SRM is the Public Transport
Authority in The Metropolitan area
of Bologna. It is a public owned
company that works on behalf of
the local government (the
Municipality and the Metropolitan
City of Bologna).
SRM buys the service, signs the
contract and controls the correct
performing of it.

In the 2008 the
Municipality
asked us to start
a new service in
a small and low
dencity area to
connect, all day
long (6am-9pm),
the area to the
regular public
transport
service, with low
fare.

The operator proposed a traditional bus service with fixed
timetable for few people (not more than 50 pax per day). But it
was too expensive so we had to find a different solution.

Three European projects have contributed to
the activation of the new service
development of a software platform for
bookings, made available by the agency (;
Implementation of the service as pilot of the
project;
assessment of communication and
incentive systems;
European Projects: an help to start.

What must we consider to start a FTS? (1)

Public grants.
They can be funded to operator or to passenger (through
reduced fares) or not (if we arrive to FTS with taxi rules we
cannot fund operator but we can fund passenger).
The operator’s requirements, vehicles that can be used.
Taxi (~4 pax), Hire with drivers (~8-30 pax), PT (~50-100 pax).
PT operator can use also cars, but taxi driver can use only car.
Awarding methods.
direct/”in house”, tender, extention of actual service contract.

Fares
Integrated with other services (traditional PT, train, parking,
etc..); higher than regular fares; net-cost, gross-cost.
Fulfilment methods, service accessibility (kind of users).
Universal access even if for specific categories. Not listed users.
Routes (on demand, flexible), stops (many-to-many, few-to-
many, …), timetable (on demand, flexible), software. , …
Relationship with passengers.
Travel rules, service effectivness: waiting time, maximum travel
time , etc., to wich link costs and grants, software.

• variable depending on Kms done?
• variable depending on Hours and kms?
• variable depending on Passengers?
Authorities’ goal is to bring more passenger as possible!
Operators goal is to keep costs the lowest they can and have more
profits they can!
If we pay fixed subsidy, we risk paying too much if there are no passengers;
If we pay for km the operator is not incentivate to optimize the path length!
and you need to know exatly the kms run (the historical way);
Paying for hours and km is the nearest to costs trend;
Paying for passengers is ideal . Furthermore passengers are easy to
control because they buy a ticket and appears in the bilance of the operator.
We decided to give a fixed rate + a variable rate for passengers till a
maximum cap.

quarter of Bologna
- Trip requests through a
call-centre
- 57 bus stops
-11 pax /day
- 27 €/pax
data collected during the first experimental year:
- quite all bus stops are equally used;
- passengers are distributed through the whole service time;
- the number of passengers is very low: 11 passengers/day;
- bus is “on the road” for only 20% of its service time;
Consequently the driver is paid also for his not-working time. A lot of
economic resources are wasted.

After one year we understood to be in a different area and
the passenger were really few.

After two year we quit the service because it was
too expensive!
In agreement with the Operator, we switched from model (a) to model (b).

Conclusion!

- There is not a good solution for all cases!
- The same case could have diffrent solution!
- With FTS you can save money, but the costs per passenger
are high!
- Comunication is very important!
- With FTS you could have more data?
- The FTS are the first service to be quit in case of necessity!
