I. Indent details, Technical specification cum Terms & Conditions for installation of an Ip based CCTV system at MVIT, VALIAMALA I.1. General Requirements
a. As part of strengthening security, it is proposed to install an IP-based CCTV
surveillance system at MVIT ,VSSC, Valiamala. The work involves networking nine
facilities that are not collocated using fibre optic cables, installing IP-cameras in six
(6) facilities, providing servers, monitoring stations in the facilities etc. The work
involving supply, installation, commissioning, providing warranty and subsequent
Comprehensive AMC, On-site maintenance etc is to be executed on turnkey basis
i.e procurement, installation and commissioning of the entire system (all elements
included) as per the following details to the entire satisfaction of VSSC.
b.The specified units shall be of manufacturer’s official product line designed for
commercial and/or industrial 24/7/365 use
e. The specified units shall be based upon standard components and proven
technology using open and published protocols
d. System shall be flexible, provide ease of installation,be robust, reliable and scalable.

a. Installation & commissioning all the supplied items like IP- cameras, displays,
computer servers, work stations/high end PC’s, surge suppression devices for
network and power, storage devices,Digital video management system, network
switches , 19 inch racks/wall mount double section, single mode fibre optic
cables/patch cords/pigtails, network cables , power cables ,dual redundant online
UPS etc.
b. Supply, Installation of POE/POE+ Ip cameras with suitable mounting
arrangement.
c.Supply, Laying, terminating & connecting Ethernet cables between
Cameras in each facility, network switches, Supply, Laying, terminating &
connecting single mode Fiber cable between facilities .
d. Supply, Installation, configuration & customization of Open Network
Video Interface Forum (ONVIF) Digital Video Management Software (DVMS).
CCTV System & DVMS shall provide facility of Viewing, Recording , archiving &
Replay simultaneously..
e. Providing storage solutions for real time recording & archiving of video from cameras.
f. The cameras in each facility, client nodes, etc shall be centrally managed from the
CCTV surveillance and command center hereafter referred to as CSCC where the
computer servers & storage systems are located. This is the primary data center.
g. Providing capability for live video monitoring/play back of archived video at the
sitting place of senior VSSC officials(2 nos), facility managers(2 nos), CISF(1no
)at CSCC , system administrators ( 2No) on client nodes .
I.2.1 Cameras
POE/POE+ cameras(IEEE 802.3 af/803.at standard)as identified in Table 1 are to
be provided at various locations. The cameras shall be powered by the network
switch utilizing network cable. The number of cameras specified is tentative only.
The actual number of cameras in the order can be more or less than that
mentioned and shall be specified at the time of placing the order.

I.2.2. Recording/monitoring facility
A control room is proposed as detailed in Table -1
Recording/monitoring facility should be available in the control room with
LED display, workstations, joystick based control for cameras, 42” full HD LED
display etc.
Video streams are to be provided at client nodes as mentioned in Table 1. The real
time monitoring and playback of archived videos shall be jitter free.
The real time video and archived video shall be recorded on to a storage solution.
I.2.3. Digital Video Management Software
Video management software to support minimum 20 cameras . The software shall
be capable of handling multipleservers. The DVMS shall be able to support
minimum 7 clients. It shall be possible to scale up the number of cameras& clients
in the future if required. It shall be able to generate user defined alarms.
I. 2.4. Network attached storage (NAS)
A centralized RAID based Networked Attached Storage (NAS), for real time storage
and archiving of videos shall be provided. The HDD shall have the ability to handle
high workload and 24 x 7 operation.
I.2.5. Antivirus
OEM recommended Antivirus compatible with all software subsystems of the CCTV
system shall be supplied. The antivirus while scanning the systems shall not
degrade the performance of any subsystem of the CCTV system in any manner
whatsoever.An OEM certification shall be made available by the vendor in this
regard.
I.2.6.19 inch racks
a. Main Server rack at CSCC
The network switches, computer Servers, fibre patch panels & all fiber subsystems etc
shall be mounted securely on lockable 42U floor standing enclosures.
b. Network switch racks at each facility.
The network switches & fiber subsystems at each facility other than at the
CSCC shall be mounted on lockable wall mounted double section racks.
I.2.7.OFC based network
An independent OFC network as per the layout shown in Annexure- II is to be
Established using single mode Optical Fibre Cable (OFC) in ring topology
Between cameras & control room. The fiber optic connectivity shall be obtained by
interconnecting the facilities using a single fiber optic cable (cores refer Annexure-3)

