Objectives of the Project
▪ The main propose of the UZB-4 project is to establish a Common information education environment in basic education via provision of computer equipment to public schools
※Provide with computer in 1:20 pupils’ ratio till 2010
▪ Establishment of unified educational information environment in secondary education - Access to high quality local & network educational e-learning Materials
- Development of open education approach on the basis of interactive
distance leaning techniques
- Step by step transformation of education based on ICT
▪ Methodological support and means for continuous professional
development of teachers
▪ Improvement of quality of education, Include Schools located in the
remote areas

▪ ECC (Educational Computer Class) Establishment
- ECC equipment to 1,770 schools scattered around the Country
- Each school will be equipped with 14 student computers, 1 teacher computer,
and 1 set of peripherals, as well as basic software.
▪ Establishment of the CDMEP (Consist of 5 Sub-Components)
- Construction-and-assembling operations and equipment delivery for
Multimedia Studio and CDMEP Office
▪ Development of e-Portal at CDMEP
- Delivery and Installation of Server for e-Portal service
▪ Expert Work (Consist of 5 Sub-Components)
- Support to ten (10) professional experts (47M/M) in five (5) subjects
▪ Fellowship training Program (Consist of 5 Sub-Components)
- Invite totally 48 persons for100 days from MOPE, CDMEP and local teaching
trainer for education & training

Conduct Survey and Improvement of Implementation Design
▪ Visit to Project schools and conduct a Survey to ascertain environment
for installation of the components and materials to meet requirements
of the project (Site Survey Report)
▪ Review Feasibility Study of the Project and revise the scope of works
under the project
▪ Plan primary design for achievement of optimal decision
▪ Prepare comprehensive documents for improvement Project design
and submit report to MOPE
▪ Co-operation Development and Research Group specialists of CDMEP
Preparation of Tender Documents
▪ Establish tender procedures and prepare tender documents
▪ Prepare detail specifications for all equipment, goods and materials
and services procured under the project
▪ Submit draft tender documents to MOPE and prepare the final tender
documents
▪ Assist in preparation and distribution of appropriate documents for
invitation to tender
▪ Prepare other necessary documents for conduction of tender
▪ Co-operation with and training of CDMEP Specialists
Assistance of Bidding Process
▪ Assistance in Evaluation of Tender Proposals
- Prepare specialists to conduct tender evaluation
- Assist in organization for evaluation of tender proposals
- Support in development of evaluation reports of the proposals
- Co-operation with Group of Finance Specialists of CDMEP
▪ Assistance in Negotiation of Contracts
- Prepare bidding documents for procurement under Project
components
- Assist in selection of bid winner
- Assist in negotiation of awarding the contract and prepare final
contract & BoQ between the successful bidder and MOPE
- Observe the signing of the contract between successful bidder
and MOPE
Monitoring and Evaluation
▪ Ensure performance of equipment delivery (Overseas & Local) by
contractor in accord with delivery schedule
▪ Ensure to conduct preliminary test of equipment and apparatus,
measures of additional commissioning, test and further operation
▪ Ensure to provide Employer with all equipment, operation manual and
technical drawing
▪ Supervise installation of equipment and obtaining all necessary
certificates and guaranties
▪ Ensure selection of administrative and training personnel for
overseas training in accordance with work schedule
▪ Ensure timely commencement of Scholarship training and Expert work
program in accordance with work schedule
※ Report : Weekly, Monthly, Quarterly, Annual
Inspection Services
▪ Develop all necessary documents required for inspection
▪ Training local experts for inspection of equipment Installation and
Certification including H/W, S/W and other appratus
▪ Inspection for Readiness of Equipment installation and operational
Environment
▪ Inspection of the equipment Delivery and Installation including H/W
and S/W based on the number of sites agreed to by CDMEP and
Consultant

- Shipping Document Inspection, Inspection for Custom clearance,
Inspection for Equipment Installation (Before/After), Inspection for
Certification of final Acceptance
▪ The review, analysis, mutual test and verification of the relevant
Document (Contract, Proposal, Project Plan, etc) and meeting/interview
with the relevant personnel
▪ Study the potential of undetected problems that may surface during
implementation and operation
▪ Identification of any problems and improvement matters
▪ After conducting an audit, the Consultant hold a meeting with the
MOPE and the Contractor in order to confirm the auditing results

Auditing Organization Services
▪ Assist MOPE and CDMEP in project administration through coordination
of project contractors (The Supplier)
▪ Assist in liaison of relations between MOPE and KEXIM Bank

components of the Project
