BC Transit has a green light at the intersection of opportunity

An efficient and afford-able transit system is a key factor in economic activity, reducing the effects of climate change, and healthier lifestyles, said Todd Stone, Minister of Transportation and Infrastructure while addressing a BC Transit workshop titled, Exploring possibilities, em-bracing change.

Communities throughout the province will benefit from increased operational funding and new capital investment, Stone told municipal leaders, transit planners and operating companies.

BC Transit and its local government partners have done an enormous amount of work in recent years to keep costs down, which puts them in a good position to take advantage of the recently-announced federal infrastructure funding for expansion and technology upgrades, said Stone. Transit is more than getting from point A to point B it is the stimulus for substantial change in the way we live in British Columbia. It affects our lives, our economy and our environ-ment.

This year the Province has provided a funding lift of $12.7 million over three years to go toward increasing transit services, with a focus on expanded door-to-door handyDART services in targeted communities, adding an extra 8,000 hours of handyDART services each year.

The Province is now working with the federal government to identify proj-

ects and service improvements eligible under the Public Transit Infrastructure Fund, which will be discussed with partner municipalities in the coming weeks.

BC Transit along with our partners remain committed to providing ef-ficient and effective public transit service in the over 130 communities we serve, said BC Transit president and CEO Manuel Achadinha. The additional funding from the provincial and federal governments provides a great opportunity to connect people and communities to more sustainable transportation options across B.C.

In partnership with local governments, BC Transit provides access to public transit to more than 1.6 million British Columbians in 130 communities out-side Metro Vancouver. The Province is providing BC Transit with more than $110 million in capital contributions and $324 million in operating contri-butions over the next three years the highest level of operating support for transit in Canada. As a result of this support, some communities with as few as 1,000 people have access to transit, making it unique in Canada for service in smaller communities.

Guns and Gangs progress: more officers, outreach, arrests

A month after announcing a $23-mil-lion expansion of B.C.s Guns and Gangs Strategy, the Province with the City of Surrey, the Combined Forces Special Enforcement Unit of B.C. (CFSEU-BC) and other police agencies have made progress on major, related initiatives.

Specifically:

Specialized officers and staff who will form two new 10-person gang disrup-tion and interdiction teams within CF-SEU-BC, B.C.s integrated anti-gang organization, are being identified.

Staffing of the new Office of Crime Reduction and Gang Outreach is also underway. This office will work with CFSEU-BC in support of the End Gang Life program, and with local governments and agencies on crime reduction and anti-gang outreach programs.

Surreys purchase of 75 more cameras to monitor street-level violence is in process, with installation anticipated in four to six months.

B.C. has bolstered Surrey Crown counsel with two full-time prosecutors and a paralegal dedicated to prioritiz-

ing cases linked to guns and gangs. By owning files from charge approval to trial, these staff will build expertise in these cases, which may result in more timely charge assessment, and will work closely with police to offer pre-charge advice and help with judicial applications to gather evidence.

Ahead of a provincewide gun am-nesty for which planning has begun, Surreys Safe City project saw 500 firearms and 3,000 rounds of ammu-nition turned over to Surrey RCMP pending re-registration, plus another 50 unwanted firearms relinquished to police.

Development of a gang-exit pilot proj-ect is underway, which will formalize and support ongoing efforts by police to help gang members and associates who want to leave gang life.

Funding has been allocated to the Pro-vincial Tactical Enforcement Priority (PTEP) to ensure this intelligence-led investigative process has the resources needed to remain in use across B.C. police agencies. The Honourable Jean-Yves Duclos, Minister of Families, Children and Social Development, today provided further details regarding the increase in funding to the Homelessness Partnering Strategy (HPS) that was announced as part of Budget 2016 support for social infrastructure. The additional investment will provide communities across Canada with the flexibility and support they need to help prevent and reduce homelessness.

One of the Government of Canadas priorities is to empower all Canadians to build better lives for themselves and to enable them to contribute to and share in the prosperity of our society. In order to meet this commitment, the Government recognizes that it must re-

spond to the pressing and unmet needs of communities across the country with regards to homelessness.

Budget 2016 also announced a broad engagement process with provinces and territories, Indigenous and other communities and key stakeholders in the coming year to develop a National Housing Strategy. In this context, the Government of Canada will engage in a consultation process as we move forward on the design and implemen-tation of future investments in housing and homelessness.

Surrey Ground Search and Rescue Society receives funding

SURREY Surrey Ground Search and Rescue So-ciety is receiving a boost of $69, 441.76 as part of the Provinces $10-million in one-time funding com-mitments to the BC Search and Rescue Association (BCSARA) to help bolster training, administrative support and equipment renewals for these critical public safety lifeline volunteers.

Although we have not decided exactly how the funding will be used, this grant will help fund some of the teams ongoing projects, said Surrey Search and Rescue president Don Burgess. It takes some of the fundraising pressure off and lets us concentrate on training and responding to calls in the communi-ties that we are proud to serve.

