In Grand PrairieJust over a year ago, the Grand Prairie Parks &

Recreation Department won the highest honor possible – the National Recreation & Parks Association(NRPA) Gold Medal Award. Keeping true to our goldmedal status, the department continues to win high honors in 2009.

For the second year in a row, the department washonored with the 2009 regional Promotional Award fromthe Texas Recreation and Parks Society (TRAPS). Thepurpose of this award is to recognize outstanding promotional efforts for the entire department.

Also from TRAPS, the 2009 regional Excellence inProgramming award was given to the department for theOutdoor Adventure Camp that is held at Loyd Park onJoe Pool Lake during the summer. The purpose of thisaward is to recognize an outstanding, on-going programthat has been offered for two or more years.

In 2008, the Diez y Seis Celebration held at BowlesLife Center brought home two awards: NRPA SouthwestRegion Arts & Humanities Award, and State TRAPSClass II Arts & Humanities Award.

Independent Film and Band Festival set for 2010

In an exciting and innovativemove the City of Grand Prairie announces a brand new event for2010. Fall Indie Fest will be a celebration of independent film and independent music held in downtown Grand Prairie.

The idea is to produce DFW’sown SXSW with a focus on localtalent. It is a Texas film and musicfestival for Texas talent. The eventwill include screenings of full lengthand short films created by Texasfilm makers and concerts by Texasartists from all genres. Screeningsand concerts will begin Friday, October 8, 2010. The festival willculminate on October 10, 2010 witha reception and announcement ofwinners at the city’s historic Uptown Theater.

“We have assembled a dynamicevent team reaching into the music and film industries to put Fall IndieFest together. With our city’s passion for entertainment and central location this event is a natural fit with Grand Prairie. Thisis more than a festival, it’s a mediaextravaganza!” said Rick Herold, Director of Parks and Recreation.

City Hall Tree Lighting CeremonyDecorated Christmas trees from 25 GPISD elementary schools will be on display at CityHall Plaza, 317 College St., Dec. 3-18. Market Square is a one-half acre park indowntown Grand Prairie with a building thatfeatures bays for up to six vehicles to sellproduce and other goods. The architecture isreminiscent of a red barn with a corrugatedtin roof, evoking ties with the city’s historyduring this its 100th year of incorporation.Apavilion extends the ability to include morevendors for farmers market just to the westof the barn. Shade structures, landscaping,benches and a paved area provide space foroutdoor entertainment. And, a “pot-belly”water tower sits on the corner near the samelocation a similar tower stood in the early1900s acting as a directional beacon forthose looking for Market Square. FarmersMarket opens at 8 a.m. on Sat. throughoutthe year through Dec. 19 and will reopenFeb. 6. Vendors will be selling fruits, veg-gies, salsas, mixes, gifts, soaps, Texas oliveoil and more.

More than 300 city of Grand Prairieemployees have signed up for the state’sWalk Across Texas campaign Oct. 3through Nov. 28, 2009, as part of thecity’s ongoing WOWWorking on Well-ness program. Forty-two teams of eightemployees have committed to eachwalk 830 miles in the 57 day event.

The WOW program was created in2007 to increase the health of city

employees, and reduce the cost ofhealth insurance. In the first year of theprogram, health insurance rates heldsteady. At the end of two years, healthcosts declined. WOW includes healthfairs, a monthly newsletter, groupactivities, fitness center discounts,sports leagues, health risk assessmentsand rewards for healthy lifestyles.

Kingswood Boulevard Now OpenThe 1,600-foot extension of Kingswood Boulevard is now

through from Lake Ridge Parkway to Water Oak Road,completing a vital new through street from Lake Ridge Parkwayto State Highway 360 for public safety purposes, as well asresidential convenience.

The $1.3 million project, funded by the city of Grand Prairieand RVW Sunchase Development, began construction in August2008 and included engineering, design, drainage, subsurfacemedian irrigation and street lighting. Gilco Contracting, Inc.completed the project in September 2009. A traffic signal atLake Ridge and Kingswood should be installed by March 2010.

