Friends seeing friends they haven’t seen for a while, music lovers listening to Filipino songs, women playing volleyball, kids enjoying pabitin (a rack of items is suspended over a crowd who attempt to grab at the stuff as the wooden rack is lowered and raised several times until everything is gone), revellers enjoying a bounty of delicious foods - these are some of the activities during Pista sa Nayon in the Philippines which are also practiced in Montreal every year. “Today, we celebrate the very best of being Filipino," said Au Osdon, FAMAS president. "The Bayanihan spirit is manifested by the support, participation and involvement of so many volunteers, associations, business enterprises, artists and entertainers. We hope you will experience the exceptional Filipino hospitality for which we are known for." The tradition of the Pista sa Nayon dates back to centuries to the rural areas and town in the Philippines. During Pista sa Nayon (called town festival or fiesta), Filipinos would gather for a fiesta in the middle of town to celebrate a good harvest. It would be time for people to focus on their neighbours, family and friends, solidifying the sense of community and hard work. Preparations for Pista sa Nayon in the Philippines, as well as in Montreal, take months and involves a lot of hard work. But the FAMAS Executive Board and many supporters and volunteers can take pride in their efforts to bring joy to many Filipinos during the July 15 festivities. Among the volunteers providing security and logistics were the San Lorenzo Ruiz Assembly (consisting of Knights of Columbus 3 councils led by Peping Tolentino) and Filipino-Canadian Chess Club of Montreal (handled by its president, Peter Tan), respectively. Of course, the members of the Filipino Nurses Association of Quebec were on hand to provide first aid in case of emergency. Part of the festivities’ success was due to the support of the CDN NDG Borough of the City of Montreal and sponsors. The annual “Pista sa Nayon”should be recognized as one of thebest ways to foster community spiritand the opportunity to focus on thepositive aspects of our Filipino culturalheritage. Not only do we enjoy the fineweather during this time of the year butalso the good food that we share withfriends and strangers alike. Thehospitality of the Filipino people iscertainly evident in every tent installedin the park.

Holding fiestas or festivals istypically part of Philippine culture thatwe have managed to carry onwherever we settle down. In Montreal,we have two big celebrations duringthe month of June and July - thePhilippine Independence Day and the“Pista sa Nayon.” This year, we havebeen blessed with a nice weather onboth occasions. Hence, the twofestivals were very well attended,

A review of Philippine festivalsoffers an interesting array of culturaltraditiions in every town in differenttimes of the whole year. Most FilipinoCanadians remember the fiestas theyused to enjoy back home. It is nowonder that the Pista sa Nayon evokesthe nostalgia of those days gone by.

To illustrate the richness andvariety of town festivals, we list some ofthe festivals held in the month of Juneand July. This is just a partial list forthere are just too many fiestas in everytown and province.

1. MUDPACK FESTIVALMurcia, Negros Occidental24 June

Oneness with nature is theunderlying theme behind Murcia'sannual mud-moving spectacle. Checkon its cloudy highlight - a lively streetdancing parade with the participantwearing nothing but mudpacks (well,almost...). It's a safe way to mix ourecological concerns with good, clean,cloddy fun - just be sure to showerafterwards!

2. PINYAHAN SA DAETDaet, Camarines Norte15-24 June

Sweet, juicy pineapple is thefruit of choice for the people of Daet,Camarines Norte. In fact, they loved itso much that they made a festival in itshonor. Join the locals as they celebratethe Pineapple Festival featuring acolorful street presentation set by art

exhibits, trade fair, cultural dances, andsport events. Feel rich when you go fora visit at Paracale Gold Mines, and befamiliar with some Bicol heroes likeVinzon and Panganiban and Lucban.

3. PARADA NG LECHONBalayan, Batangas24 June

A different sight and flavor areintroduced in June with a festival inBalayan, Batangas, commonly knownas the "Parada Ng Lechon". Theseluscious roasted pork form thehighlight of the occasion, decoratedout in their platforms with all kinds ofdécor. Since the festival correspondswith the feast of St. John the Baptist,be prepared to get wet as peopleobserve the feast by repeating theritual of baptism - pouring water.

4. TACLOBAN PINTADOS FESTIVALTacloban City29 June

Back during pre-Hispanicyears, tattoos denoted courage amongthe natives of Tacloban. These daysthey symbolize a cultural revival, and awild, wild fiesta called the Pintados.Join the town residents as theydecorate themselves out in body paint,imitating the warriors of old whiledancing to the frantic beat of drums.

5. SANDUGO FESTIVALTagbilaran City1-2 July

The Spanish colonization ofthe Philippines began with a blood-sealed peace treaty on the shores ofBohol. This historic event is consideredtoday with an all-out fiesta at theisland's capital city. Check out theSandugo street dancing paradefeaturing ten colorfully-dressed groupsdancing to the beat of drums. There'salso a traditional Filipino carnival, amartial arts festival, and Miss BoholSandugo Beauty Pageant, among thedozen of other exciting activities.

After learning about thesefestivals, we are amazed at how peopleare able to find different ways ofcelebrating together. Needless to say,it will be a good reason to go for aholiday in the Philippines to attendthese fiestas. How we wish thesetraditions would become better knownto attract tourism into the Philippines.!

Hundreds of Filipinos, andnon-Filipinos too, who joined thefestivities were surrounded by thesights, spirits and sounds of Filipinoculture and heritage. More than 40

tents, representing variousassociations and businesses, wereused for the occasion.

"Filipinos are really fun-lovingpeople", said Evelyn Garcia, aPlamondon resident. “They're stilltalking of the recent IndependenceDay celebrations' shows - the

performers from various ethnic groupsand most of all, the gun salutes by theRoyal Canadian Police. Now, we havethese beautiful and unique Pista saNayon celebrations."

What is important about Pistasa Nayon is that it certainly brought

back beautiful memories for manyFilipinos in Montreal and suburbs. Oneof them is Budz Sarmiento, opinioncolumnist of the North AmericanFilipino Star who just came back fromhis home town of Mendez, Cavite.

