    Bavaria is the largest state in theFederal Republic of Germany.Over 12 million people live and

    work at an area spread over 70,000 squarekilometres, divided into 7 administrativedistricts. In addition to the 8 cities withmore than 100,000 inhabitants, includingthe 2 largest, Munich and Nuremberg,the rural areas are also very significant

    for Bavaria. They make up around 85percent of the states area and almost 8million people, or almost 60 percent ofthe Bavarian population, live, work anddo business there. Every part of the statehas business expertise and technologicalknow-how.

    Microsoft, Intel, Hewlett Packardand Toshiba have already set upoperations in the state. Bavaria has nowcontinental Europes largest communityof internationally-owned technologycompanies.

    And, equally important, a large numberof the states 650,000 SMEs (small andmedium-sized enterprises) had embarkedupon paths that would make them worldchampions in their niches. Bavarias

    planners allocate funds, largely stemming

    from the proceeds of its privatisation ofstate holdings, to these and other sunriseindustries.

    All these led to the formation ofinstitutions of higher education, incubationcentres, and research institutes. Severalagencies came up with the capability oftransferring the findings of all the researchto local companies and financing theresearch, development and applicationundertaken at these new and existinginstitutions.

    In 2006, the state launched itsClusters Campaign. Its ambitious briefis to network the academic, research and

    business communities into clusters in 19key cutting-edge sectors.