Aftera six month search, includ-ing touring 12 other loca-tions in the DFW area,Lady Primrose chose theGrand Prairie site in theCrosspoint developmentowned by Duke Realty.

On the GROWThe city’s new public safety

center and adult activity centerwill open in spring 2010 on SH 161between Warrior Trail and ArkansasLane. The exterior structures aremostly finished on both buildingsand interior work is running at fullthrottle. Inside the public safety cen-ter, the four story administrativetower has been dried in, the air con-ditioning units are in and working,raised computer flooring has beeninstalled, and interior walls and otherfinish work continues to progress.

The western portion of the 60,000-square-foot adult activity center ex-terior is mostly complete andconstruction is in progress to close inthe eastern portion. The pool shellhas been installed and tested. Inte-rior walls and finish work are inprogress in the banquet rooms, the-ater, kitchen and office areas. Me-chanical, electrical and plumbingwork are ongoing throughout thebuilding. The first phase of CentralPark, the 172-acre park where bothbuildings are located, is still underconstruction. Lakes are completeand retaining walls and water fallsare under construction along with

grading work and grass seeding.The esplanade paving is nearingcompletion and the esplanade bridgeis underway. The boardwalk sur-rounding some of the lakes is par-tially complete. Construction hasbegun on the two pedestrian bridgesthat will cross one lake for access tothe grand lawn.Concrete slabs are in place and

steel framework is going up on theLake Parks Rescue Facility, thereplacement for the current FireStation #7. The building is scheduledto open in July 2010.

Theentrance hallway is unique to the early 1900s and includes aclassic ornamental antique hall divider made of cherrywood. The home’s study includes Dr. Copeland’s deskfrom the 1800s set just as he used it, holding his physician’sbag and books donated by his family. The family also do-nated much of the home’s original furnishings.

For more than a decade, land disposal has been regarded as the lastchoice in an integrated waste manage-ment system after waste minimization,reuse, recycling and incineration withand without energy recovery. In fact, a September 2009 Sierra Club publication recommends phasing landfills out of municipal solid wastemanagement as we move toward a zerowaste environment. Like them, I optimistically look forward to the daywhen we spend more time thinkingabout the long-term effects of production than we think about consumption.

That said, we often give tours of theGrand Prairie landfill to students, special interest and civic groups andforeign tourists. Invariably, one of thetouring party will tell a story of whentheir father or grandfather used to takethem to the “dump.” They recount thesites and smells of a time when materials were piled all over the place,open burning was common and scavenging was not only allowed but encouraged.

If that’s how you remember it, I’mpleased to tell you, it isn’t anything likethat anymore. Today, a landfill isn’tjust an area for disposing items that wejust can’t reduce, reuse or recycle. It’sthe last point where we have an opportunity to educate the communityabout the real-life effects of our communal consumption. If handledcorrectly, it is the also last point of diverting to appropriate disposal

facilities materials such as concrete,landscaping and wood waste, televisions and computer materials,metals, batteries, paint, tires and freon.

For the last two decades, landfillshave evolved into areas where air andwater quality are closely monitored.One of the primary air quality concernsis methane. For a while now, methanehas been closely watched for migrationat the boundaries so that neighboringareas are kept safe. Now, methane production is viewed as an opportunityfor projects that might direct-fire boilers or produce electricity.

Water quality also is a high priorityfor solid waste operations. In the past,dumps were unlined, allowing rainwater and the liquids in the waste tofilter down to the groundwater underneath. Landfills are now requiredto be lined with a thick geomembraneliner and a system for pumping the liquids out to collection tanks to prevent them from intruding on underlying aquifers. As the next natural progression, some area landfillshave wetlands adjacent to them. Thecity of Grand Prairie is currently in theprocess of constructing a functioningwetland between the landfill and theTrinity River.

In conclusion, waste managementis changing in exciting ways. Trips tothe dump are things of the past. Landfills today contain opportunitiesfor environmental education and a less pollutant tomorrow.
