First Sitting, June 30, 1965

The forty-third conference of the California District of the Pilgrim Holiness Church convened at the East Pasadena church at 9:00 A.M., June 30, 1965.

Congregational singing was led by Gene Daffern. Lundy Hill read a Scripture portion and offered prayer. District Superintendent Thomas Lee introduced Dr. Wm. H. Neff,

General Superintendent, presiding officer of the conference. Dr. Neff spoke briefly of the relative import of spiritual and methodo-

logical emphases in Kingdom building. His practical, inspirational message on faith was drawn from Mark 11:20-25.

Conference business opened by roil call to which thirty-nine ministerial and fifty-four lay delegates responded.

Conference bar was established as the first eight rows of seats and the platform.

Rev. Thomas C. Hamon, ordained minister from the Central District, transferring to the pastorate at Escondido, California, was introduced and welcomed within the conference bar.

Report of the District Superintendent was read and received. Report of the Assistant District Superintendent was presented and

received. C.P.A.'s report of the auditing of the District Treasurer's books was

read and received. District Treasurer's report was presented and received. Report of the Sunday School Promotional Secretary was read and

received. District Missionary Society President's report was presented and received. The Reception Committee presented Rev. C. E. Pendry, transfer from

the Bible Missionary Church. Reverend Pendry was welcomed by the chair, and gave a personal word to the conference.

The District Secretary read the District Youth President's report which, upon motion, was received.

Motion carried to adjourn. Fred K. Wells dismissed with prayer.

Second Sitting

The second sitting opened with congregational singing led by Joe Potts. Dr. Wm. S. Deal offered prayer.

Dr. Neff brought a timely exhortation relative to the personal work of the Holy Spirit.

The Reception Committee presented Rev, and Mrs. Clifford Maxwell, transferring from the Wesleyan Tabernacle Association, to pastor the Los Gatos church. The Maxwells were welcomed by the chair and accepted by the conference.

Minutes of the previous sitting were read and approved. Council recommendations were ratified as follows:

Third Sitting

The third sitting opened at 7:00 p.m. with congregational singing led by Paul Beck.

Joseph Fillmore read a portion of Scripture. General Superintendent Neff proceeded in the ordination of Mrs. Mar-

garet Seelig as deaconess. As the ordination committee and the candidate knelt at the altar, Thomas Lee led in prayer. The ordination service closed with the congregation singing a verse of "Take My Life and Let It Re."

Minutes of the second sitting were read and approved. The secretary presented Polity Committee Memorial No. 2, recommended

by the Polity Committee. Motion to recommend a substitute memorial was lost for want of a second. Memorial No. 2 carried.

Partial report of the Resolutions Committee was presented and acted upon as follows:

Resolution No. 11 carried. Redrafted Resolution No. 10 carried.

Motion to defer action on Resolution No. 12 was lost. Resolution No. 12 carried.

Partial report of the Educational and Examining Boards was presented and recommendations ratified.

Conference proceeded with the election of officers. The District Superintendent appointed the following tellers: Gene Daf-

fern, Paul Green, Lowell Weller, Robert Seelig, Eugene Lee, Don Sheets, Clayton Schletewitz, David Holmquist. Joe Potts was appointed scribe.

Thomas Lee was elected District Superintendent. Ballots were cast for Assistant District Superintendent. Motion carried to adjourn. John Fox dismissed with prayer.

Fourth Sitting

The fourth sitting opened with congregational singing led by Don Sheets. Max Greene led in prayer.

Dr. Neff spoke briefly relative to making one's religion a vital force. Minutes of the previous sitting were read and approved. The chair ruled that members of the District Board of Trustees are

members of the conference. Report of previous balloting for Assistant District Superintendent de-

clared Lundy Hill elected. Nominations for District Secretary were: David Eaton, L. B. Smalley,

Joseph Fillmore. Joseph Fillmore was elected. Nominations for District Treasurer were: Paul Beck, Ellis Morrell, Gene

Daffern. Paul Beck was elected. Ballots were cast for three advisory members of the District Council. Nominations for District Missionary Society President were: Gertrude

Beck, Myrna Deal, Dorothy Greene. Gertrude Beck was elected. Nominations for member of Board of Trustees were: Kenneth Klein,

Herman Higgins. Kenneth Klein was elected. Nominations for Examining Board member were: James Crowder,

Garnett Palmer. Garnett Palmer was elected. Balloting for advisory members of the District Council declared no

election. Motion carried to vote on the six names receiving the highest num-ber of votes. Ballots were cast.

Nominations for Educational Board member were: Russell Johnson, Paul Miller, Omar Fenton. Balloting declared no election. Motion carried to vote on the two nominees receiving the highest number of votes. Russell

Johnson was elected. The chair ruled that until such time as the General Conference details

a specific directive, members of elected committees are members of the conference, as well as committee members appointed by the chair. Such committees are the Resolutions and Ways and Means Committees, Exam-ining and Educational Boards.

Balloting for advisory members of the District Council declared David Eaton and Thomas Hamon elected. Motion carried to vote on the four names receiving the next highest number of votes, for the additional council member.

Nominations for member of Central Pilgrim College Board were: Gene Daffern, Thomas Hamon. Thomas Hamon was elected.

Balloting for additional member of District Council declared no election. Motion carried to vote on the two names receiving the highest number of votes. Fred Wells was elected.

