Vice-Chancellor Speaks.... Greetings on the eve of Independence Day and University Formation Day Kakatiya University will be shortly celebrating the occasion of completion of forty glorius years since its inception in 1976. It gives me immense happiness that I am here to share the pride of the moment with you all. The University carved out a niche for itself over the years with its academic output, well established credentials and capable university administrators. I envisage a very bright future for the university and I intend to carry out all the good traditions that my predecessors have laid. As one who believes in the dictum, "Learn to serve and serve to learn" I wish to initiate certain healthy practices with the participation of all the stakeholders. Education is an empowering mechanism that inculcates a spirit of belonging and humanity, a sense of oneness and compassion among its partakers. Universities are intended to generate original ideas, promote culture and produce thought leaders. It is in the portals of universities that higher learning leads to research and development through application of ideas. At the same time, universities on their part, need to be sensitive to the needs of their surrounding region. I believe that in the university system quality sustenance, equity and social justice, transparent administrative set-up, effective functioning of supervisory bodies and innovative teaching and quality research are the benchmarks of excellence. I wish to see that these are put in proper perspective and practice. If these are addressed sincerely inclusive growth will be a possibility. The entire system needs to be geared towards the upliftment and betterment of students giving them the fruits of our efforts. I venture into the administrative echelons of this revered university with these ideas and I hope these will find acceptance in the process of implementation. Prof. R. Sayanna Vice-Chancellor

Prof. R. Sayanna soon after taking over chargeas Vice-Chancellor of the Kakatiya Universityinteracted with Principals, Deans,Chairpersons and Heads of Departmentsconvening separate meetings. Prof. Sayannaurged them to rededicate themselves to thedevelopment of the University and to makeKakatya University one of the primeinstitutes of higher learning in the country.It is only with team effort, commitment,dedication and discipline development could

be achieved, he said. Discussing various issue related to the Universities, he exhortedthem to strive to improve the academic standards of the University. Teaching andResearch should be given top priority, he said. He requested the Principals, Deans,Chairpersons, Heads to act independently and resolve the issues at their level inaccord with University statutes and ordinances. He sought the unstintedcooperaton of all the sections of Kakatiya University to reach greater heights inacademcs in the years to come.

Kakatiya University has conducted the StateLevel Entrance Tests ICET 2016 and LAWCET2016 successfully. The ICET 2016 was held onMay 19, 2016, and 66701 candidates appearedfor the test. The LAWCET 2016 for admissionsinto LLB (3YDC) and LLB(5YDC) and LLMcourses in Telangana State was held on May 24,2016. As many as 13253 candidates appearedfor LLB (3YDC), 4083 for LLB (5YDC) and 1781for LL.M entrance tests. Prof. K. Omprakash wasthe Convener for the ICET 2016, and Prof. M.V.Ranga Rao for LAWCET 2016.

The Seventh Endowment Lecture in memory of late Sri P.V. Narasimha Rao, former

Prime Minister of India was held on January 27, 2016. Dr. Sandeep Pandey, social

activist and Raman Megasaysay Awardee spoke on the topic, "The Paradox of Growth

and Worst Social Indices in the World." He opined that India has been growing up in

terms of per capita income while sliding down in terms of social indicators. India was

lagging behind on many fronts in comparison to Bangladesh and other South Asian

Countries. Drawing a comparison between India and neighboring nations, Pandey

said Sri Lanka reached 99 percent literacy rate and has a health centre for every 1.4

kilometers. Participating rate of women in workforce in Bangladesh is higher than in

India, he pointed out. Further he stated that infant mortality rate in India is higher

than many other countries in the world. He lamented over budget cuts for Health

InternationalConference onEmergingBiotechnologies

The Department of Biotechnology, Kakatiya University organized an internationalConference on "Emerging Biotechnologies" successfully for the fourth time duringJanuary 28-30, 2016 in honour of two senior professors Prof. A. Sadanandam andProf. N. Ramaswamy who were attaining superannuation. The main objective of theConference was to foster interaction between students/research scholars pursuingbiology & interdisciplinary subjects and internationally reputed scientists, academiaand industrialists in the field of biotechnology. The Conference included a keynoteaddress, 8 plenary lecturers a poster session and oral presentation session for youngresearch scholars and budding scientists separately. Scientists and academia fromAustralia, Germany, Hungary, Iran & Bhutan, internationally reputed Indian scientistsand academicians from premier Indian institutes, central and state universities deliveredplenary lectures encompassing, the branches of biotechnology like genetic engineering,recombinant proteins/molecules, genomics and proteomics, RNAi technology,molecular evolution & phylogeny and environmental biotechnology. Along with theconference prestigious DAAD alumni meet was also hosted, where internationallyreputed DAAD alumni came together onto a single stage and shared their experiences,scientific expertise and knowledge.