1.2.7.1. Laying of OFC cables, splicing, terminations etc
a.OFC cables when laid in ground should be laid along the roads in a route
approved by the Department. Excavation at sample points should be arranged by
the vendor to identify the service lines like power, water, communication etc. The
party should take all precautions to avoid possible damage to any of the service
lines and will be solely held responsible for any damage and consequent losses.
b. The cable should be laid at a depth of 1metre. The work includes excavation,
laying of cables through HDPE pipe,providing protection using soil & country
baked bricks on sides and top, refilling the trench and consolidation to have a
levelled finish, providing warning tapes etc as shown in figure-1 of Annexure VII.
c.Necessary precaution against earth sliding should be taken during excavation.
d.At road/floor/wall crossings the cable/HDPE pipe should be taken through 50
mm (min) dia GI pipe. In road/floor, the GI pipe should be laid at a minimum depth
of 500 mm. wherever the length of the pipe exceeds standard length, the same
should be jointed using suitable couplers. The disturbed roads and concrete paths,
walls etc should be reinstated on completion of the work. Vendor shall carry out
related civil and finishing work after completion of the installation wherever
required. Vendor shall maintain the aesthetics of building and other places during
installation and erectionwork.
e. Cable route markers shall be provided at an interval of 30m.
g.Extra length of cable of about 10 m should be laid at the location of each
joint and also at end points.
h. All works like splicing, terminations, installation of devices, including
termination in the network switches housed in the 19 inch racks in each facility
etc as required are included in the scope of the work.

1.2.8. Power related
The following are included in the scope of the work
a. Wiring for 230v: 230 v AC single phase 50 Hz Power supply will be made
available by VSSC at one point in each area to meet the power requirements.
Further wiring to the Distribution boxes, UPS, isolation transformer ,cameras,
switches, servers, surge suppression devices, storage devices, client nodes 19 inch
racks and other equipments/devices coming under the scope of the work is to be
arranged by the vendor. The power to the various equipments located in the 19
inch racks in each facility shall be routed through MCB’S of appropriate ratings
with indicators, and terminated in suitably rated Power sockets with independent
on /off controls and indicators located inside the racks. If the vendor requires any
other voltage, necessary conversion equipment shall be provided. Wiring inside the
building to the server/ network switch racks etc shall be done using PVC insulated
copper conductor cables run through appropriate cable management system.
b. UPS: Dual redundant Online UPS shall be provided for the control room(CSCC) for
powering the servers, storage solution, core switch. At CSCC, the client nodes, LED
display, camera etc shall be powered separately by another independent online UPS.
An online UPS shall be provided for each camera facility. The batteries of the
UPS(CAPACITY >=3 KVA)shall be located outside the control room and it shall be
protected from dust, rain humidity, infestation by vermin, vandalism by rodents and
monkeys. The UPS shall provide a communication port for the CCTV system to
monitor and carry out a graceful shutdown of systems in the event of a power failure.
Note: An external isolation transformer shall be incorporated at the output of all UPS.
c. Earth
1. Two numbers of Copper plate Earth confirming to IS 3043 with latest amendments as
per drawing number CED/ELE/S/4 shown in annexure 5. The RCC slab of the Earth
shall be labeled “ASMG CCTV earth”.
2. Earth resistance should be < 2 ohm.
3. Electrical earth (two numbers each) shall be provided at each facility. The
isolation transformer output neutral shall be connected to the earth and this earth
shall be connected to the network/server racks in each facility. The configuration of
the earth scheme for UPS , ISOLATION Transformer in annexure- 6
1.2.9.Network cables
Network cables to the cameras/client nodes at each facility location and switches
located in the 19 inch racks should be run through appropriate nonmetallic cable
management system to route, protect and conceal network/ fiber cables and shall
be suitably labeled/indicated as “ASMG CCTV LAN” at regular intervals for easy
traceability.