Ballots were cast for five ministerial delegates to International Con-ference.

Motion carried that the District Council nominate 10 names from which four lay delegates may be elected.

Motion carried to reconvene at 1:30 p.m. Motion carried to adjourn. Jack Richardson dismissed with prayer.

Fifth Sitting

The fifth sitting opened with congregational singing led by Ellis Morrell. Prayer was offered by David Holmquist.

Minutes of the previous sitting were read and approved. Balloting for ministerial delegates to International Conference resulted

in no election. Motion carried that we vote on the 11 names receiving the highest vote. Ballots were cast.

Nominations for lay delegates to International Conference were: Charles McKay, Martin Horine, E. C. Bickmore, Milton Stuart, W. E. Tompkinson, Buford Struble, Chester Lehman, Ruby Tschinkel, Paul Green, Fred Gustin, Bill Crowe, Emily Stillion, Ruth Hocking, Katherine Tolton, Rose Melder.

Motion that lay delegates be elected by plurality vote was lost. Ballots were cast for lay delegates. Final report of the Examining and Educational Boards was presented

and recommendations ratified. Paul Green presented an oral report of the financial status of Mile

High Pines. Thomas Hamon, Max Greene, Joe Fillmore, Lauren Smalley were elected

ministerial delegates to International Conference. Motion carried to vote on the three names receiving the highest number of votes, to elect the remain-ing delegate. Balloting resulted in no election. Motion carried to vote on the two names with highest vote. Ballots were cast. Wm. S. Deal was elected. Gene Daffern, David Eaton, Fred Wells, Ellis Morrell, and Gordon Par-menter are alternates.

Martin Horine, Charles McKay, E. C. Bickmore, Paul Green were elected lay delegates; Milton Stuart, Fred Gustin, Chester Lehman, and Emily Stil-lion, alternates.

Motion carried that during this conference year $3,000 of Revolving Loan Funds be considered a contmgency fund to be used at the discretion of the District Board of Directors of the Revolving Loan Fund.

Final report of the Resolutions Committee was acted upon as follows: Resolution No. 15 carried. Resolution No. 16 carried. Resolution from the Fresno Church relative to the General Church

Extension's operating Northern California as a Home Missionary District carried as amended: Resolved that the District Council be empowered to act; that the Council confer with the churches in-volved, and if division of the district seems to be to the best in-terests of all concerned, then the General Church Extension De-partment shall be contacted.

Motion carried that we empower the District Council to act on all un-finished business of the conference.

Brother Neff gave a report on the progress of our denominational ne-gotiations with the Wesleyan Methodist Church relative to merger.

Motion carried that the same number of the District Journals as last year be sent to each church.

Conference adjourned by expiration of time. Dr. Wm. S. Deal dismissed with prayer.

DISTRICT SUPERINTENDENT'S REPORT

To our General Superintendent, Dr. William H. Neff, my fellow min-isters, lay delegates, and visitors to the 43rd Annual Conference of the Cali-fornia District of the Pilgrim Holiness Church, Christian greetings!

It is our mutual privilege to praise God Who in His providence has per-mitted us to gather at this conference to reflect upon the year that has passed, and to gird ourselves anew for the holy conflict in which we are en-gaged. The moral and spiritual tides reflected in the conditions in our nation, and around the world, does not permit us the luxury of ease and complacency, but calls upon us to arouse one another to new heights of holy endeavor to meet the challenge of a world sick with sin, and with so few voices to herald the way to spiritual and moral health and happiness. It is hoped that a con-sciousness of this need has caused us to approach this conference with a heart-cry for divine guidance.

Spiritual Condition

This has been a year of numerous changes on our district. No less than 12 of our 31 churches have, or are seeking new pastors. We trust that this will not be a continuing pattern, but that pastors and people will project a long-range program for the building of strong, healthy churches. Some of our church reports will reveal a substantial gain in membership, while others will record a loss. Despite statistics, we know that only God has a record of the trials and triumphs of both pastors and people, and will see to it that honor is given where honor is due. Generally speaking, our con-stituency indicates a healthy desire for a spiritual awakening. We pray that this hunger will grow until it will move our congregations to humble them-selves, and seek the face of God, until He comes to rain righteousness upon us. Every church must be a soul-saving institution or it loses all Scriptural reason for existence. We should be thankful for our accomplishments, but we should gird ourselves for the greatest soul-saving effort we have ever experienced. If this spirit prevails, all discord and lack of unanimity will vanish in a flood tide of love for Christ, the lost, and a mutual love and ap-preciation for one another.

District Home Missions

Due to limited income, and prior committments, we have not attempted to enter new fields in District Church Extension. It was the judgment of the Council that it was best to relieve present financial pressure in this area before attempting to extend our lines. Capital investments in properties at

Sacramento, Beaumont, Los Gatos, and El Cajon, have made further ex-penditures impractical until we can do something to ease the comniittments in these areas. Recommendations to the Conference for financial relief at this point are forthcoming, and favorable action is a definite necessity. In spite of this realistic picture of finances, there are some brighter things to report.