The Department of Botany, Kakatiya University,organised a three-day National Conference on "PlantDiversity: Challenges in Conservation and SustainableUtilization" during February 4-6, 2016. Prof. A.Seetaram Naik, MP (Mahabubabad) was the ChiefGuest. He said that protection and conservation offloral diversity is the need of the hour and it is hightime that a concerted effort is made to conserve it.Dr. K.P. Srivasuki, Director General of Centre forHyderabad Forest and Natural Resource ManagementStudies, Hyderabad in his keynote address said that

strategic plan and its implementation is required to control further damage. Prof G.Bagyanarayana, Vice-Chancellor, Palamuru University, Mahaboobnagar was Chief Guestat the Valedictory Function. Sixteen invited lectures were presented by eminent scientistsfrom India and including Dr. Laszlo Szabados from Hungary. Forty delegates fromdifferent States of the country and a total of 196 delegates participated in the nationalconference. Delegates include Prof. Vidyavathi,Prof. Rana Kaur, Prof. S.M. Dr.Babu Jagjivan Ram Birthday celebrations

The Seventh Endowment Lecture in memory of veteran freedom fighter and journalistlate Sri Pamulaparthy Sadasiva Rao was held on January 29, 2016 in the Seminar Hall ofKU College of Commerce and Business Management. Former Vice-Chancellor of KakatiyaUniversity and present Vice-Chancellor of K.L.N. University, Prof. C.K. Kokate speakingon the topic "What is ailing Indian Higher Education System" said that the Indian HigherEducation has witnessed significant quantitative transformation during the post-independent era and qualitative development is also essential, he said. He said thatinconsistency in policies and adhoc planning, multi-centric regulatory control systems,quality of teachers and students, uneven distribution of higher educational institutionsare some of the key issues to be addressed. With change of governments, education policiesare also being changed, he observed. Adhoc policies in education system would not yieldfruitful results. Education institutions are mostly urban centric causing uneven distributionof learning opportunities depriving higher education access to students of rural areas. Heexhorted the teachers to dedicate themselves to sacred duty of knowledge disseminationto ensure qualify of education. A good teacher is a life long learner, a preacher of moralvalues, an elicitor of academic synthesis, an excellent motivator, a precursor for academicprocessor, an educator par excellence and a model for his students, opined. InchargeRegsitrar Prof. Khaja Althaf Hussain presided over the lecture programme. Prof. M.Subramanya Sarma, Dr. Pamulaparthy Niranjan Rao, Dr. P. Rama Rao, former Vice-Chancellors Prof. Vidyavathi, Prof. V. Gopal Reddy were among those present.

The significant event of IACLALS Conference was organised by the Department ofEnglish, Kakatiya University, Warangal during 22-24 January, 2016. It was chaired byK. Damodar Rao, Head, Department of English. Ambai, the noted Tamil writer andkey-note speaker, Prof. GJV Prasad, Chairperson of IACLALS, Dr. Rina Ramdev,Secretary, Prof. Subhendu Mund, its Vice-President, Prof. G. Damodar, Dean, CollegeDevelopment Council, Prof. K. Purushotham, Coordinator, SAP, and Controller ofExaminations, were on the dais. Prof. GJV Prasad focussing on the theme saidcontroversies are good as they keep books alive and we have to protect the right towrite. Three books namely Mapping English: Recent Studies in Language andLiterature; Multiculturalism in Indian Tradition and Literature; Interrogating the Canonwere released. KJES Vol. 35 was also released. The conference was organized in sevensessions in which scholarly papers were presented by English teachers of differentuniversities across the country. In the "Meet the author" sessions, Short Story writerProf. Narendra from S.V. University, Thirupathi and Dr. Raamaa Chandra Mouli,eminent poet and young novelist Mr. Sharath Komaraju took part. Noted Teluguwriter Mrs. Volga, in her valedictory address said that women and dalits have been atthe receiving end of censorship and all right thinking people and progressive mindedorganization should condemn censorship, banning of books, and protect the writersright to write.

