We are excited about Ruggerfest 2013! Saturday & Sunday are RUGBY DAYS....

Thank you for joining us this year. This is truly an excellent way to get the kinks out of your team before you start regular season play.

We have 12 boys teams and 6 girls teams coming to play some great U19 15s rugby on March 9th and 10th.

Please take the time to review this in its entirety. It will be important that you pay attention to check in procedures and rules of play. We ask that all teams be respectful of our facilities and do their part to keep their areas clean throughout the day.

The Check In Tent will be located near the tennis courts on Field #1 (next to utility shed). Medical Personnel will be on site all day. First games will start at 11am and conclude at 5pm on Saturday. On Sunday, the first games kick off at 9am and Girls Championship will be played at noon with the Boys concluding at 4pm.

The best of luck to all clubs participating and may we all continue to do our part to grow the sport of rugby in our communities.

Please complete the team release form and include all players and appropriate signatures. Use additional forms if you have more than 27 players.

Please bring your current players’ medical release forms. These must be shown at registration but should be kept with the team during the event.

Team Check In Procedures

Check in will be held on Saturday, March 9th starting at 9:30am at the information tent located at field #1 near the utility shed (by the tennis courts)

Each team must be registered with USA Rugby and present the following one hour prior to their first game:• A copy of the team’s CIPP approved roster to be turned in• Each player and coach must be CIPPd prior to start of the tournament.

• Medical and team forms documents for each player must be shown at check in. They must remain with team during event.

• All teams are responsible for their own insurance• In case of accident or injury while traveling to or from and during the tournament the Virginia Peninsula Rugby Foundation, city of Newport News Parks and Recreation, Rugby Virginia, and their Executive Board, or any team participating in the tournament, will not be held liable.

• All teams must provide team release forms at registration.• Two Coaches for each club will be given IDs for sideline access

ASSUMPTION AND RELEASE OF LIABILITY. Contact sports are inherently dangerous. The undersigned, on behalf of the undersigned and the undersigned's player (collectively "Participant") hereby: (1) assume the risk of personal injury, property damage, or other loss (collectively "Injuries") to the Participant arising from or related to activities at Dozier Middle School; (2) release Virginia Peninsula Rugby Foundation (VPRF) and their agents, employees, staff members, officers, directors and members from all liability, claims, or responsibility for Injuries to Participant; (3) grant permission for Participant to participate in activities at Dozier Middle School and (4) release VPRF from Injuries arising from any good faith acts or omissions in emergency situations. Games, clinics, academies, camps and other events that are cancelled due to inclement weather or for other reasons beyond the control of VPRF shall not be rescheduled.I agree that you may photograph and/or videotape me or my child during sports activities and that you retain the right to use these visual images in future literature for VPRF without compensation to my child or me. I further agree that you may use my name, my child's name, or any testimonials made by us without limitation in advertising and promoting facilities and VPRF.I represent that I am over the age of 18 or a parent/guardian of the minor named below, and agree that the grant and release contained therein binds me and the minor of all of its terms. The Rules

Schedule Changes No request for schedule changes will be honored once the preliminary tournament schedule is posted. All effort was made to accommodate those needs requested.

Eligibility Participation in the pre-season tournament is open to high school U19 tackle teams for boys and girls. Each team must be registered with USARFU and must possess a CIPP approved roster to be turned in upon arrival at the registration tent located on field #1 near the utility shed. Each player and coach must be CIPP’d prior to the start of the event. Any team fielding an ineligible player will be disqualified and any fees paid will be forfeited. A player may compete for only one team in the tournament unless agreed upon by coaches prior to start of match due to shortage of players.

All teams are responsible for their own insurance. In case of accident or injury while traveling to or from and during the tournament the Virginia Peninsula Rugby Foundation, city of Newport News Parks and Recreation, Rugby Virginia, and their Executive Board, or any team participating in the tournament, will not be held liable. All teams must provide release forms at registration and have them in their possession at the tournament site during matches.

Laws of the GameAll games shall be played in accordance with IRB Laws, except as modified by these rules.

Pool Playe Boys U19 division is divided into 4 pools comprising of 3 teams. At the end of the first day the teams will be ranked and entered into an elimination competition comprising of Cup Championship, Bowl Championship and Plate Championship.

e Girls U19 division is divided into 2 pools comprising of 3 teams. At the end of the first day, the teams will be ranked and entered into an elimination competition comprising of Cup Championship, Bowl, and Plate Championship.

At check in only 2 coaches will be given ID cards. All reserve players and team officials must stay behind the rope. 2 coaches and EMT personnel are permitted in front of the rope.

SubstitutionsSince this is a pre-season tournament, open substitution.