ARCATA, or more appropriately McKINLEYVIL,LE, the latest addition to our church family, has demonstrated a healthy aggressiveness that is in-deed encouraging. Rev. Gilman Welch, and his people, have purchased two acres of ground with a two-bedroom house, and a large utility building, which they have converted into a place of worship. This property was acquired for $10,000. The local membership has made a substantial down payment, and is keeping up the monthly instalments. Attendance in Sunday School has reached into the fifties, and God is adding to their church membership. There has been no cost to the District other than the Superintendent's mileage. Pray for this work.

RIALTO, under the able leadership of Rev. Fred Wells, continues to carry the burden of their own work without District support. They have se-cured the rental of a church facility in the heart of the city, and these ac-commodations should greatly enhance the success potential of their efforts for the kingdom. This faithful congregation not only carries the financial burden locally, but has voluntarily assumed stewardship responsibility in support of the District and General Church.

BEAUMONT has undergone a period of reversal in getting settled as a working unit, but it appears they have reached a point where attendance and interest are again on the increase. Rev. Roland Lamb has recently been placed here as pastor, and the people are rallying to his leadership. This coming year will be a decisive one for the future of this work. Pray much for pastor and congregation.

District Home Missions "500" Club

This year has not produced the response from all of our churches that we had hoped for in our 500 Club, though we believe the treasurer's report will reveal a slight increase over last year's giving. Since the District Mis-sionary Society did not feel able to assume responsibility for this program as recommended at last Conference, it was necessary for the Council to im-plement other means for its promotion, and for the collection of funds. The Council requested Rev. Bob Smalley to assist the Superintendent in the keep-ing of records and communications. Due to the press of many problems, the Superintendent was not able to give necessary attention to raising funds for the "500 Club" in the local churches. This item is on the agenda, with high priority, for the coming year. We wish to express appreciation to the pastors and local representatives of the "500 Club" who are largely responsible for the funds that have been raised. Special thanks is due Rev. Bob Smalley for his valuable assistance.

The Conference was good to give me a fine group of dedicated men on the District Council with whom to work. It has been a pleasure to serve with them. The Assistant Superintendent, Rev. Lundy Hill, has been both consid-erate and helpful in his service to God and the church. Rev. Joseph Fillmore, Secretary, and Rev. Paul Beck, Treasurer, have been most helpful in process-ing many legal items for the local churches, and discharging duties incidental to their offices.

Under the leadership of Rev. David Eaton, the District Youth Committee has cooperated as an integral part of the District program. This unification of effort is essential for the success of our work. After laboring this past year with these young people we have high hopes for the future.

Rev. Ellis Morrell has served at the helm of our District Sunday School program. The Sunday School Committee, acting jointly with the Youth Leaders, conducted a very beneficial conferette at Oak Glen Pines. This Com-mittee has had some difficulty functioning because of conflicting interests, but we are looking expectantly for a forward move during the ensuing year.

The District Missionary Societies have made their usual splendid con-tribution to kingdom interests. The District Missionary Committee, under the able leadership of Mrs. Gertrude Beck, has functioned effectively and effi-ciently. A balanced vision of the needs of missions at home and abroad is reflected by the splendid contributions of this society in both areas.

This has been the busiest year of my life. I deeply regret that there is so little to report in the way of progress, but have no apologies to make in-so-far as expenditure of time and effort is concerned. If I have made mis-takes, and it is certain that I have, it has been with right motives. My goal has been to realize a spirit of unity and cooperation for the total program of the church on the part of our constituency.

We must be ready to accept responsibility in the giving of ourselves. our finances, and our very best effort for God. May He be pleased to give us MEN — strong men — faithful men men who have knelt at the foot of the cross, and have died to self and worldly ambition, and are hidden away with Christ in God. If we can have this type of leadership, we can have anything we want in Kingdom building. May God bless His people with a holy en-thusiasm to accomplish the task entrusted to us by our blessed Lord.

D!STRICT YOUTH PRESIDENT'S REPORT To the members of the Annual Youth Conference of California District

of the Pilgrim Holiness Church, convened at Hermosa Beach June 4, 1965. California District Pilgrim Youth have completed another fiscal year.

We wish to express our deepest appreciation to the District Youth Council, whose faithful labor has undergirded our every effort to promote District Youth work. They have been helpful, thoughtful and productive, making our task a pleasant one. We also express a grateful "thank you" to the District Superintendent and District Council who have afforded us every possible courtesy.

Each zone has demonstrated an active and fruitful year. The Western Zone has had excellent attendances at their rallies and a good spiritual em-phasis. Typically, the Eastern Zone rallies have been well attended with a spirit of enthusiasm. The Central Zone has had a variety of programs creat-ing much interest. Congratulations are due to the Capitol Zone which has recently been organized. Not only have they been active on their zone but always put forth special effort to participate in the major activities of Dis-trict Youth. Special recognition is due Rev. Charles Cooper, who has led the zone these past several months. The Northern Zone, the smallest on the District has had a good year also. A warm thank you to Jim Crowder, Roland Lamb, Marianne Troyer, Rose Meidner and Charles Cooper for the faithful work they have done as zone chairmen.

This report would not be complete without offering special recognition to Charles McKay, a vice chairman who indeed was a co-chairman; Evange-line Deal's hard work as secretary was above and beyond the call of duty;

J. E. McCoy was a most efficient treasurer; Emily Wheeler effectively served on several committees. The main activities of the past year have been: planning youth activities at our camp meeting held at Azusa College, helping with the camp program at Camp Evangel, holding three district rallies, again, this year, cooperating with the District Sunday School Committee in con-ducting the Christian Education Conferette, and concluding the year with the District Graduation Banquet. We are pleased to report the camping pro-gram will return to Mile High Pines this year. The newly organized board of the Brethren in Christ and the Mile High Pines Board has been successful in reopening the camp.

