Chair’s Report
It cannot have escaped many peoples’ notice that the access points to the Chilmington Green Development (access A the roundabout closest to Ashford & ac-cess B virtually opposite Moat Cotts.) have started in a sudden rush and a great deal of work is going on to provide not only the access points but also the com-pound for Gallaghers, who are constructing the ac-cess points and the haul roads to the developers compound for phase one of the development.
A big worry to many people is that construction traffic will be using our narrow roads, such as The Street in GC or Tithe Barn lane – but Gallaghers have assured me that all of their vehicles have a route in the vehicles that only uses the A28 and some will be using Brookfield Road and Knoll Lane to get to access D on the end of Cuckoo Lane where it runs into Kingsnorth as this point will soon be under construction too! BUT if you do see Gallaghers trucks or vehicles using other routes, make sure you report them to the Clerk and she will find out why, so that this can be stopped – so be vigi-lant.
There is a further Chilmington update later in this issue and I hope to get the Developers to be regular contributors to our quarterly maga-zine, in a future issue there will be information about how you can keep up to date on the whole CG development.
I am still concerned that there is a little gang of youths that are tak-ing great delight causing havoc across our parish over the week-ends, through social media this is being reported to us and our Com-munity Warden, but I hope you are all reporting issues to the police too – this will build up a picture of events and hopefully catch the cul-prits! So keep reporting and calling issues in and keep up the social media posts please.
At the March PC meeting we looked at a revision of the plans for the old garage site in Great Chart and it looks like we are very close to the present scheme of three houses fronting The Street and one property to the rear being agreed and hopefully regeneration of this site will start soon – it will be good to get this space smartened up.

Our parish Caretaker continues to keep busy in the parish doing jobs that ABC or KCC do not do, mainly lead by requests from Parishion-ers who have pointed out a problem that we can solve, so if you have an issue that you think we can help with, please let the Clerk know and she can add it to Peters schedule, anything from dirty road signs to an overgrown hedge or area that no one looks after. If you see him out and about please say hello?
My last point is about the Singleton Environment Centre, many of you have seen that TCV have given notice to leave the Centre by next March – the Parish Council hope to ensure that the landmark building stays as an Environment Centre and are in talks with ABC and I will keep you updated when I know some more. BUT the Centre, Foot-prints and the Soothing Pod will remain open 6 days per week for the next year.

The most noteworthy action since the last Parish News-
letter is the beginning of the works on the Chilmington
Green development. The planning permission was con-
firmed on 6th January and after the six weeks of the judi-
cial review period, when a challenge could have been
made about the process, the developers are now able to
commence the initial works.

The start of the Chilmington Green works highlights the likely prob-lems of extra traffic diverting through The Street rather than going along the A28 when the roundabout is built at the entrance to the new development. The proposals for improving the safety in The Street by preventing cars and buses from mounting the pavement on the south side were rejected last year but it is still possible that bol-lards may be erected on the pavement to safeguard children and adults walking on the pavement or waiting for the school buses. This, however, will not discourage traffic from rat-running down The Street. More drastic solutions are being considered.
Singleton Environment Centre: The Conservation Volunteers, who are the main tenants here, have handed in their formal notice but have a year to go before their tenancy finishes. The SEC will contin-ue to open six days a week and bookings will be taken for events in the main rooms. Also, Gary will continue to run the café and the Soothing pod will be open to clients. Meanwhile, ABC, with the help of the Parish Council, will be looking for a new main tenant with envi-ronmental credentials.
Great Chart Motors: the planning application for five dwellings on this site in The Street did not meet with favour from the Planning Dept which thought that the site was too cramped. Jarvis Homes has now come up with a revised proposal for four dwellings, three attached cottages along the road frontage and one house at the back of the site. Improved entrance splay to the site and space for bike sheds and wheelie bins as well as car parking. I think this is an improve-ment and I hope it will get the go-ahead.