Nothing is more important than a timely response to rescue a person in distress on land or on the water, said Surrey-Tynehead MLA Amrik Virk. Surrey Search and Rescue volunteers regularly put their own safety at risk to save lives on some of the most complex terrain and most challenging waters in B.C. This investment will give them the tools and training they need to conduct tough and successful rescue missions.

Search and rescue volunteers are first to remind everyone that proper preparation is vital to a safe en-joyable outdoor adventure, said Surrey-Fleetwood MLA Peter Fassbender. But its nice to know that our very own Surrey Search and Rescue team will be fast on the scene to find lost or injured people around the clock and 365 days a year. This funding will help them improve their response capacity at a much higher level.

The $10 million in BCSARA funding will take place over a two-year period, based on the proposed Alternative Support Model that was supported by its members. These funding allocations are given according to the needs of the local ground search and rescue teams to replace or update equipment, provide administrative support and pay for new or additional training.

This investment builds on the $6.3 million the B.C. government is already providing each year to cover ground search and rescue operational costs for de-ployment, as well as training and equipment costs, and the insurance and liability for the members of the 80 groups serving across the B.C. landscape.

before will find work this year under the Canada Summer Jobs program (CSJ).

Over 77,000 jobs have been approved for funding under the CSJ program this year more than double last years 34,000. Thanks to the unprecedented response from employers, particularly

in small businesses, at this time we have approved 7,000 more jobs than we planned to create in 2016.

The Prime Minister made the an-nouncement with the Honourable MaryAnn Mihychuk, Minister of Em-ployment, Workforce Development and Labour at the CHEO Research In-stitute where he told students that the skills they will learn in their summer

jobs will help get them ready for their future careers, save for their education, and help strengthen the middle class, all at the same time.

Politicians Should Look in the Mirror on Housing Prices

Politicians and bureaucrats are differ-ent from the rest of us. When everyday folks look at homes, we see our future a place to live, to raise a family, to retire. Its an investment that will help us, a safe spot that becomes the centre of our world.

When the politicians and bureaucrats look at those same homes, they see a cash cow to be milked.

How else to explain why new housing in the City of Vancouver is now subject to at least 107 taxes, fees and levies, all of which drive up the cost of housing? Our leaders now tax new condos at a rate of at least 37 per cent, making a condo that should cost $294,691 come in at a final selling price of $403,809.

At a time when real estate has be-come the dominant conversation in the Lower Mainland, when a news cycle cant go by without another big affordability story, the politicians have gotten off nearly scot-free, even as they reach their hands deeper into the housing tax till.

Their demands have become ridicu-lous and expensive.

TransLink, for example, now requires builders to hire a Trolley Overhead Safety Watcher whenever a home-builder is working near bus trolley lines. Someone is paid $90 per hour ($135 per hour for overtime shifts of longer than eight hours) to sit and watch the trolley bus wires. There are no special qualifications for this job; it is usually done by a retired bus driver, not an electrical expert.

This individual (whose travel time is also paid by the builder) usually sits in a lawn chair, watching the wires. But even if a crane inadvertently came close or even clipped the trolley wire, the watcher has no ability to contact the crane. This requirement adds as much as $300,000 to a building project in Vancouver.

Another example is the expensive, high-end level 2 electric vehicle charg-ing receptacles required by the City of Vancouver for 20 per cent of parking spaces.

Its worth remembering that there are only 3,100 electric and hybrid plug-in vehicles in all of British Columbia. There are nearly 300,000 non-electric vehicles licensed in Vancouver. Even if every single one of those electric vehicles resides in Vancouver, that still works out to just 1 per cent of vehicles. Adding that level 2 charging require-ment can increase a building cost by as much as $400,000.

Rather than doing everything they can to encourage new housing thus increasing supply and helping drive down prices city hall acts like hous-ing is a nuisance to be eradicated. They seem to be trying to tax new housing out of existence.

Meanwhile, too many politicians and bureaucrats act like even more taxes is the solution to affordability problems in the Lower Mainland. Some float speculation taxes and foreign invest-ment taxes and higher taxes on pricier properties.

Everyday taxpayers should be very reluctant to go down that path. Back in 1987, the Property Transfer Tax was brought in as a luxury tax it applied to just the top 5 per cent of property purchases. Today, its a major cost driver in new housing.

Todays luxury taxes have a way of turning into tomorrows everyone taxes. And any increased cost, includ-ing higher taxes, makes things more expensive, not cheaper.

There are many causes of housing un-affordability in the Lower Mainland, and many need to be addressed. But politicians should not be allowed to wriggle off the hook for their contri-butions, and should instead aggres-sively cut taxes, speed up regulatory processes and help get more homes into the market.

WSO DEEPLY DISAPPOINTED BY DEFEAT OF ONTARIO SIKH GENOCIDE MOTION

The World Sikh Organization of Canada is deeply disappointed by the Ontario Liberal Govern-ments vote against a motion recog-nizing the November 1984 attacks on Sikhs as a genocide.

NDP Deputy-Leader Jagmeet Singh had introduced a Private Members Motion reading, That, in the opinion of this House, the Government of On-tario should recognize the November 1984 state organized violence perpe-trated against the Sikhs throughout India as a genocide.