STATISTICAL REPORT

During this past year I have presided at 11 meetings of the District Youth Council; attended several committee meetings; conducted three district rallies; conducted five zone organizational meetings, made seven visits to district zones; preached at two zone rallies; and performed the sundry duties peculiar to the office of District Youth President.

As a new District Youth President and Council will soon step into office and commence a new fiscal year, let us determine to give them our loyal support by attending district youth functions, responding to communications, and praying for the work,

In conclusion may I repeat that I have deeply appreciated the privilege of serving our District as Youth President. I have enjoyed the full support of our District constituency and District leaders making the task joyous. Let us join in the spirit of St. Paul who wrote, "Now thanks be unto God, which always leadeth us in triumph in Christ .....II Cor. 2:14.

PROMOTIONAL SECRETARY'S REPORT To the 43rd Annual Conference of the California District of the Pilgrim

Holiness Church convened at East Pasadena, June 29, 1965— Greetings:

While this past year has proven difficult in some respects, yet it has been an eventful year in Sunday School work.

The major difficulty of the past year, as far as the Sunday School Com-mittee was concerned, was their overload of responsibilities by serving on too many committees, saying nothing of local church activities. This served as a tremendous handicap in conducting committee meetings.

Our first endeavor was an organized visitation program. The committee introduced at the superintendent banquet a program of visitation in which your District Sunday School Committee were to conduct in the local church a Friday night training program followed with a Saturday spent in visitation, led by the Sunday School Committee. This program did not materialize due to the fact no Sunday School extended an invitation to the committee for visitation work.

By the time we recognized that the visitation program was not material-izing it was too late to enter into another program due to the fact the time had arrived to make plans for the conferette. Again there was much over-lapping in responsibility. Three of the Sunday School Committee were mem-bers of the conferette committee by virtue of office on the Sunday School Committee and the remainder of our committee were members of the con-ferette committee by virtue of their office on the District Youth Committee. We felt the only thing to do was expend all energy in the interest of our conferette. The conferette was a definite success.

The other major plans of the year were our Superintendent and Victory Night banquets. Both proved to be successful and well attended.

I am deeply indebted to Mr. Mervin Wright for his tireless efforts in promoting the C.Y.C. work within our district. He traveled 2033 miles and

visited 21 churches seeking to stir up interest in the C.Y.C. program. His efforts are producing fruit and interest is on the increase.

The committee purchased two items this year which will be of great help in the future. We have a good used A. B. Dick mimeograph machine and a complete line of samples of C.Y.C. materials.

The committee is to be commended for their willingness to do all they possibly could in the past year. By God's grace, I am certain the coming year will be marked with greater success than the past.

DISTRICT MISSIONARY SOCIETY PRESIDENT'S REPORT To the Annual District Conference, Greetings:

Another year has become history and only what has been done for the Lord will stand the test of eternity.

This has been our busiest year, as you will note by the reports we have compiled.

We were placed in charge of the missionary hour during the last camp meeting at Azusa. Rev, and Mrs. John Newby were the speakers, and they were an inspiration to all who were present. Rev, and Mrs. David Eaton added much to the service with their music.

Two conventions were held in October: one in Sacramento for the four northern churches, followed by another at Rees Memorial Church in Pasa-dena. Representatives from the Missionary Department were Rev. Charles Lewis and Rev. Wayne Wright. Their messages were really appreciated.

The local missionary presidents reported for their respective societies in each convention,

At Rees Memorial, Rev. Charles Lewis presented the Reading Course Certificates to a class of 30 who had completed the reading assignment. Another reader who had completed the course had passed on to receive a greater reward.

Considerable time and effort are required each year in compiling semi-annual reports for Miss Meeks, covering the 30 societies on the district.

Another area of activity has been that of locating needy pastors serving in the home fields and arranging for certain societies to prepare Christmas boxes to supply the needs of certain of these families.

This is no small, item, but the joy of bringing relief to the. distressed far outweighs the hours. of toil and labor. The societies which have responded to these appeals have shared in the blessings, as well as the recipients.

Rev. C, J. Knupp and Rev. Paul Phillippe were the missionaries who covered the district in January, and they were an inspiration to the societies.

During the month of March, Rev. Wayne Wright and family stopped off here enroute to• the Philippines from Saturday until Monday. It was a real pleasure for my husband and me to be with them these few days and to .jig with them in two services.

It was likewise a privilege to assist our own missionaries Rev and Mrs Paul Walborn and family, to get ready to embark for.their first term in the Philippines. They left from International Airport on Pan American Lines May 31st.

I have appreciated the faithful support of the members of the Missionary Committee this year.

We have traveled over 3000 miles in the interest of the missionary work. Four barrels were shipped to the Philippines. Sixty stamp books have been given by the societies toward a new car for headquarters. The Junior Soci-eties have remitted $155.75 for the Junior Projects. The value of boxes sent to the missionaries amounted to $700.17, and those for local needs were valued at 204.87.

