The concerns raised are likely linked to a series of questions put to Council by the independent Chairperson of the Robe Audit Committee, Mr William Peden. Mr Peden recently presented a list of questions to Council seeking response. Council administration, including Chief Executive Roger Sweetman and Council’s high level accountancy specialist Vanessa McDonald, provided a detailed twelve page reply to the questions. Subsequently, a meeting was afforded to Mr Peden for detailed questioning. Senior administration staff and Elected Members were all present to better understand the points of concern. It appears Mr Peden still has issues with some of the material. Consequently the Elected Members feel the most appropriate pathway forward is to have an audit response from external auditors, Galpins, to the concerns raised. While it is unusual for a response to this type of comment by me in a Mayor’s Report, there is the knowledge that the Robe Marina project has in the past been very controversial. The current Elected Members are very aware of the requirements for ACCOUNTABILITY, DUE DILIGENCE, TRANSPARENCY and GOOD GOVERNANCE; they are committed to serving this community well. The independent response by external auditors to the concerns will provide a response unbiased by Council. The Robe Marina project has moved forward a long way since its inception. Robe as a community has moved forward, it is important to remember the past times and difficult times that were faced by our community. Robe is once again, a focused, coherent society with visionary plans based on community input for its future. When there are issues there must be full disclosure and answers. Geoff Smith, Chairman, and James Fairbain, Vice Chairman of Tintinara Mens Shed will share their knowledge and experience of the establishment of the Tintinara Men’s Shed project. Limestone Coast Regional Trails Master Plan Survey The South East Local Government Association have engaged Tredwell Management services to develop a regional trails master plan for the Limestone Coast. The Trails Master Plan will deliver a comprehensive and innovative plan for the establishment of a network of regional trails to promote community recreation, tourism and amenity in the Limestone Coast. You can greatly assist the process by completing a survey. The survey should take about 15- 20 minutes and can be accessed by going to: https://www.surveymonkey.com/s/SELGARTMPLC Council has received numerous complaints about the amount of dog faeces not being picked up around town by the dog’s owner. Council would like to remind dog owners that it is an offence under the Dog & Cat Management Act 1995 and Council By-Law for failure to remove faeces immediately (DCMB Section 45A(6), (By-Law No. 5 Part 3, 11) and if caught, may be expiated $55.00. Bag dispensers and bins have been placed around the town for dog owner’s convenience, and for a limited time Council has POOch pouches to give away. It attaches to your lead so you will always be ready for any little surprises when you are out walking your dog. So think of others, pick it up and bin it. But “Rights” are merely things that every child should have or be able to do. Almost every country has agreed to these rights. All the rights are connected to each other, and are all equally important. When we look at children’s circumstances around the world, it makes me glad that my grandchildren reside in Australia, where these rights are more likely to be acknowledged. At CCOWS we consider the values and skills which will be an assistance for a lifetime. Respect for yourself and respect for others, curiosity to explore and learn, the ability to communicate effectively, having a sense of well-being because you are confident in your ability. We think that the quality of children’s experience will be enhanced through care, guidance, interaction, protection and encouragement for each individual. That will be part of the Plan. MAYOR’S REPORT & COUNCIL NEWS

FROM THE MAYOR Robe Marina Financials Recently there has been comment made to Elected Members and also to some extent, social media, with regards to the Robe Marina financials.

The concerns raised are likely linked to a series of questions put to Council by the independent Chairperson of the Robe Audit Committee, Mr William Peden. Mr Peden recently presented a list of questions to Council seeking response. Council administration, including Chief Executive Roger Sweetman and Council’s high level accountancy specialist Vanessa McDonald, provided a detailed twelve page reply to the questions.

Subsequently, a meeting was afforded to Mr Peden for detailed questioning. Senior administration staff and Elected Members were all present to better understand the points of concern. It appears Mr Peden still has issues with some of the material. Consequently the Elected Members feel the most appropriate pathway forward is to have an audit response from external auditors, Galpins, to the concerns raised.

