PERUTUSANPENGERUSI
Sejak PDPN ditubuhkan dalam tahun 1962 ianya telah memainkanperanan yang berkesan di dalam dua lapangan yang periling iaitu, pertama,mengendali dan menyediakan peluang-peluang latihan, khidmat nasihat danperundingan di dalam bidang pengurusan dan penyeliaan kepada sektor-sektorswasta dan awam, kedua, membantu dalam melatih dan mengwujudkanusahawan-usahawan Bumiputra.
Dalam tahun 1982, sejumlah 648 kursus telah diselenggarakan untukseramai 14,193 orang peserta. Ini adalah merupakan pertambahan sebanyak24.6% bagi kursus-kursus dan 39.4% bagi pertambahan bilangan pesertajika dibandingkan dengan tahun 1981. Pertambahan ini menunjukkan per-mintaan yang tidak berkurangan terhadap kursus-kursus yang dijalankanwalaupun negara sedang mengalami kemelesetan ekonomi. Situasi ini jugamembayangkan cara pemikiran yang sihat di kalangan pihak pengurusan yangseharusnya menekankan Pembangunan Tenaga Manusia di dalam situasikemelesetan.
YAB Data' Seri Dr. Mahathir Mohamad, Perdana Menteri Malaysia,telah kerapkali menekankan tentang pentingnya DAYA PENGELL/ARANyang tinggi di dalam pembangunan ekonomi.
Majlis Daya Pengeluaran Negara sebagai mengambil seruan ini telahmerancang satu kempen kebangsaan mengenai DAYA PENGELUARANdi mana aktiviti-aktiviti dan rancangan-rancangan tertentu bagi maksudmenyebarkan kesedaran DAYA PENGELUARAN fee seiuruh negara telahdiselenggarakan. Kempen ini merangkumi jangkamasa di antara dua hinggalima tahun.
Tujuan utama kempen ini ialah mengwujudkan kesedaran dan kefahamandi kalangan pengurus, pekerja dan individu betapa pentingnya meninggikanDAYA PENGELL/ARAN mereka demi untuk perkembangan ekonomi danpembangunan negara.
Dalam usaha ini PDPN telah melancarkan kempen ini dengan SeminarKebangsaan Daya Pengeluaran yang berlangsung pada 5hb hingga 6hb April,1982 oleh YAB Perdana Menteri dan diikuti dengan Bengkel KebangsaanDaya Pengeluaran oleh YAB Timbalan Perdana Menteri pada 18hb hingga19hb ]un, 1982. Seminar Kumpulan Kawalan Mutu (QCCJ, 'ActivitySampling Study', Kajian Perbandingan antara Firma dan Program Pening-gian Daya Pengeluaran yang berasaskan teknik Kejuruteraan Perusahaanadalah di antara aktiviti-aktiviti kempen Daya Pengeluaran yang telahdilaksanakan di sepanjang tahun 1982.
Di atas sumbangan Pegawai dan Kakitangan PDPN untuk sepanjang tahun1982, saya bagi pihak Majlis Daya Pengeluaran Negara ingin menyampaikanucapan penghargaan dan terima kasih.

BAHAGIAN I
PENDAHULUANPusat Daya Pengeluaran Negara
Pusat Daya Pengeluaran Negara telahditubuhkan dalam tahun 1962 sebagaisatu projek bersama oleh KumpulanWang Khas Bangsa-Bangsa Bersatu danKerajaan Persekutuan dengan Per-tubuhan Buruh Antarabangsa sebagaipentadbirnya. Mengikut RancanganGerakan projek itu, Pusat DayaPengeluaran Negara akhirnya akanberkuasa sendiri.
Dalam tahun 1966 Akta (Memper-badankan) Majlis Daya PengeluaranNegara Nombor 19 tahun 1966 telahdiluluskan oleh Parlimen dan Majlismenjadi sebuah fcadan yang berkuasasendiri mulai daripada Ihb Mac, 1966.Akta ini dipinda oleh Akta (Pindaan)(Memperbadankan) Majlis DayaPengeluaran Negara 1975 (Akta A305tahun 1975) sejajar dengan perkem-bangan Pusat ini.
Majlis ini telah menubuh danmenyelenggarakan Pusat DayaPengeluaran Negara bagi maksud:— Meninggikan mutu pengurusan
termasuk penyeliaan pada segalaperingkat dalam perdagangan danperusahaan di Malaysia;
— Memperbaiki kecekapan per-jalanan perusahaan, jualan danpemasaran dengan memberiperhatian khusus kepada kaedah-kaedah menambah daya penge-luaran, memperbaiki mutukeluaran, mengurangkan kos danmemberi latihan dan nasihatmengenai perhubungan antaraburuh dengan majikan;
— Mengadakan latihan danrancangan-rancangan lain yangboleh sebaik-baiknya mengisikehendak-kehendak tertentu dankehendak-kehendak tempatan dannegara amnya.
\ Menerangkan maksud-maksud,tujuan-tujuan dan usaha-usahaPusat dan mendapatkan kerjasamadaripada kumpulan-kumpulanmajikan dan pekerja;Menasihatkan, sebagaimana kaki-tangannya berkelayakan, Menteridan pertubuhan-pertubuhan per-sendirian, pertubuhan-pertu-buhan atau orang perseoranganmengenai perkara-perkara yangmeliputi segala segi dayapengeluaran;Berkhidmat sebagai suatu foramuntuk membincangkan masalah-masalah penubuhan, pengurusandan penyeliaan dalam per-dagangan dan perusahaan;Membuat penyata tahunankepada Menteri berkenaandengan kemajuan dan masalah-masalah meninggikan dayapengeluaran dalam perdagangandan perusahaan dalam negara ser-ta membuat syor-syor mengenaicara bagaimana masalah-masalahitu boleh diuruskan;Mengada dan menjalankanperkhidmatan-perkhidmatan pe-runding;Mengadakan dan mengekalkanperhubungan dengan pertubuhan-pertubuhan kebangsaan mahupunantarabangsa;Menjalankan usaha-usaha per-niagaan untuk mendapat keun-tungan bagi maksud perjalanankerja-kerjanya di bawah Akta ini;danMembuat apa-apa perkarasebagaimana yang bersangkutandengan atau terlibat daripada per-jalanan kerja-kerja di bawah Aktami.

KEGIATAN MAJLIS
A. Sepanjang tahun 1982, Majlisbermesyuarat sebanyak 6 kali, me-nyentuh di antara lain-lain perkaradi bawah:

Pusat Daya Pengeluaran Negara mem-punyai 7 Bahagian Latihan. Bahagian-bahagian tersebut terdiri daripada:

BAHAGIAN PERKHIDMATANBUMIPUTERA:-
Pusat Daya Pengeluaran Negaramelalui Bahagian PerkhidmatanBumiputera telah menganjurkanberbagai-bagai Kursus/Bengkel yangberorientasikan kepada bidangpengurusan perniagaan. Di antara Kur-sus/Bengkel yang dijalankan oleh PDPNdengan kerjasama agensi-agensi kerajaanlain dan cara sendirian adalah seperti dibawah:
*(i) Kursus Pra — Melahir dan Mem-bina Usahawan (Pra-MMU)
*(ii) Kursus Siri — Kursus Melahir danMembina Usahawan 1 (MMU 1)
*(iii) Kursus Melahir dan MembinaUsahawan 11 (MMU 11)

