The purpose of the trainings was to promote the inclusion of women and girls in camp decision- making mechanisms and to assist women in setting up small-scale businesses by enhancing their capacities in business management and leadership skills. The training supported the participants to develop their own business plans for their chosen vocation for operation outside of the Wau PoCAA. Once the women complete their business plans, IOM will assist the project participants to purchase the necessary items they require to start their planned occupation which will further contribute to reducing their vulnerability. The goal of the training was to help build the capacity of participants to contribute to an effective camp response in the event of a rapid influx of internally displaced persons (IDPs) into the UNMISS Tongping Base. The training aimed at having a common understanding of the sector, clarity on roles and responsibilities of the camp coordination and camp management agency and camp authorities for various influx scenarios and identification, and sharing of current practice, standard operating procedures (SOPs) and key tools for distributions of humanitarian relief items and headcounts. In line with local solution working groups and the CCCM Cluster Strategy to provide assistance in potential areas of returns, the CCCM team in Western Bahr el Gazal contributed to the overall response in Wau and Raja counties through meaningful community communication and engagement, service monitoring, and provision of technical CCCM trainings for men, women and youth, as well as persons with disabilities. In Q3, IOM Camp Management conducted numerous visits across Western Bahr el Ghazal, including to Raja, Sopo, Mangayat, Bazia North and South, and Farajalla to help support returnees and host communities. Activities include training for community leaders on topics such as inclusive leadership, how to coordinate with humanitarian partners, community mobilization, roles and responsibilities of leaders, and CCCM and humanitarian principles. The trainings were attended by 54 men, 76 women, 75 youth and 14 persons with disabilities. Camp Management also trained 896 people from the host community and returnees which included 278 men, 205 women, 381 youth and 32 persons with disability. They were trained on basic site care and maintenance, community road opening and maintenance, basic carpentry skills, and flood and fire prevention. The required tools were distributed to the community after the training to encourage for sustainable site care.

Experience has shown that creating a well-functioning camp environment depends on the participation of the camp population. A commitment to participation, a belief in its values and a resourceful and positive approach are important for camp management agency staff. To this end, IOM Camp Management in Wau PoCAA held elections in August 2019 to select camp leaders and representatives. IOM ensured the establishment of a camp committee whose members are representative of the camp population, gender balanced and inclusive of people with specific needs and has worked to strengthen their leadership abilities by enhancing their knowledge on CCCM and cross-cutting issues. Hamed Fotur, who was elected as the chairperson, shared his experience from the Wau PoCAA. “Following the organized leadership election on the 5th of August overseen by IOM as a camp management agency, a training was organized for the selected members to make sure they agree to the codes of conduct, transparent terms of reference, confidential complaints mechanism and the

Success Story: Election of Community Leaders in Wau PoCAA

Throughout Q3, the IOM Malakal Care and Maintenance team continued to carry out drainage rehabilitation and site clearing activities in Malakal PoC. In total 12,341 metres of drainage was rehabilitated and 3,684 m2 of the site cleared. During the reporting period,1,200 m2 of land was rehabilitated, which helped improve the environment and living conditions of the people living inside Malakal PoC. Given the high level of rain during this time of the year, the team also ensured daily checks of the rain water flow in drainages and discharged/pumped a total of 12,581,000 litres of water from the main channels. The team also supported the IOM Water, Sanitation and Hygiene (WASH) team in decommissioning pit latrines in the PoC.

In September 2019, the CCCM team in Wau completed the I’m Here pilot project in PoCAA. The I’m Here approach, tools and outputs were designed and adapted to the local context to gather actionable information on adolescent girls and boys living in the displacement site and monitor their access to key services enabling humanitarian actors to more effectively identify, protect, serve and engage adolescent boys and girls in their programmes. During Q3, data collection was carried out by partners using jointly agreed data collection tools and methodologies. Partners were able to monitor the access of the adolescents who were issued Quick Response (QR) cards at any service provision centre using a sign-in data collection method. The data collected was then analyzed and the identified challenges discussed in a learning event held at the country and global level where this pilot project is being used as a case study.

coupled with CCCM trainings focused on the roles and responsibilities of leaders, how to coordinate and engage with humanitarian actors on the ground, how to provide feedback about service delivery and raise concerns about key gaps. With the support of IOM and the presence of information sharing platforms, committee members were able to overcome the challenges, discuss the community’s concerns and provide feedback as necessary. On behalf of the other members we really appreciate the work IOM is doing and we will continue cooperating with camp management and other partners.”