All substitutions must enter from mid-field with the permission of the referee. e referee may disallow substitutions if that request is judged to delay the game.

Field and Game EquipmentNo metal cleats will be worn (accept those approved by IRB laws of the game)No jewelry will be allowedPlayers are required to wear mouth guards in accordance with IRB Laws of the game

Players must wear numbers on the back of their uniforms. Where uniform colors are similar, the designated home team will change colors. Home team are designated as the Peninsula clubs.No one will be allowed behind the end line except when designated by the referee.Players are not allowed to wear hard casts, unless they are prepared in a way to prevent injury to all players, subject to the referee’s discretion.

Team Contact PersonAt check in, each team must inform the registration personnel of their designated contact person and must provide a cell phone number when that person can be reached at any time during tournament.

Duration of GamesGames will consist of two 20-minute halves with a 5 minute break between halves.Games may be shortened at the sole discretion of the referee.All participating teams should be advised that they must provide a competent touch judge for all games

Games and Score ReportingAt the end of the game, the score should be verified by the referee and the coaches. All should initial the score card and the referee will give official scores to the Field Marshall.

Failure to Show and ForfeitsA team is allowed a 5 minute grace period aer scheduled kick off time to field a team before the match is forfeited. A minimum of (13) players constitutes a team, and if 13 players are present, the game will not be delayed.In no case shall a team which forfeits a game be declared a pool winner. If an apparent pool winner forfeits a game, the pool team with the next best record shall be named the winner.A forfeit in the first round shall be rewarded three (3) points for the win.

Protests: No protests will be entertained.

ConductPlayers, coaches, and spectators are expected to conduct themselves within the spirit and laws of the game. Displays of temper or dissent are cause for ejection from the game and surrounding field area. Repeated violations may result in a game forfeit or suspension of the team from the tournament as decided by the Tournament Committee.

Players, coaches, and team officials ejected from the game by the referee will not be eligible for play on day two.

In accordance with the laws of the game, use of profanity will not be tolerated on the pitch during play. We ask that your ruggers conduct themselves accordingly on and while waiting for their next matches.

Determination of Winnerse following formate will be used to determine pool winners:

Point System:Win three (3) pointsTie two (2) pointsLoss one (1) pointForfeit zero (0) point and 3 points to opposing team with a bonus score of 15-0

If at the end of pool games two or more teams are equal on ranking points, the order shall be decided as follows:•e team with the highest point differential between for and against. If still tied,•e team scoring the most points, then if still tied,•e team scoring the most tries, then if

still tied,• e team scoring the most converted tries, the if still

tied,• e toss of a coin

e procedure for a tie breaker on the second day of play is as follows:• 5 Minute sudden death period. First team to score

wins.• If aer 5 minutes, a team does not score, kicks to goal

shall be taken. Best of 5 kicks from 5 different players from each side that were playing during sudden death. Referee decides where kicks will be taken from.

• Head to head kicks. Missing kick losses. Referee decides where kicks are to be taken from.

Inclement Weather or Other Emergency Situationse coach will receive safety information at check in. In the event of inclement weather, unsafe field conditions or other unforeseen circumstances, the Tournament Committee has the authority to change the game as follows:• Relocate or reschedule any games• Change the duration of the game• Cancel any game• Cancel the tournament

Games terminated aer one half of play because of the weather shall be considered final.

In the event games are cancelled or shortened for any reason, winners will be determined using the point system presented. No awards shall be given unless all teams in a bracket play more than one game.

Medical Personnel Available :Medical Personnel will be identified upon arrival. There will be two medical tents and trained personnels will be on the pitch for all matches.

In the event of a medical emergency, the following procedures will be followed:

1. Identified medically trained personnel will assess the injury/condition and will make the call to 911. EMS will be instructed to report to field address noted above.

2. The onsite medical personnel will provide emergency care and comfort to the player until EMS arrives. The designated medical personnel will then provide pertinent info to EMS (such as cause of injury, vital signs, treatment rendered and medical history ) and assist with medical care as needed.

