IODA WORLD SAILING CHAMPIONSHIP 2010 Langkawi, MALAYSIA December 28, 2010 to January 08, 2011 IODA World Championship 2010, Preliminary Notice of Race – Issued February 10, 2010 – Page 1 de 11 ORGANISING AUTHORITY AND VENUE The IODA World Sailing Championship is organised by the Malaysian Yachting Association (MYA) in conjunction with the Sport Council of Malaysia, the Ministry of Sport and Youth, the Kedah state government and Langkawi Authority (LADA); under the authority of the International Optimist Dinghy Association (IODA). The Championship will be held in the Island of Langkawi, Malaysia. The racing area will be the Kuah Harbor Langkawi and the shore venue will be the National Sailing Centre. Attachment 1 shows the location of both. PRELIMINARY NOTICE OF RACE Amendments: Amended April 26, 2010 Amended August 31, 2010 1. RULES 1.1 The Championship will be governed by the ‘rules’ as defined in The Racing Rules of Sailing. 1.2 Appendix D will apply for the Team Racing World Championship, including D2.2 and D2.3(a); single flag protest procedure. 1.3 The current Conditions of the IODA will apply. 1.4 No national authority prescriptions will apply. 1.5 Rule 61.1 “Informing the Protestee” is changed as follows: (a) Add to rule 61.1(a) “The protesting boat shall inform the Race Committee of the boat/s being protested at the finishing line immediately after finishing.” (b) Rule 61.1(a)(2) “If the hull length of the protesting boat is less than 6 meters, she need not display a red flag” is deleted. 1.6 English shall be the Official Language for the Championship. 2. ADVERTISING 2.1 As per ISAF Regulation 20.5.6 (a), no Advertising may be displayed pursuant Regulation 20.3.1.2. 2.2 Boats may be required to display advertising chosen and supplied by the Organizing Authority. 3. ELIGIBILITY 3.1 The Championship is open to competitors sailing on boats of the Optimist class that fulfill the eligibility requirements stated below. 3.2 Competitors shall enter only through the national association member of IODA (hereinafter ‘member’) they represent. 3.3 In accord with the Conditions for the IODA European Championship, sailors who sailed in the 2010 IODA European Championship and/or the IODA European Team Racing Championship are not eligible except as provided in European Condition 7.1.c (2009 champions). 3.4 Each member may enter a team of up to 5 competitors born in 1995 or later. See also condition 9.1 of the Conditions for the IODA World Championship. 3.5 Each team shall be accompanied by a Team Leader and may be accompanied by other two adults.

ORGANISINGAUTHORITYANDVENUE

The IODA World Sailing Championship is organised by the Malaysian Yachting Association (MYA) inconjunction with the Sport Council of Malaysia, the Ministry of Sport and Youth, the Kedah stategovernmentandLangkawiAuthority (LADA);under theauthorityof the InternationalOptimistDinghyAssociation(IODA).The Championshipwill be held in the Island of Langkawi,Malaysia. 1. RULES

1.1 TheChampionshipwillbegovernedbythe‘rules’asdefinedinTheRacingRulesofSailing.1.2 Appendix Dwill apply for the Team RacingWorld Championship, including D2.2 and D2.3(a);

singleflagprotestprocedure.1.3 ThecurrentConditionsoftheIODAwillapply.1.4 Nonationalauthorityprescriptionswillapply.1.5 Rule61.1“InformingtheProtestee”ischangedasfollows:

(a) Addtorule61.1(a) “The protesting boat shall inform the Race Committee of the boat/s being protested at the

2. ADVERTISING

3. ELIGIBILITY

3.1 TheChampionship isopentocompetitorssailingonboatsoftheOptimistclassthatfulfill theeligibilityrequirementsstatedbelow.