Earlier this month I walked the perimeter of Singleton Lake with
officers from Ashford Borough Council looking at suitable plac-
es for the new PSPO (Public Space Protection Order) signs to
be erected. Subsequent to this the final draft of the signs was
circulated to me and I signed it off, meaning that we are now
only 3-4 weeks away from the PSPO going live. This will I am
sure give reassurance to the residents and users of Singleton
Lake who have for many years been plagued by anti-social
behaviour and night fishing. The PSPO gives Kent Police and
ABC officers the power to enforce the new law and give £100
ticket fines to anyone contravening it. If the person fails to pay within a certain
time then they will be taken to a magistrate’s court where the fine rises to £1000.
In other news my efforts to get the parking restrictions enforced outside Great
Chart Primary school have been delayed due to a change, or re-change, in the
legislation ABC works to as given to it by the Department for Transport . Once
this technical delay is overcome the Zig Zag lines will be enforceable by ABC of-
ficers and hopefully bring some relief to the users of Great Chart Primary School.
Moving back to Singleton Lake it has been apparent for a long time that the
Bucksford Lane car park is gradually disintegrating before our eyes, and thus I
have tasked ABC officers to obtain quotes to completely resurface the car park.
Obviously this will be in the tens of thousands of pounds and will have to be a
cross agency effort. But once we have informal quotes back I am sure that my-
self, the Parish Council and KCC Councillors will be able to create a plan to recti-
fy the car park.
In regards my other work as a councillor I am the Lead Member for Town Centre Presentation and Safety, which as you can imagine basically involves making the town centre a cleaner and safer place to work and shop. Recently I was asked to spearhead the renovations of the St Marys Church Yard in the direct heart of the town. This will include renovating the old BT phone box into a bespoke book stop. Refurbishment of the residential and business frontage using T-CAT (Town Cen-tre Action Team). Planting of hundreds of spring flowering bulbs for next spring in the church gardens. And the use of hanging baskets and planters to make the area the first section of "Ashford In Bloom", which is an endeavour to "place make" the church yard to combat anti-social behaviour and build community spirit. Now the Spring has finally sprung I hope you will get out and about in our lovely

Great Chart Cricket Club Recruiting update Hopefully, many of you will have noticed the recruitment banners at the entrance to the ground and along Chart Road. You should also have received a notice from the club through your letter box around the beginning of March. We are still looking for new players and social members for the coming season and we have another Open Evening on
Friday 21st
April at 8:00pm.
Why not come along and meet the members? Don’t worry, if you can’t make that evening. We have matches arranged most Saturdays and Sundays throughout the summer. In case you missed the details in the previous newsletter, these are the teams that we currently run: The Saturday XI caters for all ages and abilities and plays friendly matches against local village teams and touring XIs. On Sundays, we run 2 teams playing a mixture of league cricket and friendlies and these are more suitable for experienced play-ers (although everybody is welcome, of course!). Both teams play in the Kent Village League, the 1
st XI in Division
3 and the 2nd
XI in Division 5. If you play cricket, or have played in the past and are looking to get back into it, we would love to hear from you. Great Chart CC boasts some of the best facilities for village crick-et in East Kent, including practice nets and a fully stocked li-censed bar. We also hold a varied program of social events throughout the year. The Weald of Kent Protection Society
The Weald of Kent Protection Society is looking for new members to support our work. The Society recognises that our villages need to accept some level of development in order to accommodate neces-sary 'new blood' but also the families of those who want to stay in the countryside. The problem today is the threat of inappropriate devel-opments, with far too many houses on one site, or houses thatbear little relation to the needs of local residents. We are especially vigilant for our countryside, too, where applications for poultry farms, large barns, and traveller settlements are rife as well as housing develop-ments on green field sites. We undertake to scrutinise all planning applications and where appropriate submit comments in planning terms to the local authorities, who respect our views. You can support this Charity in our mission to protect your village and countryside by joining the Weald of Kent Protection Society. Membership is £15 per person per year ( £20 per couple). Social events and out-ings are included in our programme.

Friends of Singleton Lake
The Friends of Singleton Lake community group hope to hold a number of events in 2017 in-cluding; bird watching, photog-raphy, a bat watch and regular litter picks to keep the area tidy. Singleton Grapevine Café cele-brates 2nd birthday
On Thursday 9th March a community café in Singleton celebrated its second birthday. The Grapevine was launched in the new extension to Singleton Vil-lage Hall in March 2015 by a team of volunteers from St Mary's Church in Great Chart & Singleton.
The café opens two mornings a week, serving hot and cold drinks, home-baked cakes and other snacks. "But primarily we are here to build a sense of community in Singleton, and particularly to care for the lonely and isolated" said Martin Lees, a licensed lay minister and co-founder of the café. "Some of our regular customers have described the café as " a lifeline" and new friendships have been established. The children's toy corner makes it an attractive venue for parents of pre-school chil-dren, and in the holidays there are often craft activi-ties.
“Recently the Grapevine community raised money for the Ashford Winter Night
Shelter and they are currently raising money for the relief agency TEAR Fund through our "Lent Challenge" ."
The 2nd birthday was celebrated with a special cake baked by Pam Hunt.

