17DOING BUSINESS WITH THE CORPS OF ENGINEERS
1. Know the mission and area of responsibility of USACE District.
2. Websites/social media– get smart on FBO, FPDS-NG, District websites, USASpending.gov
3. Take advantage of industry days, site visits and pre-proposals (free marketing).
4. Relationships – focus on relationships with the right people. 5. Familiarize yourself with DoD contracting regulations and
procedures.6. Consider Subcontracting opportunities.7. Follow the money. 8. READ! READ! READ!
18“TIPS” FOR CONSTRUCTION CONTRACTING WITH THE CORPS OF ENGINEERS
1. Become involved in the pre-proposal phase:• Keep track of Sources Sought, Industry Days, Synopsis, Solicitation, pro-proposal
conference and any amendments. • Become familiar with the project early in the procurement process.
2. Work to get out of the gate quickly at project start up:• Ensure you have someone on your staff that is well versed in submittals and developing
the required pre-construction plans so you can start soon after you are given NTP. 3. Get the project schedule approved ASAP:
• Meet with the Resident Office early and have follow-on meetings as necessary until you have it done.
• For complex jobs, if you do not have a scheduling expert in-house,consider hiring one. • Anticipate weather delays and factor them into your schedule and your cost structure. If
you work along the coastline or on dredging projects, don't forget to incorporate environmental windows that may exist. Determine your home office and project overhead costs early.