MILE HIGH PINES YOUTH CAMP REPORT To the Delegates of the California District of the Pilgrim Holiness

Church convened at East Pasadena, July 1, 1965, Greetings:

As one of its final actions, the District Conference of 1964 voted an ap-propriation of $10,000.00 to be used in the rehabilitation of Mile High Pines Camp. That Conference action set in motion a chain of activities that con-tinued to present expanding needs and challenges. The following summary highlights some of the more significant actions of the past year.

In July of 1964 it appeared that one of several buyers might be ready to purchase the camp. Each of the prospects ultimately withdrew his offer and the stark alternatives faced by the Board were rehabilitation or loss of the entire past investment in the camp; besides losing this past investment it appeared there might be a sizable charge for clearing the land and returning it to its native condition.

At this point, the Board was reorganized and a study was made of the cost of complete rehabilitation. It soon became apparent that the $10,000.00 appropriation would not do half the job. By this time the Special Use Permit had been canceled and processes were well underway to make future use of the camp impossible. At this juncture the Board determined that $30,000.00 was needed to guarantee successful rehabilitation and meet past obligations. Reinforced with this decision, the Forestry Service agreed to reactivate our Permit if our goal could be reached.

The Board further agreed with unanimous approval from the District Council that present operation and future development would be facilitated if additional constituency and support were obtained. Thus, various partner-ships were pursued. After much study and effort a partnership was con-summated with the Brethren in Christ Church. Together, the Pilgrims and the Brethren were able to reach the goal of $30,000.00 and rehabilitation is now underway.

Much has already been accomplished. The $10,000.00 that the camp has owed the District for several years has been repaid in full. The fellowship hall has been inspected and approved by the Building Department for struc-tural soundness. Commercial power has been secured and is now being used for our building projects (no more generator trouble!). The siding of the fellowship hall will be completed this week. Plumbing is being repaired; the kitchen is being enlarged, and every day brings change and progress. The contract has been let for installation of a 40,000 gallon water tank and for the necessary upgrading of the sewage disposal system. A great deal remains to be done. The cleanup begun last fall must be completed. Roofing, elec-trical work, painting, plumbing, and general repair work will require much donated time and effort. Pilgrims need to supply at least $1,500.00 of addi-tional financing to cover their share of these costs.

Barring unforeseen problems, California Pilgrims will be using the fa-cilities of Mile High Pines for the camping season this year.

Continue to pray and support the work of Mile High Pines. This has been a very effective means of evangelical outreach for our District. I am confident that this new beginning for Mile High Pines may signal a revitali-zation of many other aspects of our District program.

BE IT RESOLVED that the Pilgrim Holiness members of the Board of Directors of Mile High Pines be composed of the District Superintendent, the District Secretary, the District Youth President, and the District Sunday School Promotional Secretary, together wih seven members elected by the District Conference from nominations submitted by the District Council. Three of these members will be elected for one year, two members for two years, and two members for three years, thereafter, each member shall be elected for a term of three years, except those serving by virtue of their office. And be it further resolved that an annual report of the activities and finances of the Mile High Pines Board be made to the District Conference.

No. 13—Whereas the presentations of the Resolutions Committee and the Ways and Means Committee overlap, BE IT RESOLVED that a single committee, to be called the Conference Action Committee, be formed, said committee to consist of seven members to be appointed by the District Su-perintendent, which appointments may be ratified by the District Council.

No. 14—BE IT RESOLVED that this Conference give a rising vote of thanks to Rev. Thomas Lee for his untiring labor of love among the Cali-fornia Pilgrims.

No. 15—BE IT RESOLVED that this Conference give a rising vote of thanks to Dr. William Neff for his labor of love among us.

No. 16—BE IT RESOLVED that greetings be sent to all the mission-aries now serving under appointment abroad, who hold membership in this district.

STANDING RULES and BY-LAWS Annual Conference

1. The time for conference sittings shall be as follows: 9 a.m. to 12 noon; 2 p.m. to 4:30 p.m., and 7 p.m. to 10 pm.

2. A Conference Registrar, appointed by the District Council, shall assume his duties at the place of conference one hour prior to the opening of each session of the Conference and shall register all members of the Conference and all duly certified lay delegates, presenting each member or delegate with a badge admitting him within the Conference bar. The Conference Registrar shall receive and record the certificates from

the lay delegates and shall present the list of registered delegates to the Conference Secretary prior to the opening of each session of the Confer-ence (1964).

3. The chairman of the Statistical Committee shall present orally the follow-ing highlights from the Statistical Committee report: total number of seekers, membership, Sunday School attendance and the financial summary of totals by departments. This entire report shall be posted before the fourth sitting of the Conference.

4. The ordination service shall be conducted in a special service at the begin-ning of the evening sitting on the first day of Conference.

5. The District Council, the Conference Action Committee, the Educational Board, and the Examining Board shall meet one day prior to the Annual Conference to take care of such work as they have on hand.

6. When recommendation for credentials is presented to the Conference, the candidate shall be present or send a written testimony to accompany the recommendation.

7. Each local church delegate shall be reminded of and shall abide by the following requirement found in Section 92. Paragraph 3, of the Manual: "All delegates shall pledge themselves to their local church that they will stay until the close of the annual Conference unless called home by sick-ness or death." Further, that such delegates pledge to attend all sessions.

