Call to OrderThe Rt. Rev. Michael J. Hanley, Bishop of Oregon, called the convention to order at 9:10 a.m.
Welcoming RemarksBishop Hanley welcomed delegates and guests, especially the Rev. Anthony Guillén, Officer for Latino/Hispanic Ministries for the Episcopal Church who will be our Keynote speaker later today and the Rt. Rev. Enrique Trevino, Bishop of the Anglican Diocese of Cuernavaca, Mexico, along with his wife Maru and Padre Agustin who is travelling with him. We also welcome the Rt. Rev. Bob Ladehoff and the Rt. Rev. Neff Powell who share with me in this Episcopal ministry in the Diocese of Oregon.

Additional Resolutions of PolicyThe Bishop called for any late Resolutions of Policy. Marlene Mutchler, Chair of the Committee on Resolutions of Policy presented the following:
Late Resolution I: Submitted by Oregon Episcopalians Against Gun Violence. Asks the convention to support handgun Purchaser licensing in order to prevent gun violence and save lives. It was moved and passed to refer to the Committee on Resolutions of Policy.
Late Resolution II: Submitted by Oregon Episcopalians Against Gun Violence. Asks the convention to support decreasing gun violence. It was moved and passed to refer to the Committee on Resolutions of Policy.
Additional Proposed Changes to the Constitution & CanonsThe Bishop called for any additional proposed changes to the Constitution and Canons. Alice Bartelt, representing the Committee on Constitution and Canons, reported that no additional proposed changes were submitted.
Report of Nominating Committee and Introduction of CandidatesThe Bishop called upon a representative of the Nominating Committee, The Rev. Todd Young, to call for late nominations. As each name was read the nominees were asked to stand:
Standing Committee, Clerical Order(Four-year term) Nominated were: The Rev. Nancy Gallagher, Holy Spirit, Sutherlin; The Rev. David Sweeney, Calvary, Seaside. The Rev. David Sweeney was elected.
Standing Committee, Clerical Order(Two-year term) No nominations from the floor were received. The Rev. Nancy Gallagher was elected by acclamation.
Standing Committee, Lay Order(Four-year term) Nominated were: Steve Griffiths, St James, Lincoln City; Martin Loring, St. Paul, Salem; Huberta Murphy, Trinity, Ashland; Sharon Rodgers, St. Mary, Eugene. Sharon Rodgers was elected.

Equipping the Saints Project Presentation #2The Revs. Carol Sedlacek and James Joiner introduced the presentation from The Rev. Joshua Kingsley, St. Matthew, Portland.
The Rev. Anthony GuilliénThe Bishop introduced and welcomed The Rev. Anthony Guillién, Missioner for Latino and Hispanic Ministry and our connection to the church-wide office and staff. He brought greetings from the Presiding Bishop. He spoke of a new meaning for missionary as members of the Domestic and Foreign Missionary Society (DFMS). Within the theme of the Beauty of Holiness there are different images of what is holy and what is beautiful. Another image is vitality, a church that’s alive, with God working in the church and in our lives, with people of all colors, ages, gender, and nationalities, coming together to learn to pray and to worship. Sadly that’s not the experience we have in many of our churches. Think about the people that are not benefiting from our communities and why do we have such a hard time sharing our faith with others? He focused on the diocesan mission plan, which is in keeping with the Five Marks of Mission, and the diagram around Congregational Vitality. He led the assembly in a discussion on what keeps us from being vibrant and growing. Mission and vision supports the Episcopal Church of today to be a church of tomorrow: multilingual, multicultural, and multiethnic which represents the world we live in today.
Cuernavaca Experience & Introduction of Bishop Enrique TreviñoThe Bishop expressed his pleasure to be hosted in the Diocese of Cuernavaca for the month of August of this year as he sought to learn the Spanish language better. During the month he was joined by a group of some two-dozen individuals from across our diocese. Bishop Enrique Treviño Cruz and his diocesan staff made them feel very welcome. The bishop introduced a short video which was put together by Fr. Brad Toebben, one of those who traveled with them.

Prayer for Paris following the terrorist attack: Ryan Baker-Fones offered a prayer in French for our brothers and sisters in Paris, the injured, the hostages and those who have been killed.

ReportsLatino Ministry Report presented by Missioner, The Rev. Roberto Arciniega
Padre Arciniega spoke on how Latino Ministry is one of the many expressions of ministry here among us. He gave thanks to for the support and openness for different expressions of worship and music throughout the diocese, not only for Latinos. He thanked the Revs. Roberto Maldonado and Wilson

Ferreira, Chris Craun, Samuel Borbon, Patricia Millard, Marla McGarry-Lawrence, John Scannell, Chris Hertlein, Kristina Burbank, Bob Williams, Bingham Powell, Nancy Crawford, and Cindra Gray and all the congregations with Latino Ministries.
Prison Ministry Report presented by the Rev. Dn. Tom English, the Rev. Jim Boston, and Miki Charlton.
The commission continues their work in encouraging compassion and mercy in response to crime and partnering with other organizations in Oregon. They welcomed and applauded the parish of St. Francis in Wilsonville who are providing clothes for the women coming out of Coffee Creek. The annual Criminal Justice Sunday focuses on the criminal justice system and they invite parishes to continue to participate. The Diocese of Eastern Oregon passed a resolution to join with our diocese in ministry. The effort is daunting and a little bit frightening but with God everything is possible.