Bahagian Perkhidmatan Bumiputeramengandungi 3 bahagian iaitu:—
1. Bahagian Latihan — Bahagianini bertanggungjawab men-jalankan latihan-latihan bagimemberi/membekalkan usaha-wan dengan pengetahuan-pengetahuan dan teknik-teknikmoden yang berkaitan denganperniagaan/perusahaan melaluikursus-kursus yang diadakan.
Kursus-kursus yang dijalankan ini terdiridari:—
(a) Kursus Pra-MMU:Ini merupakan satu kursus baruyang dimulakan dalam bulanDisember 1981. Kursus ini adalahkhusus untuk mendorong pesertayang belum berniaga tetapi mem-punyai minat di dalam per-niagaan/perusahaan.
(b) Kursus Melahir & MembinaUsahawan (MMU 1)Merupakan kursus asas per-niagaan. Tujuan kursus ialahmemberikan pengetahuan-penge-tahuan asas perniagaan/per-usahaan untuk membolehkanpeserta-peserta memula dan men-jalankan enterprais masing-masing.
(c) Kursus Melahir & MembinaUsahawan (MMU 11)Yang mengandungi:
(i) Kursus Pengurusan Pema-saran
(ii) Kursus Pengurusan Ke-wangan
(iii) Kursus Pengurusan KedaiRuncit
(iv) Kursus Pengurusan KedaiMakan
(v) Kursus Pembinaan:a) Kaedah Penentuan
Kos Pembinaanb) Pengurusan Kewangan
Pembinaanc) Pengurusan Projek
Asas(vi) Kursus Simpan Kira-Kira
(d) Kursus KUPPKursus ini adalah khas untukPegawai-Pegawai Pembangunanuntuk Membolehkan merekamendorong bakal-bakal Usaha-wan, memberikan konsep danteknik-teknik perniagaan dan per-usahaan. Kursus ini memberipeluang kepada pegawai-pegawaiuntuk menjalankan kerja-kerjaseperti:
: mendorong bakal-bakal Usahawan: mengenal projek
menyediakan dan menganalisaprojek
: membuat susulan yang berkesan: menyediakan laporan kemajuan
(e) Bengkel Sehari (MMU 111)Memandangkan ramai di antarausahawan-usahawan tidak dapatmeninggalkan perniagaan/per-usahaan untuk mengikuti kursus,maka bengkel sehari dibuat khasbagi sasaran kumpulan ini.Bengkel ini dibentuk untukmenyelesaikan sesuatu masalahpengurusan yang tertentu.Bengkel'bengkel tersebut adalahseperti berikut:—
(1) Dorongan Kecapaian(2) Kawalan Stok(3) Meletakkan Harga(4) Pusingan Stok(5) Merancang Wang tunai(6) Pemasaran Punca Kejayaan
Perniagaan(7) Kawalan Mutu(8) Meninggikan Jualan Anda(9) Rekod-Rekod Asas Peng-
urusan Perniagaan(10) Kaedah Mengurangkan Kos(11) Penentuan Kos.
2. Bahagian Susulan & KhidmatNasihat, Perundingan sertaPusat Maklumat & Pem-bangunan Usahawan
(a) Bahagian Susulan & KhidmatNasihat/PerundinganPengalaman yang lepasmemperlihatkan bahawa latihan-latihan yang diberikan tidakcukup untuk melengkapkan diriseseorang itu dalam menceburibidang perniagaan, kerana latihanyang diberikan hanya meliputipengetahuan-pengetahuan danteknik-teknik pengurusan sahaja.Ramai usahawan-usahawanBumiputera menghadapi ber-bagai-bagai masalah setelahmenceburkan diri di dalam bidangperniagaan/perusahaan. Meman-dangkan masalah ini, PDPN telahmenubuhkan satu unit susulankhidmat nasihat &L perundinganuntuk membimbing parausahawan dari masa ke semasa.Unit ini mempunyai 5 peng-khususan iaitu Perkayuan, Auto-Mechanic/Ketukangan Besi,Memproses Makanan, Restorandan Penyajian dan Runcitan.Bahagian ini dibantu oleh kum-pulan Pakar Perunding Jerman,
(b) MethodologiPerlaksanaan untuk mencapaimatlamat diuruskan mengikutlangkah-langkah berikut:—
(i) Temubual Pertama (3.1) un-tuk mendapat mak-lumat Asas Perniagaan dancadangan-cadangan untukmengatasi masalah-masa-lah pokok.
(ii) Temubual dan mendapatmaklumat yang terperinciperniagaan (3.2) untukmengesan kelemahan-kele-mahan perniagaan dan
menyusun cara-cara meng-atasi masalah-masalahtersebut.
(iii) Pemilihan perniagaan/perusahaan untuk diberiperkhidmatan Susulan &.Perundingan Rapi agarmereka terus maju danberkembang dalam per-niagaan/perusahaan (3.3).
(iv) Pengwujudan perniagaan/perusahaan contoh (3.4)Enterprais yang mengun-tungkan. Enterprais yangmempunyai sistem peng-urusan yang berkesan. Per-niagaan/Perusahaan iniboleh digunakan untuklatihan-latihan amali danUsahawan Bumiputeraboleh dapat latihan amalidan dorongan darinya.

Perkhidmatan Perundingan inidiutamakan kepada berbagai jenis per-niagaan di mana pelaburan melebihi$200.00/-.
3. Kegiatan Utama dan Pen-capaian Pusat Maklumat &Pembangunan Usahawan(PMPU)Dalam Perancangan Pusat Mak-lumat Usahawan (PMPU) dijangkamengandungi 4 unit terdiri dari:—

(a) Kurs us /Seminar Latihan danBengkelSepanjang tahun 1982, bahagianini telah menjalankan sebanyak199 kursus untuk seramai 4964orang peserta. (Lampiran A).
(b) Susulan, Khidmat Nasihat danPerundingan(i) Pengkhususan Runcitan:
Sebanyak 71 Susulan Pe-ringkat Pertama iaitu 3.1telah diadakan. Ini diikutidengan 8 Susulan PeringkatPertengahan iaitu 3.2 dan 19Peringkat Lanjutan iaitu 3.3.Unit ini juga membuat 5Khidmat Perundingandalam tahun 1982.
(ii) Pengkhususan MemprosesMakanan
Bahagian ini member! khid-mat susulan pertama 3.1kepada 37 usahawan. Inidiikuti dengan 4 lawatanPerundingan dalam tahun1982.
(iii) Pengkhususan Restoran/PenyajianDalam tahun 1982 se-banyak 64 Lawatan SusulanPeringkat Pertama iaitu 3.1telah diadakan. Ini diikutidengan 3 Lawatan PeringkatPertengahan iaitu 3.2 dan48 Lawatan Susulan Rapidalam tahun 1982.
(iv) Pengkhususan Auto-Mechanic/KetukanganBesiBahagian ini dalam tahun1982 telah membuat la-watan susulan peringkat per-
mulaan kepada 46usahawan-usahawan Bu-miputera. Ini diikuti dengan7 lawatan susulan 3.2.

Dalam tahun 1982 Pusat inimenguruskan 6 mesyuaratPeringkat Kebangsaan.
(ii) Maklumat Perniagaandan Tender-Tender Kera-jaanDalam tahun 1982 Pusat initelah menyalurkan lebihdari 300 maklumat per-niagaan dan tender-tenderKerajaan kepada 2,000orang usahawan Bumiputeradi seluruh Malaysia.
(iii) Seminar Susulan Sehari
Bahagian ini juga memban-tu agensi-agensi kerajaanyang menjadi anggotaJawatankuasa Bersama Pem-bangunan Usahawan Pe-ringkat Kebangsaan men-jalankan 10 SeminarSusulan Sehari di seluruhMalaysia.
BAHAGIAN PENGURUSAN PER-SONNEL
Dalam tahun 1982 ini, satu perubahanstruktur dalam bahagian latihan telahdibuat di mana Bahagian KemajuanPengurusan telah dicantumkan denganBahagian Perhubungan Perusahaan dandinamakan Bahagian Pengurusan Per-sonnel yang diketuai oleh seorangPenolong Pengarah.
Penyatuan ini dibuat untukmengembeling tenaga pengajar dari

Lawatan Kilang dan Ceramah
Lawatan ke organisasi kerajaan danswasta adalah dibuat dengan beberapatujuan, di antaranya:
(a) Mewujudkan perhubungan dankerjasama
(b) Memperkenalkan kegiatanPDPN
(c) Menjelaskan perkhidmatan danprogram latihan yang ditawar-kan oleh Bahagian ini
(d) Menolong mengenalpastikeperluan latihan sesebuahorganisasi termasuklah perbin-cangan mengenai program-program latihan yang dipintaoleh organisasi itu.
(e) Lawatan susulan sesuatu projeklatihan
Sepanjang tahun ini sebanyak 34lawatan telah dibuat kepada 31 buahorganisasi awam dan swasta.Kebanyakan lawatan ini adalahberkaitan dengan keperluan latihansesebuah organisasi itu.
Bahagian ini juga telah dijemput un-tuk menyampaikan ceramah-ceramahfilem yang ditaja oleh organisasi awamdan swasta. Sebanyak 37 ceramah telahdisampaikan oleh Bahagian ini yangditaja oleh 24 buah organisasi di sepan-jang tahun ini.

