In the East of England, 37 localparks and green spaces werenominated and these nominationswere then put to a public vote. Theaward, run by the charity ‘Fields inTrust’, was promoted by the Friendsof Lake Meadows, who encouragedvoters to take part.
Coach tripsThere are still seats to be had for thetrip to the panto, a possible secondcoach to Ely and a day out at Polhill. If you haven’t been on a trip withYvonne and Kathleen why don’t yougive it a try. Their organisation isexcellent and they always receive 5star feedback. Look at page 12where you will also see a newtheatre trip to help you blow awaythe February blues.
Local Plan andCommunityInvolvementConsultationYou will see how we haveresponded to the Consultation(page 7) and our continuing desireto engage with our councillors reongoing planning issues.
VolunteersWe are still looking for volunteersto help to monitor whatever plansare agreed for the expansionof Billericay. Contact us [email protected] if you would likefurther details and feel you havesome time to be part of themonitoring teams.
EditorIn advertising terms it is said thatyou need to see something at least 8times before you really notice it. I amnot sure how many times I haveasked if there is anyone out therewho is willing to volunteer to be theassistant and then editor of theResident but here I go again.Contact me on resident@ bdra.orgfor a chat.
Advertising in the ResidentI still have a couple of ad spacesavailable. There are some serviceswho have advertised with us formany years and say how pleasedthey are with the responses theyreceive. As you know the Residentgoes to about a third of the houses
in Billericay 10 times a year. A colourad with design advice followed upwith a draft for approval costs £279a year. This is very competitiveand broken down to £27.90 an issueis a reasonable amount to pay. Ifyou are interested or need moredetails please contact, Chris [email protected]
Club FocusYou will see on page 2 that there is afocus on a group called Gone tooSoon and I am often contacted byother groups who would like to writea bit more to advertise what they do.If you are the PR person in yourgroup and feel that there may beothers who would like to join youthen the format I require is like aninterview which answers questionsabout what happens at your club, when it meets and what would bethe benefits of coming along. Aphoto and a logo are also useful tograb attention.

Lyn knows from personalexperience how isolating itcan be as she lost her son,Tony who was 35 years old.Having gone through this, shewanted to make contact withparents who had lost children.
There are so many parents outthere who are not getting thehelp they need and deserve. It's not the right order of thingsand the death of a child isprobably the most devastatingexperience any parent will go
through. One that you neverget over, but in time, you learnhow to manage it.
The group which was set uptwo years ago has monthlydrop in sess ions w i thmembers at all stages of theirgrief.
A charity afternoon tea wasrecently held in Lyn's gardenfor parents and siblings tocome together in a socialenvironment and chat to oneanother. £300 was raised forSt. Luke's hospice with TrudyWestmore-Cox, the founder ofSt. Luke's attending the event.

Dear Editor,I was in Plymouth this summer and visitedthe Mayflower Museum and the PlymouthDistillery. In both places they had a list ofthose who sailed on the Mayflower. I sawreference to Christopher Martin, his wife, son and servant. Also there were twofurther names from Great Burstead. Theywere Peter Browne and Rich Britteridge. Iwondered if anything was known about them.
Hi,I have just been informed that the Billericay Waitrose store has started the "Green Token" charity collection for the"Billericay Tree Warden Group".
Please may I request that yourself, family and friends contribute to this worthy cause!
We have an exciting project lined up for this year. In November we plan to help plant a c.1000 (one thousand) nativetree woodland at Barleylands including a wildlife pond within the overall design to later follow. Other communitybased projects are being looked into and are at the planning stage at present.
We have formed strong links with the "Woodland Trust" and are benefiting from their help.
Thanks in anticipation!
Regards
John

Planning a hol iday a f terseparation can bring with itsome additional complications,
and will often require some extraattention prior to travelling. If your surname is different from your child’s,you’ll need to pack some additionaldocumentation to ensure that your holiday isnot ruined by a refusal to leave or enter acountry. Here is everything you need to knowwhen travelling abroad with them:
Why do I need extra documentation totravel abroad with my child?
Taking a child outside England and Wales, without the other parent’s consent, could beclassed as child abduction. There has been asteady annual increase in the number of people
in England and Wales being charged with childabduction offences.Consequently, countries aretaking a more robust approach to protectingchildren, including England.
What do I need to do when planning togo abroad with my child?
There is a high probability that you will beasked questions by Border Control to establishyour relationship with the child. We advise youtravel with documentation to evidence yourrelationship to the child such as birthcertificates, marriage certificates, DecreeAbsolutes or change of name deeds.
Letters of authority or letters of consent
If you are travelling with your child and theydo not share your surname, then a letter from

Be prepared
Before booking a holiday you should ensurethat you have the consent of all those who holdparental responsibility to travel abroad. If thisconsent is not forthcoming, or you need furtheradvice as you are planning on travellingabroad with your children, or have concernsas to arrangements for their care, pleasecontact us for a free 15 minute telephoneconsultation:

Planning a trip abroad with children after separation?the other parent who holds parentalresponsibility can be helpful. The letter shouldstate their permission to travel abroad. This isnot a guarantee but can assist with bordercontrol.
It is your responsibility to check travelrequirements
Ultimately, parents should check with therelevant embassy to establish the rules andrequirements of the country that you aretravelling to. For example, when travelling tothe USA, when one parent is travelling alonewith a child they must provide evidence that thechild lives with them (such as a court order) ora notarised letter confirming the consent of theother parent. The same rule applies if travellingto South Africa, Portugal, and Russia.
For example, a 55-year-old with aproperty valued at £75,000 could raise a£15,375 equity release mortgage today.By the time their State pension starts atage 66 the amount owed would haverisen to £29,000. By age 85, the averagelife expectancy of a 55-year-old today, the debt would be a massive £88,306.
But we are living longer; what will life expectancybe in 30 years-time? 100? 110? We hear ofmedical breakthroughs almost every day whichcould mean the average will go even higher.(The above debt at age 100 would be£211,630.)
Whilst nearly all plans guarantee that you willnot be evicted from your home if the debt gets
larger than the value of the property, whypotentially give up a secure financial future forthe sake of a relatively few pounds today.
There is quite often a serious drop in incomewhen one of a couple dies. A boost in capital atthat time producing income for the Widow orWidower could make all the difference to the restof their life. Impossible if years earlier theyarranged Equity Release on their home.
Equity Release too soon can ruin people’sfuture’s and that’s why I see this type of planbeing the next mis-selling scandal.
Your IFA will help you make the rightfinancial decisions in life, speak to themnot Equity Release salesmen.
With so many adverts in thepress, TV and onlineadvocating Equity Release I
cannot help but think that they couldbe the next “mis-selling” scandal, now PPI has finished.
I have been an adviser in Billericay High Streetfor 30 years and in all that time I must havepersuaded hundreds of people NOT to haveEquity Release. I can count on one hand thenumber of times it has been the right thing to do.
Adverts with people skipping along streets andleaning over the side of cruise ships is
encouraging people to take on these plans whenfrequently there are better solutions to whateverproblems they face.
Why spend the best part of your working lifepaying off a mortgage and reaching the great daywhen it ends only to give your property to alender for a relatively few pounds.
Most plans work by raising a lump sum by wayof mortgage secured against your home.Because no payments are made the interestowed is added to the loan each year, so the loangets larger year after year as more interest isadded to a larger loan.

Autumn will arrive at Lake Meadows in the coming weeks and the treeswill bring a blaze of colour throughout the park. We are fortunate tohave so many wonderful trees to enjoy, with over 40 different
varieties identified. The small area of woodland at the eastern boundaryof the park is believed to be an area of ancient woodland, plants typical ofsuch woodlands, such as wood anemone and bluebells are found there.
Some of the oldest oaks in the park began togrow when they were part of the old tytheboundaries in the original farmland. A map of1722 certainly shows the same fields that wecan identify today and oak trees appear alongthose hedge lines. The two large Wellingtoniasmust have been planted sometime in themiddle of the 19th century, probably by MajorThomas Spitty who owned the land at the time.During the latter half of the 20th century, anumber of more unusual trees were planted, most probably by the park keeper Reg King, who worked in the park for 33 years.
In recent years, oaks and an olive tree havebeen planted by the Friends in commemorationof World War 1, as well as new willows, prunusand Himalayan birch trees. Cherry trees weredonated by Bennetts Funeral Directors.
Look out especially for the huge red oak andthe copper beech tree near the north-east endof the lake and also the two Liquidambar treesat the junction of the paths just beyond theGarden of the Child. All four will be a glorious
spectacle in coming weeks in their amazingautumn colours.
A reminder that our Annual PhotographCompetition continues until the end ofOctober. So, if you have not sent yourphotos in yet, there is still plenty of timeto capture these wonderful autumnshots and perhaps to win £100! See ourwebsite for the Rules and Entry form.
All our events, both big and small have beenan unreserved success again this year, withgood attendance at our main events and thesmall talks & walks all fully booked. Moreevents like these will be planned again for nextyear, so do look out for them in the Spring.Meanwhile our final event of the yearwill be Carols in the Park on SaturdayDecember 14th at 4.00pm. Christmas willsoon be upon us, in the meantime enjoyautumn at the park! Photos of previous autumndays can be seen on our websitewww.lakemeadows.org.uk/autumn-at-lake-meadows.html

