About the Bankwest CurtinEconomics Centre
The Bankwest Curtin Economics Centre is an independent economic and social research organisation located within the Curtin Business School at Curtin University. The Centre was established in 2012 through the generous support from Bankwest (a division of the Commonwealth Bank of Australia), with a core mission to examine the key economic and social policy issues that contribute to the sustainability of Western Australia and the nation, and the wellbeing of households both in WA and nationally.
The Bankwest Curtin Economics Centre is the first research organisation of its kind in Western Australia, and draws great strength and credibility from its partnership with Bankwest, Curtin University and the Western Australian government.
The centre brings a unique philosophy to research on the major economic issues facing the state. By bringing together experts from the research, policy and business communities at all stages of the process – from framing and conceptualising research questions, through the conduct of research, to the communication and implementation of research findings – we ensure that our research is relevant, fit for purpose, and makes a genuine difference to the lives of Australians.
The centre is able to capitalise on Curtin University’s reputation for excellence in economic modelling, forecasting, public policy research, trade and industrial economics and spatial sciences. Centre researchers have specific expertise in economic forecasting, quantitative modelling, micro-data analysis and economic and social policy evaluation. The centre also derives great value from its close association with experts from the corporate, business, public and not-for-profit sectors.
About the Workplace Gender Equality Agency
The Workplace Gender Equality Agency is an Australian Governmentstatutory agency created by the Workplace Gender Equality Act 2012.
The Agency is charged with promoting and improving gender equalityin Australian workplaces.
We work collaboratively with employers providing advice, practicaltools and education to help them improve their gender performance.Our staff are workplace gender equality specialists and provideindustry-specific advice.
We also work with employers to help them comply with the reportingrequirements under the Workplace Gender Equality Act 2012. Thisreporting framework aims to encourage measures that improve genderequality outcomes and has been designed to minimise the regulatoryburden on business.The Agency uses the reporting data to develop educational benchmarkreports based on six gender equality indicators. The benchmarkreports can be customised by industry and organisation size andenable employers to identify areas for focus, develop informedstrategies and measure performance against peers over time.
We are committed to promoting and contributing to understanding,acceptance and public debate of gender equality issues in theworkplace. We work collaboratively with employers, business, industryand professional associations, academics and researchers, equalopportunity networks and women’s groups and regularly speak atprivate and public events on workplace gender issues.

Welcome to the launch of the BCEC|WGEA Gender Equity Insights 2017: Inside Australia’s Gender Pay Gap report. This report represents the second major outcome of an important
partnership between the Bankwest Curtin Economics Centre and the Workplace Gender Equality Agency (WGEA), with WGEA’s valuable Gender Equity data enabling new insights into gender pay gaps across Australian organisations.
The persistence of the gender pay gap in the Australian labour market is perplexing. The past decades have seen some major advances for women in the workforce and intentional policy initiatives that have sought to narrow the salary divide between men and women, yet the pay gap remains.
This second report in the series extends and strengthens the evidence base around gender pay gaps and how these have changed over time across Australian workplaces. Special investigations provide additional insights and highlight potential policy targets for governments and the business sector.
The report fi ndings draw attention to Australia’s highly gender segregated workforce and how it is working against women in a number of ways – and not just in the male-dominated industries and organisations.
Female-dominated organisations in Australia tend to be lower paid, particularly in those industries where workforce roles are ‘gendered’. This speaks to the recent claim expressed by IMF Managing Director Christine Lagarde that society has a tendency to undervalue women’s work and contributions.
There’s an exciting fi nding for those seeking evidence about what drives change. Organisations with balanced representation of women in executive leadership roles have pay gaps half the size of those with the least representation of women in leadership. And organisations that improved the gender balance of their executive leadership teams between 2015 and 2016 also saw the biggest decline in their organisation-wide gender pay gaps.

