Industry this Week [1st – 6th July, 2013]
The Global Competitiveness Index of the World Economic Forum (WEF) ranks the extent
of infrastructure development in 144 countries across the globe. WEF has ranked India at
the 84th place for 2012-13. India ranks well below other BRICS nations. The report states
that inadequate supply of infrastructure is the key constraint for doing business in India.
India’s supply of transport, ICT, and Energy Infrastructure remains largely insufficient.
Good transport infrastructure decreases the costs of moving raw materials and
intermediate components to production sites and from there to consumption markets. As
well as the Indian business community repeatedly cites infrastructure as the single biggest
hindrance to doing business, well ahead of corruption and bureaucracy.

INFRASTRUCTURE
The Union Cabinet has given its approval to a grant of Rs.710 crore for land
acquisition for expansion and upgradation of rural roads network in Jammu and
Kashmir.
Road Construction Department (RCD), Jharkhand, has invited bids for development
(strengthening/ re-construction) of Putritoli-Barasloya-Lacharagarh-Jaldega-
Pandripani upto NH-23, and of Simdega-Jaldege-Hurd-Girda upto Manoharpur road.
Estimated contract value of the work is around Rs.127 crore with completion
scheduled for 24 months.
Road Construction Department, Ranchi, Jharkhand, has invited bids for three road
projects in Ranchi. Bids have been invited for widening & strengthening / construction
of Kuru- Lohardaga -Ghagra road from km 0.00 to km 44.00, Lohardaga- Gangupara-
Peshrar road from km 0.00 to km 27.6, and construction of Shankh-Chatra (Lukaiya
More on NH-75) road from km 0.00 to km 21.35. Estimated contract value of the
work is around Rs 150 crore with completion scheduled for 30 months.
The Tamil Nadu government has sanctioned around Rs.250 crore towards taking up
various road-related works in different districts of the state. This fund includes Rs.157
crore towards repairing damaged roads to the extent of 78.80 km in the Ariyalur and
Perambalur districts, Tamil Nadu. The government has approved a sum of Rs.81 crore
towards taking up various works on the Chennai-Dindugul national highway
connecting Tiruchirappalli and Srirangam, including construction of small bridges.
The consortium of Ashoka Buildcon and GVR Infra Projects was declared a selected
bidder for development of Phase-II of the Chennai Outer Ring Road project. Chennai
Outer Ring Road project is being executed by Chennai Metropolitan Development
Authority (CMDA) in two phases on DBFOT basis. Phase-I of the project, 29.5 km
links Vandalur to Nazarathpet on NH-4 to Nemilichery on NH-205, and Phase-II will
link Nemilichery to Minjur over a distance of 32 km.
Larsen & Toubro’s June 2013 order book touched Rs.3,057 crore across various
business segments. L&T has received order from different sector such as building and
factories business (Rs.1,808 crore), water and renewable energy business (Rs.628
crore), power transmission and distribution business (Rs.442 crore) and heavy civil
infrastructure and metallurgical & material handling businesses (Rs.179) crore.
Brahmaputra Infrastructure in consortium with BLA Projects Pvt Ltd and GSCO
Infrastructure; reported that it has won Rs.5,338.42 crore contract from NTPC for
development and operation of Chattibariatu coal mining block in Hazaribag,
Jharkhand, for a period of 24 years.
Crompton Greaves Ltd has bagged around Rs.27.3 crore contract from Nordex and
H2air for setting up a wind farm sub-station at the 75 MW Seine Rive Gauche Nord
windfarm in France. The company will have to supply two 45 MVA step-up power
transformers, medium and high voltage air insulated switchgear (AIS), substation
automation system (SAS), buildings and ancillaries.
TRANSPORTATION-AIR
International Air Transport Association (IATA) reported that India's Domestic Air
Traffic grew 3.5% in May 2013, but the growth has not been consistent due to weak
economic backdrop. The traffic rose 3.5% against a 0.3% decline in capacity that
caused load factor to rise three percentage points to 81.6%.
