Steps Underway to Improve Medical and Health Services in Bali's Northern Regency of Buleleng

The Bali Daily (Jakarta P o s t ) r e p o r t s t h a t B a l i ' s northernmost regency of Buleleng is planning to construct a new hospital.

Nyoman Sutjidra, deputy regent for Buleleng and a trained physician, has announced the new hospital will be built in 2014.

Sutjidra said, revealing the name and location of the new medical center: “We are expecting that the Rp 15 billion [US$1.23 million] funding can be disbursed in March or April next year. Then we can start building Pratama Hospital. We have decided the location for the hospital, which is in Tangguwisia village in Banjar

district. The land belongs to the provincial administration.”

The Rp. 15 billion budget is expected to be sufficient to build a “non-class regional hospital.”

An additional allocation of Rp. 23 billion (US$1.9 million) is being provided by Jakarta to pay f o r a n e x p a n s i o n a n d refurbishment of the existing Buleleng Regional Hospital in Singaraja.

A 2011 survey conducted by the Indonesian Health Ministry

placed Buleleng's health services at 218 out of 440 regencies across the Country.

At the root of the problem, according to Sutjidra, is a shortage of qualified doctors, specialists, nurses, midwives and paramedics working in the Island's North. “The limited number of health professionals has hampered the improvement of healthcare services,” he explained.

As a result, many northern residents travel to Denpasar for a higher standard of medical care.

Buleleng is plagued a high mortality rate of 5% of all deliveries, higher than average HIV/AIDS rates, dengue fever and a host of other tropical diseases.

Over the course of the project the Australian government donated AU$10 million to create an eye center, provide equipment, train medical staff, operate a

mobile eye clinic and p r o v i d e s c h o l a r s h i p s t o Indonesian medical workers.

The second phase of ABMEC assistance to Bali was formal ized in 2007 in an a g r e e m e n t b e t w e e n t h e Austral ian and Indonesian government that provided for an eye center at the government-owned Indera Hospital.

Since 2011 ABMEC has become an independent Eye Hospital serving Bali and Eastern Indonesia.

The transfer of assets from Australian to Indonesia marked the end of the second phase of support for ABMEC commenced in 2011.

G'day again punters and welcome to the Christmas 2013 edition of Kuta Weekly, Bali's Premier Weekly Newspaper. We have been bringing the paper to you for almost eight years now and are going from strength to strength. I couldn't go such a special edition without thanking all our sponsors, some new and some that have been with us from the very beginning. Without their support there would be no newspaper at all. From

everyone at the newspaper we thank you and trust that you and your families have a very merry Christmas.

I guess being an expat on this island is a great thing especially at this time of the year when heaps of people start arriving to enjoy the break with their families. Some of us have friends flying over, with others flying out to spend the break with friends and family back home. I remember a time when you couldn't find a Christmas decoration anywhere in Bali, but now you can find them everywhere. It goes to show just how adaptive these people really are. They do their best to cater for the tourists as best possible by ensuring that these special times of the year, as in, Christmas, Easter and the like are properly represented. They even make a song and dance about the Footy grand final and ANZAC Day. You couldn't ask for much better anywhere else in the world, nor would you get such smiling faces. Bali really is the island of the gods.

One thing I will say about the so called “Silly Season” is that as westerners we tend to do a fair swag of drinking, which back home means many expensive cab rides or someone has to be a skipper. Over here we have a certain amount of freedom as far as driving while pissed up goes. It gets down to your ability to handle your bike or drive your car, with most of us not really getting that drunk that we can't drive. In last week's paper we ran a story about Breathalyzer's that are being trialled in Indonesia to stop people from getting to smashed then taking to the roads and I question how long before it comes to Bali ? Won't that make a dramatic change to a few lifestyles up here? Think about when the schoolies are here running riot and get scooped by a bretho and charged with a $1000 fine. Might take the zing out of the holiday I'd say. At the end of the day, drink driving is not a good thing to do and has cost probably most of us a friend or two over the years, but I think the introduction of the Breathalyzer to the island will be a great thing.