Flor Dimandan, owner of avideo store, hails from Navacar, IlocosSur. “I also had fond memories of thedula and the comedy skit,`saidDumandan. “What I miss most is theboat race in Navacar. Singing contestsare also popular in Navacar."

PBSSQ holds First Career Fair

Saturday, July 21, 2012marked the first time that localbusinesses owned by FilipinoCanadians were given somerecognition of their importance in thecommunity. Amir Billones, president ofthe Philippine Benevolent ScholarshipSociety of Quebec, succeeded inrallying enough volunteers andbusiness participants in the first CareerFair initiative held at St. Kevin’s ChurchHall on Cote des Neiges Road,Montreal, from 10 a.m. to 4:00 P.M.

In his welcome address,Billones gave an overview of theprogram set out for the day andacknowledged everyone participatingin the Career Fair. In spite of the lowattendance on account of manypicnics and people going on holidaysduring this time of the year, all thespeakers on different topics deliveredtheir messages according to theschedule.

First speaker was Andi Neufeld

who talked about the benefits ofnetworking and the pointers that oneshould follow in order to succeed inmaking the proper connection with theright people. She was followed by C.J.Gotangco who spoke about hisexperience in starting his ownbusiness.

After the lunch break, BrianMorales gave a talk on communitybuilding and building the FilipinoBrand. Zenaida Kharroubii gave a

brief talk about career planning. Shepointed out that planning a career isquite personal and everyone has his orher own path to folow but what is mostimportant is to know oneself first inorder to find something one likes to doand enjoy doing it. As science hasimproved our longevity, many peoplenow tend to have multiple careers in alifetime. Furthermore, age is no longera barrier to anything we are passionateabout provided we are in good health.

The next speaker was BogdanNegoita who spoke about graduatestudies. He outlined the steps followedin doing a PH. D. program. He gavehelpful information for anyone wishingto go into graduate studies.

Atty. Angely Pacis gave anarrative talk on how she became alawyer. She acknowledged the role ofher mother in her life as well as thedifficulties she went through but nevergave up as she was determined to be alawyer. She believes that it is only

through law that she could make animpact on people’s lives. She said thatshe is willing to be a mentor to anyfuture lawyer in the community.

Natalie Pelausa was the lastspeaker who acknowledged thepeople who became presidents of thePBSSQ.

In the conclusion of the CareerFair, Amir asked everyone whoparticipated to come up to the front

and light up a candle. It was aceremony for mentorship,empowerment, and engagement. Aphoto-op of the whole group of people

for years how producing redmeat is bad for the environment whileconsuming it is bad for our health. Howdo other types of meat, fish, dairy andvegetable proteins stack up in terms ofenvironmental and health impacts? -- Julia Saperstein, via e-mail

Not all forms of protein arecreated equal as to the environmentaland health implications of raising andconsuming them. A 2011 assessmentby the non-profit EnvironmentalWorking Group (EWG) found that“different meats and differentproduction systems have varyinghealth, climate and other environmentalimpacts.”

The quantity of chemical

fertilizers, fuel and other “productioninputs” used, the differences in soilconditions and production systemsand the extent to which best practicessuch as cover cropping, intensivegrazing or manure management areimplemented all affect the amount ofgreenhouse gas emissions a meatproduct is responsible for generating.To wit, lamb, beef, cheese, pork andfarmed salmon raised “conventionally”(e.g. with inputs including hormonesand antibiotics and feed derived fromcrops grown with chemical pesticidesand fertilizers) were determined byEWG to generate the most greenhousegases.

EWG partnered with theenvironmental analysis firmCleanMetrics to assess the climateimpacts via lifecycle assessments of 20popular types of meat, fish, dairy andvegetable proteins. EWG’s assessmentcalculated the full “cradle-to-grave”carbon footprint of each food itembased on the greenhouse gasemissions generated before and after itleft the farm—from the pesticides andfertilizer used to grow animal feed allthe way through the grazing, animal

raising, processing, transportation,cooking and even disposal of unusedfood (since some 20 percent of ediblemeat gets thrown away by Americans).

According to EWG,conventionally raised lamb, beef,cheese and pork also generate morepolluting waste, pound for pound. Ofthese, lamb has the greatest impact,followed by beef and then by cheese—so vegetarians who eat dairy aren’t offthe hook. “Beef has more than twicethe emissions of pork, nearly four timesmore than chicken and more than 13times as much as vegetable proteinssuch as beans, lentils and tofu,”summarizes EWG.

On the health front, EWGreports that “eating too much of thesegreenhouse gas-intensive meatsboosts exposure to toxins andincreases the risk of a wide variety ofserious health problems, includingheart disease, certain cancers, obesityand, in some studies, diabetes.”

Besides cutting out animal-derived proteins altogether, the bestthing we can do for our health and theenvironment is to cut down on our

meat consumption and choose onlyorganic, humane and/or grass-fedmeat, eggs and dairy. “Overall, theseproducts are the least harmful, mostethical choices,” says EWG, addingthat grass-fed and pasture-raisedproducts are typically more nutritiousand carry less risk of bacterialcontamination. “While best manage-ment practices can demonstrablyreduce overall emissions andenvironmental harm, the most effectiveand efficient way to reducegreenhouse gas emissions andenvironmental impacts from livestockis simply to eat, waste and produceless meat and dairy.” For moreinformation, check out EWG’s freeonline “Meat Eater’s Guide.”

Dear EarthTalk: Why weresome environmental websites blackedout all day back on June 4? Was thissome sort of protest, or did they gethacked?--Ned Cooper, Detroit, MI

It wasn’t hackers this time. Infact, a group of environmental andsocial justice organizationsrepresenting millions of Canadiansblacked out their websites for 24 hoursthis past June 4 to protest efforts byCanada’s conservative Prime MinisterStephen Harper to push through abudget bill that would significantlyweaken environmental protections.

