In view of the fact that a letter from the Council of Non-European Trade Unions watf still pending,

(f ) Reuben a*akhuhele (iir)t- &r Altman reported that the Principal of Lovedale Institution where Mr Makhubelehad received his education, had stated thet he had passed the Junior Certificate and not Matriculation, and that the Secretaries had therefore decided to inquire from the Principakwf the American College which td offered Mr Makhubele a scholarship whether this scholc rship took his low standard of Education into account. Meanwhile this application should be held in abeyance .

This was noted.

( g) Simon Tlhoaele (Mr):- Mr Altraan stated thet Mr Tlhoaele had original ly ? sked for £5 for a course in bookkeeping but had now chi nged his sind fnd was asking for £16 for a course in Native Adainistration.

Hr Altman gave a brief report of the meeting which kad been held with i.r iscPhail and tar Cooper to consider a proposal to form a Public Utility Company for the purpose of providing hour.eo for the Afric; n lcbourers. He then requested Mr Coopei who was present to clarify any points which had not been disoMflseci in the meeting referred to . Up Cooper stated that thjry ’-ere anxious to ascertain whether the Trustees were willing to collaborate with the© in this project as on the basis of the Trust's willingness to sponser the scheme Jointly with them and to bear part of tha financial responsi­bility they would be *«ble to discuss with the Matter Builderi Association end the new Minister of Labour certain points arising from the proposal to use Afrloan labour for the building. It would be highly desirable to make a survey of available African skilled labour. Farther details o ' the scheme would be supplied at a later stage. Dear Sir,I am venturing to write to you to ask If you ctould see your

way to recoram nd this Hospital to your committee for financial assistance from the Trust. The History of the hospital is as follows:-

The hospital was built in 1936 by Bishop Fleischer of Mariannhlll. He erected the present building designed orimarily for the service of the Zulus (4 wards with 30 beds) with six European beds, mainly for financial reasons. He obtained the services of the SisterB of the Precious Blood, two outside Sisters for thgugarden, kitchen and laundry, and two nursing Sfcsters, and a native/nf probationers.The hospital was equipped with the minimum of equlpm nt, beds, linen a few dressings, a few medicines. Most of the fo d was grown on the premises: There were no resident medical Officers.

From 1936 - 1947, the hospital was run more or leas as a dispensary with beds for severely ill patients, who were visted at cell, by the Doctors from Bulwer, it'ariannhill or Umzimku^u.

Over they years the patients seen in the Outpatients for dressings and simple medicines, and the patients hospitalised, gradually Increased, until the position was as seen in the Report*for 1946 - 1947. (The Baance Sheet for 1947 is also enclosed)

PRESENT POSITION

Since February of this year my husband and myself have come out from England to give our service to the Hosol+al without a salary.In the last four months there has been a great Increase in the work done here.

The figures of the Inpatient and Outpatients for February to May inclusive are enclosed. We have hfcd to Increase our beds, by rearrangement of the wards.

Present No of Wards: 6

Native beds: Adults 22 plus 3 emergency beds.Children 18. Total 43 .

Five more beds and 2 wards to be abided within the next month, (The total then will be 48)

FINANCES

Th finances of the hospital are completely Independent of the mission and of the (? ) .

'.For one year the Blahop asked us for 3$ Interest on £5000 which was part of the sum originally expended by him on the building. This appears on the Balance Sheet as "Interest on £150" At the end of the year it was obvious that the hospital was not in a position to pay this sum and he returned it to us as a donation. (This appears on the 1947 Balance Sheeti# a donation £149/3/- ). This interest will not be payable in future.

GOVERNMENT GRANTS

NATIVE AFFAIRS DEPARTMENT in respect of training nurses.

No further grants are to be given to hospitals, I understand, from the Native Affairs Department.

UNION HEALTH DEPARTMENT

The Health Department pays us at the rate of 2/6 per day for all infectious caees hospitalised by us. This rate is insufficient to cover our present outlay on these patients.

INPATIENT FEES

We are forced to charge l/- a day for children and 1/6 a day for adults, plus cost of expensive drugs (e .g .penicillin , ?) when the patients can pay. i * .

OUT PATIENTS

We charge 5/- for the first examination with medicine, 2 /6 for the second examination with medicine. ^

Infectious ( other than for anti-Syphltic treatment) 2/6 extra. All these fees are returned to the hospital by ourselves.

ANTI-ggBHILITIC TREATMENT

We charge nothing for the time Involved, we get our drugs free of charge from the Health Department.

