Science and Technology Park (STP) Development Plan : Batam Techno Park 3
Challenges for STP Development and Operation 4
42
STP Development and Operations :
National Innovation System Challenges
Weak public-private collaboration in R&D
Weak support to S&T and lack of resources for technology transfer
Declining S&T human capital (researcher)
43
Weak Public and Private Collaboration in R&D
Industries prefer to acquire technologies from sources other/foreign country than public RDIs
Technology funded by public funded are often perceived to be unresponsive to industry needs
To address this concern is strengthening collaboration and synergy among local government, researchers, engineers and academics as a technology provider with businesses sector as users of technology in developing competitive products to achieve the competitiveness of the local/national economy.
44
Weak Support to S&T and Lack of Resources
For Technology Transfer
Public support remains inadequate ; Limited government budget and knowledge for S&T.
Its challenge is about how to Development of adequate technology infrastructure improve the utility of innovation
The key is increasing R&D’s Investment of innovation utility with private sectors or neighboring countries.
-
45
Declining S&T human capital
Inadequate R&D human resources (actually conduct research) compared with other countries
Indonesia has 2638 universities, but mostly are
“teaching” university instead of “research” or
“entrepreneur” university
The Challenge is to increase the number of scientists, engineers, and technologists based on the UNESCO’s standard of 380 per million population for developing countries.
