favour of Sr. A.O.,CFA & BO, HTPS, Kasimpur payable at SBI, Kasimpur or PNB Kasimpur.

Estimated cost of the Tender : Rs. 4.37 Lac only

Tender opening date : Part-I 14.01.2017 at 16:00hrs.

Part-II 17.01.2017 at 16:00hrs.

Sale of tender documents : By hand- 14.01.2017 up to 14:00 hrs (One day before opening of Tender Part-I)

: By Post- 04.01.2017 up to14:00 hrs. (Ten days before the opening of Tender Part-I)

Procedure for submitting the tender:- The tenderers are requested to submit their offer in two parts, each part shall be in a sealed cover, addressed to the Executive Engineer, EPD,’D’TPS, Kasimpur, Aligarh-202127. Tender can be submitted up to 14:00 hrs. on the date of opening of Part-I i.e. 14.01.2017.

Tender Bid Part-I (Pre –qualifying conditions): It will contain the EMD & the pre-qualifying documents. The sealed cover containing this part of the tender bid shall be subscribed the “Tender bid Part-I (Technical Bid) against tender No. T-35/EPD/’D’TPS/Harduaganj/2016 due on 14.01.2017 (Part-I) & 17.01.2017 (Part-II)”.

1- Tenderer should be reputed manufacturers. In support of this a documentary proof must be enclosed along with the offer in techno-commercial bid Part-I in the shape of NSIC / SSI / DIC registration certificate of the manufacturer.

2- Tenderer should have adequate experience for the supply of tendered material / similar material. In this context, the bidder shall submit the following past executed purchase orders for the supply of tendered/similar material to NTPC/BHEL/UPRVUNL/ PSUs/ Govt. Deptt. These purchase order have been placed within last 07 (Seven) years of the date of publication of this tender. (i) Three separate POs of 40% amount of the estimated cost of the tender. OR (ii) Two separate POs of 50% amount of the estimated cost of the tender. OR (iii) Single PO of 80% amount of the estimated cost of the tender. 3- It will contain the requisite earnest money of Rs 8000.00 only In shape of BG/DAC/FDR/D.D. etc. of scheduled Bank in favour of Sr. Account Officer, CFA & BO HTPS, Kasimpur payable at SBI, Kasimpur or PNB Kasimpur.. Tenders without earnest money shall not be entertained at all, and no kind of exemption will be allowed in the deposition of earnest money in techno-commercial bid Part-I. Earnest money submitted against any other tender or registration under DGS&D/NSI/SSI/any other such organization will not be treated as an excuse from exemption of EMD. (In No case Earnest Money shall be exempted).

4- Tenderers should be registered under sales tax Act / VAT and X-erox copies of their valid Sales tax / VAT registration certificate / Tin No. and latest I-Tax return/PAN no. should be enclosed in bid Part-I. 5- Declaring that Tenderers is not related to any officer/official of UPRVUNL & offer is valid for 120 days from the date of opening of bid Part-II. An affidavit on non- judicial stamp paper worth Rs. 10.00 must be given with the offer in bid Part-I.(As per annexure ‘A’ & ‘B’) 6- All commercial terms & conditions along with the technical specifications of the tendered material shall be offered in bid Part-I only. If there is any deviation in the technical specifications / commercial terms & conditions, the same should be clearly mentioned / described in part-I only otherwise if the tenderer will not submit the same in the part-I then it will be assumed that the tenderer is accepting all the UPRVUNL terms & conditions and tender specifications. 7- Security: Against payment term, prior submission of 02% amount of order value in the shape of BG/DAC/FDR/TDR of scheduled bank valid for 18 months in favour of S.A.O. CFA & BO, HTPS, Kasimpur which will cover the security deposit. This amount will be released by E.E. ESD, ‘D’TPS, Kasimpur after satisfactory supply/checking of material at HTPS, Kasimpur. Bank charges shall be borne by the Firm. 8-Performance Bank Guaranty (PBG): Firm shall submit the PBG of scheduled bank valid for 18 months equivalent to 10% amount of order value in lieu of the performance of the supplied material which shall be released after 12 months from the date of successful working /installation of the material or 18 months from the date of supply, whichever is earlier. 9-Interchangeablity Certificate: Firm shall confirm that the offered material is interchangeable with the existing material at site. Regarding this firm shall visit the power house before quoting the bid

Note:-1- Tender bid Part-I will be opened publically on its due date & time. If any Tenderers has not submitted the earnest money and other documents related to prequalifying conditions of the tender then his bid Part-II (Price bid) shall not be opened accordingly. Please Note that, due date of opening of Part-II of the tender shall not be extended in the event of absence of EMD / Pre-qualifying documents / conditions. 2-Tender documents may also be downloaded from the UPRVUNL website www.uprvunl.org. Tender Bid Part-II (Price Bid) :- It will contain the price schedule only. There should not be cutting & overwriting in the rates and the rates must also be mentioned in alpha figures However if there is any cutting/overwriting, then the same must be duly signed. The sealed cover containing this part of the tender bid shall be subscribed the “Tender bid Part-II (Price Bid) against tender No T-35/EPD/’D’TPS/Harduaganj/2016 due on 17.01.2017 (Part-II)”.