PRIVATE DONATIONS

My husband and I give our services free; the 4 European Sisters give their services free. We have assisted the hospital to the limit of our private resources as follows

£300 Interest free loan to cover the initial cost of drugs etc (On our arrival there was no stock at a l l ) .£100 as a gift for general surgical equipment.£50 as a gift for laboratory equipment.

STAFF

Two European Nursing Sisters, one fully qualified with midwifery and one with European overseas qualification only.

1 quailfied(hospital certificate) native trained nurse.5 Native probationers2 Outside European Sisters.6 Girls who work in the Home, the laundry and the garden.

DAILY MEDICAL WORK

In wards.Dally medical out patient clinic.Daily surgical out patient clinic.Laboratory work(blood examination), throat swabs, sputum examinations aolne and cerebro-splnal fluid examinations).

Outside surgery half way to Riverside opened June 2. Anti-Syphilitic Clinic weekly opened on Jone 5.Ante-natftl clinic.

AREA SERVED

From Bulwer ? along the Basutoland border to Ensikenl, Malenge, Franklin, Lauders, Riverside and Umzimkulu.

AREA NEEDS

There is great need of a hospital situated where we are. We are in a very central position.

The nearest hospitals are:-

to the North East - Maritzburg 65 miles, to the East - Ixopo 28 , ,to the South - Harding and Kokstad .

The people around here are in need of a good general medical and surgical service, including Xrays (the nearest Xray is at Maritzburg) backed up by hospitalisation i f necessary. This include special attention fca in the outpatients and in the wards to the treatment of malnutrition In c lldren and in adults, diagnosis and adequate hospltalisatlon(up to one year)of Rheumatic carditis In children and old Rheumatic carditis in pregnant women. Adequate hospitalisation of all early and therefore gemerally curable cases of Tuberculosis including primary complex in children and adolescents.

Ante-natal work, post natal work with special attention to education and advice on feeding the babies particularly at weening time.

All this should be available at a cost which the people can afford to pay.

OUR REQUIREMENTS

Theatre equipment;- There is no proper operating table, nor a good operating light. The ? of instruments even Including the few we have been in a position to give, is very unstAlsfactory.

X-RAY:- We are handicapped on every side by our lack of an Xray. This should be powerful enough to take good pictures of the chest. Anything smaller than this is a waste of money.

Engines:- to give enough power to drive an Xray. Our present supply of electricity Is water generated and most unreliable and unsatisfactory for hospital use.

Hot Water Supply:- There Is no hot water laid on in the theatre or in the wards. All water for surgical emergencies,? midwifery etc has to be boiled in cans, buckets in the kitchen.

This matter will not be raifled further therefore

until next year.

(a) I have applied for vitamin oil and dried skim milk from the Union Health Department to be supplied to us on the same basis as it is supp lied ex govt? stores to the Union Health Clinics. So fare no success There is apparently very little hope of any help from the Union Health Authorities ‘ in this matter, but I shall continue to apply.

2 . To the Chamber of Mines.

I have applied fortfc* an annual grant from the Deferred Payment Fund - I have*not yet had the reply to my application.

3 . I have asked friends abd Catholic organisations in Durban for g l ^ s in kind and in money. We have received so far 6 pairs o. socks, and one

dressing gown.

4 . I propose to edvertlse in the Catholic * * * * * * Newspapers for sub­

scriptions to an Xray Fund.

5 I propose to beg from benevolent people in Johannesburg in the ne&r future*; also I propose writing to an address given me in America.

We have at present 5 nurses In training for the hospital certificate We have applied for inclusion in the Provincial Regional scheme for

We have been promised another European trained Sister at the end of the year, the matron proposes to take on two more probationers in the near future.We lack fully trained native nurses and will continue to do so at present because we cannot afford to pay the salaries which ere yi. rt.qcoT'Y for fully trained native personel.Our work links up with that of the Health Centre at Polela with whose staff also we are on very cosdial terms. We also cooperate with the general practitioners at Bulwer, Ixopo and Umzimkulu.

As you w in ap reciate from all this Information, our needs are great and our resources small. Our special difficulty is in tiding* over the next year or two, when we must, if we are give good and efficient service, be properly equipped to do so.