Organizations leading theblack-out include the CanadianAssociation of Physicians for theEnvironment, the Canadian Parks andWilderness Society, the David SuzukiFoundation, Ecojustice, Greenpeace,Nature Canada, Sierra Club Canadaand World Wildlife Fund Canada, andseveral others. More than 13,000 otherwebsites—including those of manymajor U.S. green groups including theSierra Club—also participated in theblack-out and continue to support theeffort calling for stronger, not weaker,environmental protections. Reports theBlack Out Speak Out website: “Theenvironmental changes are particularlyundemocratic and worrisome given theextent to which the government isgoing to please powerful oilinterests...”

Green leaders say Harper’smotives stem from his interest inexpanding and exploiting Canada’s tarsands oil and gas deposits, whichconstitute the second largestpetroleum reserve in the world (afterSaudi Arabia’s). “Harper’s attacks arehappening for many reasons, not theleast of which was the success ofenvironmental groups in Canada, theU.S. and Europe in threatening whatBig Oil wants most: unlimited tar sandsexpansion and pipelines like the

Keystone XL to send its oil around theglobe,” reports Michael Marx, directorof the U.S. Sierra Club’s Beyond Oilcampaign, on the Huffington Postwebsite. “He put the interests of the oilindustry first and looked the other waywhen it came to enforcing laws aboutair and water pollution, endangeredspecies and the health of downstreamcommunities.”

Marx says that “tar sands oilcompanies are destroying a pristineforest the size of England, acceleratingthe rate of climate change, causingthousands of wolves, bears, migratorybirds, and caribou to die, and leachingtoxic chemicals into rivers, asdownstream communities experiencea spike in cancer rates.”

According to Marx, Harper’sgovernment is trying to disarm itsopposition by threatening thecharitable status (and thus thefundraising ability) of green groupswho oppose tar sands, subjectingthem to onerous tax reportingrequirements to bog them down.“‘Black Out, Speak Out’ is a warningthat the Harper Government has gonetoo far,” says Marx. “This protest hasbrought together a diverse array ofCanadians to defend their democracyand right to have an open debateabout the future of their country.”

“Hopefully Black Out, SpeakOut will mobilize thousands ofCanadians and Harper will learn thatit’s one thing to attackenvironmentalists and quite another toattack freedom of speech,” says Marx.“If the Harper government pursues thisrepressive policy, it should expect thebacklash to spread in Canada, the U.S.and in Europe.”

At the United Pilipino Seniors’(UPS) monthly event last June 9, I gothold of a copy of the association’ssouvenir program. In that program, Mr.Salvador Cabugao was described as thePhilippine Honorary Consul for the city ofMontreal. Out of curiosity, I asked asmany people as I thought would knowwhether or not Mr. Cabugao was indeedwhat he was described to be.Interestingly, nobody among those whomI asked had any idea, or at least could sayfor sure.

On June 17, at the celebration ofthe 114th anniversary of the Philippines’Independence at Mackenzie King Park, itwas announced by the emcee that Mr.Cabugao was not only honorary consulfor Montreal but also for the Maritimes.There was even report that Mr. Cabugaowas consul general, not merely honoraryconsul.

It seems a bit odd that there wasalready an honorary consul on or beforeJune 9 when it was only four days earlierthat Philippine Ambassador to CanadaLeslie B. Gatan announced in his speechduring a reception at Montreal City Hallthat he would bring up with Secretary ofForeign Affairs Albert del Rosario the

possibility of re-establishing the honoraryconsulate in Montreal. If there was no suchconsulate yet, how could a personsupposed to occupy it be appointedalready? That would be putting the cartbefore the horse, and I don’t think that’s theway the Philippine Embassy in Ottawa, letalone the Department of Foreign Affairs,does business.

In the late afternoon on that sameday, I saw an opportune time to approachMr. Cabugao as he was sitting under theCCFAQ’s tent with his wife seated beside

him. So I went up to him, and extended myhand to shake his. After a three-secondhesitation, he eventually shook hands withme. Anyway, my ultimate objective was toraise with him the issue of hisreappointment to the honorary consulate.After the usual niceties, I greeted him,

“Congratulations, Consul Cabugao.” Hereplied with a question, “For what?” A littlepuzzled at his reaction, I answered, “Forbeing reappointed honorary consul.” Heremarked in noticeably hushed tones,“Huwag na muna nating pag-usapan.Malaki pang problema.” Perplexed, Idecided not to pursue the subject matteranymore.

Who is really our honorary consul? Or is thereone in the first place?

Recently retired, I had a six-monthsojourn in the Philippines from Novemberto May. For someone who is so used togood transportation facilities, not having acar to drive in the Philippines can be veryfrustrating. So I asked my mom to buy mean SUV. She obliged, and last January 16, Istarted to drive a brand-new Toyota InnovaV, the Filipinos’ favorite vehicle in its class.

At first, I found it hard andconfusing to drive on almost all local roadsand streets, particularly in Metro Manila.Most local drivers use only two controls –the accelerator and the horn – most of thetimes. They are rude and reckless, andoblivious of traffic rules. They overtakeeven on double solid lines; change laneswithout any warning, and so close to theoncoming traffic that if you were apassenger, you would likely fall off your

seat in nervous reaction. If you are to drive in the

Philippines, you must have very goodreflexes otherwise you would have a lot offender-benders before you reach your finaldestination. Unlike their Canadiancounterparts, local drivers are quick toblow their car horns. To many of them,blowing horn is simply their way of saying“Hello, I’m here. How are you?” Likewise,there’s no such thing as “right of way.”What’s there is “right of the faster and moreprompt.” What it means is that if you are toonice and courteous and yield to otherdrivers, you would be stuck in the sameplace much longer than necessary. I didthat once, and my passenger, a cousin,couldn’t help telling me sarcastically that ifI would keep on driving the Canadian way,we would be in the same place for daysbefore we could get to our destination. SoI begrudgingly set aside my Canadiantraining and driving experience, and drovelike local drivers did. It didn’t take me thatlong to adapt to the Philippine drivingconditions.