Not much to report this month on the Local Plan.
A date has still not been set for the Examination in Public(EiP) by the appointed Planning Inspector, the next stageof the Local Plan development. We have alreadycontacted the Inspector assigned to our Local Plan tointroduce the BDRA and BAG, and will increase ourcontacts when we know more of the timescales forthe EiP.
In last months Resident we reported on our attendance ata workshop claimed to be designed to help the 4proposed developers of the South West of Billericay todevelop a Masterplan for the area. At the time of writingwe have not been advised when the results of theevent will be made public.
BDRA/BAG submitted a formal response to BasildonCouncil’s Consultation on its Statement ofCommunity Involvement (SCI). We stressed the needto fully and meaningfully engage with residents andresident’s groups, such as the BDRA and BAG,throughout the entire time frame of any major planningexercise; suggested that specific mention be made of theBillericay Conservation Area Shop Front and DesignGuide; and identified the need to make clear to residentshow decisions on any such engagement would bedetermined. We also made some more detailed specificcomments on the text of the document under review.
Although the SCI is about public engagement we wereconcerned that the format of the Consultation wouldnot encourage public involvement. We wrote toCouncillors Callaghan (Leader of the Council), Baggott(Leader of the Conservative group and one of themembers for Billericay), and Brown (Chair of theInfrastructure and Inclusive Growth Committee, responsible for the Local Plan) and Christine Lyons (Headof Planning) to outline our concerns. Meaningfulresponses were only received from CouncilorsCallaghan and Baggott and although no alterationswere made to the process a document more easilyidentifying the proposed changes was madeavailable.
In addition to our formal response to the SCI we havewritten to the same 4 people highlighting our particularconcerns about the document with more genericcomments on the Planning Process. We also noted thereferences in the Questionnaire to the Borough Diary, apublication we believed had been abandoned by theCouncil some time ago.
We have again requested a meeting with the Leader ofthe Council to better understand his plans for ourtown.

Local Plan “ProjectFear” de-bunked
In 2018 the then Conservative-led Council made somehelpful, but minor, changes tothe Local Plan prior to puttingit out to consultation andsubmitting it to the NationalPlanning Inspectorate (NPI).
Many readers will rememberhow they argued they couldnot make more meaningfulchanges as the governmenthad given Basildon, along withCastle Point and others, adeadline to submit a LocalPlan or face the prospect ofintervention. It was claimedthat further changes wouldtake extra time (true),triggering a governmentintervention, which it wasfurther argued, would becatastrophic.
At the time we argued thatthere was little chance of anygovernment intervention asthey lacked the humanresources and political capitalto do so, we also doubted thatany intervention would beworse that what the town nowfaces. We were described asnaïve, and to be fair thedecision to comply with thedeadline was understandable– we had our doubts too.
But while Basildon buckled,Castle Point held firm.
Now, a year on, Castle Pointand BDRA-BAG have beenv i n d i c a t e d . A n a r t i c l ein “Planning” magazinedescribes how, despite nofurther progress since theirCouncillors rejected a draft

Planning Issues
ObjectionBillericay District ResidentsAssociation (BDRA) objects toproposal 19/01253/OUT, atMagdalene Lodge on PotashRoad. See www.bdra.org forthe points of our objection.
Essex PoliceThe Community Policing Teamhave been responding toconcerns raised by residentsin Billericay, in particular Anti-Social Behaviour reportswithin Radford Way andQueens Park Avenue. Wehave conducted both plainclothed and uniformed patrolsand will continue to do so. Weare also liaising with ourpartner agencies to addresslonger term solutions to theseissues.
Our Town Centre Teams willshortly be in place willBillericay having dedicatedofficers responding to localconcerns or issues. This teamwill be supplemented by yourdedicated Special Constablesand our ever increasingCommunity Policing Team.
Parking Issues
The West Area Committee hasreceived complaints fromBDRA members regardingstreet car parking whichthey consider causesconsiderable disruption dueto the actions of inconsideratemotorists.
High on the list is thewidespread situation of “two-wheels on the pavement”which has been significantlyadopted by many motoristswithout any thought to thenarrowing of the pavementmuch to the great annoyanceof pedestrians and especiallythose in charge of children’sbuggies or mobility scooters. On this topic the law issomewhat obtuse for althoughit is deemed not illegal to parkin such a way, it is illegal todrive on the pavement.
One recent car parking issueis in Perry Street betweenthe Gooseberry Green andQueen’s Park Roundabouts. The houses along this sectionof road were mainly built inthe 1950s and 1960s in whatwas then a relatively quietbackwater. Came the Queen’sPark Estate through which wasconstructed Queen’s ParkAvenue with very few (if any)residential properties along itslength. The route has becomepopular with motorists anduntil Billericay is properly by-passed it will continue toprovide a means for avoidingthe town centre or givingaccess to the railway station, its carpark and the industrialestate.
Lake Meadows Business Parkhas a sign which says that alloffices are now let. It wouldappear that staff arrive by carbut sadly the complex wasbuilt lacking enough spaceswith a result that Perry Streethas become an overspill carpark. Groundforce inform theiremployees to park their carsin Perry Street which thenreduces its width and createshavoc for many large vehiclesincluding those of theemergency services whoregularly attend call outsoriginating from the shelteredhousing and retirementfacilities in the vicinity ofQueen’s Park roundabout.
BDRA made s t rongrepresentation when thenotices to introduce parkingrestrictions along the lengthof Perry St reet weredisplayed on 21 June. Themeeting to discuss allcomments, both for andagainst the proposals ,is likely to be held inSeptember but we werewarned that such measurescan take twelve months toactivate, provided that noserious objections arereceived.
