6. Invested $4.5 million through the 1/4 cent sales tax for streetimprovements on 12 streets, three alleys and 53leveling projects to pave the way to smooth driving.

7. Opened the Belt Line Overpass at Main and Jefferson.

8. Began driving on State Highway 161 frontage roads.

9. Continued to make strides in public safety: for the firstsustainable time in a decade Police were fully hired; addedfiling police reports online for citizens; appointed newGang Unit; shifted police to 12-hour workdays, putting morepolice officers on the street; and added a second policedog, Sara, who specializes in narcotics.

10. Received credit rating upgrade from Standard & Poor’s andFitch to “AA+” and “AA positive outlook.”

A new federal program being administered by the city couldmean fewer empty foreclosed homes in Grand Prairie.

Housing and Neighborhood Services Director Bill Hills presentedthe program to the city council at a recent meeting. In it, $2.3million in funding from a HUD Community Development BlockGrant will be split into two programs to get homes occupied andrefurbished.

The first program is purchase assistance for homebuyers andallows them to take out grants for home repairs, down payments orclosing cost assistance of up to $20,000 for houses that have beenforeclosed.

Those applying for the grants must take a homebuyers courseand bring a letter of credit in place from a mortgage company inorder to qualify for the program. The program could help 51families over the next four years and targets average citizens whomeet the income qualifications specified by the HUD grants.

The second program is for government or school districtemployees. Under it, the city would purchase homes, refurbish themand sell them with a 20 percent down payment or closing costcomponent. Public sector employees working within the city limitsor moving to Grand Prairie would be eligible. The city believes itcan purchase and then sell about eight homes a year through theprogram. Any profit made would go back into the program.

What is the 1/4 cent sales tax for street improvements?For the past seven years, streets and alleys in Grand Prairie have

been rebuilt and received improved riding surfaces through the city’s1/4 cent sales tax for streets. Now it is time for voters to decide if theywant to continue the sales tax for street improvements.

In Grand Prairie, the 1/4 cent sales tax is about $4 million a yearfor street repairs, including alleys, curbs, street overlays andreconstruction. Since 2002, the 1/4 cent sales tax has generated $28 million used to:

t Improve 102 streets

t Repair 47 alleys

t Fix 56 miles of roadway

t Eliminate 466 standing water sites

t Increase the percent of top rated streets from 60% to 74%

On Saturday, May 9, Grand Prairie voters will vote whether torenew the 1/4 cent sales tax for maintenance to existing streets andalleys. Voters originally passed the sales tax in November 2001 andre-authorized the sales tax in 2005. According to state law, the taxmust be re-considered by the voters every four years.

What happens if the election fails?If the tax is not

renewed, shoppersin Grand Prairiewould save

1/4 cent on each taxable purchase and thenumber of street, alley and standing water repairs residents now experiencewould decrease to a number that could be absorbed by the General Fund.To accommodate the same level of street repairs in the General Fund, othercity services would decline.

What else do I need to know about this election?If Grand Prairie voters approve the 1/4 cent sales tax for street

improvements, about $16 million would be collected during the next fouryears and used for street maintenance, including overlay, reconstruction andrehabilitation and alley reconstruction.

The sales tax would disappear in four years,unless reapproved by the voters. The money could not be spent

for anything but street maintenance according to state law.The city will mail more information about the May 9 election

Grand Prairie is celebrating its 100-year anniversary ofincorporation in 2009. As part of the celebration, the Parks andRecreation Department, in partnership with the Grand PrairieChamber of Commerce, is offering a Centennial Tree Program.

Individuals, groups and companies may purchase and planta tree in this one-of-a-kind opportunity to embrace the city’s100th birthday.

The cost is $500 per tree. One hundred trees are available, eachrepresenting a year from 1909-2009. Only one tree per year is allowed.

Purchasers can choose from selected varieties. Every treewill have a plaque signifying it is one of the 100 official Centennial Trees.

All trees will be planted by the city at a location withinthe city of Grand Prairie chosen by the purchaser, either publicor private land. Trees carry a one-year warranty. Trees planted

on private property become purchaser’s responsibility to maintain.

Dirt is moving on the172-acre Central Parksite on SH 161 betweenWarrior Trail andArkansas Lane – futurehome to Grand Prairie’snew public safety andactive adult centers. Thesite will include a seriesof lakes, a loop walking

trail and boardwalk with land available for future walking trails,additional park amenities and a retail area with restaurants. The new149,000-square-foot Public Safety Building will be constructed first andwill be three times the size of the currentfacility on Conover Drive. Scheduled to openin April 2010, the center will house PoliceAdministration, Fire Administration,Criminal Investigations, Field Operationsand Support Services, Jail, Police/FireCommunications, Records, Property and Evidence and CommunityRelations. The building will have conference rooms on every floor – animprovement over the current building’s one conference room, a jailtwo times the size of the current facility, an expanded property room,new crime lab, expanded interview rooms, ample parking and the latesttechnology. Public safety memorials and memorabilia from the city’s first100 years of police and fire service will be showcased in the frontlobby…Construction will start soon on the Lake Parks Rescue Facility,the replacement building for the current Fire Station #7. The currentstation will be moved from Matthew Road to Lake Ridge Parkway near

the Lynn Creek Park entrancefor improvement of responsetimes. Also included will be aPolice Department componentthat will serve as the LakePatrol Division and a Parks

Department component that will feature an information kiosk, offices, aconference room and second floor for future expansion. The complex isscheduled to be complete in January 2010…The new Active AdultCenter will be full of amenities for adults ages 50 and older set to openin April 2010. The 59,000-square-foot facility will feature an indooraquatics center with lap pool, an exercise vortex (for swimming againsta current), a water aerobics area and large hot tub overlooking the lake.

The wet locker area will have showers and a sauna. Other amenitiesinclude a small gym for basketball and volleyball, a fitness area, aerobicsroom, two classrooms, a display and sales room and a game room withbilliards, darts, a big screen television and access to a coffee bar. Awalking area on the second floor will feature glass tunnels and views ofthe lake. The building will also have a 100-seat theater, banquet roomwith sliding walls, a dining room and full service commercial kitchen.An outdoor covered patio will include a grill, seating area andfireplace…Construction is underway on a new outdoor garden specialevent area on the north side of the Ruthe Jackson Center, expected toopen later in 2009. The garden will feature a wedding pavilion, lawn,pond and creek with waterfall, trees, sidewalks, landscaping and artsculpture. The centeris scheduled to open in late 2010… John Peter Smith Hospital willopen a Grand Prairie clinic for residents who live in Tarrant County.The facility will be located on 2737 Sherman St. in a former medicaloffice building near the RenaissanceHospital. The clinic is scheduled toopen in mid 2009… construction hasstarted on a new Market Square at thenortheast corner of NW 2nd and Mainstreets. This “pocket park” will be anew venue for the farmers market andsmall outdoor festivals. The one-half-acre park will include a building with bays for up to six vehicles to sellproduce and other goods. Landscaping, benches and a paved area willprovide a space for outdoor entertainment. Construction is scheduled tobe complete in late spring 2009.