Bahagian ini telah mengambilbahagian yang cergas dalam kegiatankempen Daya Pengeluaran yang dilan-carkan oleh Pusat Daya PengeluaranNegara terutama dalam menganjurkan:

BAHAGIAN KEJURUTERAANPERUSAHAAN/BAHAGIANAUTOMESYEN KOS RENDAH(LCA)
Bahagian Kejuruteraan Perusahaandan Bahagian Automesyen Kos Rendahdiketuai oleh seorang TimbalanPengarah yang juga mengetuai BahagianPengurusan Penyelidikan dan Perkhid-matan Penerangan (MARIS) danBahagian Perpustakaan. Selain daripadalatihan biasa, kegiatan-kegiatanpenyehaan dan khidmat nasihat,Bahagian Kejuruteraan Perusahaan danBahagian Automesyen Kos Rendah inijuga melibatkan diri di dalam aktiviti-aktiviti daya pengeluaran.
Latihan dan khidmat nasihat danPerundingan di dalam bidang-bidangKejuruteraan Perusahaan dan Auto-mesyen ditawarkan oleh Bahagian-Bahagian ini kepada Bahagian-Bahagianlain di Pusat ini dan juga kepadapelanggan-pelanggan PDPN di sektorawam dan swasta.Program-Program Baru
Selain daripada mengendalikankursus-kursus yang sedia ada, Bahagian-Bahagian ini juga rnenawarkan program-program baru seperti berikut:

Lawatan Kilang dan Ceramah
Sepanjang tahun ini sebanyak 140lawatan telah dibuat oleh Bahagian-Bahagian ini ke organisasi-organisasiawam dan swasta. Tujuan lawatan-lawatan ini ialah untuk mendapat gam-baran yang jelas mengenai perusahaan-perusahaan tersebut, memperkenalkanprogram latihan yang ditawarkan olehBahagian ini, lawatan susulanbersempena dengan 2 program PIP yangtelah dijalankan dalam tahun ini danmenolong mengenalpasti keperluanlatihan sesebuah organisasi termasuklahperbincangan mengenai projek-projekperundingan. Bahagian-bahagian initelah menyampaikan sebanyak 30ceramah-ceramah filem mengenai dayapengeluaran, kejuruteraan perusahaandan Automesyen kepada kakitangandari berbagai-bagai organisasi di sektorawam dan swasta.
Lain-lain kegiatan
Di sepanjang tahun 1982 Bahagian-bahagian ini telah menyediakanbeberapa kertaskerja dan ucapan. Di an-taranya ialah:
(i) Kertaskerja Majlis mengenaikomputer untuk PDPN
(ii) Kertaskerja MajUs mengenaikedudukan Bahagian Perkhid-matan Perusahaan Ringan didalam organisasi
(iii) Kertaskerja kabinet mengenaikempen daya pengeluaran danaktiviti-aktiviti
(iv) Deraf ucapan untuk upacara-upacara rasmi

Bahagian-bahagian ini juga telahmengambil bahagian yang cergas dalamkegiatan kempen daya pengeluaran.
Pencapaian
Di sepanjang tahun ini, Bahagian Ke-juruteraan Perusahaan dan BahagianAutomesyen Kos Rendah telah mengen-dalikan sebanyak 98 Kursus danSeminar untuk 2,129 orang peserta.
BAHAGIAN PENGURUSANPERAKAUNAN
Bahagian Pengurusan Perakaunandiketuai oleh seorang PenolongPengarah. Selain daripada menjalankankursus-kursus dan seminar-seminar yangsedia ada, Bahagian ini jugamenawarkan perkhidmatan khidmatnasihat. Satu perkhidmatan nasihattelah diberi kepada sebuah syarikatperkongsian dan satu projek mengkajisistem kos dan keperluan latihan untukNorth Borneo Timber di Tawau telahdijalankan.
Program-Program Baru
Selain dari mengubahsuai kursus yangsedia ada, Bahagian ini jugamemperkenalkan program baru. Satuceramah bertajuk 'How to read financialreport' telah diadakan pada tahun ini.
Lawatan Kilang dan Ceramah
Beberapa lawatan ke kilang/firmatelah dibuat seperti berikut:
— Lawatan suaikenal ke SelangorPewter, Setapak
— Lawatan ke Texolite Prefat SystemSdn. Bhd., Petaling Jaya untukmengkaji sistem perakaunan.
— Lawatan ke Taman Setia Sdn.Bhd. di Kelang bertujuan untukpenyelidikan.
Sebanyak 8 ceramah khas telah disam-paikan oleh Bahagian ini kepadaorganisasi-organisasi awam dan swasta disepanjang tahun ini.
Lam-Lain Kegiatan
Satu projek 'interfirm comparison'yang melibatkan enam buah syarikat bastelah dimulai pada bulan Oktober 1982oleh Bahagian ini.
Pencapaian
Di sepanjang tahun ini BahagianPengurusan Perakaunan telah mengen-dalikan sebanyak 39 kursus/seminar un-tuk 656 orang peserta (Lampiran A).
BAHAGIAN JUALAN DANPEMASARAN
Bahagian Pemasaran diketuai olehseorang Penolong Pengarah. Selaindaripada menjalankan kursus-kursusdan seminar-seminar yang sedia ada,Bahagian ini juga menawarkan khidmatPenyelidikan dan Khidmat Nasihat.Pada tahun ini satu perjanjian di antaraITC/UNDP dan PDPN telah ditan-datangani untuk menjalankan tiga Ka-jian Permintaan (Demand Studies) yangmeliputi barang pewarna (dye stuff),barang-barang Jut (Jute Products) danpermaidani buatan tangan (hand-wovencarpets). Kajian ini dijangka tamat padaawal tahun 1983.
Program Sjil dan Diploma
Bahagian Jualan dan Pemasaran telahberjaya menjalankan beberapa programdi dalam bidang Pengurusan Pemasaran.Program-program ini telah disambutbaik oleh pihak swasta. Pada tahun iniBahagian ini sedang merancang untukmelancarkan kursus Sijil PerdaganganAsing.

Jualan dan Pemasaran telah mengen-dalikan sebanyak 51 kursus/seminar un-tuk 1,273 orang peserta (Lampiran A).
Bahagian PelancunganBagi tahun 1982, sebahagian besar
daripada aktiviti-aktiviti yang terdapatdi Bahagian ini ialah kerja-kerja yangberkaitan dengan pembinaan InstitutLatihan Hotel dan Restoran.
Aktiviti-aktiviti Bahagian ini adalahterbahagi kepada:
(a) Kursus-kursusBahagian ini menjalankan kursus-kursus 5 hari seperti yang adadalam jadual latihan 1982. Walaubagaimanapun, Bahagian ini jugamenjalankan kursus-kursus Pem-bangunan Usahawan Bumiputeradalam bidang Sajian Makanankhususnya kepada Usahawan-Usahawan yang telah men-
jalankan perniagaan. Bahagian inijuga telah menjalankan kursus-kursus atas permintaan Badan-Badan atau Agensi-agensi Kera-jaan seperti Unit PenyertaanBumiputera, FELDA, BadanKorperasi, RISDA dan MARA.
(b) Kursus 'In-House1 yang dijalankanatas permintaan dalam tajuk-tajukyang tertentu.
(c) Kursus 4 bulan dalam bidangKumpulan Penyeliaan iaitu 'HotelRestaurant Supervisory CertificateCourse1.
(d) Ceramah-ceramah dalam tajuk-tajuk seperti 'Courtesy Services'dan juga 'Leadership Styles'.
(e) Khidmat Nasihat dan susulan bagibekas peserta-peserta kursus dalambidang Kemajuan Kerjaya,Teknik-teknik Perniagaan danjuga Rancangan Rangkabentukdan Persiapan Alat bagi tempat-tempat perniagaan mereka.
(f) Khidmat Nasihat Kepada PihakJabatan Kerjaraya dalamMelaksanakan Penyiapan In-stitut Latihan Hotel danRestoran.Pegawai-pegawai Bahagian ini didalam pengkhususan masing-masing telah membantu pihakAkitek dalam pembinaan InstitutLatihan Hotel dan Restoran.
Aktiviti-aktiviti yang dijalankan olehPegawai-pegawai Bahagian ini adalahseperti berikut:
(i) Penjelasan dengan pihak 'In-terior Designer' dalamrangkabentuk dan jugaubahsuai Bahagian-bahagiantertentu.