My problem at that point, though,was that the 90-day period within which Iwas allowed to drive with my Quebecdriver’s license would expire in 30 days. Ifyou haven’t already heard, foreign driversare allowed to drive in the Philippines foronly 90 days upon arrival in the country.After that 90-day period, a foreigner has tohave a Philippine driver’s license if he is todrive there legally. It’s relatively easy forforeign drivers to have it if their licenses arein English. Those whose licenses are inother languages must have them translatedinto English by their respective embassiesor consulates. For Quebec drivers whoselicenses are in French, they have to go tothe Canadian Embassy located at the AlliedBank Building on Ayala Avenue in MakatiCity. Translations from private entities arenot acceptable.

Upon checking with the PhilippineEmbassy in Ottawa a few days later, welearned that there was no suchappointment in their records. That piquedour curiosity even more for why did thepeople in Montreal announce it when therewas no such appointment?

Meanwhile, why wouldn’t Mr.Cabugao bother to ask people to refrainfrom announcing it publicly if there was stilla problem with his reappointment? Or washe really reappointed in the first place? Mr.Cabugao seems to enjoy being addressed“Consul” even though he knows that he isnot a consul anymore? What role, if any,does his wife play in that charade? Issomeone playing games with thecommunity? What could be the ulteriormotive for the premature, or even false,announcement? Is the reappointment anoutright lie? And whose idea is it anyway?

“Canada and the United Statesare taking action to promote the safe,secure and efficient movement ofpeople and goods across the border,”said Minister Nicholson. “Thistechnology will make cross-bordertravel easier and facilitate trade byproviding reliable, up-to-dateinformation to help drivers plan andchoose the fastest crossing.”

New and advanced sensortechnology near customs plazas andapproach roads will measure andreport delays, and relay thisinformation to travellers. People will beable to plan their routes better, timetheir crossing, and select the bridgewith the best wait-times.

“While driving to the border,we naturally wonder whether it will befaster to cross at Fort Erie orQueenston,” said Minister Nicholson.“With this new technology, accurate,up-to-the-minute crossing times will beposted well before you reach theborder.”

This new system is expectedto reduce border wait times for thetravelling public and commercialcarriers by up to one million hours peryear. Up-to-date information on thePeace Bridge and Queenston-LewistonBridge websites will help drivers toplan and save money on fuel byavoiding congestion.

“This technologydemonstrates significant progress onbehalf of the Beyond the Border ActionPlan by updating critical infrastructureat our ports and enhancement of theborder-crossing experience fortravelers,” said Acting Customs andBorder Protection Commissioner DavidAguilar. “This latest example of US-Canadian collaboration demonstratesour nations’ partnership to ensurecontinued economic competitiveness.”

“Freight movement is essentialto commerce and a healthy economy,”said Federal Highway AdministratorVictor Mendez. “This technology will

help U.S. businesses move their goodsand products more efficiently acrossthe border to help grow our nationaleconomy and create jobs.”

This project supportscommitments under the Beyond theBorder Action Plan announced by

Prime Minister Stephen Harper andU.S. President Barack Obama onDecember 7, 2011. Under this Plan,Canada and the U.S. committed toreduce, eliminate and prevent barriersto cross-border trade and travel andinstall border wait time measurementtechnology at the top 20 landcrossings.

The border wait timetechnology will also:

o Help border agencies bettermanage traffic volume by providingreliable information for planningpurposes.

o Ensure more efficient borderoperations by allowing borderagencies to focus resources onsecurity.

o Reduce environmental impacts bydecreasing vehicle emissions fromborder congestion and delays.

“Border wait timemeasurement technology will improveaccessibility across the border,increase efficiency at ports andenhance service levels,” said theHonourable Vic Toews, Minister ofPublic Safety. “By implementing borderwait time technology at these ports ofentry, travellers and commercial driverswill receive information to help themdecide when and where to cross theborder”.

Minister Kenney Hits the ResetButton: Sets the Foundation forNew, Faster, More FlexibleImmigration System

Calgary, June 28, 2012 —Citizenship, Immigration andMulticulturalism Minister Jason Kenneytoday announced the latest step in re-designing Canada’s economicimmigration system.

Effective July 1st, 2012,Citizenship and Immigration Canadawill place a temporary pause on newapplications to the Federal SkilledWorker Program (FSWP) and federalImmigrant Investor Program (IIP).“We have been making lots of changesto our economic immigration system,”said Minister Kenney. “We will take thenext six months to do a lot of the heavylifting to get us closer to a fast andflexible immigration system.”

The pause will allow CIC tomake important changes to itseconomic immigration programsbefore accepting more applications.This is an important step in movingtowards a faster, more flexibleimmigration system, while immigrationlevels are at a historic high. Since the launch of Canada’sEconomic Action Plan 2012, MinisterKenney has announced a series ofchanges to CIC’s economicimmigration programs. They include:• eliminating the backlog of oldFSWP applications; • improving the selection ofFSWs; • creating a new Federal SkilledTrades Program; • modifying the CanadianExperience Class to help transitionsuccessful skilled temporary workersto permanent residence; • changing businessimmigration programs to target moreactive investment in Canadian growthcompanies and more innovativeentrepreneurs; and • moving towards a newapplication management system, todevelop a pool of skilled workers whoarrive in Canada ready to beginemployment.

“This temporary pause on newFederal Skilled Worker applications willallow us to set the program on a newcourse as we intend to launch revisedselection criteria soon,” said MinisterKenney. “The pause has no impact onthe number of workers Canada admits

into the country, as CIC continues toprocess applications already received.Current immigration remains athistorically high levels.”

Application intake is expectedto resume in January 2013, when theproposed FSWP regulatory changes –which will be published in the CanadaGazette in the coming months – areexpected to come into force.