2. DISCUSSION OF REMAINING HEADINGS .

Dr. Heilman saM that on a previous occasion the Joint Council had appointed a Sub-Committee to consider the question of buying houses on an instalment system, emanating from their discussions was the fact that it would cost the borrower at least £4.10.0 per month including services and allowing for a redemption of the loan (+ £700) at the rate of £1.10.0 per month. It was further felt 'that only families with an income of £20 per month or more would be able to afford this. Dr. Heilman promised to obtain a copy of this Committee's Draft Report,

instalments payable on a small "economic" house costing £500, plus £200 for the land and services, assuming a 32,° loan, would amount to about £6 per month. Ownership, therefore, would seem to |?e limited to relatively few. The Committee felt , h o w e v e r that the main problem would be the control of owner-built houses since there appears to be a dearth of building inspectors even for European housing needs. The question of allowing Natives freehold tenure was then discussed and it was felt that if this was permitted, adequate steps would have to be taken to prevent this Prl^ being exploited by speculators. An example cf this yp - of harmful

speculation could be seen at Nancefield.

Dr. Heilman said that it would serve a very useful Pu£“ pose if Non-Europeans were allowed to buy their own stands and their own houses. The feeling of the Committee generally was that, although the cost would be high, Natives who could afford it should be allowed to have their own houses built . This would create a Native elite .section which could lead and control the rest.

Agreed that this Sub-Committee considers it necessary that provision be made for Natives to purchase their own an an buildings or build their own dwellings on land obtained on long leases but that if this was allowed it would be imperative to pro­vide adequate supervision of the building work to ensure proper

standards.

At this stage Mr. Rheinallt-Jones tabled plans lor a Native Township comprising of 500 families which the Anglo-american Gold Mining Company intended to have erected near elkom. lie aisr tabled a plan for a Native dwelling having two bedrooms, living room, kitchen, storage space, corrugated asbestos roofing, c-c.The estimated cost was £375 with an additional £125 for services, which was low considering that many materials cost more than three times as much at Odendaalsrust as in Johannesburg. Ihe houses, which are 500 sq. f t . in area would be paid for on an economic

basis by the mines.

In this connection Mr. Connell advised nr. Rneinallt- Jones of the National Building Research Institute 's work on planning analysis, and suggested that he might care to make use of the

research facilities available there.

Mr. Rheinallt-Jones said .that the building of fifty ex­perimental houses was anticipated, and added that from his expe­rience so far he found that both men and women disliked living in living-kitchens; the men felt embarrassed to have the women cooking in their Dresenco and the women likewise felt embarrassed to h > fo do the cooking in the presence of the men. The Committee agreed that the living-kitchen fell short of the ideal arr .ugement

day-living space.

At this stage Father Clark proposed a vote of appreciation of the fine work done by Mr. Rheinallt-Jones and the conclusion which he had brought this very important matter. ihis vote ...s

carried unanimously.

The Committee then discussed the various amenities whinh should be provided, additional to the houses, in housing estates.

The following recommendations were mades-

(i ) it was felt imperative that Native townships should

have both clinics and erfcehes;

( ii) it was considered highly desirable for Native

townships/

townships to have;(a) a hall with at least two smaller rooms attached

for Committee work, and adult education purposes;(b) recreation facilities separately for adults and

children, prope.rly fenced in or otherwise defined.In this connection the Committee considered that recreation should be organised.

(c) In the case of coloureds it was felt that it would be desirable to provide tennis courts.

(d) Native townships should be kept away from sewage farms, and as close as possible to places of em­ployment > Ample provision should be made in the plan for cemeteries.

Agreed that Mr. Connell draft a summary of the Commit­tee's conclusions to be circularised to all members for conside­

ration at the next meeting.

Single Native Quarters.

At this stage M r . Rheinallt-Jones said that he felt the time had come to lay down certain m in im u m requirements for single native quarters such as minimum cubic feet of space per

person.

Mr. Connell advised him that the work of the Legisla­tion Committee had revealed considerable inconsistency on this point, figures quoted in the various Acts ranging from 201 to 400 cu. ft. per person. It would be recommended that the whole question be reviewed and fresh research carried out on this point.

Agreed that this Committee recommends that the minimum requirements for industrial single quarters be investigated, hea­ring in mind the need for space to sit and for storage of pe s - nal effects, & c . , as well as the minimum space for sleeping, ine question of having a common recreation room should be considere as well as that of reducing the distance between the sleeping rooms and the ablution and toilet rooms. The Committee felt that the maximum number of persons per room should not exceed eight of the same sex, and that it was necessary that singl quarters be provided with a lock-up locker for each person.

Administration of Native Villages.

Mr. Connell asked the Committee for comments on the ad­ministrative side of Native townships and the view was put ior- ward that the community centres should be d i v o r c e d from burepean supervision and from the a d m i n i s t r a t i v e building s _^Pass Office and Police Station.