8. Since local church lay delegates are required by Manual to stay until the end of Conference, all who hold credentials in the California Conference shall also feel obligated to conduct themselves in like manner.

9. The President of Central Pilgrim College shall be requested to submit a report to the annual Conference for the purpose of informing the Con-ference of the activities and condition of the zone-supported school. (1964)

Conference Committees

1. The financial records of all departments of the Conference shall be sub-mitted to the District Auditing Committee at least three days prior to the District Conference. This includes District Treasurer, District Youth, Sunday School Committee.

2. All licensed ministers and deaconesses shall be notified in advance of Con-ference to meet with the Educational and Examining Boards on the Satur-day previous to Conference and in the event it is impossible to do so they shall notify these boards in writing. If there is no response it wifi indicate to the Educational and Examining Boards that the licentiate is not inter-ested in his or her credentials.

3. The Conference Action Committee shall meet 30 days prior to Conference and mimeographed copies listing all resolutions shall be placed hi the hands of all delegates no later than 10 days prior to said District Con-ference.

4. A permanent committee known as the District Stewardship Committee, shall be established to investigate and provide material in the area of tith-ing for the education of our people. This committee shall be comprised of the following officers: District Superintendent, District Sunday School Promotional Secretary, District Youth President, District Missionary So-city President. This committee shall make a report of its activities to the annual Conference.

5. The Conference Scholarship Committee shall be appointed by the District Council for the purpose of raising finances for a District Scholarship Fund. This committee will serve in the examination and recommendation of worthy students to receive help from such funds. Said committee is to be amenable to the District Council and all final appointments are to be sub-ject to Council approval.

6. It is recommended that all plans for construction or remodeling of church buildings and parsonages be presented to the District Building Committee for their suggestions. Said committee shall be appointed by the District Council. (1963)

ciety shall be mailed to the District Superintendent, the District Secretary, the Auditing Committee chairman, and the chairman of the organization, One copy shall be kept with the treasurer's books as a permanent record. This financial report shall include a balance forward. It shall specifically indicate source of income. It shall include a detailed account of expendi-tures. Also included will be a checkbook balance, the amount of cash on hand, and a list of all outstanding bills with the amount of each. Report blanks shall be prepared for use by the various departments. (1964)

8. The District Sunday School Committee, and the District Youth Council shall be combined to form a District Christian Education Council with the District Superintendent as Chairman. The identity of the two bodies is to remain intact. Members are to be elected, or chosen, as presently provided for. The PELT Director, and CYC Director, would also be members of this Council. (1964)

District

1. The following sums shall be allowed for services: District Secretary—$ 25.00 per quarter; District Treasurer—$100.00 per quarter.

2. This Conference shall accept and adopt a goal of $5.00 per member per year in support of Central Pilgrim College. The basis for determining membership responsibility for the above-mentioned goal is to deduct 10% from the total voting membership of the church. Each church shall re-ceive an offering for Central Pilgrim College at least once each month as a means of reaching the above goal. (1963)

3. The full membership of the district shall covenant to daily hold up the hands of District leaders and officers with prayer and supplication.

4. A system to raise finance for District Home Missions shall be established. This system shall be known as the District Home Missions 500 Club, the purpose of which shall be to secure subscriptions to the 500 Club indi- viduals who will pledge themselves to give $1.00 per month for the estab-lishment of new churches in California. The District Superintendent shall effect the appointment of a local church "500 Club" representative, who shall solicit new members and shall make reports of the membership and giving to the District Superintendent. 5. The Office of Public Affairs of the National Association of Evangelicals shall be authorized to speak for the California District of the Pilgrim Holiness Church on all legislative matters that are of vital interest to Christian citizens.

6. All correspondence with the General Missionary Society Director at head-quarters, including reports, shall be directed to the District President, who will in turn relay the information to headquarters and/or secure an answer in return. The ONE EXCEPTION to the above rule relates to the correspondence concerning MISSIONARY CHRISTMAS BOXES, which should still be carried on directly with headquarters.

7. Each standing rule shall be dated, such date to be its origin or last re-vision. A reporting committee shall be instructed to prepare said dating within one year. (1963)

8. All organizations shall submit a copy of the minutes of their meetings to the District Superintendent. (1964)

9. A District Director of C.Y.C., and a District Director of PELT shall be set up as recommended by the General Board. These Directors are to be appointed by the District Council. (1964)

10. The internship program as instituted by Central Pilgrim College shall be considered as part of the California District program. (1964)

11, To help meet the need on the local level for counsel and assistance in all areas of Christian Education, such as Sunday Schools, Youth work. Lead-ership Training, and Vacation Bible Schools, the position of District Di-rector of Christian Education shall be established, such director to be a member of the Pilgrim Holiness Church. His time shall be spent in the area of Christian Education, assisting the local churches directly when-ever called by them, and time shall not be spent in work not directly connected with this area of the church's ministry. Remuneration shall he on a freewill offering basis from the churches served. The person filling

this position shall be selected by the District Superintendent, District Youth President and the Sunday School Promotional Secretary. Final appointment shall rest with the District Council, who shall also have power to remove from office. This position shall be directly responsible to the District Superintendent. The planning of the area of his work shall be determined by the District Christian Education Council. (1964)

12. The last Sunday afternoon of camp meeting shall be given to a Home Missionary service and an offering of cash and pledges shall be taken. (1964)

District Council

1. The District Council shall be informed of all matters of major legislative change prior to presentation to the Conference.