1.2.10.Location of cameras at various facilities.
Exact height and location will be finalized during installation, considering optimum
viewing and maximum area coverage.
1.2.11.Surge suppression devices for power & network.
As the area is prone to lightning, the entire CCTV system shall be suitably
protected against all kinds of surges, damaging effects of abnormal electrical
disturbances, induced current from lightning transient overvoltage’s, electrical
noise and other electrical disturbances .Suitable Transient Voltage Surge
Suppression System (TVSS) shall be incorporated at the input of the CCTV UPS
and at the output of the isolation transformer, at network interfaces , camera end,
VSSC intranet connection etc.
1.2.12. Rodent control system
Non chemical, nontoxic, ultrasonic rodent control system shall be installed in the
CSCC room.
1.2.13. Servers
Computer Servers with server grade processors shall be provided for managing all
aspects of the CCTV system
1.2.14.SMS/email Gateway
The DVMS shall have SMS and e-mail capability to send generated alarms to the
mobile numbers (6nos)/VSSC intranet email id’s(6 nos) of VSSC officials. VSSC
intranet connection shall be used for sending SMS/ email.
1.2.15. Vermin infestation
The system shall be protected against infestation by vermin/ insects
1.2.16. SAFETY
a. The CCTV system subsystems shall be complete with approved safety devices,
wherever a potential hazard to personnel exists, and with provision for safe access
to personnel to and around the subsystems for operational and maintenance
functions. All Safety practices shall be followed during installation of the system
including during laying & installation of fibre/LAN and power cables.

b. The CCTV system shall facilitate a graceful shutdown of servers during a power
failure to prevent loss of critical data & HDD failure. The system shall continuously
monitor the power output and initiate shutdown of the system properly.

1.4. Other points
1.4.1. The vendor shall study the specification thoroughly. Vendor has to consider
all the materials/components required for realization of a fully complete functional
iP-based CCTV system irrespective of their mention in the tender. Additional
requirements, if any, to achieve a complete solution shall be brought out
specifically and shall be included by the vendor in their offer and the reasons for
such inclusion shall be clearly stated. Vendor / OEM also has to integrate & install
the total CCTV solution with storage system. System installation, and
commissioning is the responsibility of the vendor and OEM and vendor shall take
full responsibility for the smooth, reliable and safe working.
1.4.2. It is the responsibility of the vendor /OEM to resolve any performance
related issues. At the time of installation and commissioning, in case if it is found
that some additional hardware accessories / software/firmware items with licenses
are required to complete the proposed configuration (which were not included in
the vendor's original list of deliverables), then vendor is required to supply such
items to ensure the completeness of the configuration at no extra cost to VSSC.
Vendor should ensure the completeness of the list of deliverables vis-à-vis the
proposed configuration, in order to avoid such discovery during installation.
1.4.3. For all the items, make, model no. and relevant industrial standards shall be
explicitly brought out. The related current technical brochures/data
sheets/supporting documents to verify the offered specifications shall be submitted
along with the offer. Each brochure shall be numbered in accordance with the
tendered item for easy reference. In each such brochure/document, the technical
contents corresponding to the offered product need to be highlighted.
1.4.4.Technical Compliance Statement: For each item/terms and conditions,
apart from the make and model,Quantity, the vendor shall provide a technical
compliance table as per the format furnished below. In case of any deviation (may
be superior or inferior), the same may be explicitly mentioned against remarks

1.5. Deviation
1.Vendor shall provide the information about the deviations in technical
Specifications, terms & conditions.
2. VSSC may or may not accept the deviation. Vendor’s offer shall be rejected
without asking for any clarification if any one or more deviations are not acceptable
to VSSC.
1.6. Documentation:
After commissioning, the supplier should submit a detailed document with full
details of the setup with facility layout, camera locations, system architecture,
fiber/network cable routing layout diagram indicating the distances, operational
and maintenance document of the total solution .Vendor shall supply minimum
two copies (soft & hard) of the following documents in English language.
1. Detailed Specification, Technical details, catalogues, trouble shooting
manuals and general manuals etc of all subsystems including details of all
peripheral/add on cards installed in the servers/client PC’s and all
subsystems etc.
2. Service and Operational manual of all hardware supplied
3. CCTV System design, layout diagram and circuit diagram.
4. Rack wiring diagram with connector pin details and inter connection details
documents.
5. Factory Inspection and Evaluation reports carried out on all subsystems and
the total system.
6. System Earth Interconnection details between various subsystems including
earth pit.
7. Acceptance test procedure document.
8. Alarm notifications