Academy Report presented by The Rev. Dn. Maureen Hagan, Director
Six of the people ordained in June had spent from one to three years at the Academy and are now serving in four different convocations. There are students from 30 congregations and the Academy has a lot of people from all of our convocations. One current student lives in Ashland. Some students are taking one class while others are full time; some are discerning calls to holy orders and some are postulants. In the coming year the Academy has two goals: to work increasingly with Latino congregations and to provide distance learning possibilities.

Carol Sedlacek highlighted the history and ministry of camp in the diocese including Gearhart. She spoke of the resurrection at the Youth Ministries Commission which will do the following work: annual youth mission trip, develop additional youth events every year, and provide support for local youth ministers. This year’s Youth Mission Trip will be July 30 - August 6 to Seattle, in partnership with the Diocese of Olympia, with a focus on homelessness. She highlighted the partnership with the United Methodist Church of Oregon-Idaho for our camping ministry, including Latino Camp and Episcopal Week, and for adults, Shakespeare and Chocolate.
Socially Responsible Investing Report presented by The Rev. Caroline Litzenberger and Chapman Dix
Chapman Dix presented an overview of the work of the subcommittee for the past two years. Socially Responsible Investing is focused on the Gospel as well as financial values in investing. He discussed the proposed establishment of the SRI Fund and a Stakeholders committee. Caroline Litzenberger referred to Bishop Michael Curry’s vision of the world transformed by the love of God. The SRI committee strived to listen to the Holy Spirit in their work.
Report of the Ecumenical & Interfaith Commission presented by the Rev. Carolynne Fairweather
The commission presented the Ecumenical Banner to St. Mary’s in Eugene for the major way they interact with the community as part of the Interfaith Family Night Shelter Program for homeless families in Eugene. St Mary’s was one of the founding churches in the Interfaith Emergency Housing Project begun in 1989.

Bishop Michael Hanley presented the Bishop’s Cross award to Barbara Ross, Missioner for Christian Education and Lifelong Formation. Barb has been the center of Lifelong Christian Formation in the Diocese of Oregon for quite some time having been on the diocesan staff since October of 2002. She has the gift of working collaboratively with many diocesan groups, and above all has been and continues to be an advocate for children and young people in the church, community, and the world. As Barb looks forward to retirement this coming year we take this opportunity to extend to her our deepest thanks for all she has done throughout the years on the church’s behalf.

2016 BudgetThe Rev. Tony Hutchinson, chair of the Committee on Program and Budget of the Diocesan Council presented the 2015 budget. Motion to Amend: Two changes in the proposed 2016 Diocesan budget. One change to increase funding by $6,900 for Line Item #34 (Ministry in Higher Education, WOU, aka the Western Compass Campus Ministry). The other change to decrease funding for Line Item #38 (Contingency) by the same amount, $6,900. Second. Amendment Passed. It was moved, seconded, and passed to adopt the budget. (see Appendix, page 58)
Commission on Poverty and HomelessnessJeanne Kaliszewski, convener of the Commission on Poverty and Homelessness presented the report. Due to the generosity of the Thanksgiving Offering and basket raffle, of which there were 53 baskets donated, well over $3,000 was raised for the commission. Please remember the Thanksgiving Offering where the commission receives the bulk of their support. All the money that’s raised supports grants throughout the diocese. Last year seventeen grants to programs.
Report on Episcopal Relief & Development and the 2106 Outreach ProjectThe bishop announced that Archdeacon Carter Hawley is the new Episcopal Relief and Development Coordinator and will reestablish a network of coordinators within the diocese. Carter Hawley announced that the outreach project for 2016 is the Episcopal Relief and Development Microfinance Program: Pennies to Prosperity Economic Opportunities Fund. Together we can heal a hurting world.

SECTION 2 Lay Delegates to 127th Diocesan Convention
Article V, Sec. 5 of the Constitution, cites authority for the number of Delegates that each congregation is entitled to send to Convention.
Sec. 5. Lay members shall consist of Delegates from Parishes and Missions as provided in this section. The number of Lay Delegates to Convention for each Parish and Organized Mission in union with the Convention, and with written approval of the Bishop, from each Parochial Mission shall be according to the following schedule:

This corporation is a Corporation Sole, represented by the Bishop and his successors in office, in perpetuity. A convenient legal depository of funds and property held for the benefit of the Church. The funds are administered by the Bishop and invested in the Diocese of Oregon Pooled Investment Fund.