The Immigration and RefugeeProtection Act allows the Minister toissue special instructions toimmigration officers to enable theGovernment of Canada to best attainits immigration goals. Since the 2008Action Plan for Faster Immigration, foursets of “Ministerial Instructions” havebeen issued relating to EconomicClass applications.

Under this fifth set ofMinisterial Instructions, CIC will alsointroduce a pause on new federal IIPapplications. This pause will remain inplace until further notice, allowing theDepartment to make progress onprocessing its existing inventory.

As Minister Kenneyannounced earlier in April, CIC will beconsulting with provinces, territoriesand stakeholders on ways to reformthe current IIP in order to maximize theeconomic benefit to Canada. TheDepartment is also consulting onwhether to create a new investorprogram on a short-term basis, topromote growth in the Canadianeconomy.

The temporary pause onFSWP applications does not apply tocandidates with offers of arrangedemployment or those applying underthe PhD eligibility stream. They travel around todifferent public parks and parking lotsin the boroughs of Ville Marie, PlateauMont Royal as well as in the openspaces in front of threee hospitals(Hotel Dieu, Saint Luc, and Notre-Dame). The residents, workers andvisitors can also find these fresh fruitsand vegetales at the public park PlaceÉmilie-Gamelin, parc La Fontaine,Piknic Électronik, la Forêt urbaine duMusée McCord or in Vieux-Montréal.

On the road from 10 a.m. to 8p.m., the Fruixis are attracting crowds.Their presence offer a refreshing sightin public places and at the same timethey encourage and promote healthyeating habits. and focusing on localagriculture.

For once in our lives, weexperience the joy of giving and learnfrom it.

To support this statement, BrianLester Morales, who has been workingwith an airline company for two yearsand also has been running part time aninternational e-commerce business,says, "I believe we all have an innatesense to give. A desire to add value toothers. Whether it be gifts , time,money, a solution to a problem or asmile, we all naturally love giving.Sometimes, we get caught in a "ratrace." The 9 to 5. I know I have. That'swhy I stopped volunteering for a fewyears. We all have heard the phrasebefore, 'Do what you love.' Well, I say,'Do what you love and add value toothers.' If you can combine the two, youwake up everyday doing what you loveand making a difference. We're meantfor significance. That's why we have thisinnate desire to give.

"I've good mentors in my life -business, spiritual, mental. I've learned alot from my mentors that I'd like to giveback to my community," Morales.continued. " I've learned from mymentors that to succeed in life, I've towork on myself first. Personaldevelopment, the framework ofleadership."

When Morales was about 17years old, he was very active in CFCYouth for Christ. He regularlyvolunteered for events, campaigns,conferences and talks in large groups. In

addition, he volunteered with CFC Kidsfor Christ running camps. He also joinedevents to feed the homeless in Montreal.

In the beginning of this year, hebecame a member of the FAMASPagsibol, the association's youth project.A few times, he has volunteered to givetalks on leadership training. Last spring,he also served as co-emcee of theFAMAS Miss Philippines-MontrealAmbassador of Goodwill.

But his biggest passion now isGawad Kalinga (GK), a movement whichis recognized globally as a world-classFilipino movement for nation buildingthat has built close to 2,000 beautiful andthriving communities for the poorest ofthe poor. Its current mission is to lift 5million families out of poverty by 2024,bringing the Philippines into First Worldstatus. This foundation began in 1995 inthe largest slum in the Philippines.

Morales got involved withGawad Kalinga in 2003 when it wasmaking big strides globally . For thefollowing two years, Gawad Kalinga hadrun various events in Montreal schoolsand campuses and formal events tobuild villages.

"But I became less involved andlost my focus for a few years and with itso did the presence of Gawad Kalinga inMontreal," Morales said. "But I loved theworks that were done. I was morefocused on building my business. Then,I was re-introduced to Gawad Kalinga byAmir Billones, a friend and a mentor. Icouldn't believe how much progress hadoccurred. It's now 2,000 thrivingcommunities and is recognized globallywhile its framework is being introducedin other Asian countries.

"This year's project, the BayaniChallenge (Hero Challenge) broughttogether over 10,000 volunteers over a 5-day period to build 3 provinces and3,000 houses in the Philippines. Nextyear, we will challenge the impossible -100,000 volunteers, 30 provinces,30,000 homes - from March 22 to 27 .Our goal for Canada is to bring 15 teamsof 15 people to build."

Morales' interest in thePhilippines was re-ignited when he wentback there in 2008 for a family reunion.Unfortunately, he wasn't able to visit aGawad Kalinga village.

"I've many many friends whotraveled to the Philippines to volunteerfor Gawad Kalinga," said Morales. "Theysay that when you volunteer, you workhand-in-hand with the beneficiaries(tenants who earn their house with 600hours of sweat equity, giving them asense of pride and appreciation whengiven new homes.) You build homes,sleep in the same homes, talk with othervolunteers and beneficiaries, connect

with everybody, plain old caring.`Billones, incumbent president of

the Philippine Benevolent & ScholarshipSociety of Quebec, said: "Brian hasorganized many fundraisings for GawadKalinga with community groups fromQuebec and Ontario. He started a groupcalled the Hero initiative, also called theheroism or being bayani. His integrityand strength is what makes him a greatcommunity leader."

Morales just came back fromToronto where he attended a globalsummit participated by various sponsorslike companies and the PhilippineAmbassador to Canada last June 8 and9.

"What I'm doing now is sharingstories with groups of friends to promoteGawad Kalinga," said Morales. "GawadKalinga has a very natural fit for me. I'v ea God-given desire and love for mycountry, the Philippines. And the mostsignificant distinguishing factor is itsfocus on the individual, personaldevelopment, not just with the poor, butthe middle-class, the corporations andgovernment too. "

At 28 years old, Morales hasbeen successful in life. He says "Successis not about a good job. good money,facts and numbers. It's about what youbecame as a person. How you developyour character, yourself, principles ofintegrity, leadership and love. Self-development is significant to everyone. Itdoes not work at what you have in thebank."