9. Version numbers, build nos etc of all software /firmware/hardware
subsystems.
10. Ip address table of all subsystems in the network.
11. Camera locations and their distances from the network switch and the
vertical distances from the ground.
12. Details of used& unused ports.
13. A table containing make, model number, serial number, of all subsystems
including hard disks/memory devices etc used in the CCTV system
14. Details of CD’s/DVD’s and any other devices supplied along with accessories.
15. Certificate for the proof that all individual items conform to relevant
standards.
16. Guarantee and warrantee certificates of all individual the items procured by
the vendor/provided by OEM and overall guarantee and warrantee for the
total CCTV system,Comprehensive AMC certificate.
17. Position diagram of each subsystem located in the racks with name and
reference in the subsystem table
18. For easy serviceability and traceability, Position of each fibre/Ethernet/power
cables in the racks shall be labeled with non fading perpetual labeling. The
labels have to be appropriately protected against dust and humidity.
19. Lengths of fiber cables fiber patch cords, and all other cables power/LAN
their position/location in the system etc employed in the system including
the lengths of fiber between each facility.
20. Interconnections details between Transient voltage surge suppression system
for power, surge suppressors for network, power lines grounds and earth pit.
21. Fiber allocation table for each facility.
22. Recovery procedure to be followed in the event of an improper shutdown of
system due to power failure.
23. Certificate of Earth resistance measurement at each facility, including
resistance measurement from earth point of each sub system to earth pit.
24. Training manual in Hindi & English to be supplied to the CISF& ASMG
officials while providing training. The manual shall contain instructions to
operate the CCTV system from a Layman’s viewpoint.
25. Operational manual for all software.
26. Printout of BIOS of all servers and client nodes.

1.7. Updates/renewal of licenses:
1.For all the licensed products, required licenses shall be submitted with
appropriate authorization in detail.License expiry details if any shall be
highlighted.
2. Updates/renewal of such licenses during warranty & comprehensive AMC
periods shall be the responsibility of the vendor and the vendor shall provide the
updates/renewals without any cost to VSSC.
1.8. Acceptance Test Procedure
The final acceptance of the installation shall be done by a Test and Evaluation
committee constituted by VSSC. Acceptance tests shall be conducted on the
following sub systems and evaluated before being integrated to make the system
fully operational.
1. Testing of online UPS redundancy, isolation, back up duration , earth
resistance , verifying the integrity of earth connections of all CCTV
subsystems, phase to neutral voltage and earth to neutral voltage at each
facility etc .Power quality analysis to be carried out and certificate to be
provided.
2. Verifying server configuration , demonstration of RAID , hot pluggable
feature of hard disk, client nodes etc
3. Testing of DVMS software and all network interfaces as per the specification.
In this test each subsystem shall be intentionally removed/switched off from
the CCTV system and the same shall be indicated in the DVMS and the
system shall continue to function normally.
4. Testing of supplied surveillance cameras and associated elements like IR
illuminators etc. Verifying motion detection feature of each camera.
5. Testing of operation of the redundant system if applicable.
6. In systems having redundant power supplies the working of the system with
one power supply removed shall be demonstrated.
7. Testing of ALARMS and email/SMS notifications

8. Fibre end to end integrity shall be verified using OTDR and the signal
strength for each fibre shall be measured and test result logged and
certificate provided to VSSC.
9. Any other mutually agreed tests
10. Vendor shall provide mutually acceptable Acceptance Test Procedure (ATP)
document both hard and soft copy form) providing details about the
subsystem level tests and integrated level acceptance test with all
subsystems fully integrated. This ATP document shall be used for carrying
out the tests.
11. On successful completion of the above tests and if the performance of the
systems are satisfactory, the acceptance test certificate shall be provided
jointly by VSSC and vendor.

