PROMOTION ORDER

. Sub: Promotion to the grade of Dy. Manager (Fin)/AO on regular basis in E-3 PayScale

1. The Competent Authority .is pleased to promote 139 officer(s), as mentioned inthe enclosed Annexure, from the grade of Assistant Manager (Fin)/JAO to thegrade of Dy. Manager (Fin)/ AO in the IDA Pay Scale of Rs. 24900-50500 (E-3)on regular basis. The place of posting on regular promotion shall remainunchanged.

2. This Promotion Order is issued after obtaining the Vigilance Clearance from theVigilance Branch of MTNL DelhilMumbai Unit and is further subject to thefollowing conditions ...

a. The Officer(s) have been permanently absorbed in MTNL.

b. No Disciplinary / Vigilance case is pending against the Officer(s) orVigilance Clearance is withheld in terms of instructions contained in GOI(DoP&T) OM No. 22011/4/91-Estt. (A) dated September 14, 1992.

c. Currency of penalty, if any, against the Officer(s) is over.

3. The promotjon shall be effected notionally w.e.f. 29.10.2015. However, actualfinancial benefits may be accorded with effect from the date the Officers assumecharge in the grade of Dy. Manager (Fin)/ AO. The promoted Officers, if alreadyworking in the grade of Dy. Manager (Fin)/ AO on local officiating basis, may bereverted for a day break before promoting them on regular basis.

4. The pay of the Officers on promotion shall be regulated under FR 22 (I) (a) (1) ofthe Time Bound/Post Based Promotion Policy for Group B Level Executives/ Officers,2007 dated 11/09/2007.

5. The Officers are required to join the promoted post within the prescribed period of40 (forty) days from the date of issue of this Order. The concerned Unit mayensure that the Promotion/Posting Order in respect of the Officer found eligibleafter fulfilling the above conditions are issued in time to enable them to join theirnew post, and the Officers are relieved within the prescribed time of 40 days fromthe date of issue of this order.

6. In case the officer concerned fails to join the promoted post within the prescribedperiod of 40 days, he/she should not be allowed to be relieved or join the postthereafter. In such cases, the promotion Order shall become inoperative and thematter shall be reported to this officer for further necessary· action. Further, norequest for modification of Promotion Order shall be entertained.

7. Unit concerned may further ensure that pending request of the Officer· for. modification of Promotion/Posting Order is not taken as ground for holding of theimplementation of the Promotion Order in respect of the said officer.

8. Leave, if any requested by the officer, if posted on promotion to different Unit,should-not be allowed. If the officer desires leave, he can apply for leave to newControlling officer under whom he has been posted only after joining the new postand new controlling officer will sanction leave, if it is considered justified in normalcourse.

9. A consolidated report in respect of the officers with regard to their joining in thenew post may be sent to this office immediately on expiry of 40 days from thedate of issue of Promotion Order.

10. Necessary charge-reports may be sent to all concerned.

11. Seniority of the officers promoted in this Order shall be determined in accordancewith the rules in force and will be issued separately.

12.Officer on deputation to other organization including subsidiary of MTNL, if any,may be given Pro-forma promotion to the grade of Dy. Manager (Fin)/ AO, ifotherwise eligible.

13.These promotions are further subject to finalization of the Seniority list.

14.These promotions are further subject to outcome of the case(s) pending in theHon'ble Courts/CATs, if any
