The Norwegian Directorate for Education and Training is a subordinate agency of the Ministry of Education and Research with responsibilities within kindergarten and primary and secondary education.
The Directorate is responsible for preparing examinations, national tests and diagnostic tests for primary and secondary education.
• Examinations provide a final assessment of the competence of each individual pupil.
• National tests provide information on the pupils’ basic skills, and a basis for improvement and development in the school.
• Diagnostic tests detect needs for individual follow-up and adaptation.
Case: Norwegian National Tests
The purpose of the National Tests is to evaluate and develop the pupil’s basic skills in reading, mathematics and in parts of the subject English. The results are used as a basis for quality improvement at the individual, school and school owner level.
The examinations are held in the autumn, shortly after students have started on the 5th, 8th and 9th grade. National tests provide information about students at all levels. Therefore samples both easy and difficult tasks.
Results from the national tests provide a limited picture of the skills and competencies students. The results must therefore be considered together with other relevant information about the school, community and students.
Inspera Assessment for Governments
The Norwegian Directorate for Education and Training has been using Inspera Assessment as on-screen delivery solution since 2007.
How are they used? Teachers use the results to monitor their students and to work with continous assessment and adapted training. Municipalities and schools to use the results as a basis for quality improvement in education.Researchers can apply to be given the results of national tests for use in research.
How are questions designed?Academics at colleges, universities and national centers develop samples in cooperation with teachers and professionals in the Education Directorate.
The Directorate is responsible for the tests being developed in accordance with quality requirements of the framework for national tests and that they are adequate quality control.
ReadingNational tests in reading measures the extent to which students’ reading skills are consistent with competence in the curriculum, where literacy is integrated in all subjects.
MathematicsNational tests in Mathematics assess to what extent students’ skills are consistent with competence in the Knowledge where mathematical skills are integrated.
EnglishNational test in English measures the extent to which pupils in Year 5 and 8 have skills in English which is consistent with the competence goals for language learning and and written communication.
During October 2015 around 120.000 pupils conducted national tests in reading, mathematics and English in the 8th grade, and reading and mathematics in the 9th grade. In 5th grade 60.000 completed tests in reading, mathematics and English.