(ii) Penentuan jenis-jenis atau alat-alat khusus seperti 'kitchenequipment', 'tiles', permaidani,'•—.11 paper1 dan sebagainya.wa
(iii) Pembentukan 'landscaping',(iv) Rangkabentuk bagi tilam-tilam,
rooms decoration, jenis-jenisalat-alat perkakas.
(v) Pembelian alat-alat elektrikseperti lampu-lampu, peti sejukdan televisyen untuk bilik-biliktamu.
(vi) Penentuan-penentuan papantanda, signs dan segala yangdiperlukan.
(g) Aktiviti-aktiviti perhubunganawam seperti penglibatan dalamaktiviti-aktiviti Persatuan HotelMalaysia
Wakil PDPN telah menjadi Ahli Ja-watankuasa Executive Council dalamPersatuan Hotel Malaysia dan jugaPengerusi bagi Jawatankuasa Latihandan Pelajaran Persatuan tersebut, Beliaujuga telah menjadi Ahli Jawatankuasauntuk Persatuan Pelancungan Malaysiadalam bidang-bidang latihan. Pegawai-pegawai PDPN telah juga dilantik men-jadi Ahli Jawatankuasa dalam MingguHotel. Pegawai-pegawai ini juga men-jalankan ceramah kerjaya dalam IndustriPerhotelan kepada 17 buah sekolah disekitar Kuala Lumpur dan Petaling Jaya.
Program-program BamSebanyak 3 kursus baru telah di-
jalankan bagi tahun 1.982 iaitu:
(a) Pengenalan Pelancungan(b) Aspek-aspek operasi makanan dan
minuman(c) Aspek-aspek 'Rooms Operations'
Bahagian ini juga telah menjalankanprogram baru bagi Program Pem-bangunan Usahawan Bumiputera dalam
bidang Sajian Makanan. Program inimerupakan bengkel sehari yang telah di-jalankan pada hari Ahad. Tajuk-tajukyang dibincangkan ialah:
(a) Kos Makanan dan PenentuanHarga.
(b) Tatacara Sajian.(c) Penyimpan Kira-Kira dan Peng-
urusan Wang.
Lawatan Kilang, Firma & Ceramah
Bahagian ini telah mengadakanlawatan-lawatan ke hotel-hotel untukpenuntut-penuntut yang menghadirikursus-kursus. Hotel-hotel seperti HotelSubang View, Hotel Mandarin, HotelHilton, Hotel Regent, Mimaland danjuga Genting Highlands telah dilawatioleh peserta-peserta kursus. Peserta-peserta kursus juga telah menjalanilatihan amali selama 1 bulan di beberapabuah hotel di Kuala Lumpur.
Sebanyak 6 ceramah filem telah di-jalankan bagi hotel-hotel dan restoran-restoran di sepanjang tahun 1982.Bahagian ini juga telah menjalankanceramah-ceramah kepada sekolah-sekolah dalam bidang kerjaya.
Lain-lain Kegiatan
Bahagian ini juga mengambil bahagiandalam berbagai-bagai aktiviti di dalamminggu hotel. Aktiviti-aktiviti ini telahdiwakili oleh pegawai-pegawai PDPNdan juga peserta-peserta kursus. Aktivititersebut adalah seperti lumba jalan kaki,telematch, tarik tali dan juga HotelExhibition.
Pencapaian
Bagi tahun 1982, Bahagian Pelan-cungan telah menjalankan sebanyak 34kursus untuk 588 orang peserta.

Unit Kemajuan KakitanganUnit ini diwujudkan da lam tahun
1982 bagi menampung keperluanpegawai-pegawai untuk memenuhikehendak dan keperluan latihan danperkembangan kerjaya.
Unit Kemajuan Kakitangan telahmenyelaraskan beberapa aktiviti dalambentuk ceramah-ceramah, kursus-kursus
dalam jabatan, kursus-kursus luar negeridan kursus-kursus dalam negeri.
(a) Kursus Luar NegeriSepanjang tahun 1982 seramai 24orang pegawai telah berjayamengikuti kursus-kursus seberanglaut dan ini meliputi negeri-negeridi Eropah, Jepun, Indiadan lain-lain.
(b) Kursus Dalam Negeri
Seramai 36 orang pegawai telahdihantar mengikuti kursus dalamnegeri samada dibiayai oleh PDPNataupun mendapat tawaran dariBadan-badan. yang berkenaan.Seramai 26 orang pegawai telahmengikuti berbagai-bagai kursus dibawah anjuran Institut TadbiranAwam Negara (INTAN) 4 orangpegawai telah mengikuti kursusatas biayaan PDPN dan UKM danlain-lainnya adalah kursus-kursusyang berbentuk hadiah. (Lam-piran H).
(c) Kursus Dalam Jabatan
Bagi tahun 1982 berbagai kursusdalam jabatan dan ceramah-ceramah telah diselaraskan olehunit ini. Di antaranya ialah kur-sus orientasi bagi pegawai-pegawaibaru, woksyop untuk Jurulatihdan berbagai ceramah yang telahdiberi oleh pegawai PDPN setelahmereka kembali mengikuti kursusdari seberang laut. Sebanyak 18ceramah telah dijalankan di sepan-jang tahun ini.

Bantuan Teknik dari Negara Aging
Pusat Daya Pengeluaran Negara terus mendapat faedah dari Ran-cangan Kerjasama Teknik Kerajaan Republik Jerman Barat, Jepun, In-dia, Austria dan kerajaan Inggeris. Organisasi-organisasi antarabangsaseperti International Trade Centre, UNIDO dan International LabourOrganisation (ILO) di bawah Rancangan Pembangunan Bangsa-BangsaBersatu, juga memberi bantuan kepada kegiatan-kegiatan Pusat DayaPengeluaran Negara dengan mengadakan kemudahan-kemudahanlatihan seperti biasiswa-biasiswa dan pakar-pakar latihan.

648 program latihan untuk seramai14,193 peserta telah diselenggarakan diseluruh negara. Di samping kursus yangdijalankan oleh ibu pejabat di PetalingJaya, kursus-kursus juga dijalankan olehpejabat-pejabat wilayah di Pulau Pinang,Johor Bharu, Kuantan, Kuching dan pe-jabat negeri di Kota Kinabalu.
Sebagai usaha menyediakan keperluanlatihan bidang perniagaan kecil dalamprogram Pembangunan Usahawan,sebanyak 199 kursus Melahir dan Mem-bina Usahawan (MMU) telah dijalankanuntuk 4,964 peserta di seluruh negara.
Kempen Daya PengeluaranYAB Dato' Seri Dr. Mahathir
Mohamad, Perdana Menteri Malaysia,telah kerapkali menekankan tentangpentingnya daya pengeluaran yangtinggi di dalam pembangunan ekonomi.
Pusat Daya Pengeluaran Negarasebagai mengambil seruan ini telahmerancang satu kempen kebangsaanmengenai Daya Pengeluaran di manaaktiviti-aktiviti dan rancangan-rancangan tertentu bagi maksudmenyebarkan kesedaran DayaPengeluaran ke seluruh negara telahdiselenggarakan. Kempen inimerangkumi jangkamasa di antara duahingga lima tahun.
Tujuan kempen ini adalah untukmengujudkan polisi-polisi dan strategi-strategi negara, amnya dalam mening-gikan Daya Pengeluarannya. Objektif-objektif utama kempen DayaPengeluaran adalah:—
— Mengujudkan semangat dan ke-sedaran Daya Pengeluaran kepadasemua yang terlibat.
— Mengujudkan kesedaran tentangperlunya mengadakan sikap positifterhadap kerja.
— Untuk menanamkan semangat di
kalangan pekerja-pekerja danpengurus-pengurus dalam men-capai prestasi yang lebih tinggi.
Kempen Daya Pengeluaran ini telahdilancarkan melalui Seminar Kebang-saan Daya Pengeluaran yangberlangsung pada 5hb hingga 6hb April1982 oleh YAB Perdana Menteri.
Seminar tersebut merupakan seminarperingkat tinggi yang telah dihadiri olehpenggubal-penggubal dasar dari sektorawam dan swasta, dan Kesatuan Seker-ja. Ini dibuat dengan harapan supayapemimpin-pemimpin ini akan memim-pin organisasi mereka ke arah Pening-gian Daya Pengeluaran.
Bengkel Kebangsaan DayaPengeluaran, Seminar KumpulanKawalan Mutu (QCC), 'Activity Sampl-ing Study' dan Perbandingan AntaraFirma adalah di antara aktiviti-aktivitikempen Daya Pengeluaran yang telahdilaksanakan di sepanjang tahun 1982.
PDPN juga sedar bahawa aktivitijangka pendek sahaja tidak akan men-capai hasil yang berterusan. Oleh halyang demikian, aktiviti dan programyang berterusan dan mempunyaimatlamat jangka panjang yangdiharapkan akan sampai kepada semuaperingkat, terutamanya peringkatpekerja-pekerja, akan digubal dandilaksanakan bersama. Aktiviti-aktivitidan program-program yang merupakanpenukaran sikap pekerja supaya lebihpositif terhadap kerja mereka danberhaluankan kepada prestasi pen-capaian adalah ditltikberatkan.
Ini bermakna kerjasama di antarapekerja dan juga pengurusan adalahsangat-sangat penting. Sepanjangkempen ini, beberapa program-programdan aktiviti-aktiviti tertentu berhubungdengan daya pengeluaran akan terusdilaksanakan.