The Church in this Diocese is incorporated under the name of The Diocese of Oregon, 11800 SW Military Lane, Portland, Oregon 97219. The corporation holds in trust all property given for objects connected with the Church in this Diocese other than property held by parochial or other corporations. “Samaritan Village”
This nonprofit corporation controls, manages and operates Samaritan Village, 285 NW 35th Street, Corvallis, Oregon 97330, the retirement facility sponsored by The Diocese of Oregon. This facility has been in operation since September 1, 1962 and continues to operate at full capacity, with a short waiting list. The Bishop is President of the Board of Trustees.
“Oregon Episcopal School”
This nonprofit corporation controls, manages and operates Oregon Episcopal School, a school for boys and girls, formerly known as St. Helen’s Hall and Bishop Dagwell Hall, at 6300 SW Nicol Road, Portland, Oregon 97223. The Bishop serves as Chairman of the Board and the Diocesan Convention elects nine Trustees, annually electing three Trustees to serve three-year terms on a rotation basis.
“Center For Community Counseling”
This nonprofit corporation controls, manages and operates the Center for Community Counseling, 1465 Coburg Road, Eugene, Oregon 97401, a counseling agency. The Bishop appoints one member of the Board of Directors.

Environmental Commission Report
In a departure from past years, I’m going to use our time together to reintroduce the environmental commission’s ministry to you and to invite you into a deeper relationship with us. When I was asked to convene this commission, the first thing I wanted to understand fully was this: what, exactly, does the Environmental Commission do? I’ve boiled it down to this: Our primary function is to take church pronouncements concerning environmental stewardship seriously. When a resolution includes a call to action, our job is to figure out how to implement that call in the Diocese of Oregon. The most important such call was issued in 2012, when General Convention called on the church to work for a just transformation of the world’s energy beyond and away from fossil fuels (including all forms of oil, coal, and natural gas) and toward, safe, sustainable, renewable community controlled energy, and to support fossil fuel workers and their families during the transition to a “post-carbon” society. Let that sink in for a minute. And while that’s sinking in, here are some pertinent facts: in 2014, fossil fuels provided about 83.5% of all energy consumed in the United States and about 2.1 million Americans were employed by fossil fuel companies. Even beginning to formulate a response to a call this comprehensive is daunting. But this call is challenging not just because of the scope of the problems to be solved but because it reflects a reality of deep brokenness that is global warming, ocean acidification, deforestation, pollution, and extinction caused by human beings when we lose our connections to the divine. This brokenness is hard to face, but it invites us into a deeper relationship with God, with God’s Good Creation, and, of course, with each other, too. As the Environmental Commission responding to this call, we recognize that the Church is inviting us to form the Body of Christ in the world in response to this brokenness. That is our hope and our way. Our ministry engages with all this using our congregational development tools. We are incredibly grateful to the Diocese for investing in this training. We are working to gather, transform and send all of you out into the world as environmental ministers using four primary tools. First, we can help you find relevant and high quality environmental religious educational programming from a variety of sources. We have also developed our own, custom, Episcopal Diocese of Oregon environmental religious education, including presentations on climate change, fossil fuel divestment, environmental stewardship, biodiversity, and Episcopalian eco-theology. Second, we provide liturgical support to Clergy. We have compiled and are striving to keep current a number of resources for clergy who would like to employ environmental stewardship themes in worship. If you’re interested in this and you want some assistance, please drop us a line. Third, we help congregations reduce their environmental impacts. If your congregation has not participated in the Energy Grants program or with a local utility or nonprofit such as Oregon Interfaith Power and Light to reduce greenhouse gas emissions, please be in touch. We can probably help you save money on your utilities while reducing your facility’s carbon footprint. Fourth, we provide advocacy resources and support. The transition to a renewable energy economy requires advocacy and political work. Fortunately, Episcopalians believe that Christian life has political implications and that civic life is a legitimate and important place for us to engage in ministry. Having identified the need for outreach and connection to Episcopalians throughout the Diocese around political work, we are creating structures to respond to and support all congregations and individuals who are called to engage in Creation Care advocacy. Now, in recognition of this convention’s theme, we’re going to try something we’ll call the Holiness of