Cabugao's biggesthurdle is diplomacy by W. G. Quiambao

When someone holds animportant job, whether he is a presidentof an association or an honorary consul,he is expected to behave not only inaccordance with his age but also withhis title. Unfortunately, there are peoplewho don't realize that. An example isSalvador Cabugao, former honoraryconsul.

My recent encounter withCabugao at the Mackenzie King Parkduring the Independence Daycelebrations last June 17 validated whatmany people have been saying abouthis demeanor.

It was noisy at the park but Iheard an announcement by the emceethat Cabugao was re-appointed ashonorary consul. I couldn't believe it. OnJune 5, in Ambassador Leslie Gatan' sspeech at the City Hall of Montreal, heannounced that he would work onactualizing a twinning arrangementbetween Manila and Montreal on theopening of a Philippine Consulate. Therewas no reason for me to doubt him. Buton June 17, I heard from the emcee thatCabugao would be re-appointed ashonorary consul. Who is right?Important decisions, like theappointment of an honorary consul, donot happen overnight. Besides, I believethat important news like that should beofficially announced by the Office of theAmbassador and published in acommunity paper.

But whether the announcementwas true or not, since Cabugao and Iwere in the same tent, I graciouslycongratulated him. I don't think heacknowledged my congratulations.When I asked if he would like me towrite about the public announcement,he indifferently said, "No." I asked himwhy. For me, the announcement thatthere would be an honorary consul inMontreal is news that concerns manyFilipinos who need consular services.

Without looking at me,Cabugao laconically answered, "You'veno credibility."

I must admit that I was a bitsurprised. For a former and would-behonorary consul, that demeanor wasunbecoming. Hearing what he told me,I said, "Now, now. I'm not surprised thatyou don't get the respect of manyFilipinos here. "

After our brief but sarcasticexchange of words, I realized why hehad a negative attitude towards me. Iremember a friend telling me thatCabugao was mad at me because hethought that I was the one supplying theinformation to Budz Sarmiento whoattacked him a few times in the NorthAmerican Filipino Star. For example,Sarmiento wrote about his rumoredaffair with a Filipina while waiting for hiswife to join him here in Canada in the70s or 80s. Although I've been inMontreal since 1969, how could I supplythis information as I got involved in thecommunity only in 1996. And his hungerfor recognition which Sarmiento alsowrote is a common knowledge in the

community. In fact, he enjoys beingcalled consul, instead of honoraryconsul during and after his term yearsago.

In a way, Cabugao's displays ofrudeness aren't new to me anymore. Ihave a list of them but I'll cite only two.

I heard about the infamous`scene `at the UPS' monthly party.Weeks before the party, a member of theUPS questioned Warlie Basbacio, thepresident, why Cabugao was alwayschosen as the association's guestspeaker. People are fed up with his longand boring speeches. I heard about what happenedlast May 17, also at the event of the UPS,where ironically, Cabugao is the adviser.He was scheduled to be the guestspeaker and Au Osdon, president ofFAMAS, the emcee of the evening, It'sknown to many people in the communitythat the two are not fond of each other.Being a professional, however, Osdonaccepted the invitation even though sheknew that Cabugao would be the guestspeaker. When it was time for Cabugao

to deliver his speech, Osdon called hisname. Unknown to her, Cabugao sent amessage that he would not be there. Hecould have made an excuse that he wassick . Instead, he sent a message that hewould not attend the event becauseOsdon would be there. In people's mind,Osdon showed class, professionalismand diplomacy than Cabugao who actedlike a spoiled brat. What would happen ifhe were really an honorary consul and heis invited to a gathering where hisenemies would be there? What wouldhappen if his enemies need consularservices? Would he help them?

Let me tell you a story aboutJackie Collins, famous author of trashynovels such as Hollywood Divorces andPoor Little Bitch Girl. I read that Collinswrote a blind item linking a marriedsocialite to a married senator or an actor.When they met at a Hollywood party, thesocialite confronted Collins. Collns used diplomacy.That's what Cabugao lacks - skill inhandling a delicate situation or tact inpublic considering he is representingthe office of the Ambassador in Ottawa.He should have displayed a touch ofclass.

1. Scrub clams and mussels; pullbeards off mussels if still attached.Discard any clams and mussels thatdon't close when you tap their shells.2. In a sauce pan, saute garlic witholive oil. Add ham and 3/4 of the friedbacon.4. Add the 2 cans of creamedmushroom soup with 2 cans of water.5. Add the cream. Mix well.6. Cooking Procedure:1. Saute garlic in hot oil. Add onionsand cook until translucent.2. Stir in fresh ginger, dilao, and thesliced cooked pork. Stir continouslyfor 5 minutes.3. Add bagoong alamang andchopped hot chilli(siling labuyo). Stiruntil the pork is completely covered bythe mixture (about 15 minutes).4. Pour in 6 cups of coconut creamand add the sliced hot green and redpeppers. Continue cooking for about20 minutes.5. Add salt if necessary. Matutina, Dolphy’s co-star in thesitcom “John en Marsha,” aired hergrief over his passing via an interviewon “Umagang Kay Ganda,” Monday.

Ara will pursue the libel and gravecoercion charges she filed againstCristine, as the former herself said on“Showbiz Central,” July 1.

Ara said she has been thinking ofwhat to do with her sister for days now,after Cristine gave a public apology on“The Buzz” a couple of weeks back.

“Wala naman sa pamilya ko angnagsabi na iurong mo na ang kaso.Ang sinasabi ng pamilya ko, ‘Ate, ikawna ang bahala. Desisyon mo ‘yan.’ So,desidido ako na ituloy pa rin [angkaso],” Ara said.

Enrique dela Cruz, Jr., Ara’s legalcounsel, backed up the actress’ plan topursue the cases.

from staging a good show for herthousands of fans that trooped to theSmart Araneta Coliseum on July 21.

