The International Institute for Democracy and Electoral Assistance
(International IDEA) is an intergovernmental organization that supports
sustainable democracy worldwide. Its objective is to strengthen
democratic institutions and processes.
International IDEA acts as a catalyst for democracy building by providing
knowledge resources, expertise and a platform for debate on democracy
issues. It works together with policy makers, donor governments, UN
organizations and agencies, regional organizations and others engaged in
the business of democracy building.

The most important visual identification device for International IDEA is the logo. It is to the Institute what a handwritten signature is to a person – the unique graphic expression of individuality. The logo was designed as an integral unit (a square with the full name of the Institute in it) and the relationship between its components can never change.

Brochures, A48-24 pages, presents International IDEA’s work in some depths.
Certain elements, such as the image,
square, colour, title length and size,
change from publication to publication.
however, the majority of the other
elements have a fixed placing and size.
These fixed elements are the logo and
tag line, grid, contact and address
information.
Instead of a coloured square you may
use an image. It is very important to
show political sensitivity and to ensure
that no particular group will be
misrepresented or portrayed in a
negative way. This applies particularly to
women and minority groups.

Women in Parliament: Beyond Numbers – A Revised Edition covers women’s access to the legislature in three steps: it looks into the obstacles women confront when entering parliament; it presents solutions to overcome these obstacles, such as changing electoral systems and introducing quotas: and it details strategies for women to influence politics once they are elected to parliament, an institution which is traditionally male dominated.
Little research had been done so far on the extent of female parliamentarians’ infl uence on politics. Th e past decade has seen gradual progress with regard to women’s presence in national parliaments.
Th is second edition of Women in Parliament in-corporates relevant global changes and presents new and updated case studies. With this Handbook, the focus shifts from getting more women elected, to giving those elected the means to make a greater impact on politics. Key fi ndings include:
• It is not all about numbers – While a critical mass of women is necessary to ensure women’s representation, the quality of the representation is just as important. Training is crucial to avoid the trap of electing “token women”.
• Gender perspectives, not gender issues – Women elected to parliament change politics globally: they introduce a women’s perspective into all areas of political life.
• Representation means more than elected politics – It means that more women must have seats at the Cabinet table, more women must be appointed to senior decision-making positions, and more women’s voices must be heard and included when major political reform or transformation is undertaken.
Written by politicians, researchers and activists, the Handbook targets fi rst and foremost female parliamentarians and those campaigning for offi ce. It is also of use to a wide range of actors working to promote the participation and representation of women in political structures as well as members of civil society, including activists, academics, researchers and journalists working to advance women in politics.

Provides a background and an overview of the ob-jectives, as well as highlights the main fi ndings.
Chapter 2. Obstacles to Women’s Participation in Parliament
Identifi es the problems that aff ect the political participation of women, categorized into political, socio-economic and psychological factors.
Chapter 3. Enhancing Women’s Political Participation: Legislative Recruitment and Electoral Systems
Illustrates the consequences of diff erent electoral systems. While they alone do not determine the level of representation of women, electoral systems are important because they help determine who is elected, how a campaign is fought, the role of po-litical parties, and most importantly, who governs. Th is chapter also highlights the impact of political parties as they assume the primary responsibility for candidate nomination.
Chapter 4. Increasing Women’s Political Representation: New Trends in Gender Quotas
Examines quota systems and how they have come to play a critical role in increasing the representation of women. It provides the various arguments for
and against the use of quotas and gives compara-tive examples of their implementation around the world.
Chapter 5. Women in Parliament: Making a Difference
Shifts the focus to how women can move ‘beyond numbers’ in parliament to make an impact on the political process. Th is chapter outlines how women can reform the inherent ‘institutional masculinity’ which characterizes most legislatures. It also sug-gests a framework for and acting on the question of how women can enhance their parliamentary decision-making power. Th e Handbook identifi es three key areas: learning the rules, using the rules and changing the rules.
Chapter 6. Conclusions
Case studies
Th e Handbook includes case studies from Argen-tina, Burkina Faso, Ecuador, France, Indonesia, Rwanda, South Africa and Sweden, as well as regional overviews from the Arab World, Latin America, South Asia and a case study on the Inter-Parliamentary Union (IPU).