Beauty Exercise. It will help if we stand for this (as you are able) Please close your eyes. Now take a few deep breaths, and relax for a few seconds. Imagine being at your favorite outdoor spot in Oregon and hold that image in your mind. The Gospel of John teaches us that Jesus’ love and Jesus’ light are in that place. That’s at least one of the reasons why you love it, too. And the wisdom of John’s Gospel may also help you understand why you long to preserve and protect that place for your loved ones and for all the people who will come after us. That feeling is all you need to be an effective environmental steward. You don’t need to know what a gigaton or a perflurocarbon is, you just need to tap into the love for the Creation that’s already deep in your heart. And, then, you do need to share the gift of your love for place, for God’s creation, with the rest of the world. Now I understand that the sharing part might be hard because we’re Episcopalians. I know for sure it is hard for the introverts in the room, but we can do all do it. You can even practice it at the next break with one of your tablemates. Thank you. Board of Trustees Report
In January, The Rev. Caroline Litzenberger was reelected as Vice-President of the Board. With
Bishop Hanley away on sabbatical Caroline+ chaired the board meetings throughout his absence.
We thank both Caroline and Chapman Dix for their service as there terms on the Board come to a
conclusion. Throughout the year they both also worked as the Board liaisons to the Socially
Responsible Investment Committee. This Committee also includes two members of the Diocesan
Investment Committee and two members of the Environmental Commission.
Property issues were in the forefront of the work of the Board this past year. In January, the
basement at the Bishop’s Close flooded over the holiday weekend and the insurance company
and restoration firm were called in. An auto-dialer was installed to send a remote alarm that will
be sent to three staff members if the extruder sump pump fails.
The Board established a policy for distribution from the Triangle Lake Campership Fund to
support a diocesan camping program.
A request for funding was received from the Corvallis Campus Ministry Program to alter the
building to create three student housing rooms. This request was approved for $9,283.50 from the
Program Budget for this budgeted program.
The Board Property Subcommittee negotiated the sale of the former St. Francis in Sweet Home
which concluded with the sale for $80,000 in March. The Board began discussion of the property
related to Good Shepherd in Prospect and the decision was made to place it on the market in
September.
The Gardener’s Cottage at the Bishop’s Close was in need to a new roof and three bids were
secured. The bid from CC & L Roofing was accepted for $27,734 funded by the Southwell Fund.
As the roofing work progressed a significant amount of dry rot was discovered in the nearly 100
year old building. An additional bid of $44,344 from H & A Construction was accepted and the
Elk Rock Garden Committee agreed to fund 50% of the additional cost. Also during heavy rain a
portion of the retaining wall in the upper parking lot collapsed and the Board is working with the
Elk Rock Garden Committee on repairs.
The Board continues to take their fiscal responsibility seriously with regard to the completion of
the audits for 2012, 2013, and 2014 and are working diligently with the Finance Office to ensure
completion in a timely manner.

TREASURERS REPORT
2015 Approximately six years ago I was voted, by convention, to be a member of the Board of Trustees. Shortly after becoming a member of the Board the Bishop left, the Chief Financial Officer retired and the outside accounting firm presented the “audited” financial statements that were several years behind. It turned out the “audited” financial statements were in fact a review financial statement and not audited financial statements. At that time the auditors also informed us they would not be available for any future audits. At that time the highest priority of the Board of Trustees was to find a New Chief Financial Officer to fill the retired CFO position. The second priority was to find an auditing firm that would bring the Diocese of Western Oregon back into compliance. Since hiring Mary Macy as our Chief Financial Officer we have been made aware of the countless hours of research necessary to be certain all fund balances and accounts have been properly represented on the financial statements. This work was in addition to the normal daily operating demands. Last year I promised the convention I would bring to you, this year, the 2011 thru 2013 audited financial statements. Today I am only able to provide you with the 2011 audited statements. The good news was the auditors report for 2011 was a clean report. Last week I received an e‐mail from the auditing firm letting me know 2012 and 2013 audited statements would be presented to the Board by the middle of December. At this time they are also expected to be clean reports. Next year I look forward to presenting, to convention, the audited financial statement for 2012 thru 2014. BE IT RESOLVED that the 127th Convention of the Episcopal Diocese of Oregon does direct the Diocesan Board of Trustees and the Diocesan Investment Committee (DIC) to create a new socially responsible investment program, to be called the Socially Responsible Investment Fund (SRIF), for use within the Diocese of Oregon which reflects contemporary standards of socially responsible investing in addition to the gospel values priorities made known by Convention Delegates during a polling process conducted by the Socially Responsible Investment Committee (SRIC) at the 2014 Diocesan Convention. And be it further
Resolved that the 127th Convention of the Episcopal Diocese of Oregon direct the DIC to exercise its due diligence and fiduciary responsibilities in its manager selection processes consistent with existing procedures, and create and incorporate an appendix to its existing investment policy to further define SRI parameters, both in the manner of areas to avoid and potential positive investment choices worthy of support. And be it further
Resolved that the 127th Convention of the Episcopal Diocese of Oregon direct the Diocesan Board of Trustees and the DIC to provide detailed information about this new SRIF to existing and potential stakeholders – the owners of funds included in the Diocesan Investment Fund – no later than July 1, 2016. And be it further
Resolved that the 127th Convention of the Episcopal Diocese of Oregon recommend that all stakeholders of the Diocesan Investment Fund (DIF), including the Diocesan Board of Trustees, the Bishop of Oregon, including funds the Bishop of Oregon advises, and the congregations which participate in the DIF, exercise appropriate due diligence in deciding whether to reallocate their existing funds to the SRIF for part of, or all of their investments, and/or add additional funds to either or both of the two major long-term investment programs offered by the Diocese of Oregon, the DIF and the SRIF. And be it further
Resolved that the 127th Convention of the Episcopal Diocese of Oregon encourage all clergy, vestries, and bishop’s advisory committees of parishes and congregations that are not currently stakeholders in the DIF to learn about the opportunities for short and long-term investing through the DIF and, where prudent, to become stakeholders in the DIF by investing some or all of their investment funds through the DIF and/or the SRIF. And be it further
Resolved that the 127th Convention of the Episcopal Diocese of Oregon direct the DIC to report at least biennially to delegates and clergy at the annual Diocesan Convention. And be it further
Resolved that the 127th Convention of the Episcopal Diocese of Oregon does commend the work of the members of the Socially Responsible Investing Committee, the Diocesan Investment Committee, the Environmental Commission and the Diocesan Board of Trustees over the past two years in developing this new Socially Responsible Investment Fund.