3.2 Competitors shall enter only through the national association member of IODA (hereinafter‘member’)theyrepresent.

3.3 In accordwith theConditions for the IODAEuropeanChampionship, sailorswho sailed in the2010IODAEuropeanChampionshipand/ortheIODAEuropeanTeamRacingChampionshiparenoteligibleexceptasprovidedinEuropeanCondition7.1.c(2009champions).

3.4 Eachmembermayenterateamofupto5competitorsbornin1995orlater.Seealsocondition9.1oftheConditionsfortheIODAWorldChampionship.

3.5 Each team shall be accompanied by a Team Leader and may be accompanied by other twoadults.

3.6 Competitorsshallbeeithernationalorbonafideresidentsofthecountrytheyrepresent,unlessotherwise agreed by the IODA Executive Committee. A competitorwho has represented onecountry at an IODAWorld or Continental Championship shall not represent anothermembercountryexcept incasesofalterationof residence,whichcasesshallbeapprovedby the IODAExecutiveCommittee.

3.7 AttentionisdrawntoISAFRegulationsrelativetotheISAFWorldYouthChampionship(changeofnationality)17.5:NationalityCriteria.

4. ENTRY

4.1 Entries shall bemade by sending in to the Organising Committee the attached official formstogetherwiththerequiredfeesaccordingtothefollowingschedule:

(a) ThePreliminaryEntryFormshallbe returned to theOrganisingCommitteenot later than July31,2010.

(b) TheSecondEntryFormshallbereturnedtotheOrganisingCommitteenotlaterthanSeptember30,2010.

(c) TheFinalEntryFormshallbereturnedtotheOrganisingCommitteeassoonasthemembersofthedelegationaredefinedbutnotlaterthanNovember15,2010.

4.2 Required fees are described in paragraphs 5 (ENTRY FEES), 14 (SUPPORT BOATS) and 15(CHARTERBOATS).

4.3 Competitors,teamleadersandotheradults(whentheyaremembersoftheofficialdelegation)shall complete an on‐site registration at the Race Office. The on‐site registration of eachcompetitorwillnotbecompleteduntilthemeasurementformissuedbytheMeasurementSub‐Committee(seeparagraph10)hasbeenreturnedtotheRaceOffice.

5. ENTRYFEES

5.1 EntryfeeswillbeEUR400percompetitorandEUR450peradult(maximumthree).5.2 Accommodationandmealsare includedintheentryfeeforthedurationoftheChampionship

(fromtheOfficialArrivaldaytotheOfficialDeparturedayinclusive).5.3 FeesPayable:

(a) A first deposit of 50% of the total fees shall bemade by Bank Draft orWire Transfer to bereceivedbytheOrganisingCommitteeonorbeforeJuly31,2010.

(b) A finaldepositof thebalanceof the fees shallbemadebyBankDraftorWireTransfer tobereceivedbytheOrganisingCommitteeonorbeforeSep30,2010.

5.4 Asurchargeof20%willbechargedtoalllateentries.5.5 Competitors entering and withdrawing their entry not later than September 30 2010 will be

refunded75%ofthedeposit(exceptforanybankcostincurredduetotherefund).Competitorswithdrawing their entry later thanOctober 1st 2010will not be refunded. The same scheduleappliesforanypaymentmadeaccordingtoparagraphs14and15.

6. FORMATOFTHECHAMPIONSHIP

6.1 TheIODAWorldChampionshipcomprisestwoevents:(a) TheOPTIMISTINDIVIDUALWORLDCHAMPIONSHIP(IWC)and;(b) TheOPTIMISTTEAMRACINGWORLDCHAMPIONSHIP(TRWC)

6.2 FortheIWC:(a) The entire fleet will be divided into 6 divisions (as far as possible with the same number of

boats),eachofwhichwill sailat leastonce,butnomore than3 timeswitheachof theotherdivisions.

(b) TheallocationtodivisionswillbedonebytheRaceCommitteeat1200onDecember29withthelistofcompetitorsalreadyregisteredbythattime.Competitorsregisteringlaterwillbeaddedatthebottomofthesortedlistintheorderofregistration.