The Airports Economic Regulatory Authority has turned down Bengaluru
International Airport Ltd's (BIAL) (a subsidiary of city-based infrastructure
major GVK Group) proposal to increase User Development Fee (UDF) by 239% for
Domestic and 79% for International departing passengers from the airport. Instead, the
regulator called for consolations suggesting UDF to be at Rs 262.32 and Rs 1,049.27
for Domestic and International passengers, respectively under the single-till model.
Indian Air Force Authority has extended the flight operational hours at Bagdogra
airport, in North Bengal, by 5 hours to 10 PM with effect from July 1, 2013. It would
be beneficial in boosting tourism and transport and business opportunities of hotels in
the region.
AirAsia (which is a 49:30:21 joint venture partnership between Malaysian carrier
AirAsia, the Tata Group and Arun Bhatia of Telestra TradePlace); has applied for a
No-Objection Certificate (NOC) from Civil Aviation Ministry and submitted
documents, including names of the new airline's Board, its CEO and other top officers,
which were now being scrutinised for security clearance by the Home Ministry.
AirAsia India, which is looking to launch operations in the country later this year, will
add 10 aircraft annually and focus operations on the country’s under-utilised airports
as part of its expansion plans. The company has decided to focus on markets in South
India before expanding operations in the rest of the country.
POWER
Regional Load Despatch Centre reported that Punjab has stopped buying power from
exchanges in the past few days even though Khraiff sowing season going on because
its grid has touched full capacity. Demand for power in Punjab has been hovering
around 8,700 MW during peak period and the state is faced with a supply shortfall
ranging between 15-20% every day.
The Andhra Pradesh government has received bids from 35 companies for setting up
Solar power projects in the state with a combined installation capacity of 418 MW.
The Andhra Pradesh government had earlier issued a Solar Power Policy for
encouraging solar power projects under captive/3rd party sale. AP TRANSCO and
DISCOMs are in the process of issuing technical feasibility clearances commissioned
under this policy.
The Tamil Nadu Electricity Generation and Distribution Corporation (TANGEDCO),
has inked a pact with four power companies to procure 1,200 MW for 15 years in the
state. The pact has been signed with DB Power to supply 208 MW; Jindal Power 400
MW; Ind Bharat 500 MW; and Balco 92 MW at Rs.4.91/kwh.
The Nuclear Power Corporation of India Ltd. (NPCIL) and the State government are
expected to complete the land acquisition process for Kovvada nuclear plant in
Andhra Pradesh by end October, 2013. The proposed nuclear power project will be set
up with an installed capacity of 6,400 MW in Ranasthalam mandal.
Indian Metals and Ferro Alloys (IMFA) has commissioned the 2nd unit of its 120 MW
captive power plant (CPP) in Odisha at a cost of around Rs. 600 crore to cater towards
IMFA's captive requirement of electricity for its Ferro chrome production. The
company has already commissioned the 1st unit of the facility in January this year. The
company's captive power generation capacity now stands at 258 MW.
Alstom has been awarded a contract worth approximately Rs.206 crore by BHEL to
supply components and services for the 2x660 MW Suratgarh Super Thermal Power
Project (STPP), located in Suratgarh, Rajasthan, India. Under the scope of the
contract, Alstom will co-operate with BHEL in designing the boilers and supply
pressure parts of the 660 MW supercritical boilers, along with windboxes.
Jakson Power Solutions has bagged two orders worth Rs.81 crore for development of
two solar power projects in various states. The first order (worth Rs.47 crore) was
bagged from Refex Energy to supply 42 Solar Inverter Substations (SISS) for various
projects in Rajasthan and Andhra Pradesh. These installations are expected to generate
60 MW of solar power and scheduled to complete by October 2013. The 2nd order was
received from Bharat Heavy Electrical (BHEL), valued at Rs.34 crore, for
construction of a 10 MW solar power plant in Orissa.
The total installed capacity of grid interactive renewable power, which was 19,971.03
MW as on 31.03.2011 had gone up to 24,914.24 MW as on 31.03.2012 indicating
growth of 24.75% during the period. Out of the total installed generation capacity of
renewable power as on 31-03-2012, wind power accounted for about 69.65%,
followed by small hydro power (13.63%) and Biomass power (12.58%). Tamil
Nadu has the highest installed capacity of grid connected Wind power (7,664.03 MW)
followed by Maharashtra (3,644.05 MW) and Gujarat (3,607.27 MW).

