I am the councillor for Bay ward in the City of Ottawa, and Im here to repre-sent the City of Ottawa in suppo rting Bill 64.

I think you have before you a motion that was passed by our council on May28

That city council endorse the Ontario governments initiative to prohibitthe use and sale of cosmetic pesticides in Ontario and urge speedy passage of

Bill 64, that Ottawa city council request that Bill 64 be amended to permit

municipal bylaws governing the use and sale of cosmetic pesticides that areconsistent with the intent and purpose of Bill 64, and that this motion becopied to the Premier, the leaders of the opposition parties, the Ministry ofthe Environment.

I wont spend a lot of time providing you with EVIDENCE[?!?!] supporting ban-ning the use and sale of cosmetic pesticides.

BACKGROUND INFORMATION FROM AN INDEPENDENT PERSPECTIVE

It is abundantly evident, and not surprising, that NOT A SINGLE EnvironmentalManiac

Activist, including CULLEN, has ANY recognized expertise, training or background in mattersconcerning pest control products !

The opinions of EnviroManiacActivists in matters concerning pest control products are TO-TALLY VALUELESS and UTTERLY WORTHLESS.

NO pest control product can be sold or used until Health Canadas scientists have evaluatedALL the existing evidence to determine whether the product meets stringent health andsafety requirements.

Overall, when they are used properly, there are NO harmful irreversible effects to healthand the environment !

Cullen has CONSPIRED towards NEEDLESS, SENSELESS, and MALICIOUS PROHIBITION ofconventional pest control products that are FEDERALLY LEGAL, SCIENTIFICALLY SAFE, TO-TALLY IRREPLACEABLE, and ABSOLUTELY INDISPENSABLE.

Their health risks to humans, particularly children, are well documented andcontinue to grow, to the point where we have a number of [ENVIRONMENTAL-TERROR ] health organizations across this nation taking up the campaign toeliminate this public health risk. [?!?!]

What I am here to do is speak to you about subsection 7.1(5), which would

render municipal bylaws inoperative.

The irony is that it was the municipality of Hudson, over 20 years ago, thatpassed the first bylaw in Canada dealing with cos metic pesticides.

That was taken to the Supreme Court of Canada and the Supreme Court vali-dated that municipalitys position.

There were also very clear indications that The Supreme Court of Canada was INFESTEDwith EnviroManiacActivists when it rendered its decision about the Town of Hudson.

Since then, as the evidence has mounted [?!?! ], municipalities across Canadabegan to pass bylaws, particularly at the recommendation of their medicalofficers of health.

In Quebec, because there was such a municipal wave, the government of Que-bec put in place the Pesticides Management Code, and obviously were seeingOntario take the same position.

However, it does not make sense to take away from the very level of govern-ment that is closest to the communities it serves the ability to protect thosecommunities where provincial legislation falls short.

That is not the position that was taken in Quebec.

The Quebec Pesticides Management Code does permit municipal bylaws thatdeal with the same area, as long as theyre not inconsistent with the purposeand intent of the act.


Most Government Officials are clearly NOT knowledgeable enough to enact PROHIBITIONlegislation. This includes those serving in local municipalities.

A local government has an onus of responsibility to verify the JUNK SCIENCE informationthat has been concocted by EnvironmentalTerrorOrganizations.

In several jurisdictions, government has failed to base PROHIBITION decisions on SOUNDSCIENCE.

In the PROVINCE OF ONTARIO, municipalities have consequently been stripped of their

PROHIBITION powers.

Moreover, the ONLY Government Officials that truly have ANY recognized expertise, trainingor background in matters concerning pest control products are the HUNDREDS of expertscientists at HEALTH CANADA ! Not local Government Officials.

HEALTH CANADA in Ottawa oversees the testing and approval of pest control products byusing SOUND SCIENCE in order to ensure that they are SCIENTIFICALLY SAFE.

I have to bring to your attention Im sure others have this govern-

ments position with respect to SMOKEFREE LEGISLATION. [?!?! ]


Comparing CIGARETTES to pest control products is PITIFULLY RIDICULOUS.

Comparing CIGARETTES to pest control products is LAUGHABLE !

Using such a comparison shows how EnviroManiacs are outoftouch with reality.

EnviroManiacActivists use this comparison as a means of COERCING and INFLUENCINGGovernment Officials and the public into believing that it is necessary to PROHIBIT pest con-trol products, despite the fact that they are FEDERALLY REGISTERED, SCIENTIFICALLYSAFE, and TOTALLY IRREPLACEABLE.

There is NO FEDERAL REGISTRATION of tobacco products.

There is NO agency that regulates tobacco, except perhaps for restricting access to youngpeople.

Moreover, cigarettes are ABOVE THE LAW because our governments have chosen to shieldthem from the regulatory process.

This is NOT the case with pest control products our governments have chosen to HEAV-ILY REGULATE them. STRINGENTLY !

Pest control products are STRINGENTLY TESTED and REGULATED in order to demonstratethat they are SCIENTIFICALLY SAFE.

As you know, smokefree bylaws began at the municipal level and took a longtime to develop at the municipal level, but it came to the point where theGovernment of Ontario stepped in and passed such legislation.

Section 12 of the SmokeFree Ontario Act states

If there is conflict between sections 9 and 10 of this act and a provision ofanother act, a regulation or a municipal bylaw that deals with smoking, the

provision that is more restrictive of smoking prev ails.

That is exactly what we want to see with respect to this particular legisla-tion.