Seminar/Kursus Khas
Sepanjang tahun 1982 PDPN telah menyelenggarakan sebanyak 28seminar khas mengenai berbagai bidang pengurusan.
Sebagai usaha menyediakan latihan untuk industri perhotelan danpelancungan, kursus 3 bulan dalam bidang Penyeliaan yang bertajuk'Hotel Restaurant Supervisory Certificate' telah dijalankan daripadabulan Ogos sehingga bulan Disember, 1982. Kursus ini telah dihadirioleh 27 orang peserta termasuk 9 peserta dari negara-negara ASEAN,negara-negara Pasifik Selatan dan negara-negara membangun yang lain.Peserta-peserta ini telah dibantu oleh kerajaan Malaysia di bawah Ran-cangan Bantuan Teknik. Negara-negara yang mengambil bahagian ialahSingapura, Thailand, Tonga, Kiribati Island, Cook-Island, Burma, Nepaldan Indonesia, Bagi peserta-peserta tempatan 10 daripada mereka telahdibiayai oleh MARA. Kursus ini telah berakhir pada 20hb Disemberdan upacara penyampaian sijil telah dijalankan oleh YBM Tg. Dato'Ahmad Rithaudeen Al Haj, Menteri Perdagangan dan PerindustrianMalaysia. Persatuan Hotel Malaysia telah menghadiahkan satu PialaPusingan kepada penuntut yang terbaik dalam kursus ini.

Kursus PDPN/PDPMKegiatan kursus juga dilanjutkan
dengan kerjasama Persatuan DayaPengeluaran Malaysia (PDPM). Ker-jasama ini telah menghasilkan sebanyak20 kursus bagi 330 peserta dari berbagaiorganisasi di seluruh Malaysia.
Perkhidmatan Khidmat NasihatDalam kegiatan perkhidmatan khid-
mat nasihat sebahagian besar usahatelah dipusatkan pada bantuan kepadapeniaga-peniaga Bumiputera yangumumnya mengendali pengurusanperniagaan-perniagaan kecil.
Projek khidmat nasihat jangka pan-jang yang meliputi bidang pengurusanseperti perakaunan, pemasaran dankajt kerja juga diselenggarakan.
Aktiviti Pejabat WilayahSebagai usaha untuk menyebarluas-
kan lagi kesedaran pengeluaran diseluruh negara, pejabat-pejabat wilayahdan pejabat negeri telah bersama-samamenyumbangkan kira-kira 50%daripada semua kegiatan-kegiatanlatihan di PDPN. Usaha ini sejalandengan tujuan Pusat untuk disen-tralisasikan latihan pengurusan.
Perkhidmatan PerundinganPengurusan
Penambahan dalam aktiviti-aktivitilatihan di PDPN telah menimbulkanlebih banyak permohonan untuk men-dapatkan khidmat perundingan dannasihat. Bahagian ini secara aktif telahmelibatkan diri di dalam kedua-duaseminar dan woksyop Kebangsaanmengenai daya pengeluaran. Bahagianini juga turut mengambil bahagian didalam seminar-seminar tempatan danantarabangsa yang dianjurkan olehorganisasi-organisasi swasta.
Sebahagian besar daripada petunjuk-petunjuk daya pengeluaran di tiap-tiapsektor telah dikenali sebagai satu cara
untuk mengukur kemajuan daya penge-luaran. Satu tinjauan kecil telah di-jalankan mengenai 'sifat-sifat seorangjurujual' atau 'attributes of salesman'sebagaimana menurut pandangan pe-gawai-pegawai dan ianya digunakan didalam kursus-kursus yangdiselenggarkan.
Satu tinjauan keperluan kursus untuk'Port Authority' telah hampir disiapkan.Ini akan pula diikuti dengan penyediaankursus-kursus untuk para Penyelia danPengurus organisasi tersebut.
Dua permintaan Perkhidmatan Perun-dingan diterima, meminta supaya'Feasibility Studies' mengenai pem-bangunan tanah di dua tempat yangberlainan di Pahang dijadikan sebagaiPusat Pelancungan.
Tujuh buah syarikat bas telah mendaf-tar di dalam 'Interfirm Comparison Pro-ject' yang bermula pada bulan Oktober,1982. Matlamat projek ini adalah ter-tumpu pada kekuatan dan kelemahansyarikat-syarikat tersebut melalui analisatiap-tiap tiga bulan sekali (quarterlyresults).
Kajian Permintaan (Demand Study)telah juga dijalankan untuk beberapakumpulan pengeluar-pengeluar bagiPusat Perdagangan Antarabangsa. Ka-jian ini dijangka siap pada awal tahun1983.
Satu siri risalah-risalah adalah didalam proses penyediaan untukdigunakan oleh kakitangan PDPN didalam kursus-kursus mereka dan jugauntuk umum. Risalah pertama mengenai'Registration and Operation of Business'sedang disiapkan. Ini akan pula diikutidengan siri-siri lain yang akan diter-bitkan tidak lama lagi.

Perkhidmatan Penyelidikan danPenerangan Pengurusan (MARIS)
Perkhidmatan Penyelidikan danPenerangan Pengurusan (MARIS)meliputi kegiatan-kegiatan Penyelidikan,Penerangan dan Perpustakaan, Per-hubungan Awam sekarang ini adalahbertanggungjawab terus kepadaPengarah. Walau bagaimanapun kedua-dua bahagian ini masih bekerjasamadalam usaha menjalankan aktiviti-aktiviti Pusat Daya Pengeluaran Negara.
Berikutan dengan pelancaran kempenDaya Pengeluaran pada bulan April,1982, Pusat Daya Pengeluaran Negara,telah menyebarluaskan rancangan-rancangannya dalam usaha untukmemberi kesedaran pada umummengenai kepentingan meninggikandaya pengeluaran di semua peringkatsamada peringkat bawahan hinggalahyang tertinggi. Satu daripada caramempertingkatkan kesedaran mening-gikan daya pengeluaran adalah melaluipenyebaran maklumat-maklumat yangberkaitan dengan daya pengeluaran.Dengan ini MARIS telah mengaturkegiatan-kegiatannya untuk membantuPusat Daya Pengeluaran Negaramemperkembangkan konsep dan teknik-teknik daya pengeluaran ke semuaperingkat pengurusan melalui program-program latihan, kursus-kursus, khidmatnasihat, penerbitan-penerbitannya dantinjauan.
Penyelidikan dan PeneranganPertambahan permohonan dan
pertanyaan-pertanyaan yang berkaitandengan kegiatan Pusat DayaPengeluaran Negara diterima darimasyarakat umum, agensi-agensi kera-jaan, kumpulan-kumpulan perdagangandan perusahaan membukitkan bahawapeningkatan kesedaran tentang perananyang dimainkan oleh Pusat ini. Di sam-ping itu di mana perlu MARIS telahmenguruskan sendiri permohonan danpertanyaan tersebut, manakala yang
tidak berkaitan dengan MARIS akandisalurkan kepada bahagian latihan dankhidmat nasihat.
MARIS sentiasa berusaha membinadan mengumpul data-data maklumatyang komprehensif mengenai kegiatanPusat Daya Pengeluaran Negara untuktujuan penilaian, terutama maklumat-maklumat yang berkaitan denganpeserta-peserta, latarbelakang pelajaran,pekerjaan dan jenis-jenis organisasi.Analisa mengenai kegiatan tiap-tiapbahagian dan pejabat-pejabat cawanganjuga disediakan oleh MARIS untukpihak pengurusan. Keterangan danmaklumat ini digunakan untukpenilaian dan bertindak sebagai dasaruntuk merancang dan memperbaikimutu latihan dan khidmat nasihat PusatDaya Pengeluaran Negara.
Bahagian ini juga membantu PusatDaya Pengeluaran Negara dalampenyediaan maklumat dan keterangan-keterangan yang dapat memenuhikeperluan bahagian-bahagian latihandan pejabat-pejabat cawangan dalammenjalankan kegiatan masing-masing.
Sepanjang tahun 1982, sebanyak 44buah filem-filem latihan pengurusanditerima untuk dipertunjukan kepadaPegawai-Pegawai dari tiap-tiap bahagian.Dari 44 buah filem ini, 14 daripadanyatelah dibeli.
Filem-filem tersebut adalah terdiri darifilem latihan Perakaunan Pengurusan,Jualan dan Pemasaran, PerhubunganPerusahaan, Perusahaan Kejuruteraan,Kemajuan Pengurusan dan filem-filemmengenai daya pengeluaran.
Sehingga ini perpustakaan filem mem-punyai bilangan atau koleksi filem-filemlatihan pengurusan yang terbaik dinegara ini. Jumlah filem latihanpengurusan yang ada sekarang iniadalah sebanyak 284 buah, tidak ter-masuk salinannya.