Agreement signing signals start of new beginning for Chilmington Green
Council representatives and developers behind the Chilmington Green development have agreed and signed the section 106 agree-ment, which signals another major milestone in the building of one of the biggest new communities in the South East.
Following several years of consultation and masterplanning, in Octo-ber 2014, Ashford Borough Council’s planning committee approved, subject to the completion of a section 106 agreement, a hybrid out-line application for a mixed use development, applying nationally recognised Garden City principles for the 21
st century.
With the section 106 now signed, the focus turns to delivering a real-ly great place of high quality with construction expected to start on site this spring.

Chilmington Green will be a standalone development of up to 5,750 quality homes, a district centre and community infrastructure which will create over 1,000 jobs in the next 20 years, coming forward in four main phases with around 300 homes delivered per year.
The development will provide around £125m towards lo-cal amenities including five new schools, shops, healthcare, sports and leisure facilities community facilities, which will be created as the phases of development come forward. Part of the over-all project also includes improving the A28 Chart Road to tackle congestion and create access to the development.
Cllr Gerry Clarkson, Leader of Ashford Borough Council, said: “From the inception of the Chilmington Green project the ambition has been to create a place of special character with a strong community feel.
“Chilmington Green is one of our Big 8 projects and its delivery is key to meeting the borough’s growth needs with masterplanning pointing firmly towards a high quality, carefully planned development with open spaces and quality public realm – a place where families and people of all ages will want to live, en-joy and call home.
“This is just one of a number of exciting developments com-ing forward which are changing the face and fortunes of this wonderful borough. With a new college, CQ38 commercial quarter, town centre cinema, brewery and extension to the Designer Outlet all coming forward over the next few years, these are exciting times for Ashford.”
Kent County Council Leader Paul Carter said: “The collaboration between ourselves and Ashford Borough Council on this vital-ly important development shows how two tiers of local government can work together to deliver growth.
“KCC has supported this scheme from the start and has worked hard with ABC to guarantee the funding and the early delivery of improvements to the A28.
“We are absolutely committed to helping provide impres-sive facilities for this new community which we believe will provide the benchmark for other large-scale developments in the future.”

The principle of development at Chilmington Green was established working with representatives of the local community and other stakeholders several years ago and became established within the Council’s adopted Core Strategy in 2008.
A subsequent Area Action Plan, which took this strategic allocation forward, was fully tested and supported by a government-appointed independent planning inspector in 2013.
The project has already won an award for Strategic Planning at the 2014 Placemaking Awards, demonstrating ‘how a development plan, spatial plan or master plan has, or will have, a positive impact on the physical or environmental quality of a place or the economic or social well-being of its community’.
There is a real commitment to delivering the best at Chilmington Green with a Quality Charter, outlining 32 commitments to making a quality place and vibrant community together with a Design Code adopted as a Supplementary Planning Document. This has been agreed to by the lead developer, Hodson Developments, along with the other developers at the site, who include Pentland Homes, Jar-vis Homes and BDW (Barratt/Ward Homes).
Ashford Borough Council believes in integrated and well-planned developments that have quality at their heart, which is why in Octo-ber 2011 the council introduced strict space standards for new dwellings and gardens. The Government followed by bringing in na-tionally described space standards for dwellings in March 2015.
While Chilmington Green will not be a Garden City in terms of its size, it will reflect many of the design principles of the successful garden cities – tree-lined streets, a spacious layout with high quality public spaces and a strong local community managing local facili-ties.
Alan Hodson, Managing Director at Hodson Developments, said: “This is a significant milestone in the project to develop a 21
st centu-
ry development based on Garden City principles. We now look for-ward to delivering the much needed housing at Chilmington Green.”