COAL
An inter-ministerial group that reviews Coal supply to the Power sector has made the
recommendations to the Coal Minister, Sriprakash Jaiswal, that the government
should stop accepting fresh applications for LOAs (letters of assurance) from power
plants seeking coal supply for the next two years. Thereafter the matter would be
reviewed as Coal India Ltd’s (CIL) subsidiary companies have issued 176 LoAs
covering about 1,08,000 MW power generation capacity.
The Coal Ministry has agreed to sign fuel-supply pacts for 11 power projects that
could start generating 10,400 MW of electricity in FY2013-14. These projects, with
investments of Rs.53,000 crore were stalled for the past 4 years due to lack of coal-
supply commitments. The developers of these stalled projects include the Jaypee
Group, GMR Infrastructure Avantha Power, Adani Group, Lanco and DB Power. Coal
India will sign fuel-supply agreements (FSAs) for these projects by August 2013.
The Coal Ministry allocated 14 new coal mines to public sector power companies that
will lead to an investment of Rs.1,60,000 crore under Competitive Bidding of Coal
Mine Rules, 2012. The total 14 blocks have reserves of 8,311 million tonne capable of
producing about 159 million TPA coal, which will cater to about 31,800 MW power
generation capacity. NTPC receive 4 coal mines, which have reserves of around 1,995
million tonne.
According to a Central Electricity Authority (CEA), as many as 25 thermal power
plants will consume 50 MT of the imported coal in FY2013-14. NTPC will import
close to 20 MT for its three domestic-coal based plants in order to mitigate the
shortfall in domestic supplies. Kawai thermal power plant in Rajasthan based on
domestic fuel will also import 1.2 MT of fuel as it is yet to receive coal linkage.
The Government is planning to allot 8 identified lignite blocks under the competitive
bidding of Coal Mine Rules, 2012. Of the total, five are in Gujarat, while the
remaining three are located in Rajasthan. These blocks are not completely explored
and so the estimated reserves are not immediately known.
Coal India (CIL) has received a Chhindwara mine in Madhya Pradesh from the
Central Government with Environment Ministry approval for mining in the block on
the condition that it be notified as a CIL block. The mine has approx 22 MT of
reserves and is spread over 4 km area. CIL has signed a MoU with the Coal Ministry
to set its production and offtake targets at 482 MT and 490 MT respectively for
FY2013-14.
SJVN (a joint venture between the Central government and the Himachal Pradesh
government) has been allocated Coal block Deocha-Pachami in West Bengal for its
upcoming 1,320MW Buxar Thermal Power Plant, estimated to cost about Rs.6,900
crore. The allocated coal block is to be shared by the six state power companies along
with SJVN Ltd. The Buxar project will generate 9,090 million units of electricity at
85% Plant Load Factor.
ACC is planning to set up 65 MW coal-based captive power plants as part of its
Integrated Green Field Cement Plant in Bilaspur district of Chhattisgarh. The project
will cater to the requirements of the 4.05 million TPA Chilhati cement plant. As per
the Environmental Impact Assessment (EIA), the total investment of the integrated
plant, which comprises the cement plant, power plant and mine, is estimated to be Rs
2,900 crore.
Industry wise consumption of Raw Coal has been growth at an average rate of 5.2%
from FY2005-06 to FY2011-12. In FY2008-09, consumption of coal grew by 583.8%
from previous year. Consumption of Coal by Steel and Washery has been reducing
throughout the year except FY2010-11, growth in consumption for FY2011-12
contracted by 7%.

OIL AND GAS
The government plans to quickly roll out the Shale gas policy and the long-delayed
next bidding round for blocks offered under the New Exploration Licensing Policy
(NELP), as it is confident of attracting investment after market-friendly changes in the
gas pricing regime. Last week, the government accepted the pricing formula proposed
by the Rangarajan Committee, which will double gas prices from the next fiscal year
to about US$8.4 per unit. The policy will be formally announced within 3-4 weeks.
