Executive Summary

artners of Gulfstream Plaza aim to create a dynamic destination that free standing businesses can flock to in a setting more accessable than possibly any other location ever on the Mississippi Gulf Coast. The property is made up of 21 acres at the southwest corner of I-10 and I-110, where more than 270,000 cars pass by each day. The surrounding market population of more than 380,000 has been underserved by retail since the devastation of Hurricane Katrina in 2005. The first tenant, The Ocean Expo and Learning Aquarium, broke ground in the mid part of August, 2011. The intent is to develop the remaining 12 acres that could consist of hotels, restaurants, banking, convenient stores and other retail services that are conducive to the level of development surrounding the area.

15,000,000 tourists travel to the Mississippi Gulf Coast annually in search of riches and fishes. The gaming industry alone produces nearly $1 billion annually. Of the 15,000,000 tourists traveling to the coast every year, the typical stay time for the visitors is usually 2.1 days. By offering a higher hospitality product such as a Marriot Fairfield, Hyatt Place, or Cambria Suites living environment in a retail corridor with top of the line recreational amenities, Gulfstream anticipates attracting the complete family in for a longer period of time.

The Marketplace

Location, location, location… Three elusive words that can make or break any business model. The Mississippi Gulf Coast is an area that prior to Hurricane Katrina was the third biggest gaming town in the United States. An area that lost nearly 40% of its entire hospitality inventory, the Gulf Coast region has been committed to rebuilding bigger and more effectively. The site is situated at the hard corner of two major interstates, Interstate 10 and Interstate 110. The crossroads of the two are producing over 270,000 vehicles per day. The Coast Totality site is on the Southwestern quadrant sitting 32’ above sea level.

Keelser Air Force Base, located off Beach Blvd (US 90), trains 40,000 students annually and is home to Keesler Medical Center, second largest Air Force medical facility in the U.S. Keesler is the single largest employer in the area and its economic impact on the MS Gulf Coast is over $1.1 billion annually. Northrop Grumman Shipbuilding is another top employer. This manufacturing facility employs 12,300 people. The Naval Construction Battalion Center, another military facility, employs 7,000.

Economic indicators show the employees of these groups would help to fuel Monday thru Thursday traffic.

Anchor Tenant Breaking Ground Dr. Moby Solangi, the director of the Institute for Marine Mammal Studies, is developing The Ocean Expo and Learning Aquarium, a $75mm recreational destination. The project broke ground in August, 2011. The aquarium has a footprint of 8.5 acres that will be situated on the easternmost parcel of Gulfstream Plaza. This world class project will include an area where

visitors have a chance to swim and interact with highly trained dolphins and have lunch in a butterfly atrium. The facility will also house a world class research facility dedicated to marine mammal research and development. The project will also be a frontier for salt water transport. For animals to be able to interact in an ecosystem similar to their natural environment the microorganisms in the water must be identical to that of their natural habitat. Solangi will be creating an infrastructure system that pumps water from the Biloxi Bay to the interstate. The Infrastructure In 2001, Mississippi Department of Transportation conducted a 25 year study of the transit systems in the immediate area. Due to high traffic volume MDOT has initiated a $280mm transit system addition and reconfiguration. Since the study, MDOT has already acquired nearly 100% of the right of ways for this expansion. Phase 1 kicked of early March, 2011. This expansion will include the state's first Diverging Diamond Interchange. This high traffic interchange will be built to constantly keep traffic flowing coming directly off the interstate. The diverging diamond concept has only been utilized in maximum traffic areas around the country. Gulfstream Plaza is conveniently situated between the diverging diamond interchange and The Ocean Expo and Learning Aquarium. At Gulfstream, business owners will have the most premier access on the Mississippi Gulf Coast.

The Opportunity

The idea is to provide 1 to 4 acre pad sites for freestanding banks, restaurants, and other retail oriented tenants. The projected visitor counts are around 2mm annually for the new aquarium. Feasibility studies have stated that 300+ rooms are needed immediately; Therefore two pads are being set aside exclusively for lodging.