The club has had a lively star to 2017 which has included their Birthday meeting on 15th March the theme for the evening was
the "Ides of March". It was fascinating to see the array of Roman costumes created by visitors and members including one pleb which I gather is the name for a Roman servant. The challenge for the evening was to make a Roman helmet out of boxes; tin foil; paper etc. results were excellent. This event was followed by Chariot racing which was adapted for the size of the hall to large Teddies in pushchairs. There was a lot of clashing in some very competitive races . After a Roman Feast of Italian Cheeses; Breads and Roman Honey cakes plus Sicilian Lemonade or Wine there was a quiz on all things Roman. Which ended a very enjoy-able evening.

Barrow and Spade Brigade– Hillcrest Allotments
Hillcrest Allotments in Great Chart is now moving into its third growing season. As of February, tenants had been found for all available plots, although since then some additional land has been brought into cultivation. At the time of going to press, just one of these new plots still remains without a tenant. Could that person be you?
Because many peo-ple are trying allot-ment gardening for the first time, it is not expected that everybody will continue and that there could be a high turnover of plots in the initial peri-od. So if you do fancy a go at growing your own fruit and vegetables, do please contact the parish clerk and you could become a plot holder faster than you think.
The Barrow & Spade Brigade, which runs the allotment on behalf of the parish council, is also looking for people who would like to be involved in two other projects on the site.
The first is a long, thin plot, which is too small to grow vegetables on, but would make a fantastic bed for flowers or shrubs. If your own garden is frustratingly too small, why not contact the allotment to see whether you might want to give this a go?
The other project is much more ambitious: the aim is to turn a 250 square metre area in the corner of the allotment into an environmental area. It is undulating in nature and would therefore be suitable for the creation of one large pond or several smaller ones. In addition, there is a possibility to incorporate bee hives and bug hotels, and also to grow wild flowers. The site already has a substantial population of slowworms, common lizards and field voles, so the potential is definitely there.
The large scale nature of the project would suit a collaboration between
several people with an interest in all forms of flora and fauna.

Great Chart & Singleton Youth Club During October this year our Club will celebrate our 10th birthday and over nearly 10 years there has been a safe place for the teenagers from the parish and nearby to come and meet every Friday – we average 42 Fridays every year, going on through half terms, but having a break during Easter, Christmas and the summer holidays.
The Club meets every Friday 7pm to 9pm evenings at Singleton Village Hall, during the winter months we now have use of all three halls and during the summer we use the whole of the outside at the hall. We have loads of activities during club nights at the hall and we have just had a visit from the Leeds Castle birds of prey that went down a storm with everyone. Together with visitors to the hall we have in the past managed some great ‘of site’ visits to Wembley Stadium, the Emirates, Thorpe Pak, London Dungeons and many more outings locally, these include ice skating, bowling to the beach for a BBQ and more. We have this year organised a trip to Kingswood for our end of year outing in July, this will mean arriving on the Friday evening, getting to grips with an activity that evening and four more during Saturday and a last one before we leave on the Sunday – we just need a few more to sign up to this very soon.
The Club is open to anyone over 11 and live in the parish or near surrounds and member-ship is £5 per year and after 10 years our weekly subs are just about to go up to £2 in Sep-tember, from only £1 per week since opening – this is only because we now have use of all 3 halls and our hire cost trebled when the extension opened two years ago – we have ab-sorbed the increase for this long but now we have to put up the weekly subs in Septem-ber.
Our problem is that we really need some new volunteers to help out every Friday, ideally we would like someone to make a big commitment and come along every Friday, but if your child comes to the YC we would like you to volunteer once a month would help us out in a big way. All of our volunteers are given a free DBS check via Kent Youth and all you have to do is be able to keep an eye on the kids to prevent mischief happening in the hall. We have a great chore band of volunteers that do come along every week (when they can) and we manage to keep things going, but we are approaching the time that we cannot continue to open EVERY week without some new volunteers to help us out – so we may have to only open every other week UNLESS we get some help on a Friday!
So if you can spare 3 hours (it takes half an hour to set up and clear away each night), then please get in contact with me (Ian via email on [email protected]) or (Natasha via email on [email protected]) and let us know how you can help?
Obviously, the more Volunteers we can get the better off the club will be and we can again start to do more off site activities – so I hope to hear from you soon and hope a good few of you can help keep our Youth Club a weekly event for another 10 years.