Oil India Limited is planning to raise US$900 million debt from overseas markets-
through loans or issue of bonds by October 2013 to pay for its acquisition of 4%
interest in a gas field in Mozambique. The company has also planned to raise US$250
million through the External Commercial Borrowing (ECB) route for its ongoing
domestic capital expenditure plans, which stands at Rs.3,581 crore for FY2013-14.
Oil India is planning to invest around Rs.12,000 crore in the North East on various
projects, including expansion of exploration work and diversification of business by
2017. The company will utilise the amount on activities such as exploring new blocks,
diversification, upgrading infrastructure and general corporate purposes. The company
intends to expand its presence by setting up wind energy projects in the North East.
L&T Hydrocarbon has secured an order worth Rs.1,000 crore for construction of a
paraxylene plant for a leading refinery in India. The company has signed a MoU to
execute composite construction works, including civil, mechanical, and erection and
installation for the project. The project will be executed over a period of 30 months.
L&T Hydrocarbon provides complete design-to-build engineering and construction
solutions for the oil and gas sector.
Mangalore Refinery and Petrochemicals Ltd (MRPL) is preparing to resume Oil
Imports from Iran, after stopping in April 2013, having secured local reinsurance for
claims of up to US$84.14 million.
Mauritius has suggested to India that issues regarding renewal of contract with
Mangalore Refinery and Petrochemicals Limited (MRPL) have been sorted out and a
final decision in this regard was expected soon. India's exports to Mauritius comprises
largely of Petroleum products following a 3 year agreement signed in July 2007
between MRPL and the State Trading Corporation of Mauritius.
The growth in Natural Gas off-take for Energy and Non-energy purpose peaked in
FY2009-10 with approximately 40% each. Total Industry off-take of Natural gas is
expected to decline by 10.7% in FY2011-12. This is on account of contraction in
Energy off-takes of Natural gas by 25.3% across all Industries except Domestic Fuel,
while Non-energy off-takes are expected to rise by 22.3%.

PORTS
ONGC has selected Cochin Shipyard to construct a ship to collect seismic data in
offshore blocks. The company will shortly finalise the deal with Cochin Shipyard for
the proposed ship production. The ship will cost approx Rs.901 crore. However, the
cost of the ship depends on the choice of equipment, which is yet to be made. Cochin
Shipyard will deliver the vessel to ONGC after 34 months from the date of signing of
the contract.
Adani Ports and SEZ (APSEZ) have formed a joint venture with MSC Mediterranean
Shipping Company, Switzerland, to operate its new container terminal at the Mundra
Port. The JV will operate Adani International Container Terminal (AICTPL), which is
the third such terminal at Mundra port with a capacity of 1.5 million TEU (twenty foot
equivalent units). The new container terminal will enable the biggest and largest
container vessels to seamlessly berth and operate at Mundra.
Traffic at Major Ports in India has shown an upward trend till FY2010-11. But for the
last 2 years, it shown an decline from 5,700 lakh tonne in FY 2010-11 to 5,601 lakh in
FY 2011-12 to 5,458 lakh tonne in FY 2012-13 (separate figure are not given). Total
port traffic at major port is largely constitutes of Overseas traffic as shown.
TELECOMMUNICATION
DoT has proposed an amendment to the existing Telecom licences (the unified access
service licence and the CMTS) under which it will become mandatory for a Telecom
service provider to provide connectivity up to the nearest point of presence of Multi
Protocol Label Switching (MPLS) network of the CMS at its own cost in the form of
dark optic fiber with redundancy. Once in place, the CMS will allow security agencies
to lawfully intercept mails, messages and conversations over
telecom networks without the current requirement of manual intervention of service
providers.
The Telecom Commission approved 100% foreign direct investment in the telecom
sector. At present, FDI in the Telecom sector is permissible only up to 74%, of which
49% is under automatic route while the remaining is subject to an approval from the
FIPB. As per the new policy foreign telecom operators can buy out existing Indian
partners, as they will no longer need to have a minority shareholder in the country.