Usaha untuk mengeluarkan filemmengenai Pusat Daya PengeluaranNegara dan kegiatan-kegiatan telahdimulakan dan adalah diharapkan iadapat disiapkan pada tahun 1983.Perpustakaan
Sepanjang tahun ini, perkhidmatanperpustakaan telah diperkembangkandengan pembukaan sebuah lagicawangan perpustakaan yang bertempatdi Pejabat tambahan di Sungei Way un-tuk memenuhi keperluan membaca dikalangan kakitangan dan peserta-pesertadi pejabat itu. Hingga kini, kedua-duabuah cawangan perpustakaan di JohorBharu dan Sungei Way mempunyai se-jumlah 1,050 jilid buku dan 100 buahmajalah.
PerkhidmatanDi bawah Skim Keahlian Khas Per-
pustakaan (untuk pembaca-pembacaluar) yang telah dimulakan pada tahun1981, terdapat sejumlah 40 orangperseorangan dan 10 buah organisasiyang menjadi ahli perpustakaan ini. Initidak termasuk 179 orang kakitanganPDPN yang menjadi ahli.
Sebagai tambahan, 1,154 pembaca-pembaca menggunakan perpustakaanuntuk rujukan dan 58 orang pelajar dariPusat-pusat Pengajian Tinggi meng-gunakannya untuk penyehdikan.
Sejumlah 2,058 buku-buku dan ma-jalah dipinjam keluaf pada tahun ini. Initidak termasuk 952 buku-buku dan ma-jalah yang dipinjam keluar di per-pustakaan cawangan Sungei Way.
Pada tahun ini, 347 buku-buku dan 61tajuk majalah baru diterima. Dari segisimpanan, sejumlah 540 buku-buku dan1,792 majalah-majalah dimasukkan kedalam simpanan, membuat ia berjumlah14,072 jilid ke semuanya.

Usaha untuk menggalakkan danmemberi publisiti terhadap aktiviti-aktiviti Pusat ini melalui media tele-visyen, radio dan akhbar-akhbar masihdikekalkan melalui perhubungan awamdan kempen-kempen publisiti.
Perkhidmatan Pusat berupa kursus-kursus latihan, Seminar/Woksyop,Ceramah, khidmatan susulan dannasihat ditawarkan melalui alat-alatiklan di akhbar dan berita-berita tem-patan di seluruh negara.
Risalah-risalah dan penerbitan-penerbitan pusat juga disebar luaskanuntuk makluman dan usaha memper-kuatkan kesedaran daya pengeluaran dikalangan para pengusaha dan peniaga.
Rancangan perhubungan awamnyajuga termasuk layanan berupapenerangan, pengurusan dan per-pustakaan kepada para pelawat/pengkajiluar serta tempatan.

1. YAB Dato' Seri Dr. Mahathir Mohamad, Perdana Menteri Malaysia, telahmelancarkan kempen Daya Pengeluaran dengan merasmikan SeminarKebangsaan Daya Pengeluaran pada 5hb. April, 1982.
2. YB Dato' Musa Hitam, Timbalan Perdana Menteri Malaysia, telah merasmikanBengkel Kebangsaan Daya Pengeluaran pada 18hb Jun, 1982.
3. Pengarah PDPN telah menyampaikan taklimat kepada YB Timbalan PerdanaMenteri Kepulauan Cooks, Dr. Pupuke Robati dan isteri yang telah membuatlawatan rasmi ke PDPN pada 16hb September, 1982.
4. Satu upacara menandatangani kontrak khidmat Perundingan di antara PDPN danKELTRA Holding Sdn. Bhd. telah diadakan di ibu pejabat PDPN pada8hb Oktober, 1982.
5. YBM Tg. Dato' Ahmad Rithaudeen Al Haj, Menteri Perdagangan dan Perindus-trian Malaysia telah merasmikan seminar 'Quality Control' pada 4hb November,1982 di PDPN.
6. YB Tg. Dato' Ahmad Rithaudeen Al Haj, Menteri Perdagangan dan Perindus-trian Malaysia telah merasmikan seminar 'Activity Sampling Study'pada 9hb November, 1982.
7. YB Tg. Dato' Ahmad Rithaudeen Al Haj, Menteri Perdagangan dan Perindus-trian Malaysia, telah menyampaikan sijil-sijil kepada 27 orang peserta kursuskelima Hotel Restaurant Supervisory Certificate (HRSC) pada 20hb Disember,1982.

CHAIRMAN'SMESSAGE
The National Productivity Centre has since its inception in 1962, playedan effective role in two important areas, firstly, to provide training oppor-tunity, advisory services and consultancy in the field of management and super-vision to private and public sectors. Secondly, to assist in creating and train-ing of Bumiputra entrepreneur.
In 1982, a total of 648 courses and seminars were organised for 14,193participants. This figure represents an increase of 24-6% in training activityand an increase of 39.4% participants over that of 1981. Despite economicslow down there is an increasing demand in Supervisory and managementtraining by both the public and private sectors.
The Prime Minister, Y.A.B. Dato' Sen' Dr. Mahathir Mohamad, has fre-quently expressed his belief that higher PRODUCTIVITY is essential forthe future development of the national economy.
The Nationai Productivity Centre, in answering the Prime Minister's call,launched a National Productivity Campaign, which will be a planned pro-gramme over the next two to five years.
The main aim of the Campaign is to explain and to create awareness tomanagers, workers and individuals of the need for higher PRODUCTIVI-TY for future development of the national economy.
The National Productivity Campaign has been sucessfutty spearheaded bythe National Seminar on PRODUCTIVITY launched by the Prime Ministeron the 5th of April, 1982 followed by a National Workshop on PRODUC-TIVITY by the Deputy Prime Minister on the 18th of June 1982. QualityControl Circle (QCC) Seminar, Activity Sampling Study and Interfirm Com-parison Studies were among the activities organised by NPC throughout 1982.

INTRODUCTION
The National Productivity Centre ofMalaysia
The National Productivity Centre wasestablished in 1962 as a joint project bythe United Nations Special Fund andthe Federal Government with the Inter-national Labour Organisation as the ex-ecuting agency. According to the Planof Operation of the Project, the Centrewould ultimately become autonomous.
In 1966, the National ProductivityCouncil (Incorporation) Act No. 19 of1966 was passed by Parliament and theCouncil became an autonomous bodyeffective as from March 1, 1966. The actwas subsequently amended by the Na-tional Productivity Council (Incopora-tionXAmendment) Act 1975 (Act A305of 1975) to keep in line with the expan-ding activities of the Centre.
The Functions of the Council
The functions of the Council are toestablish and maintain the National Pro-ductivity Centre for the purpose of:
— Raising the standard of manage-ment, including supervision at alllevels in commerce and industry inMalaysia;
— Improving the efficiency of in-dustrial operations, sales andmarketing, with particularreference to methods of increasingproductivity, of improving quali-ty of output, of lowering costs andgiving training and advice onlabour-management relations;
Initiating training and other pro-grammes that would best servespecific and local requirements ofthe country as a whole;Publicising the aims, objectivesand activities of the Centre andobtaining the co-operation ofemployer and employee groups;Advising the Minister and privateorganisations, institutions or in-dividuals on matters covering allaspects of productivity techniqueswithin the competence of its staff;Serving as a forum for discussingorganisational, managerial andsupervisory problems in commerceand industry;Reporting annually to the ministeron the progress and problems ofraising productivity in commerceand industry in the county andmaking recommendations on themanner, in which such problemsmay be dealt with;Undertaking and performing con-sultancy services;Establishing and maintaining con-tacts with similar or other agen-cies, both national andinternational;Carrying on business undertakingsfor profit for the purposes of thedischarge of its functions underthis Act, with approval of theMinister;Doing all such matter and thingswhich may be incidental to or con-sequent upon the discharge of itsfunctions under this Act.
THE NATIONAL PRODUCTIVITYCOUNCIL
Structure of the Council
As provided by the National Produc-tivity Council (Incorporation) Act of1966 and the National ProductivityCouncil (Incorporation) (Amendment)Act of 1975, the Chairman andMembers of the Council are appointedby the Minister of Trade and Industry.The Director who is the chief executiveof the Centre, appointed by the Coun-cil and with the approval of the Minister,is also a member of the Council. Experience has proven that train-ing alone is not sufficient to equipa person to the business field astraining covers only the techniquesand management knowledge.
With a view that many Bumiputraentrepreneurs face problems afterstarting business, NPC has formeda follow-up 6k advisory/consultan-cy services unit to guide en-trepreneurs from time to time.
This unit has identified 5 sectorsto develop Bumiputra enterprises.This are wood-wroking, catering,Auto-mechanic and repair, foodprocessing and retailing. This unitis assisted by a group of Germanadvisers.
(b) Methodology
Steps taken to meet the ob-jective are as follows:
(i) 1st Follow-up (3.1) wherethe entrepreneurs wereinterviewed on basicbusiness information andsuggestions to overcomemain problems.
(ii) 2nd follow-up (3.2) wherethe entrepreneurs wereinterviewed in detailregarding their businessto trace businessweaknesses and formedways to overcome theproblems.
(iii) Selection of deserving en-trepreneurs to be givenfollow-up & consultancyservices (3.3) so that theywill progress and expandin their businessenterprises.
(iv) Successful business, enter-prises are appointed assamples for other en-trepreneurs to do theirpractical training and tobe motivated by them.