Ok folks I'm gonna cut it short this week as there are many things to get done before the big day. I hope to catch

up with you all and down a few little green ones over the period and trust that the most of you stay safe, happy, healthy and try

your best to have a very Merry Christmas.

The court was told on Tuesday, December 10, 2013, how the travel agent did not realize he was being followed by the men when he returned to his car in the parking area and was set upon by Wong Wei and Wat Yiu.

The men knock aggressively on the car window of Haryanto and repeatedly struck the guide causing lacerations and bruises to the man's face.

Haryanto tried to run away from the men but was cornered again at the adjacent gas station where the

Two foreign businessmen are facing criminal charges in Bali for assaulting a travel agent who brought customers to the Feyloon Restaurant in Kuta.

Facing justice are Malaysia Frederick Wog Wei and Hong Kong citizen Wat Yiu Fai who have been charged with assault under Section 170 of the Indonesian Criminal Code (KUHP) with a maximum penalty of five years in prison.

Wong Wei who works as the manager of the Feyloon Chinese Restaurant and the Restaurant's owner Yiu Fai beat Bali travel agent Hendra Haryanto in a parking lot opposite their restaurant on August 4, 2013.

Nyoman Sudiantara, the lawyer representing the two men, has called on the court to see the case in a proportional way, concerned that a harsh punishment would deter foreign investment in Bali. Sudiantara argued before the panel of judges: “If my clients are ruled legally at fault in the disciplining of their subordinates, this case will have an affect on foreign investment in Bali.”

As a foreigner, there is a number of ways that can lead to you owning your dream property in Bali.

The best option for you will depend on your personal situation, the type of property, risk factors and the type of investment model.Even though it states in Indonesian law that foreigners are not allowed to hold a 'freehold' land title, there are ways that have been in practice for a number of years that enable foreigners to control a freehold title indirectly or to hold a leasehold title in their own name.

RIGHT OF USE (HAK PAKAI)This is the right of use over state-owned

(crown land) or property owned by public or private persons/entities for a specific purpose for (generally) a finite period and occasionally for an indefinite period. This land right may not be sold, exchanged or transferred unless explicitly state in an agreement.

Hak pakai may be held by and Indonesian individual or entity. Or foreigner permanently domiciled in

Indonesia, or a foreign legal entity with a representative office in Indonesia such as foreign Banks, embassies, etc.

NOMINEE SYSTEM FOR HAK MILIKThis structure is a regularly practiced

procedure in Indonesia, whereby the foreigner nominates and Indonesian representative to acquire the land and to hold the 'freehold' title (Hak Milik) on behalf of the foreigner.

Ownership of the land is transferred from the previous owner to the Indonesian nominee.

The foreigner and the Indonesian nominee then sign an agreement which recognizes the Indonesian nominee as the legal owner of the property whilst declaring the foreigner as the rightful owner of the property. This agreement denotes that the Indonesian nominee will carry out any directives from the foreigner regarding the land. This agreement must always be concluded in the presence of a public notary.

other areas in terrorists' sites, Sutarman would not elaborate and name those areas.

“I ask that everyone remain calm because the police are safeguarding security for those who celebrate Christmas and New Year,” said Sutarman.

He added that the police continue to monitor suspected members of terrorist networks, but will only take definitive action if plans for attack develop further.

The Police Chief reminded that the government has crushed a number of terrorist cells over the past decades, brining to justice those who bombed Bali in 2002 in an attack that killed 202 people.

"We're looking at heritage, so there'll be a lot more flavour profile there, basically," Rook said.

"The world 'whisky' comes from 'Eau de Vie' the water of life so it was that idea of the running of water. So it will come off clear and then when you put it in a cask it sits and the wood acts like a sponge.

"So the spirit absorbs in, it sucks out some of the colour and sucks out some of the flavour so it's the contraction, expansion and contraction of the wood drawing flavour and colour in and out of the spirit, so in time the spirit will change

A S c o t s m a n a n d a n Englishman have banded together to create a single-malt whisky they say will be the first distilled in London since 19th-century laws wiped out the craft in Britain's capital.