1.9. General conditions
1.9.1. Vendor eligibility criteria
1.Vendor must be a recognized company registered under Indian Company
Act-1956. The company should have been in existence for a minimum period of five
years prior to the date of issue of this tender.
2. The bidder should be a single party and no consortium is allowed.
3. The vendor should be an ISO 9001:2008 certified firm. The copy of the valid
certification for the current year shall be attached along with the technical bid.
4. Average Annual financial turnover during the last 3 years, ending 31st March of
the previous financial year, should be at least 30 lakhs.
1.9.2. Experience:
1. The bidder should have experience of having successfully completed
similar works during last 7 years ending last day of month previous to
the one in which applications are invited. The bidder should meet one
of the following criteria.
Three similar works costing not less than 32 lakhs
or
Two similar works costing not less than 40 lakhs
or
One similar completed work costing not less than 64 lakhs
2. At least one of those installations should be one involving design, supply,
installation and commissioning of at least 50 cameras with intelligent software for
control, centralized servers and storage facilities in a high security installation in
India like Refinery/Heavy Industry/Defence/ Space.
3. Documentary proof like work order/purchase order, completion certificate,
contact details of the client, income tax clearance certificate,etc in proof of their
claim should be submitted along with the technical bid.
1.9.3. Other terms and conditions
1. Submission of tender
Tender should be submitted in two parts Techno commercial Bid & Price bid.
I. Techno commercial Bid
First part should contain all technical details, terms and conditions, and documents

In proof of vendor qualification. No mention on price shall be there in the
techno commercial bid. Only after scrutiny of techno commercial bid and
ensuring compliance to the specified terms and conditions, Price Bids shall be
opened. The technical bid shall be submitted by the vendor only after
understanding all the technical requirements mentioned in the RFP. A detailed
break up for the system showing specifications and quantities of each sub system
without indicating the price as per format given in annexure VIII shall also be
enclosed along with the techno commercial bid. Copying and pasting of all the
conditions in the tender enquiry for compliance purpose shall be avoided. Offers
without the above shall be rejected.
The technical details and the terms and conditions, technical compliance
statement, format as per annexure VIII without indicating price shall be uploaded
in a. “Supporting Documents from Vendor” page in e-procurement portal and The
documents in proof of vendor qualification shall be uploaded in
b. “Document Solicited from Vendor” page in e-procurement portal
II. Price Bid
The second bid should contain only prices with breakup as per the format given in
Annexure VIII. This should be uploaded in “Commercial Documents from Vendor”
page in e-procurement portal. The price bid shall be sealed with clear identification.
Non compliance of this requirement will lead to rejection of the proposal.
2.Presentation
The vendor shall arrange a presentation on their proposal and demonstrate the
capabilities of their offered products to the VSSC authorized officials, if called for by
the Department during the technical evaluation. Technical proposal of the vendor is
liable to be rejected unless the claims made by it substantiate/satisfy the technical
requirements laid down in this tender.
3 .Schedule of completion
Delivery, installation, commissioning and acceptance of entire system shall be
completed in all respects and handed over to the Department within six months
from the date of purchase order.
4. Compensation for delay
Liquidated damages will be levied @ 0.5 % for every week for which the work
remains incomplete subject to a maximum of 10% of the order value.

5. Warranty
a. The vendor is responsible to provide 3 (three) years warranty/software
subscription support for all the items in the CCTV system from the date of
acceptance.
b. Warranty shall include preventive & break-down maintenance calls including
repair /replacement of materials, spares, modules, software etc.
c. During warranty CCTV system shall be maintained with 99% uptime
d. Vendor shall be responsible for replacing any defective part/component/
peripheral/system without any extra cost to VSSC during warranty period. In case
manufacturer discontinues any model, vendor shall supply spare /item/system
with higher model of supplied make with better specifications at no extra cost to
VSSC. The vendor shall ensure the integration of the replaced part/component/
peripheral/system & its working within the system.
e. Vendor shall submit performance bank guarantee of 10% of order value. It shall
be furnished before effecting final payment. The performance BG shall be valid for a
period of 42 months including a claim period of six months.
f. Software upgrades / updates shall be supplied free of cost during warranty
period
g. During warranty period ,defective HDD’s/ magnetic media/SD cards/solid state
memory devices ,if any will not be handed over to the vendor as replacement( it
shall be retained by VSSC ) and the same has to be replaced without any cost
during the warranty period.
h. Earth at all facilities and the earth related interconnection, to all CCTV systems,
earth resistance etc shall be maintained and verified once in every four months and
a certificate to the same shall be issued by the party.
i. All surge suppression systems in the CCTV system shall be verified at a
frequency of once in every 2 months.
j. The vendor should clearly provide escalation matrix for resolving problems.
6. Comprehensive Annual Maintenance Contract (AMC)
a. Comprehensive AMC for the entire system coming under this contract should be
provided against payment, for four years from the date of expiry of performance
warranty.
2. During this period, the supplier should attend any number of breakdown calls
and also preventive maintenance as per schedule finalized on mutual agreement
with the department on completion of the work.

