Systemic Faults in BailoutsWhat they say it is: “The European sovereign debt crisis is an ongoing financial crisis that has made it difficult or impossible for some countries in the euro area to re-finance their government debt without the assistance of third parties.” A government like any individual or business has income (mainly through taxes) and expenditures (building roads, police force, maintenance, etc.). Like many individuals and businesses, the government doesn’t always have the income at the time of the expenditure. Some bills come early, some have been postponed and end up accumulating and somewhere along the line, government leaders decide that the advice from economists (Just go get some money from the market) is the easy way out. In any case, the neighboring countries are doing the same, so why not. But then one day comes the problem: On the one hand repayment gets postponed and borrowing becomes like a free for all, grab what you can frenzy. On the other hand the lenders (other countries, institutional investors such as the IMF, etc.) start to put pressure on interest rates and repayment schedules. The whole house of cards threatens to collapse. The situation gets declared as a ‘sovereign debt crisis’ and the whole financial mess becomes like a giant arena where gladiator fights gladiator. Germany pulls its strings to make it harder (and more expensive) for Spain to borrow money. France demands payment from Greece for money lent. And

so forth. The vicious circle is in full gear. The small players begin to crumble. Greece finds itself in the position where it can no longer get money on the market without accepting huge increases in interest rates. So while Germany can still borrow money at 5%, Greece now must pay 25%. The best comes when the big boys come to the rescue. The IMF shareholders sit together and ‘offer’ Greece a ‘bailout’. In effect: A sum of money with many strings attached. Greece, which can no longer finance its day to day operations (pension payments, building roads, paying civil servants, etc.) given that it cannot raise funds on the market, is forced to accept the bailout (with all the strings attached). The true story is: The bailout is not a ‘rescue’ or a ‘saving from bankruptcy’. It’s the opposite!

Here’s an analogy: You are on a boat that is sinking. Your friend fell over board but is clinging on, so he doesn’t drown. You and the other people on the boat have a “meeting” and decide that the friend should be ‘saved’. You throw him the life vest but the condition is that he must let go of the boat (as it risks drowning the boat with all other passengers). Your friend who is struggling to hold on, decides (due to coercion) that it is better to take the life vest and let go than to risk not being able to hold on, or worse, that the others take drastic action to ‘remove’ him from holding on. This is the bailout. It’s the time bomb disguised as a first aid kit!


Watching from the seats around the arena, we have the public – the masses. The majority doesn’t understand anything about the ‘technicalities’, but everyone thinks they know better than the other. So they are easily influenced and quickly divided. With a little help from the experts, the division is quickly provided with order, those for, those against and those panicking. In practice it happens like this: The leaders tell the people: If we don’t accept this bailout we risk going back to the Stone Age. Those who don’t understand immediately believe. The ones who have some intelligence, see the trick but cannot communicate to the ones who don’t understand, another set, is

so oblivious to everything that they simply decide to rebel (and end up getting together on a main square and ‘occupying’ it). The underlying truth however isn’t so complicated: The small player is crushed and the big boys are left standing. What should happen is that the country defaults and declares bankruptcy and starts off with a clean slate. From there on, the country needs to simply manage its finances in a way that avoids taking on debt. Income distributed and planned according to expenditure. In practice it happens like this: Some expenses you cut (you can live without), others you invest to increase future income. You find a balance to survive.

Pulled aside by an editor I listened politely as he told me that he was often skeptical of analysis or predictions originating at my desk. The media’s focus is on the platitudes and observations of economic pundits. These mean little to ordinary people; they are now trying to understand how they can be victim of failings that are not their own. What does matter is the hard and tearful evidence of distress caused by economic collapse. Georg Pieper is a German traumatologist; he is the man experienced in the extremes of human distress; he manages it. What is beyond his experience is the widespread pubic suffering caused by the Greek tragedy. Pieper recently returned from several days spent in Athens. A man on a mission he was there to advise psychologists, psychiatrists and doctors on trauma therapy. They need it; it is overdue. Their German educator had come to Greece prepared for shocks; what he witnessed exceeded his worst fears. Surprisingly, at a time when information has never been more accessible, he says; “We don’t learn the whole truth, not about

Greece, not about Germany” He is referring to the media’s bland overview of Greece’s economic troubles. The scale of the unfolding tragedy might be better brought home if the cameras moved from the portals of parliaments and banks to the hospitals in Greece. Perhaps they resist the temptation as the more fortunate Europeans may find their evening meals disturbed: ignorance is bliss. He tells of seeing anguished women, heavily pregnant, rushing desperately from hospital to hospital begging for help in bringing their child into the world. Through no fault of their own, due to circumstances beyond their control, they have neither health insurance nor money. Such women are turned away; no one can help them. Perhaps they should follow the EU aid packages being sent to despotic regimes in Africa. In the once middle class suburbs upstanding citizens are harvesting vegetable and fruit scraps from wherever bins they can find them. Many, the young, the vulnerable; the aged are dependent upon healthcare; it is now denied to them. Typical is a gentleman who could describe himself as a pillar of the community. Through forty years of working life he did everything by the book. His pension has been slashed by half; he can no longer afford medication for his heart condition. Those who can afford hospital care are required to bring their own bedding and food. As the cleaners have been made redundant they may be well advised to bring detergent too. Doctors and nurses have not been paid for months; they are cleaning wounds and wards as they administer care. Disposable gloves are in short supply as are catheters. Commonsense suggests that these essentials be provided. No, the EU directorate instead

warns of the danger of diseases spreading. At least Nero played a merry tune as Rome burned. Apartment blocks are running on empty; their oil supplies have been cut due to a lack of money. There are individual acts of sacrifice. A 77-year old pensioner presented himself in the front of the Parliamentary buildings. Taking his firearm to his head he called out: “This is how I leave my children without debts.” There is no memorial where he fell. Pieper describes the hopelessness in stark terms, but few are listening. They never do hear the warning shots. “In such dramatic situations,” say Pieper, “man turns into a kind of predator.” Reflecting on Greece’s ranking as the most corrupt nation in the European Union offers little solace to the wise.