GENERAL TERMS & CONDITIONS:-

1- Solvency certificate issued from Nationalized Bank and No - objection certificate, character certificate issued by the Office of District Magistrate / Superintending of Police can be taken from the participating bidders, if required.

2- Price: Price quoted should be FIRM & FOR ‘D’TPS, Kasimpur. However Firm shall submit the break-up of the same, if found necessary.

3- ED, Sales Tax/VAT & other applicable taxes: It shall be paid extra as legally applicable against documentary evidence. 4- Payment: “100% payment plus all taxes shall be paid after receipt & check of material at ‘D’ TPS, Kasimpur central store or

in a special case 100 % payment plus all taxes will be paid through Proforma Invoice against delivery of material at HTPS, Kasimpur” subject to prior submission of 2% amount of order value in the shape of BG/DAC/FDR/TDR of scheduled bank valid for 18 months in favor of S.A.O. CFA & BO, HTPS, Kasimpur which will cover the security deposit .This amount will be released by E.E. ESD, ‘D’ TPS, Kasimpur after satisfactory supply/checking of material at HTPS, Kasimpur . Bank charges shall be borne by the Firm. EMD deposited by the Firm may be adjusted towards security deposit.

5- Delivery: Ex-stock / minimum delivery period of the material shall be preferred. 6- Pre-dispatch inspection: Pre-dispatch inspection of material shall be carried out by the Quality Assurance Committee of

HTPS, Kasimpur at Firm’s work. 7- Security: Against payment term, prior submission of 02% amount of order value in the shape of BG/DAC/FDR/TDR of

scheduled bank valid for 18 months in favour of S.A.O. CFA & BO, HTPS, Kasimpur which will cover the security deposit. This amount will be released by E.E. ESD, ‘D’ TPS, Kasimpur after satisfactory supply/checking of material at HTPS, Kasimpur. Bank charges shall be borne by the Firm.

8- Penalty: For delay in supplies beyond the delivery period, a penalty @ ½ % per week subject to max. 10% of the cost of undelivered material shall be levied. If it is found that, the successful bidder, is deliberately avoiding to supply or causing unnecessarily & abnormal delay, due to price escalation, the material may be procured from the open market. In that case, actual charges + 10% charges may be levied on the contractor apart from the above mentioned penalty.

9- Performance Bank Guaranty (PBG): Firm shall submit the PBG of scheduled bank valid for 18 months equivalent to 10% amount of order value in lieu of the performance of the supplied material which shall be released after 12 months from the date of successful working /installation of the material or 18 months from the date of supply, whichever is earlier.

10- Firm shall confirm that the offered material is interchangeable with the existing material at site. Regarding this firm shall visit the power house before quoting the bid

11- Tenderers should specify the tender specifications, manufacturer’s works and Go-down address in their offer. 12- In case dealer participating in the tender on behalf of the manufacturers then authorized dealer should ensure to provide the

authorization letter specifically for this tender in original from their manufacturer addressed to the undersigned. 13- Quantity of the item / material may be reduced up to any extent. 14- The rates should be given on the enclosed schedule of rates which should be signed & stamped with official seal. 15- Conditional tender shall not be accepted. In case of holiday on schedule opening date, tender bid shall be opened on next

working day at same time. 16- If any rebate or reduction in the rates, should be clearly mentioned. No conditional rebate/ discount shall be considered. 17- Manufacturer’s Test certificate: Firm shall provide the manufactures test certificate of the material at the time of inspection. 18- There must not be any cutting or over writing in the offer. However if any Cutting or over writing is necessary, the same must

be duly signed. 19- If the Nigam Suffers any loss due to infringement of the conditions mentioned in the supply of order, the same will be

recovered from any of the Firm’s pending bills in Nigam and P.O. may be cancelled at any stage without any prior intimation to the firm.

20- In order to meet out any emergency of UPRVUNL, the successful bidder may be asked to supply part of the ordered material to any other Unit/project of UPRVUNL on same terms& conditions, which will be a binding on the firm.

21- Objections regarding the tender specifications / terms & conditions / technical specifications shall not be entertained after opening of the Bid Part-I.

22- Each and every paper of tender bid submitted by firm should be stamped and signed by the firm’s representative with the remark “submitted by me”.

23- All other terms & conditions of FORM “B” of UPRVUNL shall also be Applicable.

Undersigned reserves the right to accept / reject any or all tenders in total / parts thereof and split the tender without assigning any reason thereof.