Resolved that the 127th Convention of the Episcopal Diocese of Oregon direct the Board of Trustees, either itself or through a committee it may designate, to poll Convention delegates during the 129th Convention, and triennially thereafter, to gauge Diocesan SRI/Gospel Values Priorities which could modify the SRIF Investment Policy Statement and related Appendix which govern the SRIF. And be it further
Resolved that the 127th Convention of the Episcopal Diocese of Oregon direct the Board of Trustees, either itself or through a committee it may designate, to poll delegates during the 129th Convention, and triennially thereafter, to advise the Board of Trustees regarding their preferred percentage of Diocesan owned and controlled assets to be allocated to the SRIF. And be it further
Resolved that the 127th Convention of the Episcopal Diocese of Oregon encourage members of the Diocese who have concerns regarding investment, divestment, reprioritization of SRI/Gospel Values, or similar SRI concerns to bring those concerns to the Board of Trustees. The Trustees may, at their discretion, refer the matter to the DIC to investigate it consistent with the DIC’s ongoing investment due diligence practices including using the resources of an investment consultant. And be it further
Resolved that the 127th Convention of the Episcopal Diocese of Oregon direct the Board of Trustees, either itself or through a committee it may designate, to endorse the Episcopal Church's directive to support the United Nations' Sustainable Development Goals (the "SDGs") by authorizing the SRIF to invest in organizations working to achieve the SDGs, especially including the authorization to make micro-finance investments as resources may allow.

BE IT RESOLVED that the 127th Convention of the Episcopal Diocese of Oregon directs that the governance bodies, committees, parishes and institutions, more particularly described below, take the actions set forth in this Resolution of Policy in order to help achieve a constructive conversation about the Israeli-Palestinian conflict, and be it further
Resolved that the 127th Convention of the Episcopal Diocese of Oregon, while acknowledging the extraordinary complexity of the conflict, does hereby: express a strong affirmation for the search for a resolution of differences throughout the entire region, no matter how complex or seemingly intractable those differences may be; and pleads ultimately for both justice and peaceful reconciliation amongst all Palestinians and Israelis, and be it further
Resolved that the 127th Convention of the Episcopal Diocese of Oregon recognizes that all of God’s people deserve to live in peace and harmony, and therefore prays for all people of the Middle East that the principles of justice, reconciliation and peace common to Christianity, Judaism and Islam may arise and flourish in the effort to bring about mutual understanding and dialogue, and be it further

Resolved that the 127th Convention of the Episcopal Diocese of Oregon, does further associate itself with the position taken by of The Right Reverend Suheil Dawahi, Anglican Bishop of Jerusalem, who has repeatedly argued strongly against divestment, but rather for investment, in the Palestinian Territories because, as he has stated, affirmative investing creates jobs for Palestinian Christians and Muslims and divestment takes those Palestinian jobs away, and be it further
Resolved that the 127th Convention of the Episcopal Diocese of Oregon recognizes that efforts to improve peace in the region will be best served by a focus on affirmative and prudent investment in new or fledgling Christian/Muslim Palestinian or Jewish/Palestinian businesses and joint ventures, rather than potentially harmful practices such as divestment which can unwittingly contribute to anti-Semitism, to which we as Episcopalians, exercising our Anglican commitment to justice and reason, should be ever alert, and be it further
Resolved that the 127th Convention of the Episcopal Diocese of Oregon, recognizing that Arab and other Anglicans within the Anglican Diocese of Jerusalem constitute a part of the historic Christian presence in the region since AD 37, the time of the first Pentecost, take positive action by: encouraging Trinity Cathedral to explore the feasibility of establishing a sister Cathedral relationship with St. George’s Cathedral in Jerusalem, and we ask that the Cathedral report back to the 128th Diocesan Convention on any progress that it may have made on this matter; encouraging those of our parishes for whom it is feasible, to explore sister parish relationships with one of the twenty-seven (27) parishes of the Anglican Diocese of Jerusalem; and, encouraging Oregon Episcopal School to explore a sister school relationship, including the possibility of student exchange opportunities, between it and either, St. George’s Episcopal School in Jerusalem, the Arab Episcopal School in Ramallah, Palestine, or St. John’s Episcopal School in Haifa, Israel, and that it report back to the 128th Diocesan Convention on its progress, and be it further
Resolved that the 127th Convention of the Episcopal Diocese of Oregon, applauds the decision of the Episcopal Church USA’s Economic Justice Loan Committee (EJLC) to purchase a three-year certificate of deposit for $500,000.00 in the Bank of Palestine as part of its economic justice portfolio; and it directs the SSAC (the SRI Stakeholder Advisory Committee) which the Convention’s Socially Responsible Investing

