• Operational 24/7 restricted secure web site
• Accessible by designated users from Contact Points in Member States and relevant International Organizations
• Alerts Contact Points by Fax, Email or SMS on 24/7 basis
• Informs users by email on 24/7 basis
• Provides access to authenticated and verified information on nuclear and radiological incidents and emergencies (irrespective of triggering event) reported to/through IAEA

Purpose of USIE
• Facilitate information exchange:
– Under the Convention on Early
Notification and Assistance Convention
– Providing access to authenticated
information on nuclear and radiological
incidents and emergencies, regardless of
its origin, reported to/through IAEA
– The International Nuclear and
Radiological Event Scale (INES)
– Possibility to be used by CAs under
other Conventions (e.g. Convention on
Physical Protection of Nuclear Materials
(CPPNM) and its Amendment)

• Access to structured event information
• Submission of emergency notifications, requests for
information, requests for assistance, INES reports, etc.
• Submission of short messages within an event
• Sharing encrypted information among designated users of CAs
• Role based access control
• Provision of additional information
to already published EMERCON