2. The District Secretary shall be informed immediately upon the death of any pastor or pastor's wife of the district and he shall notify by telephone all pastors in the district and notify the editor of the district publication.

3. An honor system for recognition of churches who pay their United Stew-ardship Fund shall be established and a chart be compiled by the District Treasurer and displayed at the District Camp and Conference.

4. The District Secretary shall give written notification to all appointees to standing Conference committees within 30 days after District Conference. The chairman of each standing committee shall be notified by the District Secretary 60 days prior to District Conference to activate his committee.

5. Ministers coming to this District from other denominations shall be inter-viewed by the District Council before their credentials are presented to the Conference.

6. The District Council shall be empowered to acquire property at a proper location, and to build a district office which shall adequately meet our needs. (1963)

District Superintendent

1. The District Superintendent's salary shall be $5,000.00 per year in addition to his residence, utilities, traveling expenses and automobile mileage at seven cents per mile. (1965)

2. The District Superintendent shall be given an annual two-week vacation with pay.

3. The District Superintendent shall arrange for an annual Pastors' Retreat. 4. The District Superintendent shall call a meeting of all District leaders and

pastors for the purpose of introducing the programs of the various de-partments for the coming year. (1964)

5. The District Superintendent, in cooperation with youth zone leaders and heads of departments of the District Conference, shall formulate a district calendar and place same in the hands of each pastor and department head of this district; each youth zone leader and district department head shall prepare and send his annual schedules to the District Superintendent prior to the Pastors' and District Leaders' Conference. (1964)

Local Church

1. All local churches shall pay the traveling expenses and entertainment of their pastor and lay delegates for the Conference business sessions. (1965)

2. All local churches shall forward to the District Council for filing all legal papers pertaining to the ownership of the local church property.

3. Each pastor shall be granted the privilege of holding at least one revival in each Conference year.

4. All reports shall be made in full and sent to the Statistical Committee not later than one week before the Conference date.

5. Each local church shall be urged to raise a subscription list to the Pilgrim Holiness Advocate equal to its total membership.

6. The Conference Minutes shall be sold at $1.00 per copy and each church shall remit from local funds for the Minutes ordered and then sell them to the members for the stipulated price.

7. Pastors are urged to secure Pilgrim Holiness evangelists as much as pos-sible. Evangelists from other denominations shall be secured under the District Superintendent's approval.

8. Each pastor shall receive an annual two-week vacation with pay. 9. Each church shall pay the assessment fees of the pastor and wife who are

members of the Ministerial Benefit Association. 10. The Conference shall use the following method of renewing pastoral

relations: a. That each church when renewing pastoral relations, shall vote

during the last full week of March. b. That each local church secretary shall forward to the District

Superintendent the results of such vote within five days following the time of voting.

c. That each pastor shall forward to the District Superintendent his reply within 15 days of the time of voting. (See 1962 Manual, Section 53, Paragraph 3.)

d. That each pastor who does not plan to renew pastoral relations shall notify the District Superintendent on or before the 15th day of March. (1963)

11. We recommend that before licensed or ordained ministers coming from outside the California District, or from other denominations, be received into local church membership, the pastor shall consult with the District Superintendent and the District Council regarding said minister.

12. All Sunday Schools shall conform to the General Sunday School Depart-ment's "Standard of Excellence" with respect to computing Sunday School attendance.

13. Local churches calling pastors from outside the confines of the District shall pay the necessary expenses involved in the changing of automobile license and registration. (1963)

United Stewardship Fund

1. Newly organized churches shall assume one-fourth of their United Stew-ardship Fund the first year after being organized; one-half the second year; three-fourths the third year, and beginning with the fourth year, pay in full.

2. The following system of finance shall be followed, in caring for the United Stewardship Fund obligations of each local church:

Twelve percent (12%) of all offerings received by the local church in all departments (EXCEPT all specified funds raised for the construction or acquisition of the church buildings or property, Sunday School units, and parsonages; the 500 Club, and for all specified purposes outside the California District) shall be remitted by the local treasurer(s) each month to the District Treasurer.

The District Treasurer shall distribute within 30 days after receipt the funds received in the United Stewardship Fund as follows: —62% to District Stewardship Fund, said 62% to be distributed as

follows: Superintendent's Account 52% Operational Expense 19% Home Missions 16% International Conference Reserve 5% Sunday School Promotional Committee 3% Young People's Executive Committee 3% Missionary Society Committee 2% (1965)

—38% to General Stewardship Fund; and if the said 38% shall exceed the annual General Stewardship Fund responsibility of this District, then the amount received over and above our annual General Steward-ship responsibility shall be used for District Home Missionary work. (1964)

3. Each delegate to each International General Conference shall be allowed the same pro-rated amount; to be calculated before any delegates are elected. The amount is to be calculated to cover the average travel cost from the central part of the California District. (1964)

FIRST SITTING The Annual District Youth Conference was held June 5, 1965, at the

Hermosa Biltmore Hotel. The Conference convened at 9:40 A.M. with the song service led by Lee Sorenson. Clayton Schletewitz led in prayer.

President David Eaton presented the Conference Moderator, Rev. Thomas Lee. Rev. Lee read a Scripture passage from II Timothy.