2015 Resolution V (Cont’d) Committee (SRI Committee) proposes be created by simultaneous resolution of the 127th Convention (and which upon adoption shall be appointed by the Diocesan Board of Trustees) to explore the prudence and feasibility of: a) the purchase of a certificate of deposit, in an amount to be determined, so long as the use of such funds are limited to loans for infrastructure, the development of small business which may reasonably provide employment opportunities for Palestinian Arabs or Christians, or for other peaceful purposes; and/or b) an affirmative investment in an activity or enterprise that could foster coexistence and collaboration amongst Israeli Jews and Israeli and Palestinian Arabs and Christians; and, further, that the SSAC report its findings, analysis and recommendations to the Diocesan Board of Trustees in advance of the 128th Convention, which, in turn, shall take action as it deems appropriate and report on such action to the 128th Convention. Late Resolution No. 2 - Decreasing Gun Violence
Late Resolution II: Decreasing Gun Violence Resolved, That the 127th Convention of the Episcopal Diocese of Oregon, in the wake of the murder of 24 and injury to twelve Oregonians in the last two years, urge all legislators at federal, state and local levels to help decrease gun violence by implementing laws that:
1. Require permits to carry concealed weapons and criminal background checks for every gun purchase, including those made at gun shows; and
2. Except for the use of military and law enforcement agencies, ban the sale, transfer, importation and manufacture of military-style assault weapons and high-capacity magazines; and
3. Ban the importation and manufacture of Full-Auto Conversion kits that convert automatic weapons; and
4. Tighten laws against gun trafficking, and increase penalties for those who engage in "straw purchases" of firearms for ineligible persons; and
5. Prohibit persons from purchasing guns without evidence of gun safety training; and 6. Recognize the impact of existing inheritance laws on the transfer of gun ownership; and 7. Promote funding for research into the prevention and causes of gun violence.

The Beauty of Holiness
It is good to be back in this beautiful and holy place called Oregon and the Diocese of Oregon. It is good to be here in this 127th Convention of the Diocese of Oregon. It is good to be here with you, the lay leaders and clergy of the diocese. I love this place and I love all of you!
It was, to be sure, a blessing to have the privilege of taking a sabbatical this summer. It was good to be gone from the normal day to day of regular life and to journey to new places and experience new things.
To visit the Diocese of Cuernavaca and to study Spanish was a great blessing. Bishop Enrique and his wife Maru were gracious hosts and I can only hope that our hosting of the Bishop and his wife during this convention can measure up to the fine standard they set in Mexico.
It was a blessing to travel to England to see the great cathedrals of Bath and Wells, Salisbury and Canterbury. Or, as the English might say, it was a most excellent trip. To listen to and participate in evensong, to walk the standing stones of Avebury, and stand on the site where Thomas Becket was murdered in the cathedral, these were all gifts beyond imagining.
Marla and I were also blessed to visit friends for a few days in the Spanish town of Toledo, the place where Theresa of Avila began writing her spiritual classic, Interior Castle which was one of several books on Spirituality and the interior life that I read during the sabbatical and which helped to clarify my own daily prayer life. What a blessing.
Even the challenge of driving a stick shift car on the wrong side of many very narrow roads was a gift and a blessing. I’m just happy to have survived that experience! So, thank you to the diocese and to the convention for the Sabbatical time. I know that it was a blessing to me and I hope the benefits of that time away may enrich our ministry together in the years to come.
Sabbaticals are intended to be a time away—both for the individual privileged to be gone and for the community they serve. The hope is that the person on sabbatical will do three things, rest, study something that will enrich the community they serve, and study something that will enrich their life with God in Christ Jesus. My hope for my sabbatical had been to accomplish these three things.
First, to rest a bit, I took the opportunity to build a fence in my side yard. Ok, some of you might not think that building a fence is relaxing but it was. I enjoyed the planning of the structure, the actual carpentry work and I enjoyed the satisfaction of building something that looks fairly good and shouldn’t fall down!
In order to accomplish the second goal of my sabbatical I went to Cuernavaca to learn more Spanish, “Hola, Buenos Dias!” “Como Estas?” “Muy bueno, gracias!” During my month-long stay I was able to spend the last two weeks with about two dozen Episcopalians from this Diocese who joined me for a Spanish language class at the Cuernavaca Diocesan office. They

