- This case was discussed in the CC meeting held on 24.02.2014.In this

meeting it was decided to issue final closure direction to the industry as

industry is in operation without obtaining consent for expansion activities

and not providing air pollution control system.

- Refusal order was issued to the industry on 28.02.2014.SRO-Pune II has


reported that during the visit on 07.03.2014, industrial activities were not in

operation.

- Industry has submitted reply vide letter dated 03.03.2014 stating that they

have submitted reply to RO Pune .They have not started production. They

are using low concentrated 0.3 % phosphoric acid which is in stable form

hence scrubber is not required .They have provided proper ventilation

arrangement.

- Industry has requested to withdraw closer direction and to grant consent to

operate.

- The case was again resubmitted before CC dated 29.04.2014 along with

above details, but it was decided to keep the case in abeyance and

resubmit after re –examination.

Industry have stopped the manufacturing activities since

04.03.2014 and complied with the direction and provided pollution

control systems.

gardening.

8. Bio-degradable waste 1456.50 Kg/Day and 971 kg/D generated per day. PP has

provided vermicomposting pit for Bio degradable waste.

9. 4 no. of DG sets each having capacity, 125x2,200,320 KVA.

10. Proposed site is located near about 10 mtrs Pawana river (A-IV,Class).

11. The existing STP located near Pawana River.

12. The total cost of the project is Rs 208.54 Crore for which they have paid Rs.

417198.0 as consent fees for 1st

13. PP has submitted BG of Rs 10 Lakhs which is valid for period upto 07/06/2014.

14. PP has constructed 6 buildings in phase-I,10 Buildings in Phase-II, and 9 Buildings

in Phase-III.

15. SRO Pimpri-Chinchwad has asked clarification regarding total construction BUA.

The case was discussed in CC meeting held on 15/10/2013 during discussion it was

decided to issue SCN for refusal as EC is not valid and BUA mention in EC in

application of C to O not match.

Applicant has submitted reply of SCN issued on 09/12/2013 in reply PP stated that

MoEF has published EIA notification on 14th Sept 2006 in which project having BUA


20,000 sq. mtrs required EC. And that time definition of BUA was builtup area ,

area open to sky will be activity area as per this definition non FSi area excluded

from BUA, on this basis we approached MoEF to obtained environmental clearance

for Permissible BUA 77672.68 sq.mtrs Non FSI area 48,266 sq.mtrs not mentioned

in the EC.

1. Industry has applied for C to R with increase in CI & increase in effluent

quantity without change in product quantity. Industry has separately

applied for C to E without increase in production & increase in effluent

quantity with proposed CI 41.20 Cr. same application is clubbed


herewith.

2. Existing CI- Rs.5.38 Cr. , increased in CI Rs. 41.20 cr.(as per C to E) ,

Now applied with CI- 49.34 Cr. (As per CA certificate). From the

balance sheet it seems that industry has increased CI from 2011. As

per balance sheet submitted by in dustry CI in 2011 was 11.3 Cr

however in consent it was given 5.38 cr.

3. Products attracts EIA notification 2006 ,as effluent quantity increase

from 13.3 CMD to 56.8 CMD , however industry has reported that

establishment of their unit is before EIA notification 2006 hence do they

not required EC.

4. RO has issued SCN on 17.09.2013 for installing boiler & thermopack

without permission of Board. Reply submitted by industry is not in

order.

5. SRO has issued discrepancy letter on 28.12.2013 , industry has

submitted reply for same. but same was not satisfactory.

6. This office has called additional information from industry i.e. reply for

SCN issued by RO & justification for increase in CI . Same was not in

order.
