FITA Congress Congress Minutes FITA has released the Minutes from the 48th FITA Congress that took place in Ulsan, Korea on 30-31 August 2009 on the eve of the World Archery Championships. Congress Minutes FITA has released the Minutes from the 48th FITA Congress that took place in Ulsan, Korea on 30-31 August 2009 on the eve of the World Archery Championships.

FITA Office

New organisation FITA welcomed two new members who joined its Office in Lausanne as of October 1st. Séverine FREYMOND is the new FITA Office Coordinator. Her contact [email protected].

After graduating in trade and economy in Lausanne in 2000, Séverine studied tourism and obtained the International Air Transport Association Certification in 2003. She worked for 5 years as Business Travel

Consultant for Carlson Wagonlit Travel, a leader in business travel. First she worked at their office in the United Nations and then at the World Health Organization in Geneva, and finally at the Maison du Sport International where FITA has its office. Séverine is passionnate about sports and has been practicing synchronized skating for 17 years. She also enjoys traveling and looks forward to working on the FITA events in the future. Among her duties are the Judges Committee administration, the handling of world records and high performance awards as well as many other office activities.

Clean Sport

2010 Prohibited List The World Anti-Doping Agency (WADA) has recently published the 2010 Prohibited List. You can find the complete list on the FITA website in the section Clean Sport/WADA Information. A summary of all the changes has also been published. Changes to highlight in particular:

S3. Beta-2 Agonists • The use of salbutamol and salmeterol by inhalation no

longer requires a Therapeutic Use Exemption (TUE) but a Declaration of Use.

• The maximum dose for the controlled pharmacokinetic study cannot exceed the maximum therapeutic dose for inhaled salbutamol (1600 µg/day).

Salbutamol • Following several years of practice and consideration of

all relevant information from stakeholders and others, WADA’s List Committee recommended a change for the status of the beta-2 agonist salbutamol – a substance listed as a specified substance in the 2009 List.

• Over the past few years, almost all cases where salbutamol has been detected were covered by TUEs.

• In the 2010 List, therapeutic use of inhaled salbutamol will not be prohibited and will therefore no longer require a TUE. For monitoring purposes, athletes using inhaled salbutamol will be required to declare their use on the Doping Control Form whenever they are tested.

• Salbutamol will still be prohibited for urinary concentrations above 1,000 nanograms per millilitre. In such cases, there will be a presumption that the substance was not taken by inhalation and the athlete will have the burden to demonstratethrough a controlled pharmacokinetic study that the level found in his urine was the result of therapeutic inhaled use.

Pseudoephedrine • Pseudoephedrine will be reintroduced to the List in

2010. • Until 2003, pseudoephedrine was prohibited in sports.

It has been included in WADA’s Monitoring Programme annually from 2004 on (the Monitoring Program includes substances that are not prohibited in sports but are monitored by anti-doping laboratories in order to detect patterns of misuse).

• Results of the Monitoring Programme over the past five years have shown a sustained increase in samples containing pseudoephedrine. The Programme indicated clear abuse of this substance with high concentrations in a number of sports and territories. In addition, available literature shows scientific evidence of the performance-enhancing effects of pseudoephedrine beyond certain doses.

• Based on the results of the Monitoring Programme, as well as scientific literature and results of controlled excretion studies conducted by WADA, pseudoephedrine above 150 micrograms per millilitre will be prohibited.