Darren Rock, the CEO and co-founder of The London Distillery Company, and Andrew MacLeod Smith, his Scottish head distiller, poured the first of their clear spirit into oak barrels to age and pick up a tawny colour before being bottled and sold.

They say it must be aged at least three years to be whisky under British law, and they may choose not to sell it until 2017 or laterwith a name yet to be chosen.

"London obviously has a very rich brewing heritage, but in terms of distilleries everything subsided when licensing laws became a bit more rigid down here," MacLeod Smith said during a tour of the modern distillery in an old dairy building on the south bank of the river Thames.

"The guys up north in Scotland were a little bit more fortunate, because they were stuck out in the hills so the taxman couldn't find them, and when they finally regulated the industry again and started handing out licenses, all these distillers came out of the woodwork and said, 'Yeah, we'll take one.' So they already had the industry set up."

Whisky revived after 100-year droughtcolour."But it's not just the

ingredients and distilling process which dictates the flavour, distiller MacLeod Smith said.

"The composition of the spirit is sort of determined by the environment that you create it in and this in itself used to be an old dairy, a Victorian dairy, so who knows what weird and wonderful bacteria and yeast are living in these walls?

"So that will give us a distinct spirit - something that

can't be replicated anywhere else."And when can tipplers expect

to taste a whisky distilled and aged in London but which as yet has no name?

"Probably it's around 2017 - 2016 it will be officially spirit, but we want to give it enough time that we feel happy with it," Rook said. "It might be that it goes 12 years or 10, but it will definitely be whisky in 2016.

"I can't tell you the name, if that makes sense you know, branding and all that but we've got three years so you'll just have to wait to be surprised."

The distillery says it produces different-sized casks of whisky but on i ts website says overal l production "is a fraction of what even the smallest distilleries in Scotland produce".

Selfies give party teens away to copsA ghost party in a stolen mansion, $1 million damage, a stuffed leopard and telltaleselfies - it's a story very much of our age.

Police were last month left dismayed by a party promoted on Twitter in an opulent Southern Californian mansion in which trespassing partygoers absconded with medieval armour, designer suits and a $250,000 stuffed leopard.

The vacant $7 million mansion was up for sale and was chosen as the venue for a 17-hour ghost party a gathering organised on a whim, often at a venue not owned or rented by the host.

About 100 guests paid an entry fee and then partied hard. They left the palatial home trashed when they departed in the early hours of the morning.

"They just had a free-for-all once the place was broken into," Lt. Arthur Scott said "Once entry was made, it was like, 'Oh, this is fun.'"

Police investigated for two weeks, trying to track the stolen clothes, art, electronics and distinctive decorative items.

This week, the Los Angeles County Sheri ff 's Department announced they had had a breakthrough thanks to millennial egos and social media.

T h e y a r r e s t e d 1 6 teenagers, thanks to photos they posted online of their antics.

Three 18-year-olds along with 13 minors were arrested. They face multiple charges including burglary, grand theft and trespass.

"They were actual ly bragging about the party, showing themselves within the residence, showing themselves carrying some of the stolen property," Sheriff's Capt. Tim Murakami said.

No sex before Brazilian games?The Brazilian tradition of the concentracao sequestering teams before matches and shielding them from temptations such as sex and alcohol is under threat as players take a stand against the late payment of wages.

So far this year players at Botafogo, Portuguesa and Vasco da Gama have refused to attend the concentracao because their salaries were not paid on time.

Although only Botafogo's players have maintained the boycott, their action has led to a reappraisal of the ritual and raised questions over the integrity of Brazilian players.

"Football is all about results, and if Vasco and Botafogo can show that they perform better without the concentracao then other teams will adhere," said Lucio Surubin, the director of football at recently relegated Nautico.

"But it is hard. If I had responsible and conscientious professionals I wouldn't have any q u a l m s a b o u t e n d i n g t h e concentracao. But I don't."

The concentracao is a long-standing institution used to control players. Teams gather in hotels or at the club training ground for one or two nights before matches so staff can monitor the players, prepare them for games and keep them away from outside influences.