were a blessing and a joy. And the truth is there is so much more to learn about this beautiful language, I plan to return in 2016 so, perhaps a few of you will choose to join me for a two week language course! And if you cannot travel at the time I go, Deacon Marla McGarry-Lawrence is planning on taking another group to Cuernavaca at different time of the year. Either way, if you want to improve your Spanish, this is a great opportunity.
Finally, for the third focus of my sabbatical I wanted to spend time in prayer and in the study of the interior life. To put it simply, I wanted to walk closer with God. The books above were a part of the reading I was able to accomplish. I can tell you that it feels like I was also able to make some progress in this work as well. So, it was good to have a Sabbatical and thank you for it.
It is also always a blessing to return home to this beautiful and holy place we call Oregon. It is especially a blessing to be holding our convention in the southern part of the diocese this year. To be able to travel down I-5 at this time of year is one of life’s greatest pleasures. To see God’s handiwork in the changing colors of fall, to come over the hills and mountains into this beautiful valley, wow, such a blessing. Simply making that trip allows one to experience our convention theme, “the Beauty of Holiness”. So, it is good to be back here with you today.
It was six years ago that the Diocese of Oregon gathered in convention to elect a new diocesan bishop and I was blessed to be elected. I have now been your bishop for five-and-one-half years. I have loved every minute and feel humbled by this work. I have not always done the right thing, I have not always said the right words, I am neither a perfect person nor a perfect bishop. I believe, however, that I am willing to apologize and to seek to be restored to relationship with those who have let me know when things have not gone well. I hope to continue to do so in the years I have left as your bishop. Frankly, Marla and I both love Oregon and we love this diocese. I have let the Cathedral know it is my wish to have my ashes placed in the Cathedral memorial garden, although I do hope that event is a long way off!
While I have already welcomed Bishop Enrique and his wife Maru to this convention let me extent another greeting, it is good to have you with us. We hope you enjoy your time in Oregon and that your visits to the congregations of the diocese who have Spanish language liturgies are a blessing to you. We have so much to learn from you and we look forward to being in ministry with the Diocese of Cuernavaca in the years to come as we further develop our relationship with you. The photograph you see on the screen was one I took during a festival the diocese put on for us at the end of our stay in Mexico. They were such wonderful dancers and we all had such a great time.
Before leaving on Sabbatical I wanted to see that the diocese did some visioning work while I was away that might shape our common life in the years to come. To that end three small study groups were commissioned to work on issues related to areas of ministry that seemed potentially vital for our future as a diocese. These groups studied Communications, Stewardship and Worship. Bingham Powell watched over the committee on Communications, Jeremy Lucas chaired the committee on Stewardship, and Worship was led by Carol Sedlacek. The diocese will be receiving their reports soon and communicating the results of those reports as appropriate. This may well be part of the focus of our work together on a diocesan level in the next years. I would also like to note that with the completion of the work of these three bodies we now have the experience of four such groups to review with an eye to working with the leadership bodies of the diocese to appoint more such groups in the months to come.

Our new Presiding Bishop, Michael Curry, in his sermon during his installation in Washington’s National Cathedral, reminded us that God is not finished with us yet, and that is certainly true with the Diocese of Oregon. God continues to be in our midst to challenge us to be God’s people in the world. We are invited to be part of what Bishop Curry has called: the Jesus Movement that is The Episcopal Church. We are to work and pray and give for the spread of the Kingdom of God in the Beauty of Holiness in all that we say and do.
Some of the learnings I had in the past few months came from reading a book my wife found for us on cooking. Now I like to cook and so does Marla but we are always looking to improve our skills. And so she downloaded a copy of Ruhlman’s Twenty. (That is Ruhlman’s Twenty not Romans 20, which does not even exist as the book of Romans stops at chapter 16!) Ever heard of it? Well it is a conversation about a list of twenty essential techniques to master if you want to be a good cook. Words like sear and braise and bake made the list but so did a few things I do not normally think of as techniques. I’d like to say a word about two of them in the context of our work in this diocese moving forward.
His first technique is Think. Doesn’t seem much like a technique but in reality it is the first and most essential of all of his techniques. It is what sets everything else up and allows you to have a good time producing an excellent meal. It is about planning before you cook, thinking about what you are cooking while you cook it and evaluating after you cook.
My take away for ministry is that as the church we should spend adequate time thinking about what we are doing as we minister in the name of Jesus in the world. We need to ask essential questions about who and why and how so that our offerings in Christ’s name for the world can be of the highest quality. Thinking and planning and evaluating should occupy an important place in all that we do and frankly I know I don’t do enough of it and I wonder if others might feel the same about their own work as well.
The second technique is to mise en place. Now I’ve always thought that this meant to chop up all your veggies before you begin cooking and indeed that is a part of what this means but Ruhlman has expanded this term in ways that will be a blessing to me in my cooking and in ministry. What he means by this term is to “get things ready” which is much more than just cutting up veggies. It also includes reading the recipe all the way through before you start and setting out the pans you will need so that in the middle of cooking you do not have to go on a search and rescue mission for the pan you left in the dishwasher! It also includes getting rid of the things that can get in your way while cooking. The open magazine about gardening on the counter or the groceries you haven’t put away.
To mise is to prepare before you start. It is making sure the sermon is ready well before the gradual hymn, the planning done for vestry meetings and church events. It is closing the e-mail program on the computer and turning off the phone when you write the article you are assigned for the newsletter and making sure that the church is ready for the next guest who might show up for prayer or counsel. This seems to me to be such an important part of what we must do to prepare a mansion for God in our hearts and in our communities and I know I often do not give enough attention to Mise en Place.
We need to continue the work we have begun in congregational development, work that Carol Sedlacek and James Joiner and others are highlighting throughout this convention. We can