Despite receiving support from both the NDP and Progressive Conservative caucuses, Ontarios Liberal Govern-ment defeated the motion 40 to 22.

The 1984 Sikh Genocide, in which thousands of innocent Sikh men, women and children were brutally attacked and murdered across India, was one of the darkest chapters in modern Indian history. The attacks were not spontaneous but had in fact been systematically orchestrated and

carried out under the guidance of members of the ruling Congress Party of India. State actors like the police either turned a blind eye to the killings or actively assisted in their execution. The Government of Indias Nanavati Commission Report acknowledges but for the backing and help of influ-ential and resourceful persons, killing of Sikhs so swiftly and in large num-bers could not have happened.

Although official reports record the killings of nearly 3,000 Sikhs, un-official estimates are much higher. Barbara Crossette, a former New York Times bureau chief in New Delhi noted that Almost as many Sikhs died in a few days in India in 1984 than all the deaths and disappearances in Chile during the 17-year military rule of Gen. Augusto Pinochet between 1973 and 1990,

Indian Union Home Minister Rajnath Singh has recognized the 1984 attacks on Sikhs as a genocide and noted

that several persons who had a role in the carnage are yet to be punished.

WSO President Mukhbir Singh said today, we are deeply disappointed by the defeat of the motion recogniz-ing the events of November 1984 as a genocide. The ongoing use of the term 1984 anti-Sikh riots to describe the events of November 1984 is a distortion and wrongly implies un-organized communal violence. The motion introduced by MPP Jagmeet Singh was an important opportunity to hold those who planned and organized orchestrated the massacres responsible and an opportunity for reconciliation and justice.

WSO Ontario VP Prabmeet Singh Sarkaria said, Its highly unfortunate that the Ontario Liberal Party worked to defeat a motion of such importance and significance to the Sikh communi-ty. Even Indian Union Home Minister, Rajnath Singh, has acknowledged that the events of November 1984 were genocide. By passing todays motion,

Ontario could have played an impor-tant role in moving this issue forward and in the pursuit of truth and justice for the victims.

UFV Governor Generals gold medal: Kristy Kardos is top grad at masters level

Kristy Kardos can see the sur-face of her dining room table for the first time in two years.And her ever-patient husband and friends are happy that shes free to take part in social activities again. Everythings been on hold as she im-mersed herself in social work studies at the University of the Fraser Valley, while holding down a full-time job with Fraser Health.

She recently wrapped up her Master of Social Work degree at UFV, clear-ing her table of five semesters worth of notes, textbooks, and assignments.

Now she not only has a credential that will qualify her for a higher level of positions at Fraser Health, shes also the 2016 winner of the Governor Generals Gold medal, given to the top student in a masters degree program at UFV.

The Chilliwack resident was first amongst a very competitive but also supportive class of keen MSW

students, earning a final grade point average of 4.27.

Kardos is an avid student who did her Social Services diploma and Bachelor of Social Work degree at UFV right out of Sardis Secondary, graduating with her BSW in 2007. She got inter-ested in the specialty of mental health after doing a practicum at Cheam View Clubhouse, a psycho-social re-habilitation program for clients with severe mental illness.

After establishing herself in the field for a few years, she was eager to come back for the MSW.

I love being a student! I always knew I wanted to come back for more, she notes. I was quite young and inexpe-rienced when I first entered the field, so it was nice to have time to come back and refocus and reflect on what it means to be a social worker.

In her day-to-day work with Abbots-ford Mental Health (part of Fraser Health), Kardos provides counselling,

education, and support to individuals with mental health issues and their families, and refers them to appropri-ate resources, and also liaises with different professionals and agencies, and advocates for her clients.

For her major research project as part of her masters degree, she looked into the stigma attached to borderline personality disorder, and investigated what social workers found to be mean-ingful and effective peer support for social workers working with clients with the disorder.

She also completed the mandatory three-day-per week practicum, taking time out of her day job to participate in a pilot project that researched placing social workers into school settings in Surrey. Students from UFVs BSW participated in the applied part of the project, while Kardos monitored and analyzed the results. The team presented its results at a conference in Calgary in early June.

Kardos has a wide circle of support to thank for her success, including her professors, her fellow students, co-workers who picked up the slack while she was away on practicum, friends who made sure she got out every once in a while, proud parents who encouraged her all along the way, and husband Ryan, whos glad to have both his wife and his dining room table back.

UFV graduates a Master of Social Work class every two years. The next cohort starts in September 2016.

Laundry detergent pods and children dont mix: BC Drug and Poison Information Centre offers tips for parents following increase in calls

Laundry detergent pods are an important rea-son for calls involving children to the BC Drug and Poison Information Centre (BC DPIC), a program of the BC Centre for Disease Control.

BC DPIC reports an increase in exposures to laundry de-tergent pods since 2012, resulting in 59 calls to BC DPIC in 2012, 128 calls in 2013, 137 calls in 2014 and 152 calls in 2015, for a total of 467 calls and 150 visits to the emergency room be-tween 2012 and 2015. Most of these calls involved chil-dren under the age of six.
