replace the existing Warming Hut, Timing Bldg and Rikka's Buildings at the FNSB Birch

Hill Rec Area. All three replaced buildings are not

code compliant, energy efficient and require extensive

maintenance.

Explanation: The current Timing Bldg and Rikka's Bldg are not code

compliant, ADA accessible, lack air exchange systems &

have poor floor surfaces. Because of this, they pose

health and safety risks for the FNSB during normal use and

when hosting competitive events.

three outdated structures, the Warming Hut, Timing and

Multiple funding sources and partners have expressed

interest in supporting this project. If this project is

included in the CIP schedule, we will apply for grant funds from various agencies (e.g.

State of Alaska, Federal Highways, Rasmuson, etc.) to

Project Funding Notes:

Potential funding would include, but is not limited to

the Alaska Federal Lands Access Program (AFLAP), as

well as grants from non-profit organizations such as the

Rasmuson Foundation, Tanana Valley Youth Sports

Foundation and others. The Nordic Ski Club of Fairbanks

has already contributed funding in the form of labor to

provide site plans, architectural preliminary drawings and project cost

estimates. We will continue to contribute in-kind services as

this project proceeds to reality.

This project could be handled similarly to the New

Maintenance Building also located at the Birch Hill Rec

Area. That project was

completed in 2016 and resulted in one of the most

energy efficient buildings the Borough owns and operates.

The architectural design, engineering and project oversight savings to the Borough totaled about

$400,000. In addition, the $1.6M project was financed by

grants secured by he NSCF, State of Alaska, Rasmuson

Foundation and Tanana Valley Youth Foundation.

Explanation: The new building will replace three outdated buildings that require extensive, frequent

and costly maintenance. It will reduce utility costs due to

superior insulation, updated LED lighting, efficient hydronic heating, improved ventilation

and heat recovery with an integrated H-VAC system and

the possible integration of solar electric and ground heat

Explanation: With a good design, a reputable contractor and a

quality assurance inspection program during construction,

this modern building can anticipate minimal

maintenance for at least ten to fifteen years. Using durable surfaces, maintenance free siding, durable walls and

floors, well engineered mechanical and electrical

systems per commercial grade construction, this project

should result in a facility with low maintenance for at least