Alan Duncan Director, Bankwest Curtin Economics Centre
Alan is Director of the Bankwest Curtin Economics Centre and Bankwest Professor of Economic Policy at Curtin University. Prior to taking up this position in 2012, Alan was Director of the National Centre for Social and Economic Modelling (NATSEM) at the University of Canberra. He was previously a Professor of Economics and Head of School at Nottingham School of Economics, University of Nottingham and has also held positions at the University of York and the Institute for Fiscal Studies (IFS).
Alan has published widely in both academic and policy outlets, with articles appearing in journals of the highest international reputation, including Econometrica, The Economic Journal, European Economic Review, Economic Record, Journal of Human Resources, Journal of Applied Econometrics and Fiscal Studies. His research interests and expertise cover a broad range of topics, including: economic and social policy evaluation; taxation, public finance and public policy; the economics of education, training and childcare; employment and labour market participation; population and workforce dynamics; gender equity and discrimination; housing affordability; migration; income inequality; poverty and wellbeing; statistical simulation; and econometric modelling and forecasting.
Alan was awarded the prestigious Frisch Medal of the Econometric Society in 2000 for a paper published in the world-leading journal, Econometrica. He completed a DPhil in Economics at the University of York, and has served on a number of senior advisory panels and boards for government and public sector organisations in the UK, Europe and Australia, advising on areas including tax policy, pensions, labour markets and household welfare. Alan has been invited to give evidence at Federal Senate Committee hearings, and was invited to participate in the 2011 Henry Review of the Australian tax system.
Rebecca CassellsPrincipal Research Fellow, Bankwest Curtin Economics Centre
Rebecca is Principal Research Fellow with the Bankwest Curtin Economics and oversees the Centre’s Research Impact and Engagement Strategy, Focus on the States and Gender Equity research series. Prior to her role at BCEC, Rebecca worked as an independent consultant, working with state and federal government departments on a number of major economic evaluations. Rebecca previously spent many years with the National Centre for Social and Economic Modelling (NATSEM), where she led the Women, Children and Families team and oversaw the AMP.NATSEM Income and Wealth Series.
Rebecca has a diverse research portfolio that deals both with research methods and policy evaluation. Her principal areas of research include: gender equity, poverty and disadvantage, social exclusion, wealth and superannuation; child wellbeing; education inequality; and the role of geography in influencing social and economic outcomes. Rebecca has published extensively through commissioned and public reports and across academic and policy journals.
She has led major commissioned research reports for a number of organisations including the Department of Health, Department of Defence, NSW Department of Premier and Cabinet, AMP, Office for Women, CPA, The Smith Family and the Commonwealth Bank. Her work has been influential in driving public debates and influencing policy and legislation. Rebecca has provided evidence to parliamentary inquiries on the economic security for women in retirement, childcare availability and affordability and the Productivity Commission’s investigation into the childcare workforce and geographic mobility.
Rebecca serves as a panel member on the Workplace and Gender Equality Agency’s Data Consultation Group; is Chair of the ACT Women in Economics Network and a table of ten member at mwah. Making Work Absolutely Human.
Edgar Basto Asset President, Iron Ore, BHP Billiton
Edgar has had an extensive career in the metals and mining industry and held key managerial and operating roles throughout BHP Billiton, including Acting President, Copper Santiago (2014-2015), during which time he was also a member of the Group Management Committee (GMC). As President, Minera Escondida (2009-2014), Edgar led the exploration, development and operation of one of the world’s largest copper mines. From 2008-2009, Edgar was Chief Operating Officer for Base Metals Americas and Australia, which included the Cannington silver and lead mine in Queensland, Australia, as well as a number of South American assets.
From 2006-2008, Edgar was Vice President of BHP Billiton’s global Health, Safety, Environment, Communities (HSEC) and Sustainability function based in Melbourne, Australia. Key responsibilities of the role included the development of HSEC policies for assets across the Company, functional leadership of the HSEC leadership team and global stakeholder engagement.
Edgar has been with BHP Billiton for more than 20 years. Prior to 2006 he held a number of operational roles across the Company in varied locations including, Cerro Matoso and Cerrejon in Colombia and Tintaya in Perú.
Andrew McMahon Research and Analytics Executive Manager, Workplace Gender Equality Agency
Andrew leads the team that is responsible for the data management, analysis, benchmarking and research functions of the Agency. A key aspect of Andrew’s role is unlocking the potential of the Agency’s world leading dataset through internal insights and external collaboration.
Prior to joining the Agency in May 2016, Andrew worked in a range of roles across the public sector focused on best practice in data management and governance as well as statistical analysis and research. He firmly believes in the importance of using high quality data combined with innovative statistical methods to create insights and drive change. Andrew holds a Masters in Applied Statistics as well as Bachelor of Applied Finance and a Bachelor of Commerce – Actuarial Studies. He is currently completing a Graduate Certificate in Business (Public Sector Management).

Diane Smith-Gander Non-Executive Director, Wesfarmers Limited
Diane is non-Executive director AGL Energy, Wesfarmers Limited, Chair of Safe Work Australia, Asbestos Safety & Eradication Council, a board member of Keystart Loans, Henry Davis York, CEDA and immediate past President of Chief Executive Women, Australia’s pre-eminent women’s advocacy group.
Diane has held a wide range of non-executive roles in the past including Chairman of Broadspectrum, Deputy Chairperson of NBNCo, non-executive director of the CBH Group, commissioner of Tourism WA and board member of the Committee for Perth.
Diane’s last executive role was Group Executive at Westpac; a member of the leadership team of the corporation, responsible for all Information Technology, back office operations, global vendor management and property. Diane was a General Manager at Westpac for 10 years in the 1990s responsible for back office functions, retail networks and support functions.
Prior to re-joining Westpac Diane was a partner at McKinsey & Company in Washington and New Jersey serving clients in diverse industries globally. Diane became a senior advisor to McKinsey in Australia in 2016.
Diane has been active in sports administration and is a past Chairman of both Basketball Australia Limited, the sport’s peak body, and the Australian Sports Drug Agency, the government agency responsible for deterring the use of performance enhancing drugs.
Diane holds an MBA from the University of Sydney and a BEc from the University of Western Australia (UWA). In 2015 she was awarded an Honorary Doctorate of Economics from UWA. She is a Fellow of the AICD and Governance Institute of Australia and an adjunct professor of corporate governance at UWA where she serves on the advisory board of the Business School. She is also a Council member of Perth’s Methodist Ladies’ College.
Diane is a keen down hill skier and operates a vineyard in Margaret River.