In 1982, there was a structural re-organising in the training section whereManagement Development Section andIndustrial Relations Section were com-bined to form Personnel ManagementSection. This section is supervised by anAssistant Director.
The aim of the section is to provideskillful training services and to avoidduplication of training programmes of-fered by both sections.

In 1982, Personnel Development Sec-tion conducted 146 ManagementDevelopment Courses and Seminars for3,263 participants and 73 IndustrialRelations Courses and Seminars for1,265 participants.
INDUSTRIAL ENGINEERING/LOW COST AUTOMATION(LCA) SECTIONS
The Industrial Engineering (IE) andLow Cost Automation (LCA) Sectionsare supervised by an Assistant Directorwho also looks after the Management In-formation Services (MARIS) and LibrarySection. For 1982, the Assistant Direc-tor's post was covered by Deputy Direc-tor. As the work of the two sections isinter-related, flexibility in utilisation ofresource expertise in the two section waspractised. Besides their normal training,supervisory and consultancy activities inthe IE and LCA, the sections wereheavily involved in the "Look East" pro-ductivity activities.
Training, Advisory &. ConsultancyServices in the fields of IndustrialEngineering and Automation wererendered to other divisions within theCentre as well as to clients in bothgovernment and private establishmentsoutside the Centre.

This sections delivered 30 filmtalks to the personnel of variousorganisations in both private and publicsectors covering mainly topics on pro-ductivity, industrial engineering andautomation.

MANAGEMENT ACCOUNTINGSECTION
Management Accounting Section issupervised by an Assistant Director.Besides their normal training, the sectionoffers advisory and consultancy services.An advisory and consultancy serviceswere rendered to a private company anda project to study costing system andtraining needs for North Borneo Timberin Tawau, Sabah.
New Programmes:
Besides the normal updating ofexisting programmes the sectiondeveloped a new programme. A talk on'How to read financial report' were con-ducted this year.

Various visits were organised to thefollowing factories:

SALES AND MARKETINGSECTION
Sales and Marketing Section is assistedby an Assistant Director. Besides theirnormal training, the Section offersResearch and Consultancy Services.Early this year, NPC has been awardeda contract to conduct 3 Demand Studiescovering dyestuff, jute products andhand-woven carpets and rugs forITC/UNDP. The studies would be com-pleted in early 1983.

Certificate and Diploma Programmes:
Sales and Marketing Section has suc-cessfully conducted many Diploma pro-gramme in Marketing Management. Theprogrammes are well received by theprivate sectors. The section is planningto launch its Certificate in ForeignTrade.

TOURIST INDUSTRY SECTION
In 1982, the main activities of the sec-tion were mostly focussed on activitiesrelated to the construction of the Train-ing Institute of Hotel and Restaurant.
Activities of the section in 1982 wereas follows:
(a) CoursesThe Section conducted 5 daycourses as stated in the 1982 NPCTraining Programme. The sectionalso organised Bumiputra En-trepreneurial Development courses
in Catering and Food ServiceOperations for entrepreneurs whoare already in business and con-ducted request courses for govern-ment organisations and agenciessuch as Bumiputra ParticipationUnit, FELDA, RISDA andMARA.
(b) In-house courses were conductedon request on specific subjects.
(c) A four month Hotel RestaurantSupervisory Certificate Course(HRSC) were conducted at NPCheadquarters.
(d) Talks on 'Courtesy Services' and'Leadership Styles* were held.
(e) Follow-up and Consultancy Ser-vices were given to ex-participantson career development andbusiness techniques.
(f) Consultancy services to JKR inconjunction with the preparationof NPC's Training Institute ofHotel and Restaurant.
Officers in-charge of various sectionsassisted the architect in planning andrestructuring the Training Institute ofHotel and Restaurant.

A representative from NPC was ap-pointed as a committee member of the

Executive Council of Malaysian Associa-tion of Hotels and also Chairman of theTraining and Education Committee ofthe Association. He was also appointedas a committee member for MalaysianTourist Association in the training fields.NPC officers were also appointed ascommittee members of Hotel Week.They have also conducted talks oncareer guidance in Hotel industry to 17schools in Kuala Lumpur and PetalingJaya.

6 film talks were conducted for hotelsand restaurants throughout 1982. Thesection also conducted talks on careerguidance in hotel industry to variousschools.
Other Activities
This section was actively involved inthe activities of hotel week. Staff of NPCand course participants in the activitiesof hotel week in big walk, telematch, tug-of-war and hotel exhibition.

Staff Development Unit
Staff Development Unit (SDU) wasformed in 1982 in an effort to upgradethe knowledge and training skills in theareas of managements, supervision and
entrepreneurial development. Membersof the senior staff were exposed, througha programme of overseas and local train-ing to various modern managementtechniques and skills.
Other activities of the Unit are co-ordinating talks and in-house training.

24 members of the senior staffwere selected to attend varioustraining programmes and studytours to Europe, India, Philippines,Korea, Japan, USA, Sri Lanka andNepal (Appendix H).

Technical Assistance
The centre continued to benefit from the Technical Aid Programmes of the FederalRepublic of Germany, Japan, India, Austria and Britain. GENERAL REVIEW OFACTIVITIES
Training Courses
A total of 648 training programmeswere conducted for 14,193 participantsthroughout the country. Besides thecourses run by the Centre's head-quarters in Petaling Jaya, courses werealso conducted by the Regional officesin Penang, Johor Bahru, Kuantan,Kuching and by the state office in KotaKinabalu.
In its efforts to cater for the trainingneeds of small businesses, a total of 199Entrepreneurial Development Program-mes (EDP) were organised for 4,964 par-ticipants throughout the country.
Productivity Campaign
The Prime Minister, YAB Dato' SeriDr. Mahathir Mohamad, has frequentlyexpressed his belief that higher produc-tivity is essential for the future develop-ment of the national economy.
The National Productivity Centre, inanswering the Prime Minister's call,organised a National Productivity cam-paign which will be a planned pro-gramme over the next 2 to 5 years.Naturally, the objective of the campaignis to improve productivity in the wholecountry, in all sectors, in commerce, in-dustry, agriculture and government.
The campaign aims to evolve policiesand strategies for the country, generallyin respect of higher productivity. Themain objectives of the campaign are:
— to create productivity consciousnessamongst all concerned
— to create awareness for the need to de-velop positive attitude towards work
— to inculcate higher standards of per-formance
The National Productivity Campaignhas been successfully spearheaded by theNational Seminar on Productivitylaunched by the Prime Minister on the5th. of April, 1982.
The National Seminar on Productivi-ty was a very significant event, attend-ed by industry leaders, labour leaders,top government officials as a start, in theconfidence that these leaders shall leadin their respective organisations towardsgreater productivity.
A National Workshop On Productivi-ty, Quality Control Circles (QCC)Seminar, Activity Sampling Study andInterfirm Comparison studies wereamong the activities of the National Pro-ductivity Campaign organised by NPCthroughout 1982.
NPC realised that a one-shot effort isnot going to achieve lasting effect.Hence, continuous short-term andlonger-term programmes which willreach every level of the national work-ing force, particularly to develop apositive attitude towards work andorientation towards performanceachievement — not only from shop floorworkers but also from management —were organised.
Various specific programmes will con-tinually be organised throughout theCampaign.