Sri T.Chiranjeevulu, IAS, Incharge Vice-Chancellor inaugurating the workshop at the Botanydepartment seminar hall said that information is playing a vital role in the present dayworld. Delivering keynote address, UGC Emeritus Fellow Prof. S. Sudershan Raoregarded information literacy as life long learning. Incharge Registrar Prof. KhajaAlthaf Hussain exhorted the research scholars to hone information literary skills.Workshop director B. Radhika Rani said that the main objective of the workshop is tocreate awareness on identifying and effective use of open access resources, searchstrategies and retrieval methods, use of databases, citation styles, plagiarism andintellectual property rights and copyright besides providing practical training. The Technical Staff Association of Kakatiya University organized the first conferenceof Technical Employees of South Indian Universities and also celebrated the GoldenJubilee of AIUEC on June 10-11, 2016. Prof. A. Seetharam Naik, Member ofParliament, Mahabubabad inaugurated the conference as chief guest. Addressingthe conference he said he would strive to resolve the problems of the UniversityEmployees. He observed that there are anomalies in respect of many technical postsin different universities and felt the need to have uniformity. Addressing theconference Warangal West MLA Dasyam Vinaya Bhaskar assured to bring theresolutions of the conference to the notice of the government for consideration.The main motive of the conference is to discuss the problems of technical employeesworking in the Universities on a common plat form to resolve them, said convenerof the Conference Dr. Pulla Srinivas. A comprehensive report would also be submittedto both Centre and State governments projecting the issues, he added. Participatingas Guest of Honour Controller of Examinations Prof. K. Purushotham said that thestaff along with block grant is not increased on par with hike in strength of studentsover the years. Sri M.B. Sajjan, AIUEC Secretary-General, V. The 31st meeting of Academic Senate of Kakatiya University was held on March 29,2016. Prof. M. Subramanya Sarma, Dean, Faculty of Commerce & BusinessManagement presided over the Senate and presented the budget for the financial year2016-2017. The Senate has approved a budget of Rs. 174.26 crore unanimously. Itis estimated that the University would get a revenue of Rs. 152.59 crore and theexpenditure would be Rs. 174.26 crore. With an opening balance of Rs. 12.39 crore,the deficit comes to Rs. 9.28 crore. While the university needs Rs. 106.84 crore towardsteaching and non-teaching staff salaries, an amount of Rs. 67.03 is sanctioned by thestate government as grant-in-aid.

An amount of Rs. 12.44 crore was allocated for developmental activities whichinclude Rs. 10 lakh for auditorium, Rs. 5 crore for KU College of Engineering &Technology. Further an amount of Rs. 7.86 crore was earmarked for Sports Board, Rs.1.69 crore for NSS activities, Rs. 12 lakh for Internet facilities, Rs. 36.67 crore forExamination Branch, Rs. 13.35 lakh for University Library, Rs. 7.80 lakh for UniversityHealth Centre, Rs. 9.50 lakh for Welfare and recreations activities, Rs. 11.25 lakh forStudent Services, Rs. 3.0 lakh for Library Automation, Rs. 25.00 lakh for plantation,beautification of campus, maintenance of lawns and Rs. 20.00 lakh for laying ofroads. University Incharge Registrar Prof. Khaja Althaf Hussain appraised the Universitydevelopment. Former Vice-Chancellors Prof. Vidyavathi, Prof. N. Linga Murthy,and Senate members attended he meeting.

Ravindra Prasad, formerProfessor of Osmania University and Advisor, Academic Staff College, Hyderabaddelivered lecture on "Our urban futures: Towards Good Governance and Sustainability."He said that urbanization, despite its contributions to economy and quality of lifebrings in its train many challenges relating to governance, infrastructure and servicedelivery, poverty, environment etc. About half of the world's population is in urbanareas and India's urban population is the second largest in the world next to china. Hestressed the need for Urban Policy to meet the future challenges of urbanization. Thoughwe have Industrial policy, Education Policy and policies for every field,Urban Policy is not yet prepared, he pointed out. Urban Policy would be a guide forthe systematic development of cities and to meet the growing challenges due tourbanization. Implementation of 74th Constitutional Amendment providingempowerment to the local bodies, need for modern decision making architecture,redesigning institutions to administer the present and emerging urban challenges,revamping human resources to bring professionalism into urban governance, conferringautonomy and freedom on cities to address specific problems are some of the measuresto be taken in this direction to address the urban challenges, Ravindra Prasad said.Incharge Regsitrar Prof. Khaja Althaf Hussain, Prof. M.