3. The comprehensive AMC charges for the above period shall be indicated in the
price bid. The comprehensive AMC charges also shall be taken into account for L1
(price wise lowest) evaluation. The charges should be provided as slab rate for 1
year, 2 years, 3 years, 4 year.
4. In case the vendor fails to undertake the comprehensive AMC from the date of
expiry of warranty, the department will have the right to claim the losses or
additional expenses (incurred in availing maintenance services through alternate
means) from the performance Bank Guarantee (BG).
5. On completion of the warranty, Bank Guarantee equivalent to the extended
warranty cost for four years, subject to a maximum of 10% of the value of this
contract, should be submitted by the vendor as a proof of their commitment to
undertake comprehensive AMC for the extended warranty period. This BG shall
remain valid till the expiry of the paid comprehensive AMC.
6. The performance BG will be released only on furnishing of BG as above. In case
the vendor fails to furnish the Bank Guarantee as given above the department will
be at liberty to realize the same from the performance BG.
7. During the comprehensive AMC period ,defective HDD’s or magnetic media/SD
cards/solid state memory devices ,if any will not be handed over to the vendor as
replacement and the same has to be replaced without any cost to VSSC during the
comprehensive warranty period.
7. On-site Support (Optional to be decided by VSSC)
1. One First Class Diploma holder in Engineering (three years regular course) or
above with Network associate/CCNA certification & sufficient experience in the
maintenance and upkeep of all subsystems of the CCTV surveillance systems
including network systems shall be posted at VSSC during the warranty and
Comprehensive AMC period. The appropriate certificates shall be included in the
techno commercial bid.
2. The cost for on-site support shall be mentioned separately.
3. The Service engineers provided by the vendor shall not be changed frequently.
Prior approval should be taken from VSSC with proper justification before changing
Service Engineers. The qualifications and resume shall be submitted for approval
before any such changes are made. However if found incompetent by VSSC, the
service engineer shall be changed immediately by the vendor.

4. The normal working time for the personnel posted for on-site support should be
same as that for VSSC. However they are expected to work beyond office hours as
well as on holidays(with prior permission from VSSC) if so required. No extra
Payment will be made on this account.
5.Cost for onsite support shall be paid only for actual working days based on the
attendance sheet provided by the attendance monitoring system of VSSC/LPSC.
Prorata deduction will be made on the cost for onsite support for each day of
absence during the comprehensive AMC and warranty periods.
8. Up time
1. The vendor should ensure an uptime of 99% for the system on quarterly basis.
Uptime is defined as below:
Uptime (in %) = Total number of hours in the quarter - total downtime (in hours in the quarter)*100 Total number of hours in quarter However the down time should not exceed that specified below, at a stretch at any time. Camera – 2 working hrs
Rectification involving repair – 2 working hrs
Rectification involving replacement – 24 working hrs
2. The vendor should maintain following minimum stock of spares to ensure
uptime as mentioned above.

e. Surge Protectors – 5 Nos
f. UPS – 1 No
The list is indicative and vendor may maintain ready stock of spares for any other item as required to maintain the uptime mentioned above.
3. The vendor has to ensure that all complaints are attended within 2 hours of
lodging of complaint and the faults/defects arising in the said equipment are
rectified within the time stipulated above.
4. For the applicable quarter, if the system uptime is below the uptime specified,
then for an accumulated downtime of every 10 hours or part thereof, in excess of
22 hours, VSSC shall be eligible for a rebate of 2% prorata AMC charges of one
quarter.