Botafogo's players rebelled at the start of the year. The club had not paid their salaries for several weeks and the players abandoned the concentracao in protest.

The exper imen t p roved successful and continued even after their salaries were paid.

The Rio de Janeiro side have had one of their best seasons in years. They won the Rio state championship in May and finished fourth in Serie A, guaranteeing a place in next year's Copa Libertadores for the first time since 1996.

One of the club's veterans, central defender Bolivar, said they know the spotlight is on them and they look out for each other.

In Brazil, fans regularly monitor which players are spotted socialising in the days before matches, a task

made easier by social media."We don't spy on each other but

we're aware that we've been given a vote of confidence and we need to respect that and live up to it," Bolivar, the former Monaco player, said. "This can only work when you trust the players."

Bolivar added that when European players learn of the concentracao "they think it's crazy".

Even in Brazil, the practice has long been considered anachronistic. In the early 1980s, Corinthians midfielder Socrates called it a

"notorious aberration" and the then medical student organized shifts the day before a match to avoid being involved.

He led his team mates to vote against the practice and they rejected it for several years during a period known as Corinthians Democracy. However, when he left the club in 1984 the concentracao returned.

LEGENDARY TALESOther players have legendary

tales of escaping the bubble.Garrincha sneaked out of the

Botafogo team hotel during a 1959 tour to Sweden, and nine months later was rewarded with a son.

Renato Gaucho missed out on the 1986 World Cup after being caught partying on the eve of the tournament.

Romario and a young Ronaldo left Brazil's team base one night during a Copa America tournament. After scaling a wall, Ronaldo was surprised to find Romario had arranged a taxi to take them to a nightclub. "It was mega-professional," he joked years later.

Nevertheless, many players acknowledge the practice does serve

team to be together, to talk over the game, to watch videos of opponents, and to relax," said Moises Moura, a central defender with Portuguesa whose itinerant career has taken him to clubs in Portugal, Russia, Qatar and China. "These kind of things keep you focused on the game."

But he added: "In Brazil, where there are two games a week almost every week, there is a certain attrition.

"You spend more time with your team mates than with your family.

Players need downtime to get football out of their heads and take the pressure off."

Other players said some Brazilians are not responsible enough to be left to their own devices.

If the team are playing well fans overlook transgressions, but when the results go against them there is a backlash.

B r a z i l i a n s u p p o r t e r s regularly harass and abuse

players and sometimes even attack them when the team is struggling.

Corinthians fans recently chanted slogans against Romarinho after he was spotted socializing. Fans at Vasco did likewise with Rafael Vaz in October when they suspected him of going out on the eve of matches.

Vasco players boycotted the concentracao for several games earlier this season when the club was behind on paying wages, but they have since returned. Vasco were relegated last week.

Only time - and money - will tell if more teams follow the lead of Botafogo, or even if the Botafogo players' stance continues.

Bolivar said he was enjoying having more time with his family but doubted whether many clubs would vo lun ta r i l y adop t Bo ta fogo 's approach.

“Botafogo are pioneers but not every team can do it," he said. "I think the majority of players aren't ready for it. They have friends, they go out, they aren't all responsible. The mentality here is different. I think it will take some time."

A revised MotoGP calendar avoids date clash FANS of both MotoGP and V8 Supercars can breathe a sigh of relief: you won't have to choose between the two on October 26 next year.

Originally, the final Sunday in October was going to be a very busy day in 2014, with the Australian MotoGP at Phillip Island scheduled for the same weekend as the Gold Coast 600.

However, Dorna has released a revised version of their provisional 2014 calendar, shuffling the three flyaway races in Japan, Malaysia and here.

Phillip Island's race day now falls in between the Bathurst 1000 and the Gold Coast events - precisely where it has fallen in recent years.

The other amendments include the confirmation of the traditional visit to Jerez early in the season, while the Brazilian round is still subject to the Autódromo Internacional Nelson Piquet circuit receiving FIM homologation.

If the circuit doesn't pass the inspection the calendar would change again, with the preceding Aragon race expected to push back into the September 28 date.