Coaching Course in Algeria Algerian archery reorganises itself After a long period of inactivity, a national federation covering all shooting sports, including archery, has been established and has affiliated to FITA. FITA is very happy to have Algeria back among the Member Associations. This come-back should give a new start to archery in the Maghreb region. Along with Morocco and Lybia (that are already members of FITA), we see a potential of growth in the affiliation of Tunisia, and more recently the request to become member by Mauritania. These neighbouring countries can assist each other to grow by meeting on a regular basis and supporting each other. Karim TANIMUND became president of the Fédération Algérienne des Tirs Sportifs (FADTS); he was elected first Vice-President of the Fédération Africaine de Tir in Mid-October. Karim invited Pascal COLMAIRE, the FITA Development and Education Director, to lead the part specific to archery of a training course of 18 sports trainers. The majority of these young sports trainers were new to archery. At the conclusion of the course, the trainees reported that they felt confident they can be successful archery teachers. The formation was conducted in a warm studying atmosphere alternating a few theoretical parts with many practical activities. This excellent project was financed by the young FADTS, that has already announced other projects such as an additional formation of those young sports trainers, a judges course and the organisation of a major tournament.

Coaching course in Laos

Twenty-five archery coaches attended this course thanks to the Olympic Solidarity

Laos' Archery has received the help of Thailand – and especially from the Vice-President of FITA Mr. Sanguan KOSAVINTA. They have just moved up a new step on the archery ladder. That particular phase consisted in training 25 persons to become archery coaches. This project was supported by Olympic Solidarity as a « Technical course for coaches »; it benefited from a substantial financing in order to cover the expenses related to organising the event. The course was held in the brand new sports centre that will host the next South-East Asian Games. It was conducted under the expertise of Pascal COLMAIRE, Director of the FITA Department of Development and Education, on 21-26 September 2009. Even though archery is still a sport that is very new and not so popular yet in Laos, the sporting approach of its management and members should give it a promising future if a solution is found to the serious lack of equipment.

Strong development in African archery

Several activities financed by FITA, FIDTA and the Olympic Solidarity were held this summer in Benin. Two people from Togo have been trained, one in the fabrication of archery material made in bamboo, the other as coach to enhance our sport.

There is a club called « Jeunes Archers de la Capitale (JAC) » (The Young Archers of the Capital) that trains on the beach every Saturday and Sunday. It is the only club of that kind in Togo.

The club consists of an office with five members that are: President/Coach: Messanh Aimé GBETOULA Secretary: Richard HEVIE Treasurer: Kokoé Marie Reine GBETOULA Consultant: Pélagie GBONKOU Coordinator: Gabriel MESSAN-MAGLO We would like to congratulate the JAC for its excellent women's representation! Togo also took part this summer in an archery competition in Cotonou, about which we have already published an article; Togo came out with two medals, a silver and a bronze. It is a good start for Togo archery despite the limited financial resources.

Coaching

Level 1 Coaching Course A level 1 coaching course will take place at the FITA Middle East Archery Center (MEAC) in Cairo, Egypt from 23 November to 20 December 2009 under the expertise of coach MUN Baek Woon and coordination by the FITA Development Department. This course is for people who wish to teach archery to novices and who need theory and practical education.

No entry fee will be charged. Participations are self-funded (with or without financial partnership from the participant’s National Archery Federation, National Olympic Committee, National Sport Governing Body, Private assistance…); expenses include: flight, visa, local transport and full-boarding. See local charges in the MEAC Presentation document in section Development/Training Centres of www.worldarchery.org.

Training camp for the MAs from the Commonwealth & Mediterranean region postponed The training camp initially scheduled at the FITA MEAC Centre from 10-21 November 2009 has been postponed to the beginning of 2010. The FITA Development Department would like to apologise for any inconvenience caused to the Member Associations that intended to attend the trained camp at these dates, however their application are maintained for next year. For the Member Associations of the Commonwealth & Mediterranean region interested in benefiting from this project, you are kindly requested to contact the FITA Development Department, Mrs. Deqa Niamkey [email protected].

Events London 2012 Olympic Games The LOCOG announced that the Royal Artillery Barracks at Woolwich is confirmed as the venue for Paralympic Archery as well as Olympic and Paralympic Shooting. The Olympic Delivery Authority will submit the planning application for Woolwich in the next few weeks. London 2012 Olympic Pictograms

The London Organising Committee of the Olympic Games and Paralympic Games (LOCOG) unveiled the London 2012 Olympic Pictograms on 15 October. The visual representations of each Olympic sport will be used in the run up to and during the Olympic Games in 2012.

