FIRE PROTECTION MANUAL
PREFACE
The First Edition of this Manual was issued b the !al"utta Fire
#nsuran"e $sso"iation in 1906 and was brou%ht u&'to'date and
re'issued in 1930. The third( fourth and fifth Editions were
&ublished )ointl b the #nsuran"e$sso"iations of #ndia and
*a+istan in 1948( 1950 and 1953 res&e"ti,el to &ro,ide for
the needs of the whole of theareas "ontrolled b these $sso"iations.
The subse-uent sith( se,enth and ei%hth Editions were &ublished
b theFire /e"tional !oittees of !al"utta( oba( elhi and Madras
e%ional !oun"ils of the #nsuran"e $sso"iationsof #ndia. #n the
ninth Edition &ublished in 1982( aendents and additions were
effe"ted to brin% the &ro,isions inline with "urrent thin+in%
on fire &rote"tion te"hni-ues and to en"oura%e installation of
fied fire etin%uishin%a&&lian"esalar sstes in relati,el low
haard ris+s on the one hand and ti%hten re-uireents for desi%n
of sstes suitable for hi%h haard ris+s su"h as *etroleu
efineries( *etro"hei"al and Fertiliser *lants on the
other hand( whi"h( world'wide e&erien"e has indi"ated(
need "o&ious -uantities of water and other etin%uishin%
edia. #n this tenth Edition an effort has been ade to further
u&date and strealine the re%ulations.The Manual should
&ro,e of ,alue to fa"tor owners and their te"hni"al
&ersonnel when dealin% with attersrelatin% to fire etin%uishin%
a&&lian"es and also "onstitute a hand boo+ of referen"e to
#nsuran"e offi"ials.
The aintenan"e of fire etin%uishin% a&&lian"es in an
effi"ient state and failiarisation with all details
of o&erations is essential if the aiu benefit is to be
deri,ed in the eer%en" of an outbrea+ of a fire.
The Manual in"or&orates lon% e&erien"e of fire
&rote"tion en%ineerin% both in #ndia and elsewhere in the
world.!o&lian"e of the rules will not onl obtain
a&&ro&riate dis"ount in the fire insuran"e &reiu
but will also instilfeelin% of se"urit that the &resen"e of an
effi"ient fire'fi%htin% e-ui&ent should en%ender. ire"t loss
fro fireand the resultant wasta%e is alwas serious but the indire"t
loss and the resultant dislo"ation of business is oftenu"h ore
serious.

ins&e"tion staff of -ualified en%ineers( s&e"ialists infire
&rote"tion and &re,ention en%ineerin% and &ra"ti"e in
all its as&e"ts. The ser,i"es of this staff are a,ailable toa+e
re"oendations and "arr out ins&e"tions in +ee&in% with the
nature of wor+. $ll referen"es to !oitteeor staff thereof in this
&refa"e and in the bod of the Manual a&&l to the

situated.
The Manual initiall deals with &ortable a&&lian"es
and sall bore hose reels( whi"h are "onsidered as
first'aida&&lian"es. The re%ulations re%ardin% trailer
&u&s are "o,ered net. The last &art is de,oted to fied
eternal &rote"tion in the for of a hdrant sste whi"h is
"onsidered the ba"+bone of the entire fire'fi%htin% o&erations
asit fi%hts fires of serious &ro&ortions in all "lasses of
ris+s and "ontinues to do so e,en in the e,ent of a "olla&se
of the buildin%sstru"tures &rote"ted. i%h'rise buildin%s
whi"h ha,e be"oe a "oon feature of odern so"iet &resent
inherent fire haard as fire bri%ades are often hel&less in the
fa"e of fires in su"h stru"tures and are unable to

REQUIREMENTS REGARDING SUBMISSION OF PLANS:

2. PROCEDURE TO BE FOLLOWED IN THE CASE OF APPLICATION FOR
DISCOUNTS:
2.0 The san"tion of dis"ounts off insuran"e &reius shall

a&&lian"es other than hdrants( shall also be

laout and distribution of a&&lian"es.

notified at on"e.
2.14is"ounts san"tioned for installation of a&&lian"es
shall norall stand withdrawn in the e,ent of astri+e or lo"+out in
the &reises for duration of se,en das or ore. For this reason(
it is i&erati,ethat the !oittee be a&&rised as soon as
a stri+e or lo"+out is de"lared.

!. COMMITTEE"S INSPECTION STAFF:
3.1 The !oittee underta+es( as far as &ossible( the
&eriodi"al ins&e"tion of all &reises in whi"h
fireetin%uishin% a&&lian"es( entitlin% the ris+ to
s&e"ial dis"ounts or ratin%s for su"h a&&lian"es are
installed.
For this &ur&ose( the !oittee>s #ns&e"tion
En%ineers shall ha,e the ri%ht of a""ess to the &reises of
the#nsured at an tie with or without %i,in% an &rior
noti"e.
3.2 The *riar dut of the #ns&e"tors is to re&ort to the
!oittee on the "ondition and effi"ien" of thea&&lian"es
installed as well as to ensure the re%ulations are bein% obser,ed.
The will( howe,er( %i,e hel&and ad,i"e in the aintenan"e of the
a&&lian"es and on atters &ertainin% to fire
&rote"tion and &re,ention.
3.3 The attention of the #ns&e"tin% En%ineers shall be
drawn( durin% their ,isits( to an "han%es effe"ted sin"e
the &re,ious ins&e"tion or to an "onte&lated
etensions and alterations to the eistin% ser,i"es.
This &ro"edure does not( howe,er( dis&ense with the
ne"essit of ad,isin% the #nsuran"e !o&an or !o&anies
interested on the ris+ of an "han%es( whi"h affe"t the &lan of
the ris+ or the details of thea&&lian"es( re"orded with
!oittee.

re"oended that etin%uishers installed in an one buildin% or

4.1.1.5 #t is re"oended that an indi"ator board showin% the
nuber of bu"+ets and etin%uishers installedin ea"h de&artent be

a&&lian"es to as"ertain at a %lan"e if an
a&&lian"es are issin%.

#.1.2 SELECTION OF HAND APPLIANCES:

4.1.3.1 *ro"edure '
The iniu nuber of fire etin%uishers needed to &rote"t a
&ro&ert shall be deterined as outlined below '

a&&lian"es suitable for !lass ?$> fires( /in"e !lass
?$> fires areof uni,ersal "hara"ter. The nuber of etin%uishers
shall be deterined a""ordin% to rule 4.1.3.2.

anti"i&ated( a suitable nuber of a&&lian"es deterined b

table under rule 4.1.3.4.