The 19-race season starts two weeks earlier than usual in Qatar, visiting the US and Italy twice and making it's first visit to Argentina since 1999, before the season finale at Valencia in Spain on November 9.

Australian hopes will be carried by Broc Parkes, who was announced as the second rider for Paul Bird Motorsport earlier this week.

The MotoGP circus begin the build-up to the 2014 season with testing in Malaysia in February.

Honda confirm they will continue to enlist the skills of Casey

Stoner as a test rider in 2014

CASEY Stoner might now be retired from racing, but expect to see him hopping back on a MotoGP bike in the new year.

Honda have confirmed the two-time world champion, whose last title in 2011 came with the Japanese concern, will continue to work as a test rider for them in 2014.

Locked in a heated battle for the 2013 crown Honda sent Stoner an SOS call, asking for his help to develop their RC213V bike as it fought fierce rivals Yamaha for supremacy.

"Casey won't be at the Phillip Island test," the HRC boss told MCN. "Our two factory riders will go to Phillip Island.

"Bridgestone will make tyres but not so many, so if we brought three riders Bridgestone would struggle to supply tyres.

"Bridgestone are sti l l unsure which type of tyre they should make for Phillip Island and this is the purpose of the test and they will bring several different constructions and compounds."

An amorous Italian couple's love-making became so noisy that a neighbour spread the word locally and even invited his friends to listen in, it's reported.

Holden to stop making cars in Australia

been struggling for some time, despite the government extending support to the industry via subsidies over the past few years.

Holden has been an iconic brand in Australia. In fact, it personified the Australian car industry for decades.

Unfortunately, its latest move is also symbolic of the issues faced, not just by it, but the sector overall.

O n e o f t h e b i g g e s t headaches has been the strong Australian currency, which has risen nearly 30% against the US dollar over the past five years.

That has made foreign-made cars cheaper f o r A u s t r a l i a n c o n s u m e r s . A c c o r d i n g t o various estimates, nearly 85% of cars sold in the country are imported.

A relatively smal l domest ic market means that l o c a l manufacturers are left competing for an even smaller share, which is proving insufficient to sustain their

Holden, a subsidiary of General Motors (GM), has said it will stop making cars in Australia by the end of 2017.

The move will result in nearly 2,900 people losing their jobs.

The firm said a s t r o n g A u s t r a l i a n c u r r e n c y , h i g h manufacturing costs and a small domestic market were among the reasons behind its decision.

Holden, which has made cars in Australia for nearly 65 years, will retain its sales unit and a parts distribution centre in Australia.

"The dec i s i on t o end manufacturing in Australia reflects the perfect storm of negative influences the automotive industry faces in the country," GM chief executive Dan Akerson said in a statement.

"This includes the sustained strength of the Australian dollar, high cost of production, small domestic market and arguably the most competitive and fragmented auto market in the world."

According to the Australian Broadcasting Corporation (ABC), Prime Minister Tony Abbott declared last week that there would be no more taxpayer assistance.

The government had also increased pressure on Holden in recent days to clarify its future plans for Australia.

Dave Smith, national secretary of the vehicle division at Australian Manufacturing Workers Union, sa id the g o v e r n m e n t ' s p u s h h a d influenced Holden's move.

"I believe the decision's been prompted by the behaviour of the government yesterday," he told the ABC.

"Unfortunately, they've been let down by a government that wouldn't back them in."

He said he was unaware of any food or drink going missing.

Det. Const. Quigley told the court he became dismayed when his drinks were s to len f rom a communal fridge and said his "sole intention was to

catch the thief"."I admit fully and accept all

culpability for my actions," he said. "I am extremely sorry and deeply remorseful for what has happened. It was never my intention to cause any injury to anyone."

The pair were based at police offices in Stratford, east London, but did not know each other, the court was told.The trial continues.

Twin giant panda cubs turn out to be female At lanta Zoo off icials said that twin giant panda cubs, the first to be born and survive in t h e U n i t e d S t a t e s , h a v e both turned out to be female.

The zoo, which initially had identified both cubs as male after they were born in July, said DNA testing had now shown they are both female.