3. The event coordinators or the player’s coach will notify the player’s parents.

4. The player’s coach or other identified responsible adult will accompany the player to the hospital.

5. The event coordinators will complete the appropriate injury reports.

6. The players coach will call the player the following day to ascertain the outcome and to check on the player.

APPENDIX A RUGBY CODE OF CONDUCT

All Unions, Associations, Rugby Bodies, Clubs and Persons:

1. must ensure that the Game is played and conducted in accordance with disciplined and sporting behavior and acknowledge that it is not sufficient to rely solely upon the Match Officials to maintain those principles;

2. shall cooperate in ensuring that the spirit of the Laws of the Game are upheld and refrain from selecting players guilty of foul play;

3. shall not repeatedly breach the Laws of the Game;

4. shall accept and observe the authority and decisions of referees, touch judges, Match Officials and all other rugby disciplinary bodies, subject to Regulation 17;

5. shall not publish or cause to be published criticism of the manner in which a referee or touch judge handled a Match;

6. shall not publish or cause to be published criticism of the manner in which Council or any other rugby disciplinary body handled or resolved any dispute or disciplinary matter resulting from a breach of the Bye---Laws, Regulations, or Laws of the Game;

7. shall not engage in any conduct or any activity on or off the field that may impair public confidence in the honest and orderly conduct of a Match, tour, tournament or Series of Matches (including, but not limited to, the supply of information in relation to the Game, directly or indirectly, to bookmakers or to persons who may use such information to their advantage) or in the integrity and good character of any Person;

8. shall not commit a breach of Regulation 6 (Wagering);

9. shall promote the reputation of the Game and take all possible steps to prevent it from being brought into disrepute;

10. shall not commit an anti-doping rule violation as defined in Regulation 21;

11. shall not abuse, threaten or intimidate a referee, touch judge or other Match Official, whether on or off the field of play;

12. shall not use crude or abusive language or gestures towards referees, touch judges or other Match Officials or spectators;

13. shall not do anything which is likely to intimidate, offend, insult, humiliate or discriminate against any other Person on the ground of their religion, race, sex, sexual orientation, color or national or ethnic origin;

14. shall not do anything which adversely affects the Game of Rugby Football, the Board, any member Union or Association or any commercial partner of the Game. Each Union and Association is under an obligation to comply with and to ensure that each of its members comply with this Code of Conduct and adopt procedures to monitor compliance with and impose sanctions for breaches of the Code of Conduct by Persons under its jurisdiction.

Appendix BUSA RUGBY SEVERE WEATHER AND LIGHTNING POLICY

Severe Weather & Lightning– General (Venue Specific Policies may over---ride these recommendations)

In an attempt to educate the public about dangers relating to sever weather the National Weather Service has established a multi---level awareness plan.

Level 1 – If you are planning outdoors activities, obtain the weather forecast beforehand. Know your local weather patterns.

Level 2 – If you are planning to be outdoors, identify and stay within traveling range of a proper shelter. Employ the “30---30 Rule” to know when to seek a safer location. The “30---30 Rule” states that when you see lightning, count the time until you hear thunder. If this time is 30 seconds or less, go immediately to a safer place. If you can’t see the lightning, just hearing the thunder means lightning is likely within striking range. After the storm has apparently dissipated or moved on, wait 30 minutes or more after hearing the last thunder before leaving the safer location.

Level 3 – When lightning strikes, go to a safer location. Do not hesitate. What is a safer location? The safest place commonly available during a lightning storm is a large, fully enclosed substantially constructed building. Substantial construction also implies the building has wiring and plumbing, which can conduct lightning current safely to ground. Once inside, stay away from corded telephones, electrical appliances, lighting fixture, microphones, electric sockets and plumbing. Inner rooms are generally preferable from a safety viewpoint.

If you can’t reach a substantial building, an enclosed vehicle with a sold metal roof and metal sides is a reasonable second choice. Close the windows, lean away from the door, put your hands in your lap and don’t touch the steering wheel, ignition, gear shifter or radio. Convertibles, cars with fiberglass or plastic shells, and open framed vehicles are not suitable lightning shelters.

Level 4 – If you cannot flee to a safer location, take action to minimize the threat of being stuck. Proceed from higher to lower elevations. Avoid wide---open areas, including sports fields. Avoid tall, isolated objects like trees, poles, and light posts. Do not consider unprotected open structures such as picnic pavilions, rain shelters and bus stops. Avoid contact with metal fences, metal bleachers, or other metal structures.

Level 5 – If circumstances or a series of bad decisions have found you outside of a shelter, far removed from a safer place when lightning is occurring, there are still measures to be taken. Put your feet together, squat down, tuck your head, and cover your ears. When the immediate threat of lightning has passed, continue heading to the safest place possible.

Level 6 – If the worst happens, there are key Lightning First Aid guidelines. First, if at all possible, call “9-1-1” immediately. Since all deaths from lightning strikes result from cardiac arrest and/or stopped breathing, begin treatment as soon as possible. CPR or mouth-to-mouth resuscitation is the recommended first aid, respectively.

The threat of injury due to a lightning strike is very prevalent. We unfortunately cannot control theweather, however can decrease the possibility of injury through education and proper precautions. By understanding and utilizing the five levels identified in the National Weather Service plan we can be assured that our teams are safe at all USA RUGBY events.