COUNCIL NEWS

Coastal Trail Council has resolved to place a hot mix bitumen surface on the Drain L to McIntyre Reserve coastal walking trail.

Coast Protection Works Council will be applying for funding from the Coast Protection Board to undertake further work on the groyne at the eastern end of Town Beach to assist this structure in retaining sand on the beach during period of high tides and large seas. Council will also be applying for funding from the Coast Protection Board to obtain engineering advice in relation to a long term solution to manage the erosion of the beach and dunes.

Southern Ocean Art Prize Council is pleased to report that the Southern Ocean Art Prize will be occurring again this year and Council is pleased to be able to sponsor a category “local land and sea scapes” within the event.

Lake Butler Marina The independent Chair of Council’s Audit Committee, Mr William Peden, has raised his concerns in relation to the financial management of the Lake Butler Marina and there has also been negative comments regarding this area of Council’s operations on social media. I have assured Council and can assure the community that there have been no loans written off nor loan interest gifted in relation to the operation of the Lake Butler Marina by Councils administration or the elected body. As a result of prudent financial management over the past years the Marina has returned an annual operational profit to Council including fully funding the depreciation of the Marina’s assets. Council will be continuing to manage the Marina in a professional manner that ensures that the Marina provides facilities for the professional fishers who are based at Robe and the many recreational boat owners who access the facilities. Council has requested a professional opinion from Council’s Auditors in relation to the allegations made by Mr Peden. Council will keep the community informed on this matter by publishing the auditor’s opinion in an upcoming edition of the Council News.

Robe Art Walk Council have been successful in obtaining a grant of $20,000 from Country Art SA and a donation of $5,000 from the Rural City of Ararat to install pieces of public art along the coastal trail. The two main pieces of public art proposed to be installed are;

A Pai Fang , Chinese entrance arch , which will be placed on the path adjacent to the Chinese Memorial, and A sculpture depicting the figurehead of the Koning Willem 11 which will be placed at the commencement of the coastal walking trail at Long Beach.

Marquette’s of these two pieces of public art are being constructed and will be on display at Councils library and Council we lcomes the community’s comment in relation to these.

Value of Tourism The following information has been provided by the Tourism Commission and was gathered by Tourism Research Australia as at the 30th December 2013. Are you are a community leader? Democracy in Australia means we get to vote for the people who make decisions at Local, State and Federal Governments. Most people who are on the Council voters roll can stand for election. If voters prefer you, then you can be elected and sit with other Councilors to make local decisions for your community. It’s a little more complicated than that but if you think you have something to offer then you should read on. To stand in the 2014 Council Elections you need to lodge a nomination with the Council by noon on Tuesday 16 September.

Meeting with Minister Brock Together with the Mayor I met with Geoff Brock Minister for Local Government and Regional Development and had a successful meeting discussing the issues that our Council and region are facing;

The Minister thanked us for meeting with him and bringing these matters to his attention. He will endeavour to assist where possible and also

5000 POPPIES

Between 2014 and 2018

Australia will commemorate the

Anzac Centenary, marking 100

y ea rs s in ce Aus t ra l ia ’ s

involvement in the First World

War. In 2015 there will be a

large number of activities commemorating 100 years

since the Anzac Gallipoli landing. From its association

with poppies flowering in the spring of 1915 on the

battlefields of Belgium, France and Gallipoli, the

poppy has become a symbol of both great loss in war

and hope for those left behind. As part of the 2015

Anzac Commemoration, the 5000 Poppies project will

be “planting” a field of more than 25,000 poppies in

Federation Square, Melbourne as a visual tribute to

Australian Servicemen and Women for more than a

century of service in all wars, conflicts and

peacekeeping operations.

Robe will also have their own field of Poppies and we

are inviting all knitting, crocheting and crafty people

to help build our Field of Poppies for Anzac Day 2015.

Patterns are available from the Robe Library and all

you have to do buy the wool etc. (A large ball of red

wool from a Cheap Shop is $2/$3) and make

Poppies. We will have a small amount of wool to sell.