(c) Theserieswillconsistofupto15racesforeachdivision.(d) Nomorethanfourraceswillbesailedonanyday.

6.3 FortheTRWC:(a) The event will be held for up to 48 teams frommembers represented by at least 4 sailors,

selectedaccordingto theteamscoresmentioned in6.3 (b). If therearemorethan48eligibleteamsandtheteamof thehostmemberdoesnotsoqualify itwill replacetheteamwith the48thbestscore.Theseedingoftheteamswillbedoneaccordingtotheteamscoresin6.3(b).

(b) Afterthefirst5races(orthenumberofracessailedpriortotheTRWC,iflessthan5)sailedinthe IWC the total points of the 4 competitors with the best cumulative results from eachmemberwillbeaddedtogiveatotalteamscore.The48teamswiththebesttotalteamscoreswill race in the TRWCexcept that, if the teamof thehost country does not so qualify, itwillreplace the teamwith the48thbest score. The format for theTRWCwill bedescribed in theTeamRacingSailingInstructions.

(c) Teams’scoresmentionedin6.3(b)willbebasedontherankingavailableat2100onthedaythefirstfiveracesarecompleted(oronthedaypriortotheTRWCiflessthanfiveraceshavebeencompleted)regardlessofprotestsorrequestsforredressnotyetdecided.

(d) Eachteamwillbemadeupof5sailors,ofwhichonly4will sail ineachrace.Theselectionofthesefoursailorsisatthediscretionofthemembertheyrepresent.

8. MEASUREMENT

8.1 Each boat shall produce a valid Registration Book and each sail shall be accompanied by thecorrespondingSailMeasurementCertificate(CR2.5.6and6.1.4).

8.2 Competitorsareallowedtouseonlyonehull,daggerboard,rudder(withtillerandextension),mast, boom, sprit and sail during the Championship. These parts of the equipment will bescrutineered and may be measured by the Measurement Sub‐Committee according to theMeasurementRegulations,andapprovedbythisSub‐CommitteetobecomplyingwiththeClassRules.

8.3 SubstitutionofdamagedorlostequipmentwillnotbeallowedunlessapprovedinwritingbytheRace Committee. Requests for substitution shall bemade to the Race Committee at the firstreasonableopportunity.

8.4 Substitution of damaged equipment may be permitted providing that the relevant form hasbeen filled in at the Race Office, the damaged equipment has been checked by theMeasurement Sub‐Committee and the substituting equipment has been scrutineered by theMeasurementSub‐Committee.

8.5 If the substitution was made on the water between races, both the damaged and thesubstitutingpiecesofequipmentshallbepresentedtotheMeasurementSub‐Committeeaftertheendoftheday’sracing.Inthiscase,thesubstitutionissubjecttotheapprovaloftheRaceCommitteegivenretrospectively.

8.6 Boats chartered through the Organization may carry national letters or sail numbers incontraventionoftheClassRules.Thenationalletterstobecarriedshallbethoseofthecountryenteringthecharteredboat,andthenumbershallconsistofthenumberofdigitsequaltothemostrecentlyissuedsailnumberinthatcountry.Allotherboatsshallbecorrectlyregisteredinthecountryofthecompetitorandshallcarrythecorrectsailnumbersfortheboat.

8.7 HullsshallbesuppliedwithaRegistrationBookbutareexemptfromcomplyingwithClassRule2.4.3(b)and(c)andhencefromCR2.4.1.

8.8 Sailsmeasuringtothemaximumlimitsduringthemeasurementdaysmaybeinspectedagainonthespareday.

8.9 Sails to beusedduring theChampionship shall havebeenmeasuredbefore inspection at theChampionship.Ifasailispresentedunmeasured(orwithouttheSailMeasurementCertificate),itwillbemeasuredattheChampionshipatacostofEUR30,payabletoIODA.Measurementofcountrylettersandsailnumbersisavailableforfree.