Bharti Airtel has raised its stake to 51% in four entities of Qualcomm's wireless
broadband business in India. As a result, the entities of Qualcomm, that hold
broadband wireless access (BWA) licenses in four circles of Delhi, Mumbai, Haryana
and Kerala, have become subsidiaries of Bharti Airtel.
Vodafone’s Indian arm has offered to pay Rs.4,000 crore to the Department of
Telecom (DoT) in return for the permission to hold on to 2G spectrum in three key
cities- Delhi (Rs.1,700 crore), Mumbai (Rs.1,700crore) and Kolkata (Rs.600crore)-
along with a flat spectrum usage charge even after the expiry of its licence for these
airwaves in November.
Telenor Mobile Communication proposal to invest Rs.1,000 crore to set up a JV
company in Telecom sector has been cleared by the Foreign Investment Promotion
Board (FIPB). FIPB's approval will increase their ownership from 49% to 74% in
Telewings Communications Services Private Limited.
Telecom gear maker Huawei and Bharti Airtel reported passengers of EasyCabs in
Delhi NCR can avail 3G on-the-move by using Huawei's Wi-Fi data card, for no
charge. At present, passengers can avail this offer in 100 cabs from 28th June 2013 to
27th September 2013. Huawei has installed its E355 Wi-Fi dongle combined with
Airtel 3G high speed internet offering Wi-Fi hotspots on the go.
Reliance Communications has made full repayment of two Syndicated ECB loan
facilities of US$500 million each; amounting to US$1 billion (around Rs 6,000 crore)
which were availed in 2007 from a group of International banks.
Bharti Airtel lost out to Vodafone and Idea Cellular in May 2013 in terms of Net
Customer Additions. But despite fewer customer additions, Bharti Airtel remains
India's leading top mobile carrier in terms of customers. According to Cellular
Operators Association of India (COAI), its total customer base as on May 31, 2013,
stood at 189.65 million, translating in a 28.41% market share. While Bharti Airtel held
on to its April-level market share of 28.41%, Vodafone and Idea recorded tiny gains in
May 2013 to 23.17% and 18.54% respectively, from 23.14% and 18.50% in April
2013. The pan-India GSM subscriber base in May 2013 stood at 667.56 million, a
0.47% rise over April 2013 level.
AUTOMOBILE
Car sales in India appear to be heading towards a decline for the eighth consecutive
month with major firms, including Maruti Suzuki, Tata Motors, Toyota, Mahindra &
Mahindra and General Motors, reporting drop in Sales in the month of June 2013 as
low consumer sentiments continue to affect demand.
Ford India reported 20.46% increase in Total Sales in June 2013 at 8,771 units. The
company had sold a total of 7,281 units in June 2012. Domestic sales also went up by
14% to 7,145 units in June 2013 as against 6,267 units in June 2012. The company
exported 1,626 units in May 2013 as compared to 1,024 units in the year-ago period,
registering a growth of 58.78%.
Mercedes Benz is planning to double its production capacity from 10,000 units to
20,000 units with an investment of Rs 250 crore at the Chakan manufacturing facility

57 outlets in 32 cities and intends to expand its network.
COMMODITIES
At the meeting of the Parliamentary Committee on Coal and Steel, Steel Ministry
reported that sales were not good last fiscal as the economic growth was subdued.
Steel Ministry said that buoyant Housing and Rural sectors are expected to spruce up
demand in the coming days. India's steel consumption grew 3.3%, lowest in three
years, to 73.3 MT in FY2012-13. India's per capita steel consumption is just around 60
kg, as against the world average of over 210 kg, and 460 kg in China.
NMDC reduced prices of Iron Ore by Rs.100-200 per tonne for July 2013 due to
subdued demand and in anticipation of a poor season with the onset of monsoon. After
the reduction, iron ore lumps would now be available at Rs. 4,500 per tonne while
fines at Rs 2,510 per tonne.
A joint venture between NMDC Ltd and J&K Minerals Ltd will set up 30,000 tonnes
per annum Dead Burnt Magnesia Plant at Panthal, Katra. The product will be
consumed by refractory manufacturers for use in steel plant, cement plant. The
approval cost of the project is Rs.143 crore which may likely to go upto Rs.190 crore.
