2008 to 2009• Formal consultations were held with CF leadership, service providers

and families• Hosted two national Military Family Summits to define service gaps

and determine way ahead strategies• Initiated activity IAW Enhancement of CF Military Family Support

building on the strengths of C/MFRCs

Strengthen/demonstrate effective governance and accountability: • Create and deliver customized training resources to strengthen capacity of

MFRC Boards of Directors.• Recommend strategy for next phase of Community Site Visits.• Draft and finalize Service Level Agreement between DGFPFSS and CA NMR

(Europe).• Finalize ELearning Board Tool – MFSP Orientation.• Conduct Board mega training session.• Finalize and distribute MFRC Community Needs Assessment Tool Kit.• Participate in CRS’ review of CF family financial services to demonstrate

relevance, effectiveness, and efficiency.• Evolve eBusiness Centre to include extraordinary funding and end-year

reporting mechanisms.• Re-vamp the Supplemental Agreement template to track site- specific

expenditures and service delivery.• Secure legal review and finalize edits of DND/MFRC Memoranda of

Understanding.

Increase accessibility and awareness of CF family services:• Create national recruitment campaign to promote benefits of serving as

a volunteer MFRC Board member.• Pursue Board recognition Award.• Participate as a Partner member of the Queen’s Diamond Jubilee Medal

awards process on behalf of the Office of the Governor General of Canada.

• Establish FamilyForce.ca and Family Information Line as vehicles to promote awareness of, or as appropriate, platforms to deliver services to families.

• Evolve FamilyForce.ca to increasingly become a one-stop dynamic and interactive source of information and programs accessible to CF families.

• Develop promotional strategy to heighten awareness of national services, including programmatic components of Shoulder to Shoulder, National Referral Service, On-Line language training, the Mind’s the Matter, etc.

Enhance effectiveness and efficiency of Service Delivery:

• Rationalize US/OUTCAN family services footprint for service delivery.

• Finalize Implementation of SOFCOM Family Support Project.• Create conditions for the establishment of a National MFRC

Association.• Develop Family Information Line and FamilyForce standards and

performance measures.• Legitimize status of Cold Lake MFRC.• Determine relevance of ELearning Library for MFRC Leadership

(Board and Executive Directors).• Establish capacity of in-house family mental health services at

Petawawa MFRC.• Conclude MFRC Compensation and Benefits review.• Realign FLO footprint and funding distribution to match need.• Conclude update to SLT program and curriculum.• Conduct strategic planning and create FY 12/13 Strategic Plan.

• Created preferred employer/employer awareness campaign (“Joining Forces”) in partnership with CF’s RTW and DRes.

• Pilot “Interpersonal Conflict Management” signature program in partnership with StF/FHP and ADR

• Develop Phase II of “The Minds the Matter” in partnership with the Royal Ottawa Hospital.

• Develop Phase III if resources are secured for additional phase.• Deliver “Strengthening Resilience” mega-training for signature

programs to include FLO Indoctrination, Bereavement, Road to Mental Readiness, Children’s Mental Health, etc.

• Participate in the review of the Family Violence initiative.• Finalize analysis and propose options with highlighted recommended

course of action for CF Child Care Strategy.• Finalize analysis and propose options with highlighted recommended

course of action for CF Family Mental Health Strategy.