8.10 GRPboatsshallbeequippedwithepoxyfoils.

9. SAILINGINSTRUCTIONS

Sailinginstructionswillbeavailableatregistrationatthevenue.

10. THECOURSE

10.1 Thecourseforthefleetracingwillbeanouter‐looptrapezoidwiththefinishlineattheendofthesecondwindwardleg.

10.2 ForTRWCthecoursewillbeastarboardhand“S”course.

11. PENALTYSYSTEM

11.1 AppendixPwillapplyfortheIWC.11.2 An international Jurywill be constituted inaccordancewithRRSAppendixN.Decisionsof the

InternationalJuryarefinalasprovidedinrule70.5.11.3 RacesoftheTRWCwillbeumpired.

12. SCORING

12.1 FortheIWC,theserieswillconsistof15racesforeachdivision,fiveofwhicharerequiredtobecompletedtoconstituteaseries.

12.2 Scoringarace:Each‘race’betweentwodivisions(flight)willbescoredasoneraceinwhichallcompetitorsofthosetwodivisionshaveentered.AllocationofpointsaccordingtoruleA4.2willconsider that “the number of competitors entered in the series” is themaximum number ofcompetitorsaftergroupingthetwolargestdivisions.Onlyracesthathavebeencompletedforall6divisionswillcount.

12.3 Eachboat’stotalscorewillbethesumofherscoresforallracesexceptthatwhen12ormoreraceshavebeencompleted,hertwoworstscoresshallbeexcludedor,ifonly6ormorebutlessthan12raceshavebeencompleted,hersingleworstscoreshallbeexcluded.

12.3 Scoringtheseries:(a) Whenfewerthan6raceshavebeencompleted,aboat’sseriesscorewillbethetotalofherrace

scores.(b) Whenfrom6to11raceshavebeencompleted,aboat’sseriesscorewillbethetotalofherrace

scoresexcludingherworstscore.(c) When12ormoreraceshavebeencompleted,aboat’sseriesscorewillbethetotalofherrace

scoresexcludinghertwoworstscores.12.4 Team individual scores will be aggregated as shown in paragraph 16.3 below in scoring the

OptimistNationsCup.

13. SAFETY

Eachcompetitormustwearapersonal flotationdevice (PFD)accordingtoCR4.2 (a),properlysecuredatall timeswhileonthewaterexceptwhentemporarilyaddingorremovingclothing.Thischangesrule40.

14. SUPPORTBOATS

14.1 Teamsupportboats shallbe registeredwith theOrganisingCommitteeandusedaccording tothefollowingconditions:

(a) Each boat shall display white flags bearing the three letter national code of the countries itsupports,whichwillbesuppliedbytheOrganisingCommittee.Nootherflagsshallbedisplayedbysupportboats.

(b) Unless otherwise decided by the Organising Committee, from December 28, boats shall besharedbycoachesofat leasttwodifferentcountriesasdecidedbytheOrganisingCommittee.Nomorethanonepersonfromeachteamshallbeonthewaterintheboatatthesametime.

(c) DuringtheTeamRacingWorldChampionshipdays,thesupportboatswillbeatthedisposaloftheOrganizingCommittee.

(d) AllsupportboatsshallcomplywiththerulesestablishedbytheOrganisingCommittee.(e) Fuelandotherconsumablesshallbepaidbytheteamsusingtheboat.(f) Coaches are encouraged to use a VHF radio. However, radioswill not be provided and every

coachshouldbringtheirown.

14.2 Team support boats to be used during the Championship days (December 28 to Jan 07) areavailable from theOrganisingCommitteeat theSupportboat fee ofEUR1000perboat (oneboatpertwoteams).Thefeeincludesinsurancecoveragebutdoesnotincludefuel.

