JSIS Activities• Oscillation Modes – embarking upon studies to
relate oscillatory modes, damping to system conditions including flow levels for various simulated systems
• Oscillation Analysis – review current system events. Review plots from PMU for interesting behavior

JSIS Activities• Presentation from Peak, GE, WECC regarding
Simulations with Westwide System Model (WSM) Cases– WSM (West-wide System Model) – node-breaker model
used by Peak to run RTCA and next day studies;– WSM Cases including dynamics data are posted in at
PeakRC.org for operating entities to download. • Cases can be loaded into PSLF to provide for planner access
including dynamics studies

Simulations with WSM• Results– April 28th – PDCI loss– May 28th – Garrison-Taft line reclosing;– June 17th –Chief Jo brake test;
At 6:06 PDCI tripped, RAS activated dropping 1708 MW in Pacific Northwest
System Frequency dropped to 59.784 Hz Sequence of events from BPA (not official):– 4.553 sec – PDCI pole 3 power change from 827 to 489 MW– 4.553 sec – PDCI pole 4 power change from 827 to 508 MW– 5.333 sec - PDCI pole 3 and 4 power change to 0 MW– 5.667 sec – insert Fort Rock series capacitors– 5.733 sec – RAS gen.drop
Additional comments: Poles 1 and 2 out; Olinda CB3096 closed (cap in), CB 5492 open
(reactor out) Tracy CB 1292 and 2292 opened (caps out) 3592
closed (reactor in), CB 1392 and 2392 closed (caps in)

PSLF simulation (WSM node-breaker) vs. PMU – Preliminary Results
Celilo
Results using updated dynamic model (inclusion of BPA updates and UEL);
MALIN Voltage
Results using updated dynamic model (line Vincent Midway tripped);
Additional shunt switching needs to be modeled:• Olinda 500 kV CB3096 closed (capacitor in) and CB 5492 opened (reactor out)• Tracy 500 kV CB 1292 and 2292 opened (caps out) and 3592 closed (reactor in)• Tracy 500 kV CB 1392 and 2392 closed (capacitors in in)
Results using updated dynamic model (inclusion of BPA updates and adding UEL and removing line Vincent Midway);
Summerlake-Hemingway flow
Results using updated dynamic model (inclusion of BPA updates and adding UEL and removing line Vincent Midway);
COI Flow
Results using updated dynamic model (inclusion of BPA updates and adding UEL and removing line Vincent Midway);
GARRISON-TAFT Flow
Results using updated dynamic model (inclusion of BPA updates and adding UEL and removing line Vincent Midway);
NAVAJO Voltage (5 kV difference between SCADA and PMU), HASSYYAMPA ( 8 kV difference between SCADA and PMU),
Results using updated dynamic model (inclusion of BPA updates and adding UEL and removing line Vincent Midway);

Case will be posted at peakrc.org; We can start using WSM snapshots in
node breaker format (we have tool, PMUs, cases);
Results are reasonable, we need more simulations to gain more confidence and to improve models;
It is much faster to prepare case;
April 28, 2015 Disturbance
May 28, 2015 Disturbance Here is what do we see from PMU data:
About 12:38:50.65 – Taft voltage jumps 25-kV, Garrison jumps only about 8-kV, no MW flow on Garrison – Taft #2, no MVAR flow on Garrison end, 500 MVAR flow from line to bus at Taft end – clearly line is energized at Taft
About 12:38:53.9 – looks like line is closed from Garrison About 12:38.54.45 – looks line opened at Garrison About 12:39:08.35 – line closed again at Garrison About 12:39:09.05 – line opened again at Garrison
Peak did not see action of PCBs on Garrison side since there was maintenance on this breakers so ICCP was probably disabled;
