GUIDING PRINCIPLES FOR DEVELOPING HRTF CANDIDATE PROJECTS

HRTF Candidate Projects should:

Be included in the HRTPO Board Approved 2034 Long-Range Transportation Plan (LRTP)

Be Supported by HRTPO Resolutions*

Be Eligible per HB 2313 Legislation

Meet Regional Project Cost Threshold of $100 Million

*HRTPO Resolutions: 2013-04 – Endorsed an interim 6-lane option for Segments 1 and 2 of the I-64 Peninsula widening project and a VDOT-recommended approach to develop a strategy to fund interim improvements at the Fort Eustis Boulevard interchange. 2013-05 – Reaffirmed the HRMPO action of July 16, 1997 to endorse constructing “Transportation Corridor 9” from the Hampton Roads Third Crossing Study and endorsed continued maintenance of the Hampton Roads Bridge-Tunnel. 2013-06 – Endorsed the identification of HRTF revenues, as prescribed in HB2313, for the use of funding regionally significant projects