14.3 ReservationsofsupportboatsshallbemadebysubmittingtheSupportBoatReservationFormandtransferringafirstpaymentofEUR250(50%),bothofwhichshallbereceivedonorbeforeJuly31,2010(Seeparagraph7.6aboveforpaymentinstructions).TheremainingEUR250ofthetotal feeshallbetransferredonorbeforeSeptember30,2010.Availabilityofsupportboats isnotguaranteedforreservationsand/orpaymentsmadeafterSeptember30,2010.

14.4 AdamagedepositofEUR100perteamwillbechargedatregistrationandrefundedattheendofthechampionshipprovidedtheboatisingoodconditions.ShouldtheOrganisingCommitteedecide todeduct from thedamagedeposit, itmay require that thedepositbe restored to itsoriginalamountbeforethecoachesarepermittedtousetheboatagain.Anyremainingdepositwill be refunded at the end of the Championship. Damage deductions shall be shared by theteamsusingtheboat.

14.5 Asurchargeof20%willbechargedtolatereservationsand/orpaymentsofsupportboats.

15. CHARTERBOATS

15.1 Charterboatsaremandatory.15.2 All the charter boats will be provided by Extreme Sailboats or Far East boats. They will be

allocatedonarandombasisto individualcompetitorsbytheOrganisingCommitteeunderthesupervisionoftheIODAExecutiveCommittee.

15.3 Competitorsshallnotmodifytheboatsorcausethemtobemodifiedinanywayexceptthat(a) Acompassmaybetiedortapedtothehullorspars;(b) Windindicators,includingyarnorthread,maybetiedortapedanywhereontheboat;(c) Hulls,daggerboardsandruddersmaybecleaned,butonlywithwater;(d) Adhesivetapemaybeusedanywhereabovethewaterline;and(e) Allfittingsorequipmentdesignedtobeadjustedmaybeadjusted,providedthattheClassRules

arecompliedwith.15.4 Competitorsmayusetheirownfoils,spars,fittingsandrunningrigging.15.5 Charterboatswillbecompletewithblocks,airbag,racingspars,racingfoils,mainsheet,padded

toestraps,trolleyandbowlines.Bailers,paddlesandsailswillNOTbeprovided.15.6 The charter fee for 11 Championship days (December 28 to January 07)will beEUR 375 per

boat. Reservation of charter boats shall bemadeby submitting the Charter Boat ReservationFormandbytransferringafirstpaymentofEUR188perboat,bothofwhichshallbereceivedonor before July 31, 2010. The remaining EUR 187 per boat shall be received on or beforeSeptember30,2010.

15.7 Latereservationsandpaymentswillincurasurchargeof20%.Charterboatsavailabilitywillnotbeguaranteedforreservationsand/orpaymentsmadelaterthanSeptember30,2010.

15.8 InadditiontothecharterfeeadamagedepositofEUR100willberequiredonreceiptofeachboat,toberefundedifnodamagehasoccurred.

16. PRIZES

16.1 FortheIWC,thefollowingprizeswillbeawarded:(a) TheBeaconChallengeCuptothebest‐placedcompetitorwithoutgenderdistinction;(b) Gold,silverandbronzemedalstothethreebestplacedcompetitorwithoutgenderdistinction;(c) Prizestothefirsttwentycompetitorswithoutgenderdistinction;(d) Prizestothethreebestplacedfemalecompetitors.

16.2 FortheTRWC,thefollowingprizeswillbeawarded:(a) TheIODAChallengeCuptothebestplacednationalteam;

(b) Gold,silverandbronzemedalsforeachmemberofthethreebestplacednationalteams.16.3 FortheOptimistNationsCupteamswillberankedaccordingtothetotalpoints(netofexcluded

scores) scoredby its top fourcompetitors inall individual championship races thathavebeencompleted.Prizeswillbeawarded:

(a) TheMiamiHeraldTrophytothenationalteamwiththelowestsuchtotalpoints;(b) Gold, silver andbronzemedals foreachmemberof the threenational teamswith the lowest

suchtotalpoints.16.4 MoreprizesmightbeawardedatthediscretionoftheOrganizingCommittee.