"Prior to the time they are at least 3 years old, there are no obvious external cues as to their sex," the zoo said in a statement.

Members of the public this fall helped choose the twins' names, Mei Lun and Mei Huan, which come from a Chinese idiom meaning "something indescribably

Po and the twin cubs were conceived through a r t i f i c i a l insemination with the same set of parents.

A Philadelphia museum has the perfect holiday gift idea for the person who has everything, including a love of science and a dark sense of humour.

A $200 donation buys the preservation of one of 139 skulls dating back to the 19th century in a collection at the Mütter Museum of the College of Physicians of Philadelphia.

Subtle vibrations from footsteps of museum patrons have caused the skulls, which have been on continuous display for more than 100 years, to lose or crack their teeth, said curator Anna Dhody.

"They need help," she said. "They need saving."Money raised through the Save Our Skulls campaign

will be used to build better mounts.The skulls were amassed by 19th-century Viennese

scientist Josef Hyrtl to debunk the study of phrenology, the belief that the shape of a skull determines a person's moral calibre and that different races are actually different species.

"By collecting predominantly Caucasian skulls, he showed the vast degree of variation," Dhody said.

In doing so, she said, he was able to prove that sweeping statements based on skull shape were not accurate. "For that he was forced into early retirement."

Hyrtl's skulls were collected by means that today would be considered unethical, including employing body snatchers who stole them from graves, according to historical documents.

They came from a wide geographic area, including Egypt, the Balkans, Germany and what is now Italy. He sold them to the museum in 1874.

Donors can choose a specific skull to sponsor from a list on the museum's website. Still available is the one from StefMilanovic, a 24-year-old who died while imprisoned in a fortress.

KGB and aliens propel latest UFO interestRussia is riding a new wave of UFO interest after claims the former superpower has had alien insight for decades.

Among recent reports in Russian media is a tale that a UFO crashed in Mother Russia in the Soviet heartland in 1969 and was recovered by Russian military.

Reports suggest that an alien found with the foreign ship was given an autopsy.

The landing and autopsy was filmed.

Golfer Adam Scott loses $2.5 million in sale of his Jade apartment

GOLFER Adam Scott, great bunker player that he is, has had an extremely costly sand "shot" on the Surfers Paradise beachfront.

Adam's dropped nearly $2.5 million on a ground-floor apartment in the very select Jade tower.

It's one of two he bought off the plan for $4.4 million each in 2004.

He unloaded the first three years later at $5.9 million, a deal that apparently involved a trade.

In his latest sale, Adam's suffered what, in golfing terms, could be called a shank.

The values have gone in the wrong direction and his $4.4 million property has sold for $1.94 million - b y far the lowest price paid for a Jade apartment.

The deal was done before he embarked on a highly successful, and profitable, four weeks of golf in

Australia that included winning the Australian PGA event at the Gold Coast's RACV Royal Pines.

A d a m , w h o o w n s a Sanctuary Cove house, had been trying to sell his remaining Jade apartment since 2010, initially asking $4.9 million.

Later that year it was available for rent at $1300 a week.

The buyer is a somewhat colourful Melbourne character called Bill Lewski, a former accountant who founded the Prime Retirement and Aged Care Property Trust.

Prime collapsed in 2010, with investors reportedly out of pocket to the tune of $550 million.

Bill, who's been in the sights of corporate watchdog ASIC, already had a $4.62 million stake in Jade.

Last year he bought one of

apartment and he perhaps has visions of connecting the two properties.

His new buy, unlike other apartments in the tower, does not have a balcony pool but instead has a courtyard spa.

Jade was built by Sydney developer Michael 'Mick' Bezzina on a $17.5 million Northcliffe Terrace site bought in 2003.

The global financial crisis sent Mick's world crashing and since-failed funder LM Investment was left holding a raft of unsold apartments, which subsequently have been cleared.

Residents in the tower include Harbour Town developer Bernie Lewis's widow and daughter, Toni and Marnie; rich-lister and Kirra Hotel owner Brian Flannery's wife Peggy; and Brisbane developer Kim Pradella.