The 38 pictograms represent the sports and disciplines at the Games and will be used for signage, on tickets, on merchandise and on the field of play at Games-time, becoming an important ‘wayfinder’ tool for spectators. Each sport is illustrated with graphic simplicity and incorporates the iconic London Underground visual identity. The pictograms will come in two different formats – a silhouette version for standard use and a dynamic version inspired by the connectivity of the London Undergound map. The London 2012 pictograms are provided on the basis that they are only for editorial/journalistic use, to illustrate news articles and features (for example on your website, magazines and newsletters) specifically about: the pictograms or the London 2012 Games. The pictograms should not be used for any other purposes, especially for promotional or advertising purposes. Second European Club Teams Cup The 2nd European Club Teams Cup took place in Madrid (ESP) from 9-11 October. Archers competed in the recurve men and women's categories. World Masters Games Sydney 2009 The World Masters Games took place from 10–18 October 2009 in Sydney (Australia) and were a success. Archery was one of the 28 sports in this event – the largest multi-sport event in the world. News, photos and results can be found on www.2009worldmasters.com. Among the excellent results we can quote the 1413 shot by Nichola Simpson in the FITA round. Chinese National Games The Chinese National Games were held on 17-23 October 2009 in Qingdao, Shandong (China). Popularly known as the "Chinese Olympic Games", they are the most important sports event at the national level. The archery competition had high visibility and exposure with live broadcast on Chinese TV.

World Indoor Archery Challenge 2010 The Indoor World Archery Challenge 2010 is born! Men and women archers of the recurve and compound divisions who will participate in both the Tournaments of Nimes and Las Vegas 2010 will be able to qualify for this new world class event that will take place in Las Vegas on 20 February 2010. Among the archery community, there is some wish to have one day an Indoor World Cup opened to anyone. The Indoor World Archery Challenge 2010 is a great step forward. You will find the rules and information on the Indoor World Archery Challenge 2010 on the FITA homepage www.worldarchery.org. Invitational Archery Test Event in New Delhi The Archery Association of India will organise on 7-13 March 2010 in New Delhi (IND) the Invitational Archery Test Event on the archery field that will be used for the 2010 Commonwealth Games. The competition is open to the Member Associations of the Commonwealth. Archers will compete individually and with their team in the four international categories (Compound Men, Compound Women, Recurve Men and Recurve Women). COPARCO Qualifying Tournament for the 2010 Youth Olympic Games The Continental Qualification Tournament in the Americas for the Singapore 2010 Youth Olympic Games will be held by the FITA Continental Association COPARCO (Pan-American Archery Confederation) on 15-18 April 2010 in Salinas, Puerto Rico. The Qualifying Tournament will be held only for the Recurve Categories, but a separate Compound event will also take place. FITA Membership

Central African Republic This country has submitted a membership application file in conformance with Rule 1.4.2. Based on Rule 1.4.3, the current FITA Member Associations and Council Members have 60 days to raise concerns in writing to the FITA Office of any objection to this request of membership. The Central African Republic was already a member of FITA in the past but the former member was dissolved in cooperation with the Ministry of Sport and removed as member of FITA.

Without any serious objection within these 60 days (31 December, 2009), a temporary FITA membership will be granted to the Fédération Centrafricaine de Tir à l’Arc (FECATA). At the next FITA Congress in 2011, the final membership of this national archery association will be submitted to a vote.

Kosovo The July 2009 issue of the FITA Newsletter informed you that Kosovo applied for FITA Membership. At the end of the two-month period one objection from Serbia was received against the temporary membership of Kosovo. This objection was studied by the Executive Committee and the Council. FITA Council decided to grant the temporary membership to Kosovo until the 2011 Congress, where it will be decided on the final membership of Kosovo and Serbia will be able to raise once more the objection. Therefore the Archery Federation of Kosovo is a temporary member of FITA and can participate in all FITA events during this period.
