1. The fourth Executive Committee meetingi of National Livestock Mission was held under the Chairmanship of Secretary (ADF) cum- Chairman, Executive Committee, NLM on 3rd July, 2017 at NASC, Pusa, New Delhi. The list of participants is enclosed (Annexure-I). i
2. Joint Secretary(NLM) as Mission Director of NLM and Member Secretary of Executive Committee welcomed all the participants. He presented the agenda points with the permission of the Chair as follows:'
a) Confirmation of 3rd Executive Committee Meeting Minutes b) Ratification of proposals sanctioned & released during 2016-17 c) Approval for Proposals under NLM received during 2017-18
3. There was detailed discussion and major cl. cisions/points are recorded as follows:
a) The Minutes of the 3rd Executive Committee Meeting were placed before the house and the same were confirmed.
b) The proposals sanctioned & released during 2016-17 were ratified (Annexure- 11).
c) The proposals under NLM rece1 ved during 2017-18 were considered (Annexure-111)
{ 4. Following actionable points were agreed to:
a) All States/UTs will submit details with respect to beneficiaries assisted during 2016-17 under any of the component of NLM w.r.t. scheduled caste/ST, women ..
b) All States/UTs will submit database of all the existing farms w.r.t. poultry, sheep, goats, pig, camels, rabbits etc. except large ruminants as per proforma to be developed by DADF in two weeks by 15.07.2017.
c) Animal Husbandry Department, Punjab along with GADVASU, Punjab will submit the proposals indicating i:1i,,e expected outcomes w.r.t. Pig Slaughter Houses proposed to be established 111 rural areas.
'd) The proposals submitted by the State of Telangana for Establishment of Rural Slaughter Houses under NLM may be considered for approval subject to decision as per Annexure III. Other requisite details as stated to be furnished by the State. ·
e) NABARD will provide progress/details under the Component-EDEG ofNLM for the State of Telangana as well, which is hitherto not being done. Chairman

lauded the poultry activities taken up under EDEG and sought activity-wise details for all components ol'EDEG from NABARD.
f) All States/UTs have been requested to submit requirement of funds in two weeks under the Component-EDEG of NLM so as to enable this Department to seek more funds under this component, if required.
g) A request has been made to NABARD to provide in three weeks, a comparative assessment on benefits to be accrued by beneficiaries if interest subvention is considered under the Component-EDEG of NLM vis-a-vis back ended subsidy.
h) Fresh proposals for Nl:!VI ·2017-1 o are to be submitted by the State of Rajasthan through SLEC Ior consideration in one week. The proposals of 2016-17 requested for incl us ion in 2017-18 were not considered by EC.
i) The States of Chhattisgarh, Rajasthan and NER States whose proposals were found to be deficient were udviced to send revised proposals in one week.
5. Chairman, EC thanked all Members and participants. It was also agreed that EC may be held quarterly at least and more frequently as required. More States may also be called as special invitees in future.
6. All States who have not yet submitted proposals should submit SLEC approved proposals complete in all respects in two weeks time.