5. First three months of warranty will be taken as “proving in”period. Though the
bidder shall maintain the system to the highest possible efficiency during this
period, no rebate as mentioned above shall be applicable.
6. For the purpose of measurement, “downtime” or ‘fault duration’constitutes any
period of time during which the footage of a camera is not available either by way of
the fault of the camera, or of network/or any of the associated systems.
7. A response time of 30 minutes at a stretch shall be excluded from fault duration
for the purpose of calculating downtime of the system. For complaints registered
beyond 18 hrs, the downtime will be reckoned from 8hrs of the following day.
8. The bidder should maintain a log register for all complaints.
9. Support from OEM/Technology partners
The bidder should ensure support from the OEMs/Technology partners for a period
of 7 years. A letter from the OEM/technology partner confirming service support
including spares, software upgrades, etc shall be made available for next 7 years.
The bidders should attach an undertaking from the Original Equipment
Manufacturer (OEM) and an agreement with product vendors on back to back
support as per the format attached in ANNEXURE 9 and ANNEXURE 10. The
undertaking from OEMs are required for Camera,IR Illuminators, DVMS, Network
Switches, Servers, ,work stations, Client systems, Storage systems, Tape library,
Network Passive, Surge suppressors, UPS, isolation transformer etc.
10. Training
Training in operation, maintenance and administration of the system (preferably in
Hindi/English) should be provided to (around20) authorized VSSC & CISF officials
in batches of not more than 7 persons. The training shall be arranged over 3 days
from 9.30 am to 4.30 pm every day with a one hour break from 12.00 to 1.00 pm.
Each of the trainees shall be supplied with a Training manual.
11. Payment
The vendor should submit a cost break up as per the format given in the price bid.
Payment will be made pro-rata as indicated below
On completion of supply of materials and acceptance by Department: 60%
On completion of installation and pre-commissioning Checks: 30%
On completion of testing, evaluation and acceptance of the integrated system
: 10% against production of performance BG
AMC charges: Quarterly on prorate basis
Note: Purchase may please add any terms and conditions to safeguard the
interest of VSSC.

1.10. IMPORTANT NOTE TO THE VENDORS :
1.Pre-tender discussion /clarifications
All interested vendors, to whom the tender forms are issued, can get any
clarification and hold discussions regarding the CCTV system at VSSC within 3
weeks of tender floating. Interested vendors can make use of this opportunity by
sending in their technical and commercial experts to enable them to understand
the system and clarify doubts, if any. Participation will be limited to three officials
whose names and personal details should be informed in advance to the MVIT
purchase department.Vendors are advised to visit the proposed site at MVIT,
Valiamala between 10.00 am to 2.00 pm on all working days with prior intimation
and appointment from the MVIT purchase department ,to visit the facilities
proposed to be covered by the CCTV system and to ascertain the extent of work
involved including the no of fibre/ /Ethernet cables, extent of cabling distances for
Fibre optic/ethernet network/power/ cable management etc before submitting the
technical / Financial offers against this tender. The technical offer shall contain the
proposed layout diagram of the fiber / Ethernet cables including all the cabling
distances involved at each facilities and between facilities.
2. Any assumption made in the quotation shall be clearly reflected by the vendor in
the offer. VSSC reserves rights to reject the offer without asking for any
clarification, if any assumption is not acceptable
3.Only in case of the item specified has become obsolete, equivalent or better
make/ model shall be considered. Vendor shall provide the complete technical
details of the alternate product and shall also be liable to provide the obsolescence
certification from the OEM.
4. VSSC shall not be liable for any untoward incident with vendor support
personnelduring the installation & commissioning.
5. Surplus material if any after installation shall be retained by VSSC and they
shall be positioned by the vendor in the locations identified by VSSC..

Section F 5.0. Miscellaneous Items 5.1.Cable Route marker Cable route markers shall be placed at intervals of 30 meters. The marker shall be
40 mm thick concrete route marker of size 450mm height and 150mm width and
the top shall be semicircular in shape with mix 1:1.5:3 using 20mm size aggregate.
The slab shall be reinforced with MS weld mesh of size 50mm x 50mm x 10G. The
