INTRODUCTION

This grant booklet summarises the key elements of Kilkenny County Council and other National Community Grants. It informs community groups of funding streams available to carry out and complete various types of community activities and projects in their neighbourhoods.

ELIGIBLE WORKS The scheme is intended to improve outdoor community facilities for the protection or improvement of natural or man-made amenities, or for the enhancement of the appearance of the area concerned. E.g. Grass cutting, purchase of lawnmowers, tree & flower planting, erection of heritage & local information boards.

Works that will qualify include:

• Improvements to or maintenance of, parks and open spaces

• Means to access areas of recreational or amenity value

• Works for the conservation or protection of natural or manmade amenities, or sites or areas of special scientific interest - scenic walks, nature trails, planting of trees, shrubs etc.

Arts Act Grants

Funding Authority: Kilkenny County CouncilApplication Process: Independent panel appointed by Arts Officer

ELIGIBLE WORKS Any organisation or individual based in the Kilkenny administrative area involved in activities, which promote, develop the knowledge, appreciation and practice of the arts is eligible to apply for the Arts Act Grant

1. Groups and Organisations promoting arts Kilkenny County Council will consider applications from organisations involved in the promotion of the arts in Kilkenny

2. Individual Artists all Art forms Kilkenny County Council will consider applications from practising artists living in Kilkenny to enable them to pursue their practice and to develop within their chosen discipline, including professional development and project awards

Additional Arts Grants administered by Kilkenny County Council include:

• Arts Schools Subsidies -For Kilkenny Primary Schools to enable them to participate in Kilkenny Barn Storm theatre events €1.50 per child-Average award is €100 per school. Annual take up is approx 12 schools-500 children

• Visual Arts Ireland Residency Award-1 Weeks fully paid residency at Tyrone Guthrie Centre (details on VAI website).

• VAI Workspace Scheme–up to €40,000 towards running costs of visual artists workspaces (details on VAI website)

• Arts Council of Ireland- Various bursaries and Grants.

• Music Capital Scheme- Dept of Culture Heritage and Gaeltacht-Managed by Music Network-Funding for the purchase of musical instruments to assist non professionals.

• Music Recording Scheme Funded by Arts Council-managed by Music Network-Funding for musical recording of Irish composers.

Built Heritage Investment Scheme

Funding Authority: Kilkenny County Council Application Process: Internal Assessment & Decision

ELIGIBLE WORKS The fund has been allocated by Minster for Arts, Heritage and the Gaeltacht, to provide assistance to owners of protected structures and buildings which contribute to the character of Architectural Conservation Areas, in carrying out conservation works.

The funding for the grant ranges between €2,500 and €15,000, with grant allocations not exceeding 50% of the overall cost of each conservation project.

CLÁR Programme

Funding Authority: Department of Rural and Community Development

Application Process: Applications to Kilkenny County Council, for Measures 1 and 2; decisions made by the Department of Rural & Community Development. Measure 3 application are made directly to the Department by registered first responder organisations.

ELIGIBLE WORKS The CLÁR scheme is a targeted investment programme towards identified CLAR areas in County Kilkenny. The aim of CLÁR is to support the sustainable development of identified CLÁR areas with the aim of attracting people to live and work there.

Examples: Support for Schools/Community Safety Measures, Play Areas (including MUGAs) and First Response Support Measure.

Community & Cultural Facilities Capital Scheme

Funding Authority: Kilkenny County CouncilApplication Process: Verbal expression of interest to Council Liaison followed by application where appropriate. Internal Evaluation Process.

ELIGIBLE WORKS The overall objective of this scheme is to respond to the need for better community, recreational and cultural facilities for community groups through the provision of a capital grant.

The scheme is open to groups operating within the Community Sector who have a recognised legal structure, operate on a ‘not for profit’ basis, demonstrate a policy of inclusion and demonstrate the capacity to manage and operate the proposed facilities.

Examples: Examples of projects eligible for support could include the development of open spaces, walks and parklands; play areas, broad based recreational facilities , community radio, community hall upgrades community, sensory gardens, arts projects and projects that conserve the built and natural heritage of the county.

Community Enhancement Programme*

Funding Authority: The CEP is funded by the Department of Rural and Community Development (the Department) and administered by the Local Community Development Committees (LCDCs) in each Local Authority area. Application Process: Application Form, Internal Evaluation, LCDCs are responsible for allocating funding to projects in their area as they are ideally placed to identify suitable local projects.

ELIGIBLE WORKS Grants will be provided towards capital projects and equipment to enhance facilities across the County. The scheme does not provide funding for the employment of staff.

* The Community Enhancement grant builds on and replaces the Communities Facilities Scheme and the recast RAPID programme.

Community Events Grant Scheme

ELIGIBLE WORKS This grant scheme will assist community event organisers with the development promotion and the running of small scale community events in Kilkenny during 2019. The emphasis of the scheme is on providing funding for a diverse range of events

To be considered for funding, applicants will be asked to provide details demonstrating the following:-community benefit, participation, organisational expertise and financial planning.

Community Involvement in Roadworks

Funding Authority: Kilkenny County CouncilApplication Process: Application Form, Internal Evaluation & Submission to the Department Transport Tourism and Sport.