Special Courses/Seminars
During 1982 the Centre organised 28 seminars on various aspects of management.In its effort to provide specialised training for the Hotel & Tourist Industry, a
Hotel 6k Restaurant Supervisory Certificate Programme was conducted from August23rd — December 20th 1982. It was a comprehensive 17-week programme designedto prepare individuals for a supervisory management career in the hotel industry.It was the first time this course was offered to foreign students who were sponsoredby Public Service Department under Malaysian Government Technical Assistancefor Asean countries, South Pacific and Islamic countries as a gesture to foster betterrelations. A total of 8 countries namely — Cook Islands, Nepal, Singapore, Thailand,Tonga, Burma, Indonesia and Kiribati were represented in the Course. A total of27 students attended the Course, of which 10 local students were sponsored byMARA. This programmed ended on the 20th of December 1982 and Certificateswere presented by the Minister of Trade fit Industry, YBM Tengku Dato' AhmadRithaudeen Al Haj in a Certificate Presentation Ceremony. The Malaysian Associa-tion of Hotels (MAH) awarded a challenge trophy to the best student of the Course.

Advisory Services
The Centre's advisory efforts werelargely directed at helping Bumiputrabusiness especially in the area of smallbusiness management.
Advisory services conveying largerperiods were also provided in the areasof Accounting, Marketing and WorkStudy.
Regional Activities
In keeping with its objectives ofspreading productivity consciousnessthroughout the country, the 4 regionaloffices and state office in Kota Kinabaluaccounted for about 50% of the totaltraining activities of the Centre. This isin line with the Centre's efforts to decen-tralise management training.
Management Consultancy Services
The increase in training activitiescreated an increase in the number of re-quests for consultancy and advisory ser-vices. This section was heavily involvedin both the National Seminar on Pro-ductivity and the National Workshop onProductivity. It was also involved inseminars organised by private organisa-tions. The seminars were both local andinternational.
Some macro productivity indices atsectoral level were identified to measureproductivity overtime. A short researchwas done on the 'attributes of salesman'as viewed by executives and use incourses.
One training needs research for a PortAuthority is nearing completion. Thiswould be followed up by designingcourses for supervisors.
Two consultancy requests have beenreceived requesting the undertaking of
Feasibility Studies on Development ofland in two different places in Pahanginto holiday/tourist resorts. A firm re-quest is being awaited.
7 bus companies have registered forthe interfirm comparison project whichwas started in October 1982. The aimof the project is to highlight the strengthsand weaknesses of their companiesthrough an analysis of the quarterlyresults.
A Demand Study has also been under-taken for several groups of products forthe International Trade Centre. Thestudy is expected to be completed inearly 1983.
A series of booklets is also beingprepared for use by NPC staff in theircourses and also for the general public.The first one on 'Registration andOperation of Business' is in the processof being prepared. Others in the serieswill follow.
Management Research and Informa-tion Service (MARIS)
As a result of the organisationalchanges that took place within the Cen-tre, the Management Research and In-formation Service now comprises the ac-tivities of Research and Information andLibrary. Public Relations which was partof MARIS is now directly reporting tothe Chief Executive i.e. the Director.However, the Research and Public Rela-tions sections together with the Librarycontinue to work closely to promote andcarry out the objectives of the Centre.
With the launching of the Productivi-ty campaign in April, 1982, the Centreembarked on a long term programmeaimed at promoting productivity con-sciousness at all levels — from theworkers to top management. One of themany ways of promoting productivity

consciousness is through the dissemina-tion of information relating to produc-tivity. MARIS will step-up its activitiesto assist the Centre in its efforts to spreadthe concept and techniques of produc-tivity at all levels of managementthrough training courses, advisory ser-vices, publications and surveys.
Research and Information
Specific as well as general enquiriesand requests related to the Centre's ac-tivities were received from the generalpublic, government agencies and fromcommercial and industrial circles. Theincrease in enquiries and requests weredue to a large extent to the Centrespearheading the Productivity Cam-paign. Where possible MARIS handledthe enquiries and where information ofa specific nature unrelated to MARISwas concerned, it was channelled to therespective training and advisory servicessections.
The section continued to collect com-prehensive information on the Centre'sactivities. Specifically informationrelating to participants their educationalbackground, occupation, size and typeof organisation was collected and col-lated. An analysis of the performanceof the various sections and the regionaloffices was also prepared for manage-ment. This Information is used forevaluation and also to prepare briefingsas well as act as a basis for planning andimproving the productivity and qualityof the Centre's training and advisoryservices.
The Research and Information sectionalso assisted in the preparation of infor-mation to meet the needs of the train-ing sections and the Regional office incarrying out their activities.
During the year a total of 44 trainingfilms dealing with various managementaspects were obtained for preview by of-ficers of the different sections. Of thefilms previewed, the Centre purchased14 films and in the case of one film onproductivity issues, 3 additional copieswere obtained. The new additions are inthe areas of Management Accounting,Sales and Marketing, Industrial Rela-tions, Industrial Engineering, Manage-ment Development and films on Produc-tivity centered themes.
The Centre's film library can be saidto have one of the best collection ofmanagement training films in the coun-try, if not in the ASEAN region. Thefilm library currently has 284 originaltitles and this does not include duplicatecopies of the more popular titles. Seven-teen training films which were too oldor damaged were written-off. "TheCatalogue of Management TrainingFilms" of the Centre, which was publish-ed in 1978 was revised incorporating allthe new titles that were acquired sincethen.
Finally, there has been a long felt needto have a film on the Centre and its ac-tivities for use during briefings. Workcommenced on the script and it is hopedthat this project could be completed in1983.
The Library
During the year, the library serviceswere expanded with the opening of a se-cond branch library at the Sungei Wayto cater for the reading needs of the staffand participants of the Branch office.To-date, the two branch libraries inJohor Baharu and Sungei Way-Subanghold a total collection of 1,050 volumesand 100 journals.

Services
Under the library's special member-ship scheme (for outside readers) whichwas started in 1981, there are a total of40 individual members and 10 organisa-tion members. This does not include 179staff members, making a total of 229registered readers.
In addition, 1,154 readers used thelibrary for reference and 58 researchstudents from institutions of higherlearning used the library for researchpurposes.
A total of 2,058 books and journalswere loaned out during the year. Thisdoes not include 952 books and journalswhich were loaned out at the SungeiWay Office.

Efforts to promote and publicise theCentre's activities through the media oftelevision, radio, newspapers were em-phasised through public relations andpublicity campaigns.
The Centre's services in the form oftraining courses, seminars/workshops,talks, advisory and follow-up serviceswere offered to the public by way ofadvertisements in the papers and localnews throughout the country.
The Centre's public relations pro-gramme also included the hosting oflocal and overseas visitors and localstudy groups who came to view the ac-tivities of the Centre.

NOTABLE EVENTS 1982
1. The National Productivity Campaign has been sucessfully spearheaded by theNational Seminar on Productivity launched by the Prime Minister, YAB DatoSeri Dr. Mahathir Mohamad, on the 5th of April 1982.
2. YB Dato' Musa Hitam, Deputy Prime Minister, officiated the openingceremony of a National Workshop on Productivity on the 18th of June 1982.
3. The Deputy Prime Ministertof Cook Islands, H.E. Dr. Pupuke Robati and wife,made on official visit to the Centre on the 16th of September 1982 and was briefedon its activities by the Director.
4. Ceremony to mark the official signing of a contract on Advisory Services betweenNational Productivity Centre and KELTRA Holding Sdn. Bhd. was held on the8th of October, 1982.
5. YBM Tg. Dato' Ahmad Rithaudeen Al Haj, Minister of Trade & Industryofficiated the opening ceremony of Quality Control Circles (QCC) Seminar on the4th November 1982 at NPC.
6. YBM Tg. Dato1 Ahmad Rithaudeen Al Haj, Minister of Trade and Industry,officiated the opening ceremony of 'Activity Sampling Study1 Seminaron the 9th of November 1982.
7. The Minister of Trade and Industry, YBM Tg- Dato' Ahmad Rithaudeen Al Haj,presented certificates to 27 participants of the 5th Hotel RestaurantSupervisory Certificate (HRSC) course on the 20th of December 1982.

FIXED ASSETS - $463,497The value of Headquarters building and Its site, which was allocated by the Federal Government, has notbeen included under fixed assets because its value has not been determined by the Government. Also thetransfer of land title to the name of Council has not been effected by the Government.
6. CONTINGENT LIABILITY - $12,780A sum of $12,780 will be met for the payment of Harun Salary Arrears for ex-staff.