Providing safe drinking water Safe drinking water is essential for maintaining public health and supporting healthy communities. SA Health ensures that drinking water is delivered to consumers according to the requirements of the Safe Drinking Water Act 2011 and the Safe Drinking Water Regulations 2012. Who does the Act apply to? The Act applies to all drinking water providers who supply water to the public, including: SA Water, water carters, operators of independent town supplies, supplies in rural and remote communities, providers of drinking water in regulated facilities including hospitals, child care and aged care centres and food – including wineries and accommodation premises. Exemptions Domestic rainwater tanks and private bore water supplies are exempt from the Act. Provisions for exemptions have also been included for small supplies derived from rainwater tanks in low risk premises such as short-term accommodation facilities, recreational or community centres and church and council buildings. Requirements under the Act The items listed are required under the Act and apply to all drinking water providers: registration as a drinking water provider, implementation of a risk management plan, provision of water quality results to consumers, audits and inspections. Water quality testing must be carried out by an approved laboratory. All new providers must have a Risk Management Plan in place prior to commencing supply. Registered drinking water providers A list of registered drinking water providers is maintained by SA Health and local councils are advised of drinking water providers in their area. CELEBRATING 50 YEARS OF THE ROBE

BOAT CHANNEL The new Robe Local History Group is planning a special “Trip Down Memory Lane” event to be held in the Institute at 7.30pm on Saturday, September 20 2014, to coincide with the Blessing of the Fleet the following day. The event will help to capture and celebrate the history of commercial fishing in Robe and mark 50 years since the opening of the channel connecting Lake Butler to the sea in August 1964. People who were directly involved in any aspect of building the channel and breakwater, and the official opening ceremony held in August 1964, are urged to contact the group. To help make the evening a success, we are looking for photos, memorabilia and stories connected with the channel opening, and any aspect of the fishing industry at Robe, including early Blessing of the Fleet ceremonies. The bus runs every Thursday morning for local shopping, bank, post office, library etc. You will be picked up at approximately 10.00am and returned to your home between 12 noon and 12:15pm. If you wish to go to Mount Gambier on Friday 26th September 2014, the driver will be Tessa; please remember to ring her prior to the day. Should there be any changes; a notice will be placed on the Lions Notice Board in the front garden of the RSL Hall. The bus will pick you up at approximately 8.00am and return to Robe by 5.30pm. The usual donation of $17 will be appreciated.

Friends of St Peters Church The Friends of St Peter’s Church, Robe wish to bring you up to date with our fund-raising progress and the plan that is ahead of us. Firstly, to all those who have contributed so far, we give our warmest thanks. With donations and fund-raising, we have raised a bit over $20,000 within twelve months, which is a wonderful result. As with all aging church buildings of this construction, nothing is simple and straightforward. With advice from those who know, we find it is necessary to repair and secure the masonry prior to re-roofing to ensure no further damage to the surrounding masonry, when disturbed by removing the iron. This will add $12, 500 to the cost of the project. It is essential that this work be done prior to the re-roofing to stop further deterioration. We have more fund raising events in the pipeline. We are also appealing to individuals and other groups in the community who many yet wish to contribute. DC of Robe has generously give us $2000. This beautiful buildings foundation stone was laid in 1859 and it was consecrated in 1914. We hope to celebrate the church's Centenary by the end of the year. Please help us ensure this much loved Church will continue to embrace parishioners for many more generations. South East Regional Community Health Service—Community Physical Activity Class

As part of the Country Health SA Local Health Network—South East Regional Community Health Service

(SERCHS) initiative to increase the community’s physical activity levels, we are committed to running low cost

physical activity classes for the Robe Community.

Tai Chi and Qigong consist of fluid, graceful and circular movements which strengthen and mobilise joints and

muscles resulting in improved physical because its movements are slow and gentle. Other advantages

include improved balance, concentration and stress relief.

ChiBall Gentle Moves is a holistic mind-body exercise programme that uniquely combines—Tai Chi, Pilates,

Yoga, Meditation and Dance. Chi-ball Gentle Moves can improve posture, strength, flexibility and

cardiovascular fitness and is able to be modified to suit the needs of a class or individual.