During the repeat of her birthdayconcert titled “24/SG,” Geronimoaccidentally slipped onstage and, alittle later, was hit on the head bypyrotechnic material while performingthe song “And I Am Telling You” fromthe musical “Dreamgirls.”

The show must go on, as theyalways say, so the young singercontinued belting the song whichreaped thunderous applause from theaudience.

The romantic-comedy film, whichpremiered June 27, centers on a pianist(Elmaleh) who falls in love with Charlotte(Marceau), a career-oriented woman

who is legally married to a wealthybusinessman, with whom she has threekids. Capistrano plays Nana, theFilipino-speaking nanny of Charlotte’schildren.

Capistrano, 52, recalled shooting for“Happiness Never Comes Alone” for 10days, a gig which earned her a total of5,000 Euros (an estimated R256,000).

Working with her French co-starswas a memorable experience forCapistrano. Rediscovering Riesling,the Noblest of GrapesBy David White

If you ask a sommelier to nameher favorite grape, there's a good chanceshe'll say Riesling.

If you're surprised, then it'sprobably because you associate Rieslingwith the sweet, simple German wines ofyesteryear, like Blue Nun, Liebfraumilch,and Piesporter. These wines were -- andstill are -- affordable and approachable.And they'll always have fans. But they doa disservice to true Riesling.

Fortunately, that could soonchange. New York City sommelier andrestaurateur Paul Grieco is on a missionto make sure that Americans giveRiesling the respect it deserves.

Grieco's crusade began in 2008,when he announced a plan to focus onRiesling all summer long at Terroir WineBar in New York City's East Village.

In a "single-minded attempt toget guests to at least try this noblegrape," Grieco offered only Riesling ashis by-the-glass white wine offering. Ashe tells it, "the staff was incredulous andthe guests suspect, but with 30 different

glass pours... we set upon a massiveinspirational and educational schemethat was challenging and fun."

His campaign quickly took off.In 2010, 14 wine bars in New

York joined together to create a RieslingPub Crawl; several well-known Rieslingproducers visited the city; and Griecoorganized a concert where only Rieslingwas served. Last year, about 200 barsand restaurants across the country tookpart by hosting events, offering specials,and agreeing to spread the gospel ofRiesling.

Misconceptions still abound, butconsumers are starting to recognize thatRiesling is a serious grape. Over the pastseveral years, Riesling sales havesteadily risen. And sommeliers arefinding that consumers are extremelyreceptive to the grape.

Riesling's greatest strength is itsversatility.

First, there's its geographicaldiversity.

While its ancestral home isGermany, where Riesling has beengrown in the Rhine and Mosel Valleyssince the 14th century, it's also the mostplanted grape in the Alsace region ofFrance. The grape is also experiencing aresurgence in the United States,especially in New York's Finger Lakes.And there are sizeable plantings ofRiesling in Austria, New Zealand, andAustralia.

There's also its sweetness.Some Rieslings are syrupy and

lusciously sweet -- and work as dessert.Others are bone dry, pairing best withraw fish, subtle cheeses, and other lightdishes. Most fall somewhere in between,

and are the perfect match for spicyAsian cuisine, like Thai and Indian. Allare marked by high acidity, which iswhy it's such an adaptable food wine.And all are extremely fragrant. It's nowonder why so many sommeliers loveRiesling.

Don't ever let Riesling'ssweetness trick you into thinking it's nota serious wine.

Sommeliers also evangelizeabout Riesling because it's so good atcapturing terroir, or a wine's sense ofplace. In part, this is because mostRiesling is fermented in stainless steel,so it isn't manipulated through oakaging or other winemaking techniques.The grape is remarkably transparent --German researchers have found a linkbetween soil type and flavor in Riesling.Riesling grapes sourced from slatevineyards tend to produce wines withcitrus aromas, while grapes sourcedfrom limestone vineyards typically resultin more tropical fruit aromas.

As Robert Parker, the world'smost famous wine critic, recentlyexplained, "If you want to talk aboutterroir, talk about German Rieslings orAlsace Rieslings, where the wines arenaked -- there's no makeup."

Even though Riesling sales have beenrising, Grieco and other Rieslingproselytizers still have their work cut out-- Riesling accounts for just 5 percentU.S. wine sales. But it's not by accidentthat Riesling has long been known asthe "noblest of the noble grapes." Sodon't be surprised if the next time youdine out, your waiter steers you towardsa glass of Riesling.

Anakbayan-USA condemnsthe violent dispersal yesterday at theState of the Nation Addressdemonstration near BatasangPambansa, where President Benigno“Noynoy” Aquino III delivered hisspeech. This recent case of impunityfrom the Philippine National Police hasleft 95 people injured and 21hospitalized, mostly youth andstudents. We demand that theresponsible officials of the PNP, namelythe ground commander,Superintendent Marcelino Pedrozo andhuman rights monitor, ChiefSuperintendent Mario Dela Vega,Superintendent Nicanor Salamera, andHerbert Bautista, mayor of Quezon Citybe held accountable for this blatantabuse of power and violation of ourpeople’s basic human rights.

The violations started early onas the local government of Quezon Cityunder Mayor Bautista failed to act onthe request of Bagong AlyansangMakabayan (BAYAN) for a permit torally. Under the Batas Pambansa 880(BP 880) also known as the PublicAssembly Act of 1985, Section 6 (b)states, “The mayor or any official actingin his behalf shall act on the applicationwithin two (2) working days from thedate the application was filed, failingwhich, the permit shall be deemedgranted.” Mayor Bautista failed torespond and therefore the applicationwas deemed granted and the peoplehad all the right to peacefully assembleand march in front of BatasangPambansa to protest air theirgrievances.

The government’s violationscontinue to pile up as the PNPconducted an illegal blockade andshowed clear lack of restraint byprovoking and brutalizing the peacefuldemonstration. Cops attacked,pushed and assaulted everyone in theirsight. Some demonstrators were hit asmany as 23 times with truncheons andshields. A garbage truck was alsocommanded by the PNP to dispersethe crowd, attempting to run over andendanger the people. In addition, anoverkill force of 6,000 police officersand 400 soldiers was deployed aroundBatasang Pambansa, militarizing thecommunities. This is a clear snapshotof the real state of the nation in thePhilippines. There is a state ofrepression under Noynoy Aquinoadministration that uses deceit andviolence to silence the truth.