17. DISCLAIMEROFLIABILITY

17.1 Competitors participate in theChampionship entirely at their own risk and responsibility. Seerule4,DecisiontoRace.

17.2 TheOrganisingAuthorityandanyotherpartyinvolvedintheorganizationoftheChampionshipwill accept no liabilitywhatsoever for any injury, damage, loss or claim,whether personal ormaterial,incurredbyorinflictedtocompetitorsbefore,duringoraftertheChampionship.

17.3 Allcompetitorsandsupportstaffwillberequiredtoexecuteliabilitywaiver.

18. INSURANCE

18.1 Eachcompetitorshallbeinsuredwithvalidthird‐partyliabilityinsurancewithaminimumcoverofEUR230,000pereventortheequivalent.

18.2 InsurancecanbearrangedwiththeorganisersatacostofEUR50percompetitor.

A. ACCOMMODATION,LOCALTRANSPORTATIONANDMEALS

A.1 Competitorsand teamofficialswillbehoused in4‐starhotelsGrandContinental ,hotelwithinwalking distance. Official accommodation will be available from 1400 on December 28, 2010until1100onJanuary8,2011.

A.2 Allthreemealswillbeprovided.Breakfastanddinnerwillbeservedatthehotel.Packedluncheswill be delivered at the nautical venue. The first officialmealwill be dinner onDecember 28,2010andthelastofficialmealwillbebreakfastonJanuary8,2011.

A.3 AdamagedepositofEUR50perroommaybechargedbythehotelandwillberefunded ifnodamagehasoccurred.Thedamagedepositandotherextrachargeswillbepaiddirectlytothehotelandmaybepaidcashorbycreditcard.

A.4 Special foodcanbeprovided if requested inadvance.Pleasesendanyspecial request filling intherelevantfieldintheSecondEntryForm.

B. EARLYARRIVALS

B.1 Teamswishingtoarrivebeforetheofficialarrivaldateshouldcontacttheorganisersinordertobookaccommodation.ThedailyfeeperpersonperdaywillbeapproximatelyEUR35perperson(bedandbreakfast).

B.3 ClubfacilitieswillbeopenfromDecember1.

C. EARLYARRIVALSUPPORTBOATS

C.1 ItispossibletorentasupportboattobeusedbeforetheOfficialArrivalday(fromDecember20to27)atEUR100perboatperdayexcludingfuel.Reservationofsuchboatsshallbemadebyfilling in the relevant fields in the Support Boat Reservation Form and by transferring a sumequivalent to the total amount, which shall be received on or before September 30, 2010 toguaranteerate.Allocationofearlyarrivalsupportboatswillbemadeinorderofarrival.

C.2 Late reservations and payments of pre‐Championship support boats will incur a surcharge of20%.

D. EARLYARRIVALCHARTERBOATS

D.1 CharterboatswillalsobeavailablebeforetheOfficialArrivalDay(fromDecember20to27)atEUR35perboatperday.CompetitorsarrivingearlierthanDecember20willbeabletotrainonclub owned boats at a cost of EUR 25 per boat per day. These boats will be available fromDecember1to19.Reservationsofpre‐ChampionshipcharterboatsshallbemadebyfillingintherelevantfieldsintheCharterBoatReservationForm.

D.2 Late reservations and payments of pre‐Championship charter boats will incur a surcharge of20%.

E. TRANSPORTATIONTOANDFROMTHEAIRPORT

E.1 Free of charge transportation to and from Langkawi International Airportwill be provided onofficialarrivalanddeparturedays.

E.2 OnotherdaysthecostwillbeEUR20perminibusfor6peopleeachway.
