". #he basic mission for which the police e$ist is to prevent crime and disorder.

%. #he ability of the police to perform their duties is dependent upon public approval ofpolice actions.

&. 'olice must secure the willing cooperation of the public in voluntary observance of thelaw to be able to secure and maintain the respect of the public.

(. #he degree of cooperation of the public that can be secured diminishes proportionallyto the necessity of the use of force.

). 'olice see and preserve public favor not by catering to public opinion but byconstantly demonstrating absolute impartial service to the law.*. 'oliceuse physical force to the e$tent necessary to secure observance of the law or torestore order only when the e$pertise of persuasion, advice and warning is found tobe insucient.

+. 'oliceat all time should maintain a relationship with the public that gives reality to

the historic tradition the policeare the public and the public are the police. #he policebeing only full time individuals charged with the duties that are incumbent on all of thecitizens.

. 'olice should always direct their actions strictly towards their functions and neverappear to usurp the powers of the judiciary.

. #he test of police eciency is the absence of crime and disorder not the visibleevidence of police action in dealing with it.