Noynoy should know thatrepression only breeds moreresistance and struggle. Notruncheons nor shields can deter thepeople in exposing the real state of thenation. We are sure that the people’smovement will only grow bigger andthe struggle stronger. We call on theFilipino youth here in the US toorganize, take action and expose theAquino administration, as a violator ofhuman rights in disguise. Let us

intensify our struggle to defend humanrights and towards a society thatupholds the universal and inalienablerights of the people. ###SERVE THE PEOPLE!

Philippines: Two YearsUnder Aquino, Abuses GoUnpunishedNo Successful Prosecutions of SecurityForces for Killings, ‘Disappearances’

(New York, June 28, 2012) –President Benigno Aquino III of thePhilippines has not fulfilled his promisesto hold accountable the security forcesresponsible for serious abuses sincetaking office two years ago, HumanRights Watch said today. The Aquinogovernment has not successfullyprosecuted a single case of extrajudicialkilling or enforced disappearance,including those committed during hispresidency, Human Rights Watch said.

In his inaugural speech on June30, 2010, Aquino gave “marchingorders” to the Justice Department to“begin the process of providing true andcomplete justice for all.” Five monthslater, at an event to commemoratehuman rights, he said that, “The cultureof silence, injustice and impunity thatonce reigned is now a thing of the past.”And during his 2011 State of the NationAddress, Aquino reiterated thiscommitment, saying, “We are aware thatthe attainment of true justice does notend in the filing of cases, but in theconviction of criminals.”

“President Aquino has not livedup to his promises to bring thoseresponsible for serious abuses tojustice,” said Elaine Pearson, deputyAsia director at Human Rights Watch.“Concrete measures – rather than morepromises – are needed now.”

Human Rights Watch todayreleased a video, “Philippines: NoJustice for Victims of EnforcedDisappearances,” in which familymembers of the “disappeared” call onthe president to live up to his promises ofjustice.

Human Rights Watch, in its 2011report “No Justice Just Adds to the Pain,”documented 10 cases of extrajudicial

killings and enforced disappearancessince Aquino took office. No one hasbeen arrested in any of these cases,and the three “disappeared” peopleremain missing.

The Aquino administration hasnot taken the needed steps to bringrecent cases of serious abuse to trial,Human Rights Watch said.

In his first State of the Nation Address inJuly 2010, President Aquino noted thecase of Francisco Baldomero, anactivist from Aklan province who waskilled on July 5, 2010, as among those“on their way to being resolved.” Anarrest warrant has been issued forDindo Ancero in the case, but he hasnot been apprehended and the casewas “archived” – put on hold – inJanuary 2011.

An arrest warrant was issuedbut never served for one of twosuspects in the killing of Rene Quirante,a left-wing activist who was beaten andshot by uniformed men on October 1,2010, in Negros Oriental province. Arelative of Quirante’s has alleged thatthe suspect has been seen in thecompany of soldiers. “Nothing ishappening,” Quirante’s relative toldHuman Rights Watch in April. “We’regrowing tired of waiting for justice.”

Human Rights Watch hasmonitored progress on cases of killingsand enforced disappearances under theprevious administration of GloriaMacapagal-Arroyo. If progress has beenmade, it is often because of theperseverance and courage of familymembers, rather than aggressive actionby police and prosecutors, HumanRights Watch said.

For instance, in the 2006disappearance of two universitystudents, Karen Cadapan and SherlynEmpeno, family action was crucial inbringing the two soldiers to trial for theirkidnapping and illegal detention. Thetrial for the two soldiers started in May.However, the men are not in civiliancustody but are being held in a militarycamp. Two others implicated in thestudents’ disappearance, includingretired Maj. Gen. Jovito Palparan, thecommander in the area at the time, haveevaded arrest. Human Rights Watch hasreceived information that military andbusiness interests are protectingGeneral Palparan.

In the past decade, statesecurity forces in the Philippines havebeen implicated in the torture, enforceddisappearance, and killing of hundredsof leftist activists, journalists, and clergy.The communist New People’s Army andother insurgent groups have also beenresponsible for killings and otherserious abuses. Under PresidentMacapagal-Arroyo, government securityforces conducted a massive campaigntargeting groups deemed to beCommunist Party fronts and theiralleged members and supporters. Thenumber of killings and disappearancesimplicating the military has gone downunder the Aquino administration, butthey continue.

The Philippines’s human rightsrecord was scrutinized at the UnitedNations Human Rights Council inGeneva during its Universal PeriodicReview in May. Several countries –including the United States, Australia,Germany, the United Kingdom, Spain,the Netherlands, and the Holy See –raised alarm over the continuing killings,

enforced disappearances, and torture.During the sessions, several countriesurged the Aquino administration to endimpunity for these abuses.

Human Rights Watch haslongstanding recommendations toAquino to initiate the comprehensivereforms necessary to end impunity forserious abuses. He should order theNational Bureau of Investigation toinvestigate police and military personnel,including at the command level, whohave been implicated in killings. Heshould also make clear to the police thatthey are responsible for vigorouslypursuing any crimes committed bygovernment officials and police officersand that if they do not, they will becomethe target of a criminal investigation. Heshould order the military to cooperatewith civilian authorities investigatingmilitary abuses or themselves facesanctions. And he should take immediatesteps to ensure that the country’switness protection program isindependent, accessible, and properlyfunded.

“As President Aquino himselfpointed out, the conviction of thoseimplicated in abuses is the true test of hiscommitment to his promise,” Pearsonsaid. “So the government needs to movebeyond simply identifying suspects andobtaining warrants to actuallyapprehending the suspects and puttingthem on trial.”