ELIGIBLE WORKS Where the local community contribution is monetary only a minimum contribution rate of 15% will apply.

Where the local community contribution is works only a minimum contribution rate of 30% will apply.

Works: Road Strengthening works, pothole repairs, surface dressing, repair of footpaths, construction of new footpaths, providing hardstands, removal of grass verges or banks, opening inlets, opening backshores, unblocking shores.

Community Water Development Fund

Dormant Accounts

DETAILS Dormant accounts funding is used to benefit the public. This money is used to help people who:

• are economically or socially disadvantaged by supplying opportunities for personal and social development

• are educationally disadvantaged

• have a disability

THE CURRENT ACTION PLAN

The July 2018 Action Plan was launched by Minister Seán Kyne TD, former Minister of State at the Department of Rural and Community Development. In this Action Plan, there is almost €40 million to support 45 schemes across 10 government departments. These schemes will help some of the most vulnerable sections of the population.

Estate Management Grant

Funding Authority: Kilkenny County CouncilApplication Process: Application form in hard copy. Internal assessment & decision

ELIGIBLE WORKS Open to community committees in local authority estates to fund projects which promote estate management, and improve environmental management. To qualify for assistance under the Estate Management Grant Scheme, applications must be submitted on behalf of an established County Council residents association and proposed projects/activities must be deemed to promote the interests of estate management in the community. Selection process will include active assessment by Kilkenny County Council.

Examples: Clearing of derelicts sites within estates, Planting, Landscaping, Equipment purchase.

Festival Grants Scheme

Funding Authority: Kilkenny County CouncilApplication Process: Application form. Internal assessment, proposed allocation sent to Corporate Policy Group (CPG). Final proposed allocation sent to Elected Members for approval and adoption.

ELIGIBLE WORKS Festival Supports Grants Scheme 2019 Kilkenny County Council has provided funding for festival organisers to aid with the development and promotion of festivals with a significant tourism impact.

Primary Schools The Heritage in Schools Scheme provides a panel of 160 Heritage Specialists who visit primary schools throughout the country. Historic Structures Fund*

Funding Authority: Department of Culture, Heritage and the Gaeltacht, (Grants are administered by Kilkenny County Council).Application Process: Application forms, eligible applications sent to Department for decision.

ELIGIBLE WORKS The purpose of the Historic Structures Fund is to assist with works to safeguard structures included in the Record of Protected Structures and structures which contribute to the character of Architectural Conservation Areas, the Department will, in exceptional circumstances, consider structures which are within the amenity of a National Monument. Only structures or parts of structures in immediate danger of significant deterioration will qualify for consideration for funding by Department of Culture, Heritage & the Gaeltacht.  Consult with Conservation Officer for further details.

Stream 1 will offer grants from €15,000 up to €50,000 and is aimed at essential repairs and smaller capital works for the refurbishment and conservation of heritage structures

Stream 2 will offer a small number of grants from €50,000 up to €200,000 for larger enhancement, refurbishment or reuse projects involving heritage structures, where a clear community or public benefit has been demonstrated. ELIGIBLE WORKS Sports Clubs affiliated to National Governing Bodies of Sport are eligible to apply.

This grant scheme is to support clubs and volunteers to increase participation in sport and physical activity in Kilkenny. This fund aims to encourage the setup of new clubs and assist existing clubs to attract new participants. Priority will be given to minority sports, low participation groups and the target groups identified in the Kilkenny Recreation and Sports Partnership strategy.

The scheme is open to clubs in Kilkenny, affiliated to a Sport Ireland recognised NGB or disability organisation, that operates as a not for profit organisation.

Small Business Vacant Premises Incentive Scheme

ELIGIBLE WORKS Kilkenny County Council operates a Small Business Vacant Premises Incentive Scheme. The aim of scheme is to aid regeneration of towns and villages, support job creation by viable businesses, ease financial challenges of start ups and micro businesses. The purpose of the scheme is to provide a grant incentive for small businesses to occupy previously vacant commercial premises (vacant for 6 months or more). The grant is based on a correlation to the business’s commercial rates paid on a reducing basis over 3 years.

1. The applicant business must occupy commercial premises that have been vacant for at least 6 months prior to the applicants letting. Refurbished vacant commercial premises and newly build commercial expansion to the existing business premises are eligible.

2. The applicant business does not cause displacement to existing businesses locally.

3. The following business categories are excluded: Betting shops, Casinos, Head Shops, Adult shops, Amusement arcades, Nightclubs/Private members clubs, Moneylenders, Pawn brokers or Cash for Gold Shops, Liquid Tobacco / Electric cigarettes Shops, Tattoo parlours, Sunbed /Tanning studio, Hot Food Takeaways.

ELIGIBLE WORKS What is Waste Prevention? Essentially it’s a process of re-thinking how we do things in order not to create waste. Preventing waste is about finding ways to keep items in use longer and not generating as much waste in the first place.  It’s about rethinking the way we do things – redesigning the items we use – changing attitudes and changing behaviours about what we buy and what we throw away, but most of all, working together and thinking creatively to do something about it.