Many countries have decided to introduce a system of regulation of political party funding. This CD-ROM contains an extensive matrix on political fi nance laws and regulations in 111 countries of the world. The most common features of such laws and regulations are bans (mainly on sources of funding), limits (mainly on expenditure), disclosure (to provide transparency) and public funding provisions.

What is International IDEA?
Th e International Institute for Democracy and Electoral Assistance (International IDEA) is an intergovernmental organization that supports sustainable democracy worldwide. Its objective is to strengthen democratic institutions and processes.
International IDEA acts as a catalyst for democracy building by providing knowledge resources, expertise and a platform for debate on democracy issues. It works together with policy makers, donor governments, UN organizations and agencies, regional organizations and others engaged in democracy building.
What does International IDEA do?
International IDEA´s areas of expertise include constitution-building process, electoral process, political parties, democracy and gender, and democracy assessments. Th e institute off ers to those in the process of democratization:
• Knowledge resources, in the form of handbooks, databases, websites and expert networks;• Policy proposals to provoke debate and action on democracy;• Assistance with democratic reform in response to specifi c national requests.

International IDEA works worldwide. It is based in Stockholm, Sweden and has offi ces in Africa, Asia and Latin America.

New International IDEA Handbook on“Electoral System Design”
Dar es Salaam, Tanzania, 27 November – Th e International Institute for Democracy and Electoral Assistance (International IDEA) launches today its Handbook on “Electoral System Design”, in Dar Es-Salaam, Tanzania. Th e launch takes place on the occasion of the week long joint EU-UNDP training on Eff ective Electoral Assistance held in Tanzania.
Th is new Handbook seeks to foster a better understanding of the basic principles and methodologies that underlay the successful management of credible, free and fair elections. It provides a practical tool on electoral management principles and comparative best practices around the world. It brings together global fi eld experiences in electoral administration, and presents best-practice solutions in a non-pre-scriptive and user-friendly way.
Th e Handbook addresses many of the challenges of an electoral process, both in consolidated and developing democracies. “It looks at the diff erent models of electoral administration and the manage-ment design issues that may have an impact on confi dence in and the scope for independent action by election administrators. In doing so, it takes into account the entire electoral cycle, not only the highly visible time close to polling, and it highlights the importance of post-election audit and evaluation” says Dr. Brigalia Bam, Chairperson of the Independent Electoral Commission of South Africa and member of the Board of Directors of International IDEA.
Th e Handbook consists of chapters that deal with all aspects of electoral management, including who organizes an election, the possible legal frameworks, and the powers, functions, and responsibilities of Electoral Management Bodies. In addition to electoral practitioners, it also targets policy makers, refor-mers, political parties, and academics.

Senior Programme Offi cer
Th e Senior Programme Offi cer (level IV/V) will be based at the Institute’s Headquarters in Stockholm, Sweden. (S)he will report to the Head of the Design of Democratic Institutions and Processes (DDIP). Extensive worldwide travel will be required.
Th e main planned functions of this Senior Programme Offi cer position are in the following areas:Integrated democracy building, developing a partnership of organisations in order to bring together a network of existing and planned knowledge resources in democracy building. Th is will be designed to enable stakeholders and participants in processes of democratic reform to be able to access user friendly tools and resources which address the full range of issues faced in democratic reform processes, including constitution building, electoral processes, political party systems, legislative development, judiciary and rule of law issues, decentralisation and devolution, transparency and anti-corruption issues, formal and informal/traditional government issues, and others. It will identify upon South experience.
Eff ective electoral/democracy assistance, seeking to promote the discussion, acceptance and adoption within the global democracy community and by donor nations and organisations of guidelines for process-driven, development oriented and sustainable electoral assistance and capacity building, leading to the future extension of such discussion, policy development and practice more widely in the sphere of democracy assistance.