expect that our camping program will continue to develop and enrich the lives of all who partake in it with the leadership of Carol Sedlacek.
The leadership bodies of the diocese will continue to streamline our structures of governance while maintaining the essential services the diocese decides it needs. As things change in Christian Formation we need to be ready to respond to the needs of God’s people for programs that help us all grow in our knowledge and love of the Lord. This and our Safe Church and Diverse Church trainings are evolving under the watchful eye of Barb Ross.
Our finance department, headed by Mary Macy, continues to make improvements in how we take care of the financial needs of our churches.
Beto and the other Latino missioners are hard at work enriching the work already begun in Latino communities and planning for future mission opportunities.
We continue to ask questions about how best to communicate between the various parts of our community and we continue to try out ways of keeping everyone connected. In 2016 the Episcopal Communicators Conference will be held in Portland and our own JT Quanbeck will be helping to host that event. The entire staff of the diocese did a great job of continuing the writing of the weekly column called Online with Leadership.
We have additional challenges to meet as we engage the communities in which we live. Issues such as poverty and homelessness, gun violence and environmental stewardship will continue to occupy a place in the agendas of church and diocesan bodies.
We have choices to make about mission and ministry, where and how to deploy the tools, resources and people of the diocese for the work of ministry in the name of Jesus. These issues will, I am sure, be a part of how we carry the Anglican expression of Christianity into all the parts of Western Oregon and I am also sure that other areas of concern will arise as we continue our work for God’s mission.
In addition to Thinking and Mise en Placing, I’d also like to talk for a minute about an image I pondered during my sabbatical. Marla and I spent a day in the English town of Bath and we toured the Cathedral there in that city. On the screen you should now see a photograph of the front of the Cathedral in Bath. Notice the two towers on the sides of the Cathedral; can you make out the twin Jacob’s ladders ascending the cathedral? Can you see the angels on the Ladders? When I saw them I began to notice that all of the angels take different poses as they make their ascent toward heaven. One climbs straight up with head held toward heaven, one is looking down from whence he came, another appears to be holding on to a rung with her arm slung over the bar as if taking a rest break from the climb, while another seems to be looking back as if to encourage a friend on a rung below, and one has decided to turn around and make a decent from the height.
I’ve been thinking about how analogous this is for most of our lives. There are times on the spiritual journey when I feel like I am aiming right at heaven and I need focus on nothing else, at other time I need to take a break or help a friend or even go back a few steps in the journey. Personally, I want to hold on to this image for a while because, the work of the church is often a challenging journey toward God with many twists and turns.

It may be easy, at least at times, to feel the presence of God in private prayer but not always. Months ago my spiritual director and I were talking about Lectio Divina, a spiritual prayer practice and I was saying how hard I was finding the practice and my director looked at me, waved her arms in the air and said: “pffff. It is easy.” And she proceeded to go through the steps of Lectio in less than one minute!
So, I guess even private prayer can sometimes be seen as more difficult than it really is, but still the work of the church is often full of difficult compromises between the New Testament ideal of a community of love and prayer and the reality of hurt feelings and lack of funds to do all we might desire.
So, on this Jacob’s ladder toward God it is good to know that many different poses are just fine for the time being. We can take time to rest; time to help a friend and we can even decide go back a few spaces, as long as we do not fall off the ladder! The key, of course, is to remember that we are all on the ladder together.
I need you to succeed ahead of me if I am to follow behind and while I can rest at times, resting too long means someone is going to have to make the decision to pass me by on the ladder and that can be tricky to accomplish. This is not a journey to be taken alone and the church provides a holding container for the journey. We do have a long way to go, both personally and as a community but I am convinced that God is watching over us, God is looking out for us, God will not allow us to fall and even if we do slip a bit, God will reach out a hand to assist us.
I’d like to close this address to the convention with a personal note of thanks to the entire staff of the Diocesan office and to the leaders and members of our diocesan leadership bodies. When anyone leaves for a sabbatical others step up to fill whatever gaps are in the system. Neysa Ellgren Shepley, my Canon to the Ordinary did a stellar job of managing the day to day affairs of the diocese. Thank you Neysa! The rest of the staff, Beto, Marie, Tracy, Wilson, Carter, James, Mary, Roberto, Beth, Sally, Barb, JT, Carol, Richard, and Joanne all played a part in continuing to see that the diocese and its churches are well served. Thank you one and all!
In addition to these individuals two other people stepped up to assist big-time. Sydney Brewster led the Standing Committee and Caroline Litzenberger chaired the Board of Trustees. Thank you both! Thanks to the members of these two bodies and to the members of the Diocesan Council who also did a great job while I was gone. I appreciate all your hard work!
While I am at it I should also thank those particular individuals and the leaders of some if not many of our churches who have had to wait for my return before we could accomplish particular tasks. Thank you! For those of you who got on just fine without me, thanks to you as well! While we are an Episcopal Church and bishops are an important part of the life of a diocese, it is good to be reminded that in most ways and for most things you get on just fine most of the time without a bishop!
So, it is good to be back. Good to be in this place at this time doing this good work for the kingdom of God and for the mission of God in the world. Thank you for your partnership! I look forward to the days ahead with anticipation and joy.