Motion carried that the official PYS Conference agenda be adopted. Roll call was taken.

Conference auditing committee. Report of the District Youth Treasurer was given and received. Motion carried that the Mile High Pines Board be requested to present

a report of the receipts and expenditures of last year's Youth Camps.

The report of the Conference Action Committee was given by J. E. Mc- Coy. Resolutions to the 1965 Youth Conference were presented and acted on as follOws:

SECOND SITTING

The second session of the Conference convened at 1:35 P.M. with con-gregatiorlal singing led by Raymond Wells; Prayer was offered by Sid Cox.

Business proceeded with the election of officers. Appointed to serve as tellers were Sid Cox, Randy Kelley, Charles Cooper and Raymond Wells. Jackie Munari was appointed to serve as scribe.

Nominations from the District Council for Youth President were: Chuck McKay, Eugene Lee, Lois Barefoot, and Lee Sorenson. Chuck McKay was elected.

Nominations from the District Council for Youth Treasurer were: J. E. McCoy, Melva Rifi, and Susan Fillmore. J. E. McCoy was elected.

Ballots were cast for Youth Vice President. Balloting declared no election.

Motion carried that a vote be taken between the two receiving the high-est number of votes: David Eaton and Eugene Lee. David Eaton was elected.

Ba1lot were cast for Youth Secretary. Evangeline Deal was elected.

Motion carried that the preliminary elections of zone officers be ratified by this Conference. These zone officers are as follows:

To: All pastors, youth presidents and delegates. Following are the resolutions planned for presentation to the District Youth Conference, June 5, as of the date of this preliminary report:

STANDING RULES AND BY-LAWS Annual Youth Conference

No. 1—All reports should be sent to the District Youth Secretary one week prior to the Conference.

No. 2—All reports to the District Youth Conference are to be prepared in triplicate: one copy to go to the District Youth President; one copy to the District Youth Secretary; one to be retained by the local society. In reference to the local society, the society president's report shall be given to the society secretary and the zone chairman's report to the zone secretary.

No. 3—The date of the Annual Youth Conference shall be set by the District Youth Council. The Annual Youth Banquet shall be held the evening before the Conference, thus combining these two vital District Youth events.

No. 4—A Conference Action Committee shall be appointed annually by the District Youth President. The committee shall consist of five members of which at least two are teenagers.

No. 5—The Minutes of the District Youth Conference shall be printed in the District Journal and Minutes of the District Conference. The District Youth shall bear the cost of such printing on a per-page basis.

District Youth Council

No. 1—Where at all possible, no one person should hold two offices on the District Youth Council.

No. 2—The District Youth President shall send a written quarterly report to the District Council covering his activities, those of the zone leaders, District Youth Treasurer, and activities of the Youth Camp Committee.

No. 3—The District Youth shall hold a quarterly workshop for the purpose of:

(a) exchanging programs and ideas for youth services;

(b) discussing methods of working unsaved youth into young people's services;

(c) discussing problems relating to local youth societies.

No. 5—The official name "Pilgrim Youth Society" shall be used on all ma-terials and in all oral communication.

Local Societies

No. 1—The report of each local president to Annual Conference shall include all receipts upon which budget is to be paid. (This includes all receipts except for General Church youth projects.)

Pilgrim Youth Camps

No. 1—The responsibilities of the District Youth Council to the Youth Camps shall be as follows: I. Before camping begins:

A. Camp location and dates. B. Choosing Camp Directors. C. Publicity (begin early). D. Pre-registration (begin early). E. Printing application blanks. F. Camper and staff insurance. G. Transportation to camp. H. Set camper fees. I. Secure services of a Nurse. J. Apply for surplus foods. K. Appoint person or persons responsible for buying food. L. Secure services of cook and helper. M. Snack Bar operator. N. Arrange for swimming facilities.

II. Definition of Camp Director's duties, to include such things as: A. Secure staff, including Counselors, Speakers, Recreational Di-

rector, Bible and Craft instructors. B. Preparation of daily schedule (to be submitted by July 15). C. Procedure to be followed in filing accident reports and insurance

claims. D. Cleanliness requirements for kitchen, dining hail, dishwasliing

facilities, rest rooms and shower rooms. E. Maintenance of proper bed spacing, general cleanliness of cabins,

and entire camp area. F. Holding fire drills. G. Distribution of mail. H. Holding basic course for counselors (prior to camping season.) I. Preparation of occupancy list and post.

III. Prepare standardized outline for Camp Director's report.

IV. Prepare standardized regulations for counselors and campers.

V. Preparation of written insructions in the Health Center regarding First Aid and filing insurance forms. Carried.

Zone

No. 1—Each newly elected chairman shall secure the name, address and phone number of each local church youth society officer, and zone offi-cers for the President. This information must be submitted in writing, for informational purposes, within 60 days following Conference.

No. 2—Each zone chairman shall send a written quarterly report to the District Youth President.

No. 3—In case the zone chairman is incapacitated in any way, the Executive members of the District Youth Council along with the District Super-intendent, shall appoint his successor.

No. 4—Each zone treasurer shall pay to the District Youth Treasurer 10% of all offerings taken at zone rallies.

No. 5—Within 60 days prior to the Annual Youth Conference, the District Youth President shall meet with the regular delegates of each zone to elect officers for that zone.
